STATEMENT OF WORK

FOR

B-52 Gear Shop Crane Replacement

OC-ALC/OBCA

7 June 2017

Scope:

The Contractor shall provide one (1) Gear Shop Crane Replacement and provide onsite in-stallation, startup, and load testing at Building 2121, first floor, between posts F20/F21 and E20/E21 for the Oklahoma City-Air Logistics Complex (OC-ALC).

The Contractor shall be responsible for ensuring all services, parts and Original Equipment Manufacturer (OEM) components provided under this contract conform to the manufactur-er’s equipment specifications.

Item Description:

The 565 AMXS B-52 Landing Gear Shop is in need of a repair/replacement to the air driven crane. Specifically the replacement of the unrepairable air driven crane with a new 6-way electric crane conversion. The following requirements shall be provided:

Requirements:

• Replace current 2-ton air hoist and trolley with a new 2-ton electric wire rope hoist o Shall be at least 12-foot lift.

o Trolley shall have variable frequency drive motor o Trolley shall have a speed of at least 65 feet per minute.

• Replace current air bridge drive motor with new dual drive bridge 3-phase variable frequency drive motor o Must shall speed of at least 120 feet per minute.

o Bridge and hoist controller.

• Install new 3-phase buss bar system/power o Shall be 460 volt 3-phase.

Installation shall include startup and load testing.

Required Services:

Contractor shall install all above listed requirements. The start up and load testing for a full check of the crane system after installation to make sure everything works correctly. This will in-clude the moving of a landing gear strut and placing said strut onto the work fixture.

The Government will take care of all disposal of equipment that is removed.

Contractor Performance:

According to the contract’s inspection clause, the Government will evaluate the Contractor’s performance under this contract. The Government POC will participate in the administration of this contract. Any matter concerning a change to the scope, prices, terms, or conditions of this contract shall be referred to the CO. All services to be performed by the Contractor dur-ing the period of this contract will be subject to review by the CO or Government POC.

Corrective Action Report (CAR)/Complaint Contractor Response Time:

The Contractor shall provide a written response within two (2) business days which address-es the root cause, corrective action, and preventive actions in relation to the submitted CAR or Customer Complaint.

Hours of Operation:

The Contractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 0700am to 1400pm. If work hours are required outside the hours stated, the Contractor shall contact the Government POC for approval from the CO.

Upon approval from the CO, the Government Subject Matter Expert (SME) or Government POC must be present with the Contractor.

These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.

Emergency Procedures:

The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emer-gency. It is the responsibility of the Contractor to provide guidance and to establish proce-dures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.

Health & Safety on Government Installations:

While performing work under this contract the Contractor shall comply with all applicable federal, state and local regulations regarding occupational safety and health. During the exe-cution of the contract, the Contractor shall notify the Contracting Officer (CO) and Govern-ment Contract Administrator (CA) within one (1) business day of any damage to Govern-ment property in which the dollar value exceeds $500,000.00 and within two (2) work days, for any damage to Government property less than $500,000.00.

Mishap notifications shall contain, as a minimum, the following information:

• Contract, Contract Number, Name and Title of Person(s) Reporting

• Date, Time and exact location of accident/incident

• Brief Narrative of accident/incident (Events leading to accident/incident)

• Cause of accident/incident, if known

• Estimated cost of accident/incident (material and labor to repair/replace)

• Nomenclature of equipment and personnel involved in accident/incident

• Corrective actions (taken or proposed)

• Other pertinent information

If requested by the designated CO, the Contractor shall immediately secure the mishap sce-ne/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office. Contractors will not dispose of contract data related to a mishap until notified to do so by the CO.
