STATEMENT OF WORK

FOR

CASS Chiller Installation

AFMC/OC-ALC/OBCA

18 April 2017

Revision: 01

1.0 Description:

1.1 The Contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation and inspection manuals necessary to replace the existing CASS Chiller for the Oklahoma City–Air Logistics Complex (OC-ALC). The Contractor shall be responsible for insuring all services, parts and Original Equipment Manufacturer (OEM) components provided under this contract are in accordance with (IAW) the terms and conditions outlined herein, conform to the manufacturer’s equipment specifications and this SOW.

2.0 Scope of Work:

2.1 The Contractor shall be responsible for the decommissioning of existing chillers, to include:

• Existing chiller #3 is two (2) sixty (60) ton chillers combined. Trane, Model:

CGAFC604AGA10000000000000T0000.

• Shut-off and recover glycol mixture into provided drum in the existing chillers and piping

• Demolition of chill water pipe (see Attachment A, Figures 3 & 4).

• Demolition of electrical up to main safety disconnect (see Figure 5).

• Disconnection and demolition of unused controls (see Attachment A, Figures 3 &

4).

• Removal of existing chillers (see Attachment A, Figures 1 & 2 ).

• Transportation of existing units 200 yards to storage area on the ramp, north of

Building 2122

2.2 Requested Service: Removal of existing CASS Chiller. Purchase and Installation of new CASS Chiller, Trane Model: RTAC-1554-UXXH-UAGN-W1TY-1CDB-NA5U-

A10A-GEEX-N.

2.2.1 Delivery of new chiller, to include:

• New 155t chiller shall be a Trane, Model: RTAC-1554-UXXH-UAGN-W1TY-1CDB-

NA5U-A10A-GEEX-N.

• Delivery of new chiller to Building 2122 located at Tinker AFB.

2.2.2 Installation of new unit, to include:

• Site new chiller at location specified by 76 AMXG project engineer.

• Fasten unit to concrete utilizing the manufacturer provided isolators.

• Installation of chill water pipe.

• Installation of insulation on chill water pipe.

• Installation of electrical from main safety disconnect.

• Installation and integration of existing controls to chiller.

• Fill system with 40% glycol to water mixture. Government will provide ethylene glycol.

• Complete start-up and verification of correct operation.

• Install maintenance panels, hail guards, and louvered panels.

2.3 Parts and Materials: The Contractor shall provide and use only new parts and material in performance of this SOW unless otherwise authorized by the Contracting Officer

(CO).

2.4 Requirements

2.4.1 The Contractor shall provide the specified chiller to building 2122 at Tinker AFB, OK.

2.4.2 The new chiller shall be a Trane, Model: RTAC-1554-UXXH-UAGN-W1TY-1CDB-

NA5U-A10A-GEEX-N.

2.4.3. The Contractor shall provide all labor, equipment, parts, consumables, transportation, and any other items and services necessary to provide a complete turn-key system.

2.4.4 The Contractor shall complete all work without disturbing the process. Shut-off valves are available on each pipe to isolate the chiller from the chill water system.

2.4.5. Installation shall include integrating chiller with existing controls and other existing equipment.

2.4.6. All services shall conform to NFPA 101, NFPA 70, and general industry standards.

2.4.7. The Contractor shall provide and use only new parts and materials.

2.4.8. The Contractor shall provide start-up upon completion.

2.4.9. Hours of operations are 7:00AM to 4:00PM Monday thru Friday (Excluding Weekends and Federal Holidays) unless prior approval is obtained from the Government.

2.4.10. The Contractor shall provide 8 hours training to eigthteen (18) engineers and maintenance personnel. Training will be conducted at the installation site and coordinate with the engineer for the specific date and location. Training shall consist of explaining chiller controls and operation at a minimum after the installation.

2.4.11. The Contractor shall provide a full warranty on all components and workmanship for a period of no less than one (1) year after the date of final acceptance. Government use of the chiller before the date of final acceptance shall not be deemed part of the warranty period. All warranty work shall be completed on-site at Tinker AFB.

