April 24, 2017 Questions & Answers: CASS Chiller
FA8125-17-R-0012
1. Question: Please confirm the new piping configuration will be required due to the existing 2" piping to the existing chiller, and the new 155 ton will require 4" pipping.
Answer: Yes
2. Question: Will the new 4" CHW piping be schedule 40 black steel welded pipe with heat trace, insulation and jacketing.
Answer: No heat trace (glycol system), Insulation yes, Jacketing yes
3. Question: What material should be used for the chilled water piping insulation jacketing? The vendor stated aluminum does not last long in Oklahoma with hail, Stainless is best but most expensive, PVC is hail resistant but not as durable as SS.
Answer: Insulation jacketing should be aluminum jacket with a thickness of 0.016"
4. Question: Please advise; is fiberglass insulation still prohibited at Tinker for Chilled water pipe insulation. The vendor stated Amaflex and foam glass have been accepted in the past at Tinker.
Answer: Fiberglass is preferred with aluminum jacketing.
5. Question: What insulation material and thickness should be included in contractor price for chilled water piping.
Answer: ARMACELL - AP Armaflex Black LapSeal with thickness of 2" (or equal) would be best.
6. Question: Is an Oklahoma State Mechanical Contractors license required to work with refrigerants in the chiller on this project?
Answer: Refrigerant will be drained from old chillers.
7. Question: Will a 4" wye strainer be required on this installation? The vendor states Trane Chiller Installation Instructions require the installation of a wyre strainer on the supply connection to the Chiller to validate the chiller warranty and the SOW, or sketches does not mentioned this requirement..
Answer: Requirement is turn-key, if required for warranty it must be installed.
8. Question: The existing electrical service is 350 amps. The new 155ton chiller specified requires a 450 amp electrical service. Please advise if a new 450 amp service should be provided for the new chiller and if vendor should plan on providing this service? The vendor stated this will require a new tap into the existing electrical gear, new 450 amp breaker, new conduit and wire to the new 155 ton chiller.
Answer: Required power will be provided at ‘power source’ as seen in figure 5 of SOW.
9. Question: Please advise and confirm the anchoring requirement for the chiller. Also, the isolator will require a seismic component. The vendor states the SOW instructs to fasten unit to concrete utilizing manufacture provided isolators. Customary practice at Tinker has been to use a 6" concreate housekeeping pad with chiller anchored to the equipment pad. Because this chiller is an exterior chiller mounted to ramp concrete (probably 12" thick) in an industrial area, not sure the purpose of the isolator will provide.
Answer: Chiller shall be installed utilizing the isolators specified in the chiller model number in the item description and fastened to the concrete.
10. Question: If spring isolators are required under the chiller will flexible connections be required on the chilled water piping connections to the chiller?
Answer: Utilize isolators specified in the chiller model number.
11. Question: The SOW references integration of existing controls to chiller. Can the as-built for the existing controls be provided?
Answer: Communication protocol of the chiller is specified in the model number.
12. Question: The SOW references remove existing chillers to a storage area on the ramp north of B2122. In the past Tinker practice has been for contractors disposal off base.
Please confirm once the chiller is move to the storage area and they are accepted by the government at this location, the contractor has no responsibility for the chillers and the contractor is just to move the chillers to storage area. The vendor also stated in the past when storing equipment they have been called back because of FOD, oil leaks, visual complaints, etc.
Answer: Contractor is responsible for moving the chiller to storage area on ramp. Plug any chilled water line to ensure no leaking occurs.
13. Question: The SOW references sitting new chillers as specified by 76 AMXG project engineer. Can a location be determined so a more accurate pipping and conduit estimate can be established?
Answer: Location will be specified upon contractor award. Chiller will be placed where existing chillers are located.
14. Question: The vendor stated “Since the 155 ton chiller will have different flow characteristics a water balance of the entire CHW system would be a customary practice”. Please advise if this will be a requirement or if vendor should just set the flow to government new chiller and check any of the other CHW components.
Answer: The system operates on a primary/secondary loop with a buffer tank. The primary pump currently used for chiller 3a&b is already sized for this new chiller. The balancing valve for chiller 3 (already there) should be left full open. All pipe between the chiller and the primary loop should be 4" pipe (not smaller). No separate rebalancing required.
15. Question: The SOW reference requires CHW system to be 40% ethylene: The vendor stated “Ethylene has not been used at Tinker AFB due to the damage it does to the environment. Propylene (food grade) glycol has been utilized. Please confirm the use of ethylene is okay with Tinker EM.
Answer: Contractor shall use provided storage containers to capture glycol from old chillers.
16. Question: The SOW requires CHW system to be 40% ethylene. Should we plan on taking all the glycol out of the CHW and replacing or just what is require four our new chiller.
Answer: Contractor shall use provided storage container to capture glycol from old chillers.
17. Question: How much time does vendor take to down the existing system to modify the CHW piping?
Answer: Chiller 3 can be isolated from the CHW loop. No downtime required for install.
