SECTION 1 DESCRIPTION of SERVICES
Expected Outcome Descriptions
The contractor is expected to perform Transient Alert (TA) Aircraft Arrival Services, Processing Services, and Departure Services that meet all Air Force and local directives while supporting the customers' requirements and maintaining a safe and efficient operation. The contractor is also expected to perform Aircraft Ground Support Equipment (AGE) Maintenance IAW all Air Force and local directives, while supporting Transient Alert requirements with sufficient numbers of operational AGE and maintaining a safe and efficient AGE Maintenance operation.
1.1. General. Except for those items or services specifically stated to be Government furnished, the contractor shall furnish everything required to perform this contract according to all its terms.
The following, which is not all-inclusive, is required from the contractor:
1.1.1. Contractor Provided Vehicles. The contractor shall provide all vehicles as required in this Performance Work Statement (PWS). All contractor supplied vehicles will not be more than 10 years old during the life of the contract. The contractor shall provide all parts, maintenance, materials, oil, fuel, licensing, registrations, inspections, insurance, applicable taxes and associated fees for both current and replacement contractor provided vehicles.
1.1.1.1. The contractor shall provide vehicles to be equipped as "Follow-Me" Vehicles. The contractor shall provide all modifications required to install government supplied, "Follow-Me" signs, including all required switches and wiring; AGE tow hitches on the contractor provided vehicles as required at no cost to the government.
1.1.1.2. The contractor shall provide a minimum of one (1) "Aircraft Tow Vehicle" possessing the aircraft towing capabilities, or greater, of an MB-4 Tow vehicle (10,300 pound Drawbar pull or greater).
1.1.1.3. The contractor shall make arrangements with, provide "Follow-Me" and "Aircraft Tow" vehicles to, and assist Land Mobile Radio (LMR) personnel with, the installation of government provided mobile radios, allowing adequate time to install the radios, a minimum of 30 days prior to the start of the Operational Performance Period.
1.1.1.4. The contractor shall provide a minimum of one (1) "Passenger Air Stairs" Vehicle possessing the capability to provide passenger stairs to all aircraft listed in APPENDIX F, Workload Estimates. This vehicle will be no more than 10 years old during the life of the contract.
1.1.1.5. The contractor shall possess the ability to provide "Lavatory Service" for all aircraft listed in APPENDIX F, Workload Estimates.
1.1.1.6. The contractor shall possess the ability to provide "Potable Water Service" for all aircraft listed in APPENDIX F, Workload Estimates.
1.1.1.7. The contractor shall provide a minimum of one (1) "Aircraft Deicer" Vehicle possessing the capability to provide aircraft deicing for all aircraft listed in APPENDIX F, Workload Estimates. This vehicle will be no more than 10 years old during the life of the contract.
1.1.1.8. The contractor shall possess the capability to Tow AGE equipment to/from the AGE Maintenance Shop and to/from the AGE ready line on the Transient Alert flight-line for all assigned AGE listed in APPENDIX C.5.1, Aircraft Ground Support Equipment. This vehicle will be no more than 10 years old during the life of the contract.
1.1.1.9. Contractor provided "Follow-Me" vehicles shall be of the same make, model and year.
All vehicles on or associated with the flight-line will be white in color. These vehicles will be no more than 10 years old during the life of the contract. The Functional Director (FD) and Contracting Officer (CO) retains the right to inspect and approve any and all flight-line vehicles.
1.1.1.10. All vehicles shall be identified as contractor vehicles, utilizing a minimum of 5 inch lettering, with the name of the contractor/company on each side of the vehicle. Due to potential FOD Hazard, magnetic signs are prohibited for use on the airfield. Any logo, decal, or graphic applied to the contractor provided vehicles shall be authorized for use by FD and CO prior to use.
1.1.1.11. Contractor provided Vehicles shall be maintained in a safe and serviceable condition IAW the Vehicle's Operator's/Owner's and Maintenance Manuals, State Vehicle Inspection Regulations and Air Force Instructions (AFI). Vehicles shall be maintained foreign object damage (FOD) free and in a clean and neat appearance.
1.1.2. Tools. The contractor shall provide all mechanical hand and power tools required to support this contract. The contractor shall comply with the Tool Control Program as directed by
AFI.
1.1.3. Standardized Uniform. The contractor shall provide all uniforms and safety devices for all contractor employees. Uniforms and safety devices shall comply with AFI and local regulations.
1.1.4. Medical Examination. The contractor shall provide an initial medical examination for all employees hired to perform the duties within this contract. Examinations shall include a routine physical and color vision test. Personnel with other than normal color vision will not meet requirements as required in and Tinker AFB Instructions. The contractor shall make available verification of compliance with the requirements of this paragraph.
1.1.5. Flight Line Driving. All contractor personnel who operate vehicles on the ramp or flight-line will be required to obtain AF-IMT 483, Flight Line Driving Certificate of Competency.
