Seismic Station Mission Support Questions & Concerns

Solicitation No. FA7022-10-R-0030 1 Sept 10

Reference L-6. Proposal Organization

Issue The page limitation for Volume 2—Technical Capability is “50 pages*.”

Questions/ Discussion

The asterisk indicates that there should be a footnote at the end of the section, but none exists. Will the Government clarify the purpose of the asterisk? Are there missing instructions?

Government Response

The asterisk will be deleted in the upcoming amendment.

Reference PWS, page 4 of 124, Paragraph 1.2.3.1

Issue

Should the Government or host Government not provide utilities, the contractor shall be responsible for providing utility services such as: water, sewer, electric, telephone (local and long distance) and heating services for contractor use in mission essential work facilities.

Questions/ Discussion

Will the Government clarify which utilities will be provided at:

Cambridge Bay, Canada (EL 079); Flin Flon, Canada (EL 244);

Pinedale, Wyo. (EL 489); Wonju, Korea (EL 452); and Ankara, Turkey (EL 301) so that the Offeror can determine which utilities it will need to provide at each location within the Government-provided facilities?

Also, are contractor-provided utilities for Government-provided facilities cost reimbursable?

Government Response

Cambridge Bay - Contractor only pays for the phone bill, all other utilities, and housing are provided by the host.

Flin Flon - Contractor pays the electric bill, propane bill, fuel bill, facility maintenance bills and phone bill, no housing provided.

Turkey - Contractor pays only for phone bill, all other utilities are provided by host. No housing is provided for the contractor at this site.

Wonju - Contractor pays only for phone bill, all other utilities are provided by host. No housing is provided for the contractor at this site.

Pinedale – Contractor pays electric bill, propane bill, fuel bill, facility maintenance bills. The phone service is provided by the Government. No housing is provided for the contractor.

Note: All the utilities costs that the contractor is responsible for payment, will be a reimbursable cost to the contractor, against the reimbursable CLIN.

Issue 1.1.1 Strategic Partnering Impact: In overseas locations, the host countries own the facilities and they are responsible for operations and maintenance, while the Seismic Station Mission Support provides technical and non-technical support.

1.2.2 Operational Mission Support at Wonju and Turkey:

The host country is responsible for the operation and maintenance of the station and meeting the requirement of achieving 98% data availability … .

1.2.1 Operational Mission Support at ELs Cambridge Bay, Flin Flon, Pinedale, Wonju, and Turkey: The contractor shall operate and maintain ELs 079 (Cambridge Bay), 244 (Flin Flon), and 489 (Pinedale) with the threshold of achieving no less than 98% data availability … .

Perform all seismic equipment maintenance IAW applicable TI’s/TO’s (1.2.1)

Accomplish all preventive maintenance IAW PMR TI (1.2.1.3)

Inspect equipment and perform necessary maintenance to include swapping seismometers, seismometer cables, digitizers, authenticators, interface boxes, Wellhead Termination Units, radios, polyphasers, cables, CIM3’s, Station Processors (1.2.1.3)

Remove any brush inside and within 50’ of all Field Site Facilities (1.2.1.6)

Questions/ Discussion

The table of contractor responsibilities in Paragraph 1.2.1 includes responsibilities identified as being performed by the host country in other parts of the PWS. Will the Government please clarify the responsibilities of the host country and the contractor to eliminate these contradictions?

Government Response

Yes, the contractor shall be prepared and capable to perform all tasks mentioned in the table. The contractor shall use labor skills and work hours based on 365 days of work per year, as if the host nation were not performing any of the required work.

Issue Use AFTAC warehouse procedures for replacements and returning of repairable items.

Questions/ Discussion

Will the Government please identify which document in Appendix D is the AFTAC warehouse procedures document for replacement and returning repairable items? If the AFTAC warehouse procedures document is not listed in Appendix D, will the Government amend the PWS Appendix D to identify the procedures document? Also, will the Government include the AFTAC warehouse procedures document in the solicitation as a technical reference?

Government Response

At the current time AFTAC’s warehouse follows the procedures found in Air Force Manual 23-110.

Issue

The contractor shall inspect equipment and perform necessary maintenance including component replacement, troubleshooting, preventive maintenance, and seismometer replacement.

