1.3 This acquisition will be set-aside 100% for Small Business (SB) concerns/firms currently in the 8(a) program. To be considered an 8(a) Offeror, the firm must be an eligible participant in the 8(a) program as of the date the RFP closes, 18 March 2019, and must be approved as an 8(a) at the time of award.

5.2.1 Proposal Cover Sheet: The Proposal Cover Sheet shall be included as Volume I as discussed in Section 4.1.1. The Proposal Cover Letter Shall include the solicitation number, small business status/categories, company primary and alternate points of contact with email/phone and who is authorized to contractually obligate the company, CAGE Code, DUNS number, a statement that the company understands the requirements specified and will meet the performance standards and requirements therein, a statement that the company does or does not take exception to any of the requirements of this solicitation.

5.2.1 Proposal Cover Sheet: The Proposal Cover Sheet shall be included as Volume I as discussed in Section 4.1.1. The Proposal Cover Letter Shall include the solicitation number, small business status/categories, company primary and alternate points of contact with email/phone and who is authorized to contractually obligate the company, CAGE Code, DUNS number, current Facility Clearance Level including Cognizant Security Office (CSO), a statement that the company understands the requirements specified and will meet the performance standards and requirements therein, a statement that the company does or does not take exception to any of the requirements of this solicitation.

3.2.1. Security Clearance Requirements: The Contractor must possess an appropriate facility security clearance T3 prior to performing work on a classified Government contract. The

Government assumes costs and conducts investigations for a Secret facility security clearance.

The Contractor shall request personnel security clearances, at the company’s expense, for employees requiring access to classified information within 15 business days after receiving a facility clearance or, if the Contractor is already cleared, within 15 business days after service award. Due to costs involved with security investigations, requests for personnel security clearances shall be kept to the minimum amount employees required to perform contract requirements.

3.2.1. Security Clearance Requirements: The Contractor must possess an appropriate facility security clearance T3 at the time of proposal submission. prior to performing work on a classified Government contract. The Government assumes costs and conducts investigations for personnel a Secret facility security clearances. The Contractor shall request personnel security clearances, at the company’s expense, for employees requiring access to classified information within 15 business days after receiving a facility clearance or, if the Contractor is already cleared, within 15 business days after service award. 3.2.3. Security Requirements for Contractor Personnel Requiring Access to Classified

Information: Contractor personnel shall require view access to and/or be involved in discussions concerning classified information and shall require access to the SIPRNET. A contractor’s “Facility Clearance” is required in accordance with DoD 5220.22-M, NISPOM.

Contractor must have an active Facility Clearance at the time of proposal. The Government will not pay for nor sponsor any contractor's attempt to obtain a Facility Clearance. The Contractor’s

Facility Security Officer (FSO) is responsible for ensuring that all Contractor personnel assigned to this contract have the appropriate clearance as stated in this PWS. The Contractor shall be responsible for any/all cost associated with security clearances. The Contractor shall provide personnel with the required clearance at the time of award.

3.2.3. Security Requirements for Contractor Personnel Requiring Access to Classified

Information: Contractor personnel shall require view access to and/or be involved in discussions concerning classified information and shall require access to the SIPRNET. A contractor’s “Facility Clearance” is required in accordance with DoD 5220.22-M, NISPOM.

Clearance. The Contractor’s Facility Security Officer (FSO) is responsible for ensuring that all

3.2.2.1.2 The electronic copies shall be submitted in a format readable by Microsoft (MS) Word

2016 or earlier, MS Excel 2016 or earlier, MS Project 2016 or earlier, or MS PowerPoint 2016 or earlier, in font Times New Roman and font size 12.

5.3.2 Technical Subfactor 1 – Subject Knowledge

5.3.2.1 Subject Knowledge: The Offeror’s Subject Knowledge under Technical Subfactor 1 shall consist of a list of qualifications for each labor category and a list of candidates that meet the Governments requirements for education, experience, knowledge, skills, and abilities, and required clearance (as applicable). The task/labor categories are listed in Section 3.1 through

Section 3.6 in the PWS.

5.3.3 Technical Subfactor 2 – Staffing Approach

5.3.3.1 Staffing Approach: The Offeror’s Staffing Approach under Technical Subfactor 2 shall consist of providing a Staffing Plan that addresses elements pertaining to hiring and retention for the positions listed within the PWS. The Staffing Plan shall also detail how the Offeror identifies, screens, places, and monitors employee performance. The Staffing Plan shall detail how the Offeror ensures that personnel meet the appropriate level of education, experience, and expertise.

5.3.4 Technical Subfactor 3 – Management Approach

5.3.4.1 Management Approach: The Offeror’s Management Approach under Technical

Subfactor 3 shall consist of a Management Plan that details how the Offeror will successfully meet the requirement and an Organization Chart. The Organization Chart must show lines of authority, responsibility, and communication.

5.34.2 Technical Subfactor 1 – Subject Knowledge

5.34.2.1 Subject Knowledge: The Offeror’s Subject Knowledge under Technical Subfactor 1 shall consist of a list of qualifications for each labor category and a list of candidates that meet the Governments requirements for education, experience, knowledge, skills, and abilities, and required clearance (as applicable). The task/labor categories are listed in Section 3.1 through

Section 3.6 in the PWS.

5.34.3 Technical Subfactor 2 – Staffing Approach

5.34.3.1 Staffing Approach: The Offeror’s Staffing Approach under Technical Subfactor 2 shall consist of providing a Staffing Plan that addresses elements pertaining to hiring and retention for the positions listed within the PWS.