18. Question: Should vendor plan on weekend work to make the power tie-in for the new electrical service?
Answer: If electrical service upgrade impacts productions ability to work, then a weekend will need to be scheduled to reduce impacts.
19. Question: What is the anticipated lead time to get a crane permit on the ramp for this building? The vendor states “A crane will be required to set the new chiller in place, this size chiller cannot be forklifted without risk of damaging the chiller.
Answer: 45 Days
20. Question: What is the duration of the project?
Answer: 75 days
21. Question: Will vendor installers be required to take the ramp driving course and obtain ramp and restricted access passes?
Answer: Restricted access badge will be handled by engineering through the CO.
CO/COR is responsible for ramp driving course and ramp pass requirements.
22. Question: Please confirm the delivery of the chiller has to be within 30 days of award.
Answer: Project duration has been amended to 75 days, please provide realistic delivery schedule.
23. Question: How long does vendor have after delivery of the chiller before vendor has to have the unit running?
Answer: Total duration of the project is 75 days.
24. Question: Do we know who has the controls in this building?
Answer: Yes, government will be provided drawings and all technical data of the existing control system after contract award.
25. Question: Please clarify Section 2.24.1 and Section 2.1 regarding-- Recovery of all refrigerant by contractor will be into government provided cylinders that shall be kept in the possession of and on base by government? Does Section 2.24.1 supersedes Section 2.1?
Answer: Recovery of refrigerant (R-22) shall be completed by government. Existing chillers shall be oil and refrigerant free upon removal/installation process.
26. Question: Will the government also be suppling containers for the oil recovery and will these need to be left on base?
Answer: Contractor will not be recovering oil. Government will complete this work.
27. Question: Will the government also be suppling containers for the glycol/water mixture and will these need to be left on base?
Answer: Yes and yes.
28. Question: Will the two existing chillers be moved to a storage position designated by the 76 AMXG project engineer or someone else?
Answer: Yes, government will specify location for chiller to be placed on ramp north of B2122.
29. Question: Is contractor and contractor electrical subcontractor able to meet with 76
AMXG project engineer at the site within the next week or so, to see his exact placement /orientation for the new 155 ton Trane Chiller?
Answer: Site visit was completed. Exact placement will be outlined/confirmed after award.
30. Question: Do you (government) want a house keeping pad or the chiller raised off the concrete with steel “I” beams? The (2) two, RTAC chillers adjacent to the project location has the chiller setting directly on the ground.
Answer: No, government does not require housekeeping pad.
31. Question: Will the steel trench box stay where it is currently located, which is partially blocking the work area? Or will the steel barrier be re-located?
Answer: Area in front of the chiller shall be clear of equipment and construction.
32. Question: Who is responsible for the FAA clearance/permit for the crane?
Answer: Contractor shall arrange
33. Question: Will Government have fork lifts to unload the existing chillers at the “storage area”? Or will contractor need to have contractor crane plan on unloading the two CGAF’s?
Answer: Contractor shall plan to do move of equipment without government providing equipment.
34. Question: Will this job require a performance bond?
Answer: All related information is included in solicitation clauses.
35. Question: What is the amperage rating of the existing circuit breaker that feeds the 400 amp disconnect switch located adjacent to the existing chillers?
Answer: Proper power will be provided at ‘power source’ as seen in figure 5 of SOW.
36. Question: What is the gauge of wire that feeds the existing 400 amp disconnect switch?
Answer: Proper power shall be provided at ‘power source’ as seen in figure 5 of SOW.
37. Question: Should contractor plan on weekend work to make the power tie-in for the new electrical service.
Answer: If tie-in impacts production then weekend outage shall be required. Electrical up to ‘power source’ in figure 5 shall be sufficient. If lines to chiller can be installed into ‘power source’ with input hot, then no outage will be required.
38. Question: Specify pipe type and is it required to be made in America.
Answer: Pipe type has been outlined in another question. Follow all procedures in the Federal Acquisition Regulations (FAR) 252.225-7012 in regards to certain domestic commodities.
39. Question: Can connection to the existing pipe be made at any location, or can sections of the existing pipe be re-used?
Answer: Minimum pipe removal for correct installation. Anything cut from the system must be replaced with new pipe. Any sensors removed when pipe is cut off must be replaced on new piping.
40. Question: Provide the Current Controls Contractor associated with the chiller BAS interface; with contact name and number.
Answer: In house, shall be provided on award.
41. Question: What is the job schedule, including est start date, est complete date, duration system can be offline, contingencies for delays due to weather, manufacturer delays, other unknown events.
Answer: 75 days have been allotted. Chiller 3 is offline at this time, government expects to test and verify unit is running correctly by the 75th day. Government and contractor will need to coordinate concerning possible crane interference with aircraft movements.
42. Question: Verify that the existing pump, Air separator, Air Vents, Control Valves and any other item up stream of valves/controls valve are not in scope of work.