1.2. Minimum Quality Standards. Minimum quality standards to be accomplished by the contractor are established in Section 2, Service Summary, of this PWS. All tasks supported within this PWS shall meet Air Force minimum quality standards established by applicable directives. The contractor personnel shall possess, as a minimum, the quality standards set forth in this PWS. A list of contractor personnel qualified to clear a “RED X” AFTO Form 781 entry shall be furnished to the CO for approval before the first day of the operational performance period. The FD, through the CO will certify contractor individuals to clear “RED X” entries.
The list of personnel qualified to clear “RED X” entries shall be kept current during the terms of this contract using the above procedures.
1.3. Transient Aircraft Services. The contractor shall perform Transient Alert Services as described in this PWS. The contractor shall perform tasks within the time frame established to meet transient required turn times. "Turn time" is described as the time it takes to service and ready the aircraft for launch after the aircraft has been parked.
1.3.1. Routine Transient Aircraft. Routine turn times shall not exceed one hour.
1.3.2. Red Carpet, Distinguished Visitors (DV), and Priority Aircraft. Aircraft assigned a Priority designated by Base Operations/Airfield Management, shall be supported as expeditiously as possible, with a turn time not to exceed 45 minutes.
1.3.3. RON Aircraft. Remain Over Night (RON) aircraft turn times shall not exceed the Aircraft Commander's requirement’s for servicing and preparing the aircraft for launch.
1.3.4. "Follow-Me" Service. The contractor shall provide "Follow-Me" service utilizing contractor provided "Follow-Me" vehicles operated by contractor personnel to provide the following services:
1.3.4.1. Removal of foreign objects from runways, taxiways, and aircraft parking areas when observed or directed by the Control Tower or Base Operations/Airfield Management Personnel.
Comply with FOD prevention program and establish a positive tool control program IAW applicable Air Force Instructions and local directives.
1.3.4.2. Escorting fuel trucks, not equipped with tower communication radios, out on the airfield as directed by Base Operations/Airfield Management Personnel.
1.3.4.3. Escorting Air Logistics Center (ALC) AGE delivery, not equipped with tower communication radios, out on the airfield as directed by Base Operations/Airfield Management Personnel.
1.3.4.4. Escorting other contractors or government personnel off the airfield due to failure of tower communication radios as directed by Base Operations/Airfield Management Personnel.
1.3.5. In-Flight Emergencies. The contractor shall respond immediately to aircraft in-flight emergencies with tow vehicle, applicable tow bar, down locks, and "Follow-Me" vehicle. The contractor shall respond to any aircraft that is within the capability of the contractor's tow vehicle (MB-4) and shall respond with a "Follow-Me" vehicle only, to any aircraft above the contractor's assigned towing equipment's capability. (EXCEPTION): The contractor will respond to all 552
ACW in-flight emergencies with air-stairs vehicle. The vehicle will remain in a stand-by position away from the aircraft until requested to move into a specific location designated by the aircraft commander. The contractor shall coordinate with Aircraft Control Center, extension 736-2500, for towing of aircraft above the contractor's assigned towing equipment capabilities.
The contractor shall respond to all secondary crash net calls.
1.3.6. Surge Requirements. Upon notification by the Contracting Officer, the contractor shall provide transient alert services, maintenance, and support equipment maintenance to support a national commitment or a declaration of war that would generate a surge requirement. Surge requirements beyond the capability of the contractor may be augmented by the Government.
1.3.7. Tinker AFB Open House. The contractor shall support all Tinker AFB open house activities that involve civilian and military aircraft by providing the aircraft ground-handling responsibilities. The contractor shall cooperate with base agencies in providing space, equipment, and relocating equipment as necessary to support base activities as required by the
FD.
1.4. Transient Alert Control.
1.4.1. Transient Alert Control Function. The contractor shall maintain a transient alert control function utilizing applicable Air Force directives and regulations. The Transient Alert Control room shall be operational 0800-2400 Hrs daily, seven days a week including all holidays. The contractor shall:
1.4.1.1. Maintain status of all transient aircraft IAW Air Force requirements.
1.4.1.2. Initiate AF Form 861 for all services and maintenance provided to transient aircraft or FD approved substitute document
1.4.1.3. Coordinate aircraft parking, servicing, fueling, support equipment, and aircraft maintenance with applicable agencies. Any aircraft maintenance beyond the maintenance responsibilities of the contractor, identified within the PWS shall be requested through Aircraft Maintenance Control extension 736-2500. The contractor shall initiate required documentation.
A de-icing fluid purchase log shall be maintained reflecting date and quantity purchased.
1.4.1.4. Coordinate with the Vehicle Transportation and Maintenance organization, 72 ABW/LRS and/or GSA Vehicle Maintenance, for services and maintenance support of assigned Government vehicles.
1.4.1.5. Immediately respond to all secondary crash net activations, notify applicable agencies of aircraft in-flight emergencies, crashes, incidents, and accidents. The contractor shall take appropriate action in support of Base Contingency Plans and Host Tenant agreements.
