Statement of Work
Procurement and Installation of the
Electronic X-ray and Interlock System
November 15, 2016
OC-ALC/OBCA
Tinker AFB, OK 73145
Performance Specification
X-ray system
1.0. Scope. The Contractor shall provide all labor, tools, equipment, test equipment, material, parts, quality control, transportation and inspection manuals necessary to deliver and install the Electronic X-ray and Interlock system for the Oklahoma City–Air Logistics Complex (OC-ALC).
The Contractor shall also provide Personal Protective Equipment (PPE) and clothing, to include reflective clothing (belt, vest, etc.); hearing and eye protection, to include prescription safety glasses; safety harnesses; fall protection equipment; lifting equipment and any incidentals necessary to perform the requirements of this Statement of Work (SOW). The Electronic X-ray and Interlock system is used to image aircraft and/or aircraft components. The following Technical Manuals require stationary radiography: 1B-1B-36, 1C-135-36, 1E-3A-36, 1B-52h-36, and A1-E6AAB-SRM-300. The need for replacement of current Electronic X-ray and Interlock system is due to the poor reliability of the existing system. This specification contains the technical and performance requirements for a fixed Electronic X-ray and Interlock system. The Electronic X-ray and Interlock system will be used to perform radiographic inspections on aircraft parts and commodities. This inspection method will interrogate selected Aircraft components for various defects and is located at Bldg 9001 Post B-17 at Tinker AFB, OK. For further clarification refer to Attachment D and E attached.
Hours of Operation: The Contractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 7-3:30. If work hours are required outside the hours stated, the Contractor shall contact the Contracting Officer Representative (COR) for approval from the Contracting Officer (CO). Upon approval from the CO, the Government Subject Matter Expert (SME) or COR must be present with the Contractor.
These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.
2.0 Requirements.
2.1. Description. An Electronic X-ray and Interlock system provided shall consist of the following items: a control unit, an x-ray tube head, a high voltage generator, a power supply, cooling system, cable assembly’s class II laser pointer, interlock system, safety lock keys, and operation and maintenance manuals.
2.1.1. Training. Will provide operational and maintenance training. To include orientation periotic maintenance and operation of Electronic X-ray and Interlock system. This training shall be performed within two (2) business days after installation of the Electronic X-ray and interlock system.
2.2. General Requirements applicable to x-ray system
2.2.1. Input Power. The input power shall be, 200-240 volts max 60 Amps
2.2.1.1. X-ray Output. The x-ray output shall be controlled by adjusting the tube voltage (kV) and tube current (mA) controls. The kV shall be adjustable from a minimum 20 kVcp to 160 kVcp in 1 kV increments. The mA shall be adjustable from 1 to 4 mA in 0.1 mA increments for small focus and 1 to 18.75 mA for large focus
2.2.3. Tubehead. Shall be mounted on the gantry and be able to pivot around at least in 180 degree rotation of left to right and be able to rotate at least in a 90 degree pivot in an up and down movement. Must be able to set tubehead in position and have it remain unmoving while Electronic X-ray and Interlock system is on.
2.2.4. Beam Angle. The emergent beam angle shall be 40 degrees.
2.2.5. Focal Spot. The focal spot size shall be 1.0 mm/ 5.5 mm IAW EN 12543.
2.2.6. Tube Window. The tube window shall be made from beryllium with a maximum thickness of 1.0 mm.
2.2.7. Cables. Interconnection cable between the control unit and the power supply shall be a minimum of 10 meters. The High voltage cable (R12 connector) x-ray connector/cable shall be a min of 20 meters between the tube head assembly and High voltage generator. Two cooling houses shall be a minimum of 20 meters in length. The cable runs using horizontal cable carrier are noted in drawings 16B005 (Appendix D and E).
2.2.7.1. Gantry. The north/south gantry movement is approximately 36 feet. The east/west movement of the gantry is approximately 20 feet. The up/down movement is approximately 13 feet. The gantry equipment shelf is approximately 54.75 inches x 22.75 inches x 26 inches and can hold approximately 350 lbs max.
2.2.8. Laser Pointer. A lightweight laser pointer class II which complies with 21 CFR 1040 shall be provided. The laser pointer shall allow the operator to easily aim the tubehead at the spot required for providing positive film location determination.