2.5 Installation Report:

Immediately upon completion of installation and upgrade and before leaving the OC-ALC, the Contractor shall provide a written Service Report to the Government Point of Contact (GPOC). The Contractor shall forward the service report to the GPOC within two (2) business days of receipt. The Contractor shall provide, by fax or email, the final service report within five (5) business days to the GPOC. The Government will not pay an invoice submitted until an acceptable service report has been received from the

Contractor. As a minimum, the final service report shall contain the following information:

• Name of the company

• Requested service date

• Contract number

• Equipment ID#

• Description of services provided

• Additional services recommended (if any)

• Detailed schedule of services

• Printed name and signature of technician who performed the services

• Printed name and signature of on-site Government identified Technical POC or GPOC

• Start and completion dates

• Complete breakdown of the labor cost (hours and rate)

• Materials and parts used

• Details of any other charges

• Printed name and signature stating only new parts and materials were used

• Written verification statement that a performance check to verify operational condition was performed and that the equipment is in working order.

2.6 Contractor Personnel: The Contractor shall provide the name of the Contract Manager (CM) and any alternates who shall act for the Contractor when the CM is absent. They shall be designated to the CO and GPOC, in writing, within five (5) business days after the contract award date. The Contractor shall provide telephone numbers and email addresses where the CM and alternates may be contacted at any time. The CM or alternate shall have full authority to act for the Contractor on all matters relating to operation of this contract at the OC-ALC on Tinker Air Force Base (AFB). The CM or alternate shall be available to meet on the installation with Government personnel designated by the CO to discuss problem areas. The Contractor shall provide a CM who can read, write, speak, and understand English fluently.

2.6.1 The Contractor and Contractor personnel shall be required to identify themselves as Contractor personnel by introducing themselves or being introduced as Contractor personnel. The Contractor personnel shall also display distinguishing badges or other visible identification for meetings with Government personnel or while performing work for the OC-ALC on Tinker AFB. The Contractor and Contractor personnel shall identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.

2.7 Listing of Contractor Employees: The Contractor shall provide an initial listing of Contractor employees’ names and position titles to the GPOC within five (5) business days after contract award date. Within five (5) business days, the Contractor shall also provide an updated listing of personnel to the GPOC when employees affecting the work of this contract change status or position.

2.8 Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state, and local laws, regulations, instructions, and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions, or regulation changes during the term of this contract. Contractors shall be compliant with the Tinker AFB Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker AFB Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per OC-ALC Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALC Instruction (OC-ALCI) 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on the e-Publishing website at www.e-publishing.af.mil for downloading or ordering.

2.9 Housekeeping: The Contractor shall keep the work areas clean and neat IAW Industry Standards, OSHA, Fire and Safety Standards and this SOW.

2.10 Hours of Operation: 7:00AM to 4:00PM Monday thru Friday (Excluding Weekends and Federal Holidays). Unless prior approval from the Government.

Location of Installation:

Building 2122 Tinker AFB, OK 73145

2.11 Delivery: Unit must be delivered within seventy-five (75) days after award of contract.

2.12 Safety and Health: While performing work under this contract the contractor shall comply with all applicable federal, state and local regulations regarding occupational safety and health. The contractor shall notify the CO, within eight (8) hours of any damage to government property where the dollar value exceeds $500,000.00 and within two workdays, for any damage to government property less than $500,000.00 during the execution of the contract.

2.12.1 Mishap notifications shall contain, as a minimum, the following information:

a. Contract, Contract Number, Name and Title of Person(s) Reporting

b. Date, Time and exact location of accident/incident

c. Brief Narrative of accident/incident (Events leading to accident/incident)

d. Cause of accident/incident, if known

e. Estimated cost of accident/incident (material and labor to repair/replace)

f. Nomenclature of equipment and personnel involved in accident/incident

g. Corrective actions (taken or proposed)

h. Other pertinent information

2.12.2 If requested by the designated CO, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office. Contractors will not dispose of contract data related to a mishap until notified to do so by the CO.