1.4.1.6. Coordinate aircraft Fleet Service requirements with requesting organizations and record time and date of completed fleet services on AF Form 861 and AFTO Form 349 or FD approved substitute document.
1.5. Arrival Services.
1.5.1. Transient Alert Arrival Services. The contractor shall provide arrival services for all transient aircraft, complying with all applicable Air Force regulations and directives. Arrival services shall also be provided to OC-ALC PDM aircraft on weekends, during holidays, and as directed by Base Operations/Airfield Management Personnel. The contractor shall retrieve PDM aircraft deceleration chutes as directed by Base Operations/Airfield Management Personnel. In addition, the contractor shall:
1.5.1.1. Obtain and position fire extinguisher, aircraft boarding ladders, steps, “Passenger Air Stairs” vehicle, and powered and non-powered equipment for various types of aircraft as required.
1.5.1.2. Meet transient aircraft upon arrival in a "Follow-Me" vehicle at taxiway. "Follow-Me" vehicle shall arrive at the taxiway prior to the aircraft arrival at the entrance to the ramp and lead the aircraft into the assigned parking spot.
1.5.1.3. Marshal aircraft into designated parking area, insert wheel chocks, ground aircraft, place landing gear locks and external fuel tank pins. Confirm ejection seat pins have been installed by the aircrew in all seats. The contractor shall debrief aircrew using AF Form 726 or FD approved substitute document for aircraft servicing and maintenance requirements and then forward the information and form to the transient alert controller.
1.5.1.4. When requested by Airfield Management, retrieve deployed aircraft deceleration chutes for transient aircraft and coordinate with base agencies for repacking/replacements.
1.5.1.5. Accomplish Aircraft Hot Brake detection and precautionary procedures: Transient Alert personnel shall inspect all aircraft suspected of hot brakes as requested by the Fire Department.
1.5.1.6. Park Transient Alert aircraft laden with live ordnance, based on Net Explosive Weight IAW Air Force and Tinker AFB instructions. Parking location will be determined by Airfield management. Transient Alert personnel will not perform any maintenance on aircraft with live ordnance until they are in full compliance with all safety requirements of applicable aircraft munitions technical orders and AFI’s.
1.5.1.7. When notified by Base Operations/Airfield Management Personnel the contractor shall secure and protect aircraft from adverse weather conditions and hazards such as wind, hail, rain, ice, and snow.
1.6. Processing Services.
1.6.1. Transient Processing Services. The contractor shall provide the following processing services for transient aircraft. All services shall be accomplished IAW applicable Air Force Instructions and directives as follows:
1.6.1.1. Check and service aircraft engine oil systems, take oil samples, initiate oil sampling documentation, and deliver samples to government laboratory for analysis. The contractor shall check and service, as required, the oxygen, pneumatic and hydraulic systems, landing gear struts, accumulators, tires, and other aircraft systems.
1.6.1.2. Refuel/de-fuel aircraft IAW applicable aircraft maintenance technical procedures, and local directives. The contractor shall provide a minimum of two personnel for each aircraft refueling/de-fueling operation, one person to do the actual refueling and one person to stand by with the fire extinguisher. The refueling vehicle operator shall not be used to make up Transient Alert's two-person requirement. The contractor shall notify the Base Fire Department of spills IAW Tinker AFB Spill Prevention and Emergency Response Plan, Full Spectrum Threat Response Plan and local directives.
1.6.1.3. Record entries in aircraft AFTO Form 781 for all services and maintenance performed on the aircraft. The contractor shall ensure AFTO Form 349 or FD approved substitute document reflecting all maintenance that was accomplished for the aircraft.
1.6.1.4. Perform required organizational level maintenance for all transient aircraft, and correct all safety of flight and mission essential discrepancies and TCTO requirements. The contractor shall requisition parts and materials to correct discrepancies on all aircraft, and tag all defective parts for turn-in action. When required, the contractor shall remove panels and assist aircrews to facilitate aircraft maintenance. The contractor shall jack and tow aircraft within their capabilities, (MB-4 tow vehicle), and supply support equipment as required. The contractor shall provide necessary ground support equipment to perform aircraft systems operational requirements. The contractor shall coordinate the use of required Government Supplied Equipment (GSE), not assigned to the contractor, with other base organizations to facilitate the repair of transient aircraft as required.
1.6.1.5. Operate tow vehicles and tow transient aircraft as requested by Base Operations/Airfield Management Personnel. The contractor shall tow all towable aircraft from the runway to designated parking area and tow transient aircraft to and from the end of the runway for engine run and/or departures as requested by Base Operations/Airfield Management Personnel. The contractor shall coordinate with Aircraft Maintenance Control, extension 736-2500, for towing operations beyond the contractor's capabilities.
