Solicitation Questions:
1. The Performance Work Statement Section (PWS) 52.212-1 (10) states the requirements for Past Performance “when included as an evaluation factor”, however Past Performance is not listed in the PWS Section 52.212-2 Evaluation or the PWS Section 52.212-2 Addendum.
a. Is Past Performance Required for the Technical Proposal?
b. If yes, please clarify the minimum number of past performance representations required.
c. If yes, will there be an increase in the Page Limit for the Technical Proposal to accommodate these past performance representations?
Answer 1:
Past Performance is NOT required for the Technical Proposal.
2. The Performance Work Statement Section 4.2 states occasional urgent request will require rapid (within 2 business hours) response.
a. Please define “rapid response”. In this situation, is it the expectation of the Air Force that work shall begin within “2 business hours” of the issuance of the Task Order?
Answer 2:
Most often, “rapid response” is defined as a need for communication from Contract
Project Manager pertaining to a “HOT” issue such as to provide information, inventory status or confirm a scheduling date with the Government Project Manager.
In Section 4.2, it is the expectation of the Air Force that work shall begin within “2 business hours” of the issuance of the Task Order. These “rapid response” instances cannot be anticipated in advance or wait for normal scheduling coordination due to their emergency nature (such as a broken chair, jammed desk drawer, request from Senior AF leader, safety issue or a building malfunction from water leak or HVAC system).
3. The Performance Work Statement Section 4.4.1 states that the Contractor shall provide a
Contract Project Manager that is a single Point of Contact (POC) to SAF/AAO to be available during normal business hours of operation by phone/email to discuss and/or meet at an installation site. Additionally PWS Section 2.1 #1 states that the Contract Project Manager is responsible to meet with SAF/AAO Project Managers on-site, provide technical assistance, scheduling decisions and be knowledgeable on all aspects necessary to accomplish the tasks.
a. There are no line items for Contract Project Manager Hours listed on the Pricing Worksheet provided. How is this time being accounted for?

Answer 3:
It is expected that the Contract Project Manager Hours are included as part of any of the “each” Pricing Worksheet items but may also fall into one of the other hourly labor categories.
4. On the Pricing Worksheet provided, Line item #7 Design Consultation
a. What does the average quantity per year listed as (5) represent?
b. If this represents (5) projects, what is the “average” size of a design project. Please provide the average number of personnel or the average square footage for a design project.
c. Should the design consultation pricing include at least two meetings per the requirements listed on the Performance Work Statement Section 3.4.1?
Answer 4:
a. The average quantity per year listed as (5) represents a number that your submitted unit price will be multiplied by to reach a total number for each year. All total numbers will add up to reach your Total Evaluated Price.
b. The “each” represents “hours”. Therefore, the “average” size of a design project is irrelevant. Quantity (5) is a representational number for pricing purposes to reflect an abstract weighting in relation to other quantities. However, it is not a minimum or maximum of actual work that may or may not be issued via Task Order.
c. Since design consultation pricing is per Hour, then it is irrelevant for Pricing Worksheet purposes if one or two meetings will be needed v ia t ask order .
5. On the Pricing Worksheet provided, Line item #8 Design Drawing.
a. What does the average quantity per year listed as (5) represent?
b. If this represents (5) projects, please confirm if this pricing should include at least (2) design drawings per project to cover the initial meeting with the Government Project Manager/End User and the second meeting to present the design solution as stated in the Performance Work Statement Section 3.4.1
Answer 5:
a. The average quantity per year listed as (5) represents a number that your submitted unit price will be multiplied by to reach a total number for each year. All total numbers will add up to reach your Total Evaluated Price.
b. The “each” represents “hours” and does not represent (5) projects. Therefore, it is irrelevant for Pricing Worksheet purposes if one or two meetings will be needed via t ask order . Quantity (5) is a representational number for pricing purposes to reflect an abstract weighting in relation to other quantities. However, it is not a minimum or maximum of actual work that may or may not be issued via Task Order.
6. Although noted as a “rare occurrence”, On the Pricing Worksheet provided, Line Item #6 –
Hold or temporarily store Air Force product in Contractor provided/controlled facility. The

