Instructions to Offerors (ITO)

For

SAF/PA Web-Based Media Assessment & Management Tool

1.0 General Instructions.

(a) To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, the performance work statement, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.

(b) The response shall consist of one (1) cover letter and two (2) separate volumes;

Volume 1 - Price Proposal, and Volume II - Technical Proposal. Proposals shall be submitted electronically, via e-mail, by the date outlined, as provided in the RFP. Offerors shall submit two (2) copies of the proposal via e-mail. One original copy and one redacted copy. The redacted copy shall not provide any information that will allow the evaluators to identify the contractor who submitted the proposal. The 2-volume proposals will be evaluated in accordance with Attachment 3 – Evaluation Method and Criteria. Non-conformance with the instructions provided in this ITO may result in an unfavorable proposal evaluation.

(c) The proposal shall be clear, concise, and shall include sufficient detail that substantiates stated claims. The proposal shall not simply rephrase or restate the Government’s requirements, but rather provide convincing rationale to address how the Offeror intends to meet requirements. Offerors shall assume that the Government has no prior knowledge of the Offeror’s capabilities.

(d) Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.

(e) The proposal acceptance period shall be specified on the volume cover pages. The offeror shall make a clear statement that the proposal is valid through 30 Sep 15.

(f) The Cover Letter shall be limited to two (2) pages, size 12 Times New Roman font.

The Cover Letter shall provide the following information: small business status; company point of contact with email, phone and fax number; CAGE code; DUNS number; a statement that your company understands the requirements specified in the Performance Work Statement (PWS) and will meet the performance standards and requirements therein; and a statement that your company does or does not take exception to any of the requirements of the PWS or terms/conditions.

2.0 General Information

If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the CO in writing with supporting rationale as well as the remedies the offeror is asking the CO to consider as related to the omission or error.

The offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussions. This reservation includes matters of additional or substitute pages of the initial proposal.

3.0 Organization/Number of Copies/Page Limits

The offeror shall prepare the proposal as set forth in the Proposal Organization Table (Table 1 below). The titles and contents of the volumes shall be as defined in this table, all of which shall be within the required page limits and with the number of copies as specified in Table 1. The contents of each proposal volume are described in the ITO paragraph as noted in the table below:

4.0 Volume I - Price Proposal. The price proposal shall list the total proposed price for the base period and all option periods for each CLIN. The offeror shall submit pricing information to support the completeness and reasonableness of proposed prices. The offeror shall include a matrix providing the labor rates for each category and each option year, along with a calculated yearly price and total proposed price.

5.0 Volume II - Technical Proposal. The Government will base its technical evaluation solely on information presented in the Offeror’s written Technical Proposal. The Technical Proposal shall be limited to fifteen (15) pages. The cover page, table of contents and qualification summaries are not included in the page limitation. All other aspects of the Technical Proposal will be included in the page count. Any information provided on additional pages, beyond the 15 page limit, will not be evaluated. Font size must be no smaller than Times New Roman size 12.

Margins shall not be any smaller than 1 inch.