1.6.1.6. Remove ice and snow from aircraft surfaces utilizing de-icing vehicles and/or equipment as required IAW AFI’s. All de-icing performed on non Air Force aircraft shall be documented for reimbursement on AFTO Form 349 reflecting quantity of fluid used and man-hours expended. Aircraft having the highest priorities shall be de-iced and supported first as directed by Base Operations/Airfield Management Personnel. The contractor shall provide a minimum of two personnel for each aircraft de-icing vehicle while de-icing an aircraft. The contractor shall de-ice base assigned aircraft as required to augment any contingency or emergency requirement as directed by Base Operations/Airfield Management Personnel.
De-icing fluid utilized to de-ice base assigned aircraft will be replenished by the owning organization.
1.6.1.7. Perform preflight, post-flight, and thru-flight inspections as required IAW AFI’s and applicable aircraft T.O. checklists.
1.6.1.8. When aircraft maintenance and services are not within the requirements of this PWS, the contract manager or alternate will help coordinate services with Aircraft home station and Tinker Base Agencies.
1.6.1.9. Provide latrine services, replenish potable water, and pick-up trash after it is bagged by the flight crew for transient and VIP/DV aircraft requesting that service. AFTO Form 349 or FD approved substitute document shall be completed and sent to the FD by the contractor.
1.6.1.10. The contract manager shall keep a list of personnel qualified to sign off exceptional releases and “RED X” conditions updated.
1.7. Departure Services.
1.7.1. Departure Services. The contractor shall provide the following departure services for all transient aircraft and comply with all applicable Air Force directives as follows:
1.7.1.1. Brief pilot on aircraft status; prepare aircraft for departure by removing protective covers and ground wires, obtain, connect, and operate necessary support equipment for launching requirements. Provide departure services within 10 minutes of aircrew arrival at their aircraft for departure or 10 minutes after notification of aircrew in Base Ops, by Base Operations/Airfield Management Personnel. VIP/DV aircraft shall be immediately prepared for departure when notified by Base Operations/Airfield Management Personnel and launch personnel shall stand by at the aircraft until the VIP is ready to depart or until released by Base Operations/Airfield Management Personnel.
1.7.1.2. Assist aircrews during their preflight checks and open and secure panels as required.
Operate support equipment as required for electrical checks, engine starts, and other services as required. When cleared by the aircrew, remove support equipment that is no longer required.
1.7.1.3. Perform the operational checks assisting the aircrew by checklist, surface control operation, and inspecting for external leaks prior to wheel chock removal.
1.7.1.4. When cleared by aircrew, the contractor shall remove all remaining down locks and store as required. When signaled by the pilot the wheel chocks shall also be removed. The contractor shall marshal the aircraft from the parking area when all launching procedures have been completed.
1.7.1.5. Advise the transient alert controller of aircraft departures and clear parking area of ladders, fire extinguishers, and ground support equipment. Clear the red carpet area immediately after departure of aircraft.
1.8. Weather Evacuated Aircraft.
1.8.1. Weather Evacuated Aircraft Services. The contractor shall support weather evacuated aircraft from other bases as follows:
1.8.1.1. Perform Weather Evacuated Aircraft services as described in Section 1, Transient Aircraft Services.
1.8.1.2. Coordinate with the Airfield Manager, Base Operations/Airfield Management Personnel, and the Airfield Operations Flight Commander as to the number, type, and requirements of the evacuated aircraft.
1.8.1.3. Attend all meetings as required to support the weather evacuation requirement.
1.8.1.4. Perform processing services, turn times, and departure services as required by the Aircraft Flight Commander. This information will normally be available prior to aircraft arrival.
1.9. Support Equipment.
1.9.1. Support Equipment. The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to perform maintenance on, and servicing of, all powered and non-powered support equipment assigned to Transient Alert Services IAW applicable instructions, directives, T.O.s, work cards, and this PWS. In addition, the contractor shall:
1.9.1.1. When authorized by the FD, jointly utilize GSE between base and tenant organizations as required. The contractor shall be responsible for delivery, maintenance, and servicing of dispatched GSE.
1.9.1.2. Accomplish and maintain all documentation required for maintenance, maintenance inspections, and TCTOs as outlined in applicable AFI’s. Provide an equipment operator training program for all assigned personnel. Contractor personnel utilizing support equipment shall be trained on user/operator responsibilities. Documentation shall be maintained on all individuals trained and shall be made available for government inspection when requested.
1.9.1.3. Clean equipment as necessary to maintain a safe condition and neat appearance. The contractor shall service units with fuel/oil and provide dispatch/pickup of support equipment as required. Serviceable support equipment shall be delivered to all transient aircraft as required.
1.9.1.4. Provide painting of support equipment IAW corrosion control procedures.
1.9.1.5. Obtain FD approval for Non-Destructive Inspection (NDI), welding inspection, and jacks and slings load testing. The government will provide this NDI.
1.9.1.6. Maintain a government approved support equipment status sheet, to include; “Delay Due To Maintenance” and a “Delay Due To Parts” report on all support equipment. This sheet will be updated as needed to reflect the current status of equipment.
