SG5 Program Management Support Services – Questions & Answers
Questions & Answers
Q: I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If there is an incumbent, could you please provide the contract or task order number?
A: There is an incumbent currently performing these services. The incumbent for the SG5
Program Management Support Services contract is Heartland Energy Partners LLC on contract number FA805215C0026. The incumbent for the consolidated Cost Analyst portion of the SG5 contract is J Terry & Associates Inc. on contract number FA805216C0011. This is not a new requirement.
2 Q: Is there an incumbent on this contract? If so, please provide the incumbent name, current contract number, duration, level of effort and value of the contract?
A: Refer to question 1. The duration of the current contract FA805215C0026 has been 3 years
6 months, is Firm Fixed Price (FFP), and the value is approximately $2,100,000 per year. The duration of the current contract FA805216C0011 has been 3 years, is FFP, and the value is approximately $605,000 per year.
3 Q: Is there an incumbent for this effort. If so, could you provide contractor’s name and contract number?
A: Refer to question 1.
4 Q: Can you tell me whether the above requirement is new or a follow-on (that is, whether there are currently incumbent personnel in the position)?
5 Q: Attach 6-1, page 4, Section 3.2.2.1.3, Government stated electronic copies shall be submitted in a format readable by MS Word 2016 or earlier in Section 3.2.2.1.2. However in section 3.2.2.1.3 Government provides instructions on creating PDF file. Can offer submit the technical volume in a PDF format?
A: Yes, the Offeror may submit the technical volume in PDF format. See Attachment 8
Summary of Changes and Attachment 6 for amended language.
6 Q: Attach 6-1, page 4, Section 3.2.2.1.2, What is the minimum font size for tables and graphics?
A: IAW Attachment 6, Section 3.2.2.1.2, Font Size is 12.
7 Q: Attach 6-1, page 4, Section 4.1.1, Are table of contents and cover page excluded from the
15 page limit for Technical Proposal?
A: The cover page is a standalone volume with no page limit IAW Attachment 6, Section
4.1.1. A Table of Contents is not require; however, if a Vendor provides a Table of Contents in the Technical Proposal, it will count towards the overall page limit.
8 Q: Attach 6-1, page 6, Section 5.3.2.1, Gov’t stated “list of qualifications for each labor category and a list of candidates”. Is government expecting sample resumes for each labor category?
A: The Vendor does not need to provide resumes with the proposal. IAW Attachment 1 PWS, section 2.10.1 resumes shall be provided after award.
9 Q: The PWS does not mention contractor on-site PM. Does the government expect the contractor to identify an on-site PM?
A: An on-site PM is not required. Refer to Attachment 1 PWS, Section 2.3
10 Q: Can the government provide incumbent contractor name and the contract number?
11 Q: The RFP states that facility clearance is required. Can you confirm whether the government will be open to sponsoring clearances for firms that do not currently have a facility clearance?
A: The Government will not be sponsoring facility clearances. The Vendor must have an active Facility Clearance at the time of proposal. Refer to Attachment 1 PWS, section 3.2.3 and Attachment 8 Summary of Changes.
12 Q: Can you confirm the labor positions that are allocated as key personnel under this contract?
A: All personnel on this contract are considered key personnel.
13 Q: Are all personnel required to work onsite?
A: Yes
14 Q: Do you require any resumes?
A: Refer to question 8.
15 Q: Do you require a transition plan?
A: No
16 Q: Can you provide incumbent contract info if one exist?
17 Q: Who are the key personnel?
A: Refer to question 12.
18 Q: Are resumes for key personnel required for submission?
A: Refer to questions 8 & 12.
19 Q: Attachment 6, section 5.3.2.1 requires a list of candidates, which meet the qualification requirements provided by the Government. Is the Government requesting names of personnel, or is it requesting a listing of the labor categories, and the qualifications that the contractor will meet? If the Government is indeed requesting names of personnel, would the
Government consider removing this requirement since the Gov’t is only allowing 9 business days for a small 8(a) company to actively recruit for all the personnel required from date of
RFP release? We believe this requirement places all companies that are not the incumbent at a significant disadvantage.