Average Quantity per year shows as (10)
a. What is the unit of measure that the Average Quantity per year represents? Projects, workstations, other?
b. If the unit of measure is project based, please clarify the typical size of a project that could be required to temporarily be stored.
c. Please define the length of time that is considered “temporary” storage. Should the contractor expect to store product for a specific number of days, weeks, months?
Answer 6:
a. The “each” represents “Month” (for 800 Cubic Feet of storage, 10’x10’x8’).
b. The unit of measure is not project based. The average quantity per year listed as (10) represents a number that your submitted unit price will be multiplied by to reach a total number for each year. All total numbers will add up to reach your Total Evaluated Price.
c. As Air Force provides the space for storage of its Inventory, any contractor provided space will be for specific project needs and thereby temporary.
The length of time to store product will be specified in the Task Order.
7. On the Pricing Worksheet provided, Line item #2 – Disassemble demountable wall system and any associated components.
a. What does the average quantity per year listed as (123) represent? Does this unit of measure represent (123) Linear Feet, (123) pieces/sections, or (123) projects? Please clarify.
Answer 7:
The “each” represents “Lineal Feet”. Therefore this unit of measure represents (123) Lineal Feet of wall up to 11’4“high.
8. On the Pricing Worksheet provided, Line Item#4 – Install demountable wall systems and any associated components.
a. What does the average quantity per year listed as (190) represent? Does this unit of measure represent (190) Linear Feet, (190) pieces/sections, or (190) projects? Please clarify.
Answer 8:
The “each” represents “Lineal Feet”. Therefore this unit of measure represents (190) Lineal Feet of wall up to 11’4“high.
9. On the Pricing Worksheet provided, Line Item #10 – Reconfigure demountable wall system.
a. What does the average quantity per year listed as (45) represent? Does this unit of measure represent (45) Linear Feet, (45) pieces/sections, or (45) projects? Please clarify.

10. On the Pricing Worksheet provided, Line item #11 shows 2,050.00 miscellaneous labor hours.
a. Although the majority of the items listed are charged on hourly bases, there is additional cost associated with actual materials for padding, packing, palletizing, as well as for disposing of products. How should the contractor account for materials items and disposal fees?
Answer 10:
Minor incidental products (such as bags, labels, cardboard) are assumed to be included in the hourly price as well as to include use of reusable furniture blankets or pallets. However, major or specific items (such as crates, packaging product, shrink wrap, bubble wrap, disposal fees for Air Force inventory) would be considered a cost borne by Government. As part of task order, contractor may provide labor to receive and or deliver those items.
11. On the Pricing Worksheet provided, Line item #12 shows (710) labor hours for specialized cleaning, touch-up, minor repair or modifications to furniture or wall items. Also, reference the Performance Work Statement Section 2.3.3 that states that the Contractor should have the capability for performing minor furniture repairs to systems furniture, seating, upholstery, and case goods.
a. Please confirm that this is for labor hours only and does not include the purchase of materials from specific manufacturers for replacement parts.
b. Who will be responsible for obtaining necessary replacement parts from the manufacturers if needed?
Answer 11:
a. The (710) labor hours on the Pricing Worksheet Line item #12 does represent labor hours only. The purchase of materials from specific manufacturers for replacement parts is a cost borne by Government.
b. As part of task order, contractor would identify the parts needed and provide the information to the Government Project Manager for purchase, and additionally may provide labor to receive and or deliver those items if as needed.
12. Do required documents count toward the page limit? For example, resumes (Section 2.1, Subfactor 1), the Quality Control Program (Section 10.1), Past Performance Information (Item 10 in FAR 52.212-1, Instruction to Offerors). Answer NO:
13. FAR 52.212-1, Instruction to Offerors asks that we include the SF 1449. Could you please provide this document? Answer: No SF 1449 required: Please see reference Clause 52.212-1