2.2.9. Radiation Leakage. The maximum radiation leakage for the tubehead shall be 0.25 Rem per hour at 1 meter from the target with the lead plug or similar device covering the tube window.
2.3.0. Cooling unit. The cooling unit shall be a self-contained, closed circuit (of a closed- loop design) and shall not contain any toxic chemicals, hazardous substances, or ozone depleting compounds as listed in the Environmental Protection Agency list of pollutants/toxins. Coolant hoses and power cables shall be included and together they shall be at least 18.5 meters (60 feet) in length. The coolant lines shall have quick disconnects at the tube and the cooler which allow the user to disconnect the hose from either end without tools. The cooling unit will be installed on the stand in accordance with drawings 16B005 (Appendix D and E).
2.3.1. Cooling. The tubehead shall be water cooled and provide a minimum duty cycle of 100% at 65 degrees F when operated at maximum power output.
2.4. Warranty. At least one-year warranty, to include parts, labor and shipping, shall be included against manufacturing defects
2.5. Miscellaneous. A listing of available accessory items and extended warranties shall be provided. To include test certificate, laser centering device with collimators, mobile tube stand with mounting clamp, adapter and an adapter flange quick lock
3.01. Electronic X-ray and Interlock system shall be as follows:
3.02. The Electronic X-ray and Interlock system device will have a programmable logic controller platform
3.0.2.1. The controller interface. The Electronic X-ray and Interlock system shall have a digital touch screen interface.
3.1. Input Power Requirement. A nominal of 110 volts of alternating current (VAC) at 5 amps or a nominal of 220 VAC at 5 and 3 Amps respectfully.
3.2. Safety circuit output shall be a 24 VDC +/- 1.5 volts direct current (VDC) nominally.
3.3. External lamps shall have a Maximum of 10 lights at 120VAC with a maximum 400 mA.
3.4. Two (2) beacon terminal boxes with yellow and red flashing or rotating lights. It will have an audible device warning system
4. Interoperability. Additional cannon plugs will be installed for use with multiple x-ray control systems for GE Isovolt Mobile 160 and Eresco MF4 models. The cannon plugs will be marked, labeled and capped ready to use in the control room
5. Control room table. A system control table will be designed to effectively operate and swap out the Electronic X-ray and Interlock system effectively. Two office chairs will be provided for operation.
6. Service Report: Immediately upon completion of the maintenance support services and before leaving the OC-ALC, the Contractor shall provide a written Service Report to the Government SME. When necessary the Government SME will forward the service report to the COR within two (2) business days of receipt. The Contractor shall provide, by fax or email, the final service report within five (5) business days to the COR. As a minimum, the final service report shall contain the following information:
• name of the company
• requested service date
• contract number
• equipment ID#
• description of services provided
• additional services recommended (if any)
• printed name and signature of technician who performed the services
• printed name and signature of on-site Government SME or COR
• start and completion dates
• complete breakdown of the labor cost (hours and rate)
• materials and parts used
• details of any other charges
• printed name and signature stating only new parts and materials were used
• written verification statement that a performance check to verify operational condition was performed and that the equipment is in working order.
7. Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.
Contractors shall be compliant Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e-Publishing website at www.e-publishing.af.mil for downloading or ordering.
8. Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the COR and Unit Environmental Coordinator (UEC) Please spell this out. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:
One (1) copy to CO, two (2) copies to the COR, a copy for UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:

Amount spilled and rate of discharge 6.) Any damages or injuries involved 7.) Extent of area impacted 8.) Potential hazards 9.) Actions taken 10.) Organizations contacted 11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.
9. Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within Tinker AFB.
10 Visitors Pass: The Contractor shall contact the COR seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes. The COR will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of I-40 off of Air Depot. The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.
11. Foreign Nationals: The Contractor shall notify the COR before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.
12. Safety and Health on Government Installations: While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C. The Contractor shall notify the CO, COR, and Government Contract Administrator (CA) within one (1) business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO, COR, and Government CA within one (1) business day of damage to Government property or equipment during the execution of the contract.
13. Emergency Procedures: The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the
Contractor’s responsibility to account for their employees following an emergency evacuation.
The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
