1354 Checklist

Introduction

The Real Property Officer (RPO) or their representative should be included in the personnel who attend the final inspection of any MCP or other construction project. If the RPO has any questions, the construction agent or contractor will be able to answer them. The RPO should take this checklist along and annotate the items that should be included in the DD 1354, Transfer of Military Real Property, which the construction agent will prepare.

This checklist should be valuable to the Air Force Regional Civil Engineer

Office and to the Army of Navy Construction Agencies because it gives them a general idea of the information that should be included on a DD 1354. Air Force category codes are included for all related items. Category codes for the building or facility should be found on the DD 1391, Military construction Project Data. If it is not, the

Real Property Officer can always furnish it. The RPO should furnish the agent a copy of the BEAMS CAT File, PCN SF 100-551, which can be requested at any time.

It is suggested that the RPO and construction agent work together in the preparation of the DD 1354. The construction agent should either go to the RPO before they begin the DD 1354 and ask what is needed for the record, or construction agent can create a rough draft and take it to the Real Property Office so before before it is finalized and typed.

This checklist may be modified by the Real Property Officer or Construction

Agent to meet the requirement in their geographical or climatic areas; however, most of the “related facilities” will be applicable everywhere.