Answer: Confirmed, unless modified/added/removed to facilitate install of chiller. If controls are removed when removing 2” pipe they must be reinstalled on 4” pipe. It’s expected that the piping circuit between supply and return cutoffs are under control and responsibility of contractor. Function and controls of current chiller 3 setup is expected on future.
43. Question: If any additional valves are required, is there a specific manufacture to be used and rating requirement.
Answer: Contract is turn-key. If additional valves are required they must be installed.
Equipment must meet requirements of the system.
44. Question: What is the system operating pressure?
Answer: Reference provided Trane model number for specifications
45. Question: Is there a requirement for a witnessed or certified pressure test? If so, what pressure and time duration?
Answer: No
46. Question: What is the requirement for unit labeling and pipe labeling?
Answer: Please refer to SOW for labeling of equipment
47. Question: Is standard 1 1/2" rigid fiber insulation with Alumagaurd wrap on pipe acceptable?
Answer: Yes
48. Question: Can grooved pipe connections be used on all pipe connections?
Answer: Yes
49. Question: Is a flexible connector required at hydronic connection of Chiller? If so, what type?
Answer: No
50. Question: Can recovered Glycol/Water be reinserted into the system or does it have to be new water with owner provided glycol?
Answer: Contractor and government will need to coordinate use of recovered glycol.
Glycol reused or new shall be provided.
51. Question: Is there any requirement of water testing before or after? If so, what is the testing requirement and desired results.
Answer: No, contractor is not responsible for testing glycol mixture. Use mixture provided.
52. Question: Is a concrete housekeeping pad required to be poured on top of the concrete ground for unit to set on?
Answer: No
53. Question: Are there any specific temperature or pressure gauges required? If so, what type, size, location and what is being measured.
Answer: Contract is turn-key. If additional temperature or pressure gauges are required they must be installed.
54. Question: Is the recovered Refrigerant to be provided to owner?
Answer: Contractor is not recovering refrigerant.
55. Question: What is the amperage rating of the 480v breaker currently feeding existing chillers?
Answer: Proper power will be provided at ‘power source’ as seen in figure 5 of SOW.
56. Question: What electrical panel will the 120v supply be fed from for the new chiller?
Where is this electrical panel located?
Answer: Exact location will be specified after award.
57. Question: Who is responsible for the onsite controls of the new chiller. Are there existing controls in place?
Answer: In house developed. More information shall be provided upon award.
58. Question: How close can we get with a crane if needed?
Answer: Permit shall outline restrictions
59. Question: The Trane 155 ton IOM booklet has service accessibility and code clearance requirements listed for this unit that may affect its orientation on your site.
Answer: Concur
60. Question: What will be the final footprint placement of the new 155 ton chiller.
Answer: Will be provided upon award. Long edge parallel with building, with control panel facing east.
61. Question: From a Plan View perspective, will it be parallel to the north side of the building ( East- West) or perpendicular (North-South)?
Answer: Parallel, with controls facing east
62. Question: It should be stated in answers to questions, which end TAFB wants the power panel to be on – East or West- (North or South ) ?
Answer: Power fed on end with controls, east side
63. Question: It would be helpful if dimensions could be specified from the north side of wall of B2122 to the new unit, as well as having other dimensions referenced from perhaps the edge of existing pump pad to the new 155 ton unit.(?)
Answer: Exact dimensions will be specified after award
64. Question: Recovery of all refrigerant by contractor will be into government provided cylinders that shall be kept on base in the possession of the government?
Answer: Recovery of all refrigerant by contractor has been removed.
65. Question: The two 60 ton existing chillers are to be moved 200 yards to the North on the apron, during the site visit the area to the north looked open, is the off- load storage location on the south side of B2210 or B2211?
Answer: At this time, only north of 2122 can be specified. An exact placement will be determined closer to the move date.
66. Question: Is there any fencing or are there any obstructions that would hinder truck /crane off-load operation?
Answer: All fencing and obstructions shall be moved.
67. Question: Will the trenching and replacement concrete be completed by the time this chiller change out project is to begin?
Answer: Trenching project will not be complete, but area in front of chiller will be clear.
68. Question: What are the terms for payment after the "final" service report is accepted.
Answer: This information is explained in solicitation.
69. Question: What are the insurance and bonding requirements? Will insurance certificates and bonds be required before starting work?
Answer: FAR Clause 52.228-5 Insurance has been incorporate into the solicitation.
70. Question: Because of the construction nature of the project, what wage decision should be applied for this project?
Answer: This requirement is a commercial commodity, not a service. Therefore a wage decision shall not apply.
71. Question: If we are an out of state contractor, are we required to have Oklahoma State Worker comp insurance for our workers?
Answer: FAR Clause 52.228-5 Insurance has been incorporate into the solicitation.
72. Question: If we are an out of state contractor, do we have to pay 8.375% sales tax or 8.375% use tax on equipment and materials provided on this project?
Answer: Follow all procedures in Federal Acquisition Regulations (FAR) in regards to Federal, state, and local sales tax. Please also reference clauses in solicitation.