2.13 Emergency Procedures: The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.

2.14 Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health.

The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.

2.14.1 Contractors shall be compliant Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC- ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e- Publishing website at www.e-publishing.af.mil for downloading or ordering.

2.15 Hazardous Material (HAZMAT): If no HAZMAT will be brought on base or used in performance on this contract, the contractor shall certify “No HAZMAT will be brought on base” or “No HAZMAT Usage” in writing on company letterhead. This certification shall be provided to the GPOC within ten (10) days after award. Upon GPOC receipt of the certification, the requirements of this section no longer apply. Appropriate penalties for the contractor, or administrative and disciplinary action for the later shall be assessed if found in violation of above certification.

2.15.1 The Contractor shall not store chemicals or hazardous material (HAZMAT) on Tinker AFB. Contractors shall be compliant with HAZMAT management procedures per Oklahoma City Air Logistics Complex (OC-ALC) Supplement to AFI 32-7086, “Hazardous Materials Management”.

2.16 Safety Data Sheet (SDS) and Labeling: Upon GPOC receipts of the “No HAZMAT Usage” certification, the requirements of this section no longer apply.

2.16.1 The Contractor shall not transport, ship or use any chemical, material or substance used in the performance of this PWS on Tinker AFB before written approval is provided by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The Contractor shall submit to the GPOC, ten (10) calendar days after contract award date all Safety Data Sheets (SDSs) and a completed OC-ALC Form 152, SDS Information Sheet. The Contractor shall receive approval from the GPOC prior to shipping any chemical, material or substance to Tinker AFB. A copy of the manufacturer SDS shall http://www.e-publishing.af.mil/ accompany the shipment. Contractor shall comply with the effective dates for SDS requirements IAW the Occupational Safety and Health Administrations (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part

1910.1200. The Contractor shall ensure containers of hazardous chemicals are labeled with the following information, prior to shipping to Tinker AFB IAW OSHA Hazardous Communication Standard, Title 29, CFR Part 1910.1200 (2012): product identifier; signal word; hazard statement(s); precautionary statement(s); pictogram(s); and name, address and telephone number of the chemical manufacturer, importer, or other responsible party.

The COR will forward all SDS submittals to 72 ABW/CEIE for approval. A current manufacturer SDS shall be submitted to the GPOC if the Contractor changes manufacturer or vendor for any chemicals that were prior approved. The Contractor shall maintain copies of manufacturer SDSs for all chemicals and SDSs shall be readily accessible at all times by Contractor personnel as well as government employees.

2.17 Hazardous Waste: If no HAZWASTE will be generated during performance of this contract, the contractor shall certify “NO Hazardous Waste Generation” in writing on company letterhead. This certification shall be provided to the GPOC within ten (10) days after award. Upon GPOC receipt of the “No Hazardous Waste Generation” certification, the requirements of this section no longer apply. Appropriate penalties for the contractor, or administrative and disciplinary action for the later shall be assessed if found in violation of above certification. The Contractor shall dispose of contaminated solid waste, spent or processed chemical solutions, used rags and hazardous waste in government furnished waste containers located in the shop or area the work is being performed. The Contractor shall notify the GPOC if the required waste containers are not available on site.

2.18 Discharges: Any discharges into Tinker’s industrial waste treatment plant (IWTP) or sanitary sewer shall be approved and done IAW Tinker Industrial Waste Water Discharge Permit as instructed by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). Notice of intent documentation shall be provided to the GPOC within ten (10) days after award. The GPOC will submit the required notice of intent documentation to the UEC for 72 ABW/CEIE approval. The Contractor shall not discharge into IWTP and sanitary sewer prior to approval issued by 72 ABW/CEIE. The Contractor shall maintain records of written approval issued by 72 ABW/CEIE for discharges into IWTP and sanitary sewer.