1.9.1.7. Battery Maintenance will be provided by the Government. Transportation for turn-in/pick-up of required items will be provided by the contractor.
1.9.1.8. Pickup and deliver LOX carts to POL LOX service area. Service high and low pressure oxygen service carts IAW AFI’s. Maintain sufficient quantities of fully serviced cylinders, requisitioned through contractor supply representative, and replace and turn in depleted cylinders as required. Storage of oxygen cylinders shall be IAW AFI’s, applicable T.O.’s and OSHA safety standards.
1.9.1.9. Maintain quarterly turbine engine hour motor log, AF Form 1557 to be furnished to the COR, IAW AFI’s. A file shall be maintained of completed AF Form 1557 forms.
1.9.1.10. Ensure all support equipment has a control number assigned to each unit and that a master ID system is completed and maintained for all support equipment. Cooperate with other base organizations in co-utilization on loaning / borrowing equipment. Initiate an AF Form 1297 verifying the working condition of equipment to be loaned and both parties shall sign the form.
When loaned equipment is returned, the contractor shall inspect and verify the working condition of the equipment. Any damage shall be the responsibility of the last user.
1.9.1.11. Prepare equipment for shipment and seasonal storage IAW Applicable T.O.’s. Ensure shop equipment is regularly inspected and maintained in a serviceable condition IAW Applicable AFI’s and T.O.’s. Segregate recyclable mineral oils, synthetic oils, and hydraulic fluids IAW Applicable AFI’s and T.O.’s and ensure that paint and oil lockers/containers are clean and neatly maintained. All other waste shall be disposed of IAW Tinker AFB Instructions.
1.9.1.12. Control fuel storage tanks and maintain required documentation for all fuels issued on AF Form 500. The AF Form 500's shall be maintained by the contractor and kept on file for government review for the duration of the contract and returned to the Government at the end of the contract. Non-flying fuels, Mogas, Diesel, and JP-8 or alternate, for ground support equipment will be furnished by the government
1.9.1.13. Perform all periodic preventive maintenance and inspections as required in applicable technical data and work cards for all powered and non-powered support equipment. All delayed discrepancies recorded on AFTO Forms attached to the support equipment shall be cleared prior to the equipment being returned to service. In addition to work specified by applicable technical data, stencil in one-inch letters on all aircraft jacks, the next preventive maintenance and inspection due date using day/month/year format. The location of due date shall be standardized for each type of jack and be readable from a distance of 10 feet.
1.9.1.14. Maintain and update all required records indicating the accomplishments of all periodic preventive maintenance and inspections.
1.9.1.15. The contractor shall have 30 days to develop and implement a Preventive Maintenance Inspection (PMI) schedule for all support equipment IAW applicable T.O.s and Air Force directives. After implementation of a PMI schedule, the contractor shall provide the FD, two weeks in advance of the first day of the month, a monthly PMI Due Listing. The listing shall identify the support equipment scheduled for PMI during the following month. A yearly PMI schedule shall be provided to the FD and updated monthly reflecting PMI due dates for all support equipment for the following 12 months. All PMIs shall be accomplished prior to established due dates but shall not be accomplished more than 14 days in advance of due date unless authorization is obtained from the COR.
1.9.1.16. Service all support equipment upon return to the ready line or any time necessary to assure equipment serviceability and safety. Service includes, but is not limited to, checking fuel, oil, water, hydraulic fluid, and battery levels, filling and cleaning as necessary. Additionally, support equipment shall be tested IAW applicable technical data and Air Force directives.
1.9.1.17. Service, inspect, operationally check, and perform adjustments on all support equipment. The contractor shall also perform servicing inspections IAW applicable work cards and check lists prior to dispatch of equipment including the documentation of appropriate forms.
The ready line shall be maintained in a clean and orderly manner to include a FOD check of the area and all equipment.
1.9.1.18. Perform routine periodic tests, adjustments, and maintenance as required in the equipment technical data and Air Force directives and maintain a record of all repair work accomplished and adjustments made on AF Forms attached to the equipment.
1.9.1.19. Maintain support equipment In-commission rates such that 80% of each type item is serviceable at all times. As additions/deletions are made to the support equipment inventory, operational levels/quantities reflected will be correspondingly adjusted. Support equipment inventory items with a quantity of one each shall be repaired immediately. To include, equipment inventory adjustments for entire CA/CRL inventory; regular and high dollar items.
Such equipment will be identified by the contractor to the COR and the responsibility for proper accountability and turn-in rest solely upon the contractor. (i.e.- to prevent additional fees/costs to the government for maintenance on equipment no longer serviced/required here at Tinker.
T-37 tow bar listed/maintained on CA/CRL; however we no longer service T-37’s).
1.9.1.20. Perform all repairs, services, and maintenance under this contract IAW applicable technical data or as specified herein. Any deviation from repair procedures covered by Technical Orders, work specifications, or Air Force directives shall require documented approval of the FD. Unscheduled maintenance shall include unforeseen repair/servicing requirements that must be corrected to restore the end item to a safe and serviceable condition.
