Evaluation Method and Criteria
Evaluation Method: The requirement will be evaluated using the Lowest Priced, Technically Acceptable (LPTA) source selection method. LPTA source selection method is a simplified best value source selection strategy that permits award to the lowest priced offeror who meets the minimum requirements as identified in the PWS.
The Government intends to rank the proposals by price and only evaluate the three lowest priced proposals for this requirement, in addition to any proposals within 10% of the average of the three lowest priced proposals. Offerors outside the evaluation pool will not be evaluated, unless necessary to obtain the desired effective competition of two (2) technically acceptable offers. The process will be as follows:
1. Rank all responsive proposals by total proposed price.
2. Establish evaluation pool comprised of lowest three (3) and any within 10% of the average of the lowest three (3).
3. Evaluate technical. If at least two (2) offers are not found technically acceptable in the evaluation pool, evaluation of the next lowest offeror(s) will be conducted until two (2) technically acceptable offers have been identified or all offers originally outside the evaluation pool have been evaluated.
4. Evaluate price of proposals that are technically acceptable.
Proposals will be evaluated for technical acceptability to determine an overall rating of “acceptable” or “unacceptable.” Technical acceptability will be rated at the subfactor level.
Acceptable – Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable – Proposal does not clearly meet the minimum requirements of the solicitation.
Tradeoffs are not permitted and no evaluation credit is given to aspects of an offeror’s proposal that exceed acceptability standards. This acquisition will result in a firm fixed price task order, with cost reimbursable line items for travel.
Evaluation Criteria – Specific evaluation factors and criteria follows:
1.0 FACTOR 1 - Technical: For the technical section to be considered acceptable, offerors must clearly and adequately address the technical subfactor 1 below.
1.1. Subfactor 1: The offeror will provide a service with the salient characteristics outlined in the PWS.
Criteria – Offeror’s proposal adequately provides and meets the specific tasks IAW the
PWS.
2.0. FACTOR 2 - Price: Price proposals will be evaluated for reasonableness. This source selection is conducted with the expectation of adequate price competition and will rely on market research and price analysis to ensure awarded prices are reasonable. The Government is unable to award to an offeror if its price is evaluated to be unfair or unreasonable.
2.1. Comparison of proposed prices received in response to this solicitation is the preferred and intended price analysis technique. Other techniques and procedures, if deemed necessary, may be used to ensure a fair and reasonable price, to include but not limited to the following:
comparison of all offerors’ proposed labor rates, comparison of proposed prices to historical prices paid for the same or equivalent service and comparison of proposed prices with independent Government cost estimates. The Government will evaluate proposed prices to determine whether prices reflect a clear understanding of the requirements, are consistent with the skill sets required for the work to be performed, the geographical locations where the work will be performed, and are consistent with the various aspects of the offeror’s proposal.
2.2. The Government shall evaluate the price of proposals that are technically acceptable based on the above criteria. Proposals rated as technically unacceptable will not have the price proposal evaluated. The total evaluated price will consist of the sum of the labor contract line item numbers (CLINs), cost reimbursable travel and ODC CLINs. The award will be made on the basis of the lowest total evaluated price proposal meeting the minimum technical acceptable criteria in accordance with the PWS.
2.3. The Government intends to award without discussions but if discussions are deemed necessary a competitive range may be established for efficiency purposes.
