STATEMENT OF OBJECTIVES

For

Civil Engineer Crane Course Civilian Certifications

4 Aug 2016

1.0 Purpose

The purpose of this project is to provide national crane certifications for Air Force Civil Engineer Equipment crane operators that is the same as industry, purchase instructor training, purchase applicable certifications for the rest of the operators, and certify the training sites designated by Air Force Civil Engineer Center (AFCEC). Eight (8) Air Force Civil Engineer operators will attend an approved mobile crane certification course with an accredited civilian certification and become instructors for the rest of the training site. Four (4) Air Force Civil Engineer operators, the subsequent years will attend an approved mobile crane certification course with an accredited civilian certification and become instructors. These certified Air Force instructors will in turn train and certify the rest of the crane operators on their respective site. These instructors will administer the examinations needed for awarding the certifications to the members. The driving force behind this project is the publishing of the Civil Engineer Flight Plan that identifies the strategic objective of recruitment and retention of Civil Engineers and mandated the development of education and training programs that sequence with accredited technical programs for Total-Force Airmen.

2.0 Civilian Accredited Crane Certifications

2.1 Provide access to an accredited crane certification which:

2.1.1 Includes separate practical and written examinations.

2.1.2 The examinations must be administrable by AFCEC approved certified instructors.

2.1.3 The examinations must be administrable at respective AFCEC approved training sites.

2.1.4 AFCEC approved certified instructors must receive the required practical examiner training program, which includes any certifications and testing fees, that will allow them to administer these certifications to their students.

2.1.5 Certify AFCEC approved training sites to allow the site to administer the written and practical certification exams.

2.1.5.1 Sites locations are:

1) 622 CEG Expeditionary Combat Support-Training & Certification Center, Dobbins Air Reserve Base, GA 30069

2) Regional Equipment Operators Training School

Fort Indian Town Gap, PA 17028
3) 819 Red Horse Squadron
Malmstrom Air Force Base, Great Falls, MT 59402

2.1.6 Must provide student with civilian certification based on both crane type and crane capacity.

2.1.6.1 The Type and capacity are:

1) Grove RT530E (30 Ton)
2) Linkbelt AT8660 (50 Ton)
3) Grove (60 Ton)
2.1.6.2Certification will encompass the following be capacities:
1) Under 21 tons
2) 21-75 tons
3) Over 75 tons

2.2 Certification must be recognized in all 50 United States

2.3 Certification should be accredited by the National Commission for Certifying Agencies (NCCA) or the American National Standards Institute (ANSI) or both and must meet OSHA requirements for crane operator certification.

3.0 Target Audience

The target audience for these certifications will be Air Force Civil Engineer Equipment Operators.

4.0 Desired Goals

To have a few Airmen return from training with a thorough understanding of mobile crane operations and then in turn certify the rest of the training sites resulting in all Airmen possessing an accredited civilian certification verifying that knowledge.

5.0 Government Furnished Property and Services

The AFCEC approved mobile crane training locations will provide all personnel and equipment required to support administration of these written and practical examinations.