1.9.1.21. Perform unscheduled maintenance and repair, which consists of unit disassembly, repairing, replacing, modifying or rebuilding parts, assemblies, sub-assemblies, component end items, and testing. Support equipment shall not be modified unless required by TCTO or documented approval is obtained from the FD. Unscheduled maintenance shall also include paint removal, priming, painting, stenciling, installation of reflector tape and other actions required to return the end item to a safe and serviceable condition. Final testing of completed end item shall be accomplished IAW applicable technical data and Air Force directives.
1.9.1.22. Initiate a work order for all unscheduled maintenance actions and a separate work order for all scheduled preventive maintenance and inspection actions. The work order form shall be acceptable to the COR and the CO. The contractor shall assign sequential numbers to these work orders starting with S-OOO1 for scheduled work orders, U-OOO1 for unscheduled work orders and OA-OOO1 for Over and Above work orders. These work orders shall, as a minimum reflect labor hours, materials used to complete the task, signature of mechanic performing the work, date work was completed, signature of the Contractor's Quality Control personnel that inspected the work performed, and the date the work was inspected by the Contractor's Quality Control personnel. In addition, the Over and Above work orders shall be submitted with an estimate of man hours and parts required to do the work, a Not To Exceed Cost to the Government for the work, and the signature of the Contract Manager, or a designated alternate, approving the estimate. All Over and Above work orders, with estimates and Contract Manager's or designated alternate's signature shall be submitted for COR and Contracting Officer approval PRIOR TO ANY WORK BEING ACCOMPLISHED. All work orders shall be presented to the COR for final acceptance prior to release of the equipment from the support equipment shop. The contractor shall maintain a work order file, which at any time will contain all work orders for all work within the contract period including options.
1.9.1.23. Perform maintenance on a variety of support equipment not included in the work tasks in the aforementioned paragraphs but within the scope of the contract. Accomplish all Over and Above work IAW applicable Technical Orders, manufacturer's data, and Air Force directives, as directed by the CO through coordination with the COR.
1.9.1.24. The government will provide maintenance for the government furnished fuel dispensing facility equipment and any temporary fuel dispensing equipment required due to mechanical failure of fuel pump(s), tank leakage, or other problems that would close the facility for an extended period of time. The Base Funds Management Office will provide temporary facilities for issuing fuel at a location which is as workable as possible for the support equipment operations and which is approved by the Base Health, Safety, Environmental, and Fire Hazard coordinating groups.
1.9.1.25. The contractor shall be responsible for janitorial functions including but not limited to, trash cleanup, sweeping, floor cleaning, mopping, and scrubbing of assigned work areas.
Maintain the arrangement and use of equipment within these areas to conform to Tinker AFB safety regulations and directives, avoiding clutter and enhancing work area appearances commensurate with good housekeeping practices. The contractor's assigned work area for janitorial purposes is defined as those designated in Section 3.
1.9.1.26. The contractor shall operate/manage a Supply Support Customer's Account IAW Base Supply regulations and Tinker AFB Instructions.
1.9.1.27. The contractor shall maintain a list of all contractor owned equipment, utilized by the contractor in support of this contract, requiring PMEL certification. The contractor shall maintain a separate list of all Government owned equipment, utilized by the contractor in the performance of this contract, requiring PMEL certification.
1.9.1.27.1. The contractor shall maintain a file on all PMEL certifications and the file shall be made available for COR inspections and updated as required to reflect the last certification date and the due date for the next required certification.
1.9.1.27.2. The contractor shall provide PMEL certification traceable to the National Bureau of Standards, obtained from an independent PMEL laboratory, for contractor owned/utilized tools and equipment prior to contract start date.
1.9.1.27.3. The government will provide for PMEL certification for government owned equipment.
1.9.1.27.4. The contractor shall submit, and transport government owned equipment, requiring PMEL certification, to and from the Base PMEL Lab (OC-ALC/IPMEL).
1.10. Functional Check Flight (FCF). The contractor shall provide Transient Alert Services in support of functional check flights IAW applicable AFI’s,"-" (dash),"6" (six), Technical Orders, when requested by Base Operations/Airfield Management Personnel.
1.11. Program Management.
1.11.1. Transient Program Management. The contractor shall:
1.11.1.1. Keep the vehicle equipment inventory listing updated throughout the contract period.
1.11.1.2. Maintain documentation used for all vehicle support equipment inspections and maintain file documentation reflecting number and types of aircraft arrivals and maintenance.
1.11.1.3. Track and ensure compliance with all PME calibration, repair, inspection, and TCTO compliance of all items furnished by the government. The contractor shall deliver and pickup equipment as required.
1.11.1.4. Prepare documentation of parts and materials and maintain supply request log. The contractor shall initiate required documentation of part turn-ins. The contractor shall be responsible for all lost parts or materials furnished by the government IAW AFI’s and AFMAN’s.
