Questions and Answers:

Is there a site visit for this requirement?

Yes. May 11th, 2015 at 10:00 A.M. CST. This information is found in the synopsis section on FBO. Names, phone numbers, and email addresses must be provided via email prior to the site visit.

Is the orientation period a time when the awarded contractor will be observing over the shoulder of the incumbent as well as procuring all the required vehicles and equipment to perform under CLIN 0002?

Yes. The orientation/transition period is the period where the contractor should be doing the hiring, purchasing equipment/vehicles etc. You won't need them until the actual start date.

Keep in mind, these are tentative start dates. They can change depending on whether we enter into discussions, protests, etc. The intent is to start on 1 July, but we may extend the current contract month to month until the source selection for this requirement is complete. Either way, the orientation/transition period will start 1 month prior to the start of actual performance. So that part may be amended as needed throughout the process.

Is the first 3 or 4 months also considered the Base Year of the Contract making this contract overall POP with all Options exercised a 51 month contract?

This 3 month period will be considered the base period, with 4 12-month options, for a 51 month contract. With that, there is a 6-month extension clause which will have to be proposed as well, so the contract cannot exceed 57 months. That doesn't include the orientation period, though. Again, that's not separately priced, but technically, it's a 52 or 58 month contract with that orientation period.

With that being said, I'll have to update our price list response page as well to include that 6-month extension as well. (Price list has already been updated)

Can you tell me if there is a CBA in effect with the incumbent and if so, could we get a copy posted to FEDBIZOPS? This could significantly affect labor bid rates.

There's no CBA in effect, the rates are IAW the wage determination that's already posted.

Is there a deadline for questions?

Questions in regards to the solicitation were due no later than 4 May. Questions in regards to the most recent site visit are due no later than 15 May.

Reference RFP Instructions To Offerors, 4.2.2: the paragraph mentions a Performance Questionnaire Letter and Past Performance Information Sheet, yet neither have been released.

The Past Performance Questionnaire is released and is an attachment on FedBizOpps. The PPIS is built in a format of the offerors preference. We did not want to limit an offerors explanation of their past performance by providing a template.

Reference RFP ITO Paragraph 2.5 Price Factor: The paragraph states “The government shall evaluate the TEP of all technically acceptable offerors. Is the offeror required to fill in and submit the TEP table?

No. The offeror is required to fill in price list which is attached on FedBizOpps. Offerors should also fill out the section B in the 1449, but if there are any inconsistencies, the price list will take precedent.

The TEP Table for CLIN 0002 quantity is 2 months, however on the 1449 it is stated for 4 months. Please clarify.

The intent is to award the contract before the period of performance begins. The CLIN should be 3 months, with a PoP of 1 July 2015 through 30 Sept 2015, however, the contracting office may shorten that period to 2 months, depending on the length of this source selection. We feel the transition period is important to allow the purchase of equipment, hiring of personnel, etc, so if an extension to the current contract is needed, we will extend it at monthly increments to allow for the transition period to take place. The solicitation will be amended to correct this issue, as we need all offerors to propose for 3 months to have consistent offers.

The Government outlines the minimum number of vehicles and age restrictions for several types of vehicles/equipment items used in the performance of services. Will the government sponsor the awardee for access to GSA leasing of these assets subject to availability?

Unfortunately, in accordance with FAR 51.100 (CD2013-O0012) and 51.101, contracting officers may authorize contracts to use these sources in performance cost-reimbursement contracts, contracts supporting Operation Enduring Freedom, and a few other situations that this requirement does not fall under. Therefor, we cannot sponsor the awardee for access to GSA leasing.

Will the government consider a waiver of the age restrictions of a GSA-Leased asset if the equipment/vehicle is serviceable and meets the mission requirement of the Government customer?

No. The government would like to remove as much subjectivity from this part of the requirement as possible. This requirement also ensures quality vehicles during the life of the contract performance.

The contractor shall make arrangements with, provide "Follow-Me" and "Aircraft Tow" vehicles to, and assist Land Mobile Radio (LMR) personnel with, the installation of government provided mobile radios, allowin adequate time to install the radios, a minimum of 30 days prior to the start of the Operational Performance Period." Can the government please clarify “make arrangements with" statement? Also is the government providing the "Follow Me and Aircraft Tow" signs?

Gov't provided LMR's (handhelds) and if the need arises a vehicle mount

- time & coordination would be needed for any vehicle mounts.

- Government provides the FOLLOW ME signs for the follow me trucks / no signs for Aircraft Tow required

"The contractor shall provide a minimum of one (1) "Passenger Air Stairs" Vehicle possessing the capability to provide passenger stairs to all aircraft listed in APPENDIX F, Workload Estimates. This vehicle will be no more than 10 years old during the life of the contract." Can the government provide the Statistical data information on the "Passenger Air Stirs" being provided by the government?

Government is NOT providing Passenger Air Stairs / contractor will provide this vehicle. Contractor provided vehicle has the capability to reach the Passenger Door for a 747 aircraft.

"Coordinate with the Vehicle Transportation and Maintenance organization, 72 ABW/LRS and/or GSA Vehicle Maintenance, for services and maintenance support of assigned Government vehicles." Can the government provide a list of GSA Vehicles that are associated with this contract?

1 vehicle. A Zamboni is provided and maintained by the government.