2.19 Off-Site Discharges: For discharges outside of Tinker AFB, the Contractor shall ensure waste water discharges, that may contain pollutants resulting from any contracted service, go to a state or federal permitted treatment facility such as a municipal Publicly Owned Treatment Works (POTW). The Contractor shall provide a letter ten (10) calendar days after contract award date to the GPOC from the POTW that states the POTW is permitted for all pollutants that the Contractor may discharge during the contracted service.

2.20 Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from

Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911.

The Contractor shall immediately report all environmental violations to the GPOC and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:

2.21.1 One (1) copy to CO, two (2) copies to the GPOC, a copy for UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:

1.) Name and contact number of person reporting the spill 2.) Date and time of incident 3.) Location and source of spill 4.) Substance or pollutant spilled 5.) Amount spilled and rate of discharge 6.) Any damages or injuries involved 7.) Extent of area impacted 8.) Potential hazards 9.) Actions taken 10.) Organizations contacted 11.) Remarks Section - that addresses the cause of the spill (e.g. human error, Equipment, etc.) and whether 911 was called and which agencies responded.

2.22 Environmental Training: Upon GPOC receipt of the “No Hazardous Waste Generation” certification, the requirements of this section no longer apply.

2.22.1 Contractor personnel performing duties in the service of this PWS shall have training that acquaints the person with the details of Resource Conservation Recovery Act (RCRA) regulations in 40 CFR 260 through 279; applicable State Laws and regulations; DoD, Air Force and local requirements. This training can be obtained through creditable training institutions or companies. All training shall be approved by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). Prior to obtaining training, the Contractor shall provide the name of the training institution or company and course description to the GPOC for approval within ten (10) calendar days after contract award date. Once written approval is received from the GPOC, the Contractor shall provide the environmental training certificates for employees performing duties in the service of this PWS to the GPOC, within thirty (30) calendar days after contract award date. In addition to the required environmental training, Contractors shall be compliant with Tinker AFB procedures per TAFBI 32-7004, “Hazardous Waste Management”.

Contractor shall submit to the GPOC: (a) a copy of the technician(s) certification(s) as required by 40 CFR (Code of Federal Regulations) part 82, subpart F and (b) a copy of the refrigerant recovery and recycling equipment certification (copy of the form signed by the owner of the equipment or another responsible officer and sent to the appropriate EPA (Environmental Protection Agency) Regional Office) as proof that the Contractor acquired recovery equipment per 40 CFR 82.162.

2.24 Refrigerant Installation and Recovery: Contractor shall submit to the GPOC within five (5) working days after the service report is submitted, a record of the servicing technician(s) name(s), amount of refrigerant and type of refrigerant added to the contracted equipment or recovered from the equipment. In the case of commissioning new or retrofitted equipment, the Contractor shall provide the refrigerant amount determined to be the "Full Charge" as defined in 40 CFR 82.152. Provide information concerning refrigerant losses to the atmosphere, including that associated with warranty work.

2.24.1 All recovered refrigerant will be into government furnished recovery cylinders.

The following chlorofluorocarbon (CFC) and Hydrochlorofluorocarbon (HCFC) that are recovered from contracted equipment will be into government furnished recovery cylinders: Class I ODS, CFC-500, CFC-502 and HCFC-22. The contractor shall not transport these specific refrigerants off base for reclamation or disposal.

2.25 Refrigerant Reclaimer Certification: Proof of reclaimer certification shall be provided to the GPOC within ten (10) calendar days after contract award date or prior to changing EPA Certified Refrigerant Reclaimer. The contractor shall provide a signed chain of custody report between the contractor and an EPA Certified Refrigerant Reclaimer to the GPOC within ten (10) working days after contractor acceptance of recovered refrigerant.

The contractor shall provide to the GPOC on the first day of each month a listing of the amount of refrigerant reclaimed from contracted equipment. Any recovered refrigerant that is not reclaimed, shall be properly disposed of IAW 40 CFR part 82 at an EPA approved facility and the contractor shall provide to the GPOC documentation identifying the disposal method (incineration,etc).