1.11.1.5. Establish a Foreign Object Damage (FOD) program that provides checks or aircraft parking areas used for parking transient aircraft and comply with AFI’s and local directives.
1.11.1.5.1. General Requirements:
a. This section establishes the requirement for prevention of FOD to aerospace products.
Aerospace products include aircraft, missiles, drones, satellites, engines, electronics, systems, associated ground support equipment and components thereof.
b. The contractor shall establish and maintain an effective FOD prevention program, IAW applicable AFI(s) that is planned, integrated, and developed in conjunction with safety, test, quality assurance, and manufacturing functions to reduce FOD to an absolute minimum. If conflicts exist between the contract, technical order or specification and this section, this section, the provisions of the technical order or specification shall prevail.
c. The contractor shall apply management and technical resources, plans, procedures, schedules, and controls needed to assure achievement of a positive FOD prevention program.
1.11.1.5.2. Specific Requirements:
1.11.1.5.2.1. The contractor's FOD Prevention Program shall be in effect from aircraft arrival to aircraft departure from Tinker AFB.
1.11.1.5.2.2. The contractor shall establish written FOD prevention procedures. The written procedures developed by the contractor for implementing the requirements of this section shall be reviewed by the Contracting Officer/Government Representative (CO/GR), and disapproved when the contractor's procedures do not accomplish the Government's objectives. The Government reserves the right to perform the necessary inspection, verification, and evaluations deemed necessary to ascertain the effectiveness of the contractor's procedures, and correction of deficiencies.
1.11.1.5.2.3. The contractor's written FOD prevention procedures shall include at least the following basic items:
a. FOD Prevention Training. The contractor shall establish a continuing training program for FOD prevention requiring participation by all employees associated with manufacture, quality assurance, repair, refurbishment, acceptance, operation, and maintenance of the aerospace product. New and re-hired employees in the above areas shall receive FOD prevention indoctrination as part their initial job orientation. Objective evidence of all FOD training accomplished shall be maintained and made available for Government Representative (GR) review. The contractor shall establish, update and keep current a FOD Prevention Program that complies with AFI’s, Local Directives and Operating Instructions.
1. Control of manufacturing debris in the performance of work assignments.
2. Cleanliness in work areas (housekeeping).
3. Cleaning and inspection of components and assemblies.
4. Proper control, accountability and care of tools and hardware.
5. Control over personal items and equipment.
6. Proper care and use of assembly and equipment protective devices.
7. Proper care and protection of completed end items.
8. Pride of workmanship.
9. Continual vigilance for potential sources of hazardous foreign objects.
b. Assembly sequencing and maintenance and/or manufacturing techniques that will preclude FOD entrapment.
1. Install protective covers on components, major assemblies, and equipment sensitive to damage or foreign object contamination during follow-on maintenance/manufacturing operations.
2. Assure that open fittings or open ends of tubes, valves, pumps, air ducts and fluid- carrying items are protected with approved closures.
c. Maintain cleanliness of maintenance and/or manufacturing areas during the performance of work.
1. Work areas shall be kept clean and free of debris. A thorough clean-up shall be accomplished upon completion of work or at the end of each shift, whichever occurs first.
2. Aircraft parking areas and engine run areas shall be kept clean and free of debris. These areas shall be inspected and cleaned immediately prior to any engine operation.
d. Control of tools, personal items, hardware and scrap material.
1. The contractor shall establish procedures for ensuring that employees inventory all contractor and/or personal tools before starting any work on or around an aircraft and at the conclusion of any such work or at the end of the work shift. The methods of inventory must be effective for timely identification of lost or missing items. Supervisors shall ensure compliance and conduct frequent spot checks of individual tool inventories.
2. The contractor shall establish missing tool procedures. Specify missing tools be reported immediately to the responsible person in maintenance by the person making the discovery.
These procedures are to be followed for search, aircraft impoundment or release, and conditions for discontinuance of search. Only the project manager or officially designated individual may release an aircraft which has been impounded, or terminate the search for a missing tool which can't be found. This procedure shall also apply to FOD critical components such as engines, parachutes and ejection seats.
3. Effective methods must be established for control of loose hardware such as nuts, bolts, screws, cotter pins, rivet heads, etc. Excessive hardware over and above that required for aerospace vehicles will be controlled. Maintenance/manufacturing debris must be removed at designated intervals. Under normal conditions this should be accomplished upon completion of a specific operation. However, it must be accomplished not later than completion of each eight
(8) hour shift.
e. Protection of the aerospace product and components thereof during handling, installation and operation.
1. Engine intake and exhaust areas shall be inspected immediately prior to any engine operation.
2. Aircraft undergoing repair shall have inlet, exhaust duct and foreign object excluders installed any time maintenance is not being performed in these areas or engines are not being operated.
f. Continuous vigilance by all personnel to prevent and properly dispose of potential FOD.
g. Specify the individual(s) responsible for the implementation and operation of the FOD program.
h. A thorough FOD inspection shall be conducted at least each 30 days. A copy of the results of the inspection shall be forwarded to the CO/GR.