Questions/ Discussion

Paragraph 1.2.1 indicates that the tasks in Paragraph 1.2.1.3 should be performed by the contractor at all equipment locations. However, as described in question 4, the host country is responsible for work at Wonju, Korea, and Ankara, Turkey.

Will the Government please clarify whether the contractor is responsible for all of the tasks associated with 1.2.1.3 at all equipment locations?

Government Response

Yes, the contractor shall be responsible to perform all tasks mentioned in the table. The contractor shall use labor skills and work hours based on 365 days of work per year, as if the host nation were not performing any of the required work.

Issue

The contractor shall remove any brush inside and within 50 feet outside of any Field Site Facility (FSF) perimeter fence. The contractor shall annually remove any brush inside and within five (5) feet outside the perimeter fence of each instrument site and the Remote Operating Facility (ROF). In the above cleared areas, any grass should be trimmed back to present a neat appearance and prevent insect and animal infestation and remove snow and ice to allow access to the facilities and the equipment at the station and the field locations. Each location will act IAW the local laws. Should this be less than 50 ft, that will be acceptable and the contractor shall remove brush as far as the local guidance allows.

Questions/ Discussion

Paragraph 1.2.1 indicates that the tasks in Paragraph 1.2.1.6 should be performed by the contractor at all equipment locations. However, as described in question 4, the host country is responsible for work at Wonju, Korea, and Ankara, Turkey.

Government Response

Yes, the contractor shall be responsible for all tasks associated with 1.2.1.6 at all equipment locations.

However, work should not be duplicated.

Issue

The Host country is responsible for the operation and maintenance of the station and meeting the requirement of achieving 98% data availability (this requirement is driven by the International Monitoring Service [IMS]) at these stations. The contractor shall provide support in meeting all requirements and shall be fully capable to accomplish all requirements should the host fail to do so.

Questions/ Discussion

Will the contractor be required to duplicate subcontracts that the host country has in place to perform annual preventive maintenance of mission or support equipment? If so, will this service/maintenance be included in the firm fixed-price portion of the contract?

Government Response

The contractor shall not duplicate efforts that the host country personnel perform or have performed via subcontract. However, the contractor shall perform any required annual preventive maintenance that the host does not perform. Should the contractor have to subcontract for any reason to meet a requirement, due to the host not performing a task, the contractor shall pay the subcontractor out of the cost reimbursable CLIN.

Questions/ Discussion

There are no vehicles listed for the Wonju, Korea location. Will Government vehicles assigned to Wonju, Korea be turned over to the contractor?

Government Response

The contractor shall plan on providing its own vehicle to meet requirements at Wonju. The vehicles being considered should be able to traverse rough terrain and cross 5 to 6 ft rivers on occasion.

Questions/ Discussion

While this acronym is identified, there is no mention of Status of Forces Agreement in the solicitation. Will the contractor be covered by Status of Forces Agreements in Korea and Turkey?

If so, will the Government please provide a copy of those documents with the solicitation?

Government Response

Yes, the contractor is covered by the Status of Forces Agreements in Korea and Turkey. See attached SOFA agreements.

Reference L-8. Volume 1—Administrative, (i)

Issue The solicitation requires the offeror to provide evidence of required clearances as part of the Volume 1 proposal submission.

Questions/ Discussion

Will the Government please clarify what kind of clearances offerors should submit evidence of? For example, is the Government looking for evidence of personal clearances or for evidence of facility clearances?

Government A SECRET Facility clearance is required and the

Response contractor’s personnel working at the EL489 location shall have SECRET clearance.

Issue It appears that FAR 52.204-9 and personal identity verification procedures have not been included as a requirement in the solicitation.

Questions/ Discussion

Can the Government please confirm whether or not the requirements of FAR 52.204-9 should be included in the solicitation?

Government Response

Yes, the clause was inadvertenly left out and will be added an amendment.

Reference L.3. paragraph (d)

Issue

Offerors are required to complete paragraph (d) and submit it as an attachment with its offer. However, Section L does not identify where offerors should include this document in its submission.

Questions/ Discussion

Can the Government please clarify where it would like L.3.

paragraph (d) to be included in the proposal submission?
