MEMORANDUM FOR POTENTIAL OFFERORS

SUBJECT: Questions and Answers (Q&A #1 - #5) from Site Visit for Project WO#57322 Repair Chiller, Bldg 9301 – FA8101-17-Q-0012

1. The following Q&A is offered and incorporated in the subject contract as follows:

Questions & Answers:

Q-1:Section-2.5 PWS mentions oil pump was replaced our inspection shows the oil heater disconnected. Does the oil heater need to be replaced?

A: CLINs have been restructure. CLIN 0001 will be for the system operational test results (PWS 2.14) of the chiller and CLIN 0002 will be for the repair. The Government stated that the oil pump has been replaced and the assumption is that the oil pump is operational. After the results of the system operational test and it has been determined that the oil pump has fail, a modification will be executed.

Q-2: Section-2.5 chiller has set for 3 years, do you want the shaft seal replaced? Or after test it and if leaking work a change order in needed?

A: CLINs have been restructure. CLIN 0001 will be for the system operational test of the chiller and CLIN 0002 will be for the repair. The shaft seal will need to be tested and evaluated for leaking. After the results of the system operational test and it has been determined that the shaft seal is leaking, a modification will be executed.

Q-3:Section-2.12 PWS states start up chiller and calibrate controls. Is it just the controls and sensors on the chiller proper or it is the additional controls system for the whole plant that’s need addressed and calibrated?

A: Only the controls and sensors on the chiller and not the control system for the whole plant.

Q-4:Section-5.1 PWS states the Government would not supply parts or the use of the overhead crane. The power plant personnel stated they would allow of use of crane and personnel if needed during normal business hours. 7-4. Can we get a clarification?

A: The Government will not supply parts and the contractor shall supply all parts for repair. The contractor may utilize the overhead crane and scheduling shall be coordinated with the plant facility staff.

Q-5:Section-13.1 PWS will this project require certified payroll?

A: Manpower Reporting is required for service contracts.