20 Q: What is the current contract number and who is the incumbent, if any?
21 Q: How much of the work under the current RFP is new, that isn’t part of the current contract, if any?
A: Refer to question 1. There is no new additional work.
22 Q: Is there an incumbent? Is so, can you provide the contract number and award amount?
A: Refer to questions 1 & 2.
23 Q: Attachment 1 PWS, Pg. 30, sect 3.2.1 the government states, Security Clearance
Requirements: The Contractor must possess an appropriate facility security clearance T3 prior to performing work on a classified Government contract. If no work will be done at our facilities, why must we have a T3/Secret rated facility?
A: See Attachment 8 Summary of Changes and Attachment 1 PWS for amended language.
Since certain personnel are required to have a tier 3 secret clearance, the DoD requires a facility clearance, even though the personnel will be at a government facility.
24 Q: Can the government provide the exact number of personnel requiring a secret clearance?
A: In Attachment 1 PWS, each Task has a section that lists the required clearance level.
Example; Section 3.1.3.16.9, “Must have an active Tier 3 (Secret) security clearance”.
25 Q: Paragraph 1.2 on page 2 of 6 in Attachment 6 Addendum 1 TO 52.212-1
Instructions to Offerors. We recommend the Government removes the Lowest Price
Technically Acceptable (LPTA) source selection procedures from the solicitation. The reason is that the LPTA source selection procedures are in contradictions with the John S. McCain
National Defense Authorization Act for FY 2019 which states that the Government to avoid using LPTA source selection criteria that would deny the Government the benefits of cost and technical tradeoffs in the source selection process.
A: The USG is aware of the language included in the NDAA for FY 2019. The NDAA
FY2019 includes changes that have not been incorporated in the Federal Acquisition
Regulation. Section 880(b) of NDAA FY2019 states situations which allow for the use of
Lowest Price Technically Acceptable (LPTA) source selection procedures. The solicitation, FA8003-19-R-A003 meets the situations identified in the NDAA for FY 2019.
26 Q: Who is the current incumbent contractor on this? Please provide the name of the current incumbent contractor and the contract number(s).
A: Refer to question 1
27 Q: Attachment 1 PWS, 3.1. Security Requirements – Classified Contract 3.2.1. Security
Clearance Requirements, page 30. We recommend the Government requires the awardee contractor must possess a DOD Top Secret Facility Clearance at the time of proposal submission.
28 Q: Attachment 6 Addendum 1 TO 52.212-1 Instructions to Offerors, Page 6. The government may want to correct the paragraph numbering in Section 5.3.2 through 5.3.4.1 to align with section 5.4.1 paragraph.
A: See Attachment 8 Summary of Changes for amended numbering.
29 Q: Will the government allow the offerors to use font size 8 for tables, graphics, flow charts?
A: Refer to question 6.
30 Q: Attachment 1 PWS, page 30 – 31. The government should clarify following sentences:
"The Government assumes costs and conducts investigations for a Secret facility security clearance." as stated in PWS paragraph 3.2.1. The above sentence contradicts the following sentence in PWS paragraph 3.2.3 which states that "The Government will not pay for nor sponsor any contractor's attempt to obtain a Facility Clearance."
31 Q: Would the government please confirm whether candidate names and qualifications are required for each position (18 total) or for each labor category at the time of proposal submission?
A: Refer to question 8 & 19.
32 Q: It is stated in the RFP that each responder should submit a list of candidates in the proposal response. Do want resumes for each candidate or a general statement of each candidates experience and skills?
A: Refer to questions 8 & 19.
33 Q: Please confirm that the technical volume may include an unevaluated cover sheet identifying the offeror’s information and a table of contents outside of the page limitation.
A: Refer to question 7
34 Q: Would the government allow fonts of less than 12pt TNR for tables and graphics, provided that they are still legible?
A: Refer to question 6.