1.11.1.6. Submit reports to the FD, not later than the fifth working day of each month, as applicable, with the following information:
a. AFTO Form 349 for all requirements.
b. Transient Aircraft summary is required to track workload data. Data shall reflect number of aircraft, type of aircraft, and Branch of Service (Army Navy, Air Force, etc.) or country of origin (Canadian, British, German, etc.). Data will be utilized to determine type and number of support equipment required to support transient aircraft.
c. Monthly vehicle mileage/hour report shall list all assigned vehicles by Registration Number with corresponding end of the month mileage/hour reading and total mileage/hour utilization for the month.
d. Monthly AF Form 500 for ground fuels.
e. Aircraft de-icing fluid monthly purchases.
f. Complete listing of all parts and supplies ordered. Report shall list separate account activity (375 TA, 375 SE, etc.). Report shall include: Date of Purchase, Item, Unit of Issue, Quantity, Price, and the Field Number of the unit or Aircraft Tail Number of the unit or Aircraft Tail Number in which the part is to be installed.
1.11.1.7. Develop and implement a Tool Control Program. Hand tools will be etched with a specific identification number. A daily hand tool inventory checklist shall be utilized for all tool accountability, contractor supplied and any employee's personal tools used during the performance of this contract. The checklists shall be retained for the duration of the contract, made available for government review, and shall become the property of the government at the end of the contract. A tool control program is required at all times to ensure the accountability and control of all hand tools utilized in the support of this contract. Lost or missing hand tools may cause FOD to aircraft resulting in possible loss of life and destruction of aircraft and/or other government property.
1.11.1.8. When notified, a contractor representative shall attend, all meetings relating to the transient operation, personnel, facilities, Quarterly Flying Safety, FOD, monthly Vehicle Control Officer (VCO) meetings, Open House meetings, Air Show meetings and other meetings as required.
1.11.1.9. General Maintenance. The contractor shall be responsible for the grounds around and adjacent to the facilities indicated in Section 3. The contractor shall be responsible for policing/cleaning up to 50 foot outside work areas, and vehicle / support equipment parking areas. The contractor shall provide personnel and equipment to remove snow and ice from assigned facilities sidewalks, entrances, and support equipment parking areas. Facilities shall be maintained in a neat and clean appearance and free from safety hazards.
1.11.1.10. The contractor shall be responsible for the manufacture, as required, of ground wires for static grounding aircraft as specified. The contractor, through Base Supply, shall order materials.
1.12. Contingency Support. The contractor's services shall be required to support an activation or exercise of contingency plans, mobility deployment, disaster preparedness, base exercises or other surge requirements. Base Operations/Airfield Management Personnel or the COR will notify the contractor if this should occur. Special or emergency situations, as in, weather related situations, base closures, reduced activity around holidays, or any other activity that may necessitate the contractor operating on an elevated or reduced basis.
1.12.1. The contractor shall use the priorities established by AFI’s and local Command Post requirements if the activation or exercise of multiple contingency plans generate conflicting support requirements.
1.13. Reserve Training. The contractor shall train Individual Mobilization Augmentees (IMA) and members of the 403 CLSS (AFRES), IAW training standards appropriate for the Reservist’s Air Force Specialty Codes. These personnel shall be assigned to the contractor during, and for the purpose of such training. The contractor shall monitor and direct the reservist’s training activities within the scope of, and for the purpose of, such training. The assigned reservist shall not be utilized to perform work required under this contract while in training. Any failure of contract performance during reservist training shall be the contractor's responsibility. The contractor shall provide the trainee’s unit of assignment with a written evaluation of the trainee’s performance during the period of training and information necessary for completion of AF Form 623.
1.14. Publications and Forms Management. The contractor shall maintain, order, delete, file, and make changes IAW AFI’s and applicable T.O.’s. The contractor shall ensure that all Technical Orders, regulations, instructions, manuals, pamphlets, and forms are current and available, or on order, to perform all requirements of this PWS. Contractor shall provide a quarterly report. The report shall list all technical orders, regulations, instructions, manuals, pamphlets and forms available, or on order. Reports shall include: technical orders, regulations, instructions, manuals, pamphlets and forms available. Date of original and date of last addition, deletion, or change date of contractor's receipt of last addition, deletion, or change; date of last "A" page (where required); and date and quantity of order (when required).
1.15 Smoking Control. The contractor shall ensure contractor employees' smoke only in authorized smoking areas. The contractor shall ensure contractor employee's dispose of smoking materials IAW local fire and safety directives.
1.16. Contractor Employees will identify themselves as contractor personnel when introducing themselves or being introduced. Contractor personnel will display distinguishing badges or other visible identification when meeting Government personnel. In addition, contractor personnel will identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.
SECTION 2 SERVICES SUMMARY
The Government will evaluate the contractor's performance under this contract using "Inspection of Services" (FAR 52.246-4) all surveillance observations will be recorded by the Government representative.
