SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

QUESTIONS AND ANSWERS TO SOLICITATION

Questions for FA7014-10-R-0020 FAP West Region

1. Is there an incumbent for this contract. If so, can you kindly identify the incumbent, and identify the total dollar value of the incumbent's contract.

ANS: Rehab Plus, DBA Align Staffing FA8901-04-D-0007 $14,000,000.00.

2. If there is a current contract, are there any significant changes in scope or level of effort from this contract to the requirements specified in this RFP for a follow on contract.

ANS: No significant changes. Incumbent contract (for 6-mth extension) called for 32 positions; new task order will include 33 positions.

3. The number of FTEs when computed from Section B of the RFP add up to over 50, while Appendix A of the PWS shows a total of 27 FTE (with two of the five positions showing 0 FTE across all installations). Can you please explain the discrepancies in FTE counts.

ANS: 2005 BRAC Joint Basing will impact future task orders. The first task order will call for 33 FTEs; as joint basing combines Navy/AF/Army Family Advocacy Programs the number of FTEs will increase. Appendix A of PWS is a dated document that did not include Joint Basing and reduced FTEs due to funding shortage at that time. Number of FTEs on the new Appendix A reflects the total scope of the five year contract. The first task order awarded will have between 27 and 33 FTEs.

4. Please confirm that the Technical Capability response is restricted to 10 pages (double spaced with 12 pt font). This is an extremely restrictive limitation and we want to make absolutely sure that this is the intent of the government.

ANS: The Technical Capability response can be submitted via CD with unlimited pages. If you submit via hard copy you are limited to 10 pages.

5. Please confirm that the mailing address provided on pages 56 and 57 of the RFP is appropriate for deliveries via FedEx. Please advice if there are any access restrictions with respect to deliveries via FedEx.

ANS: The address is valid for deliveries. The building is secure but the FedEx personnel know how to access the building via the telephone at the front door.

6. Is the contractor required to submit a completed copy of Appendix G with the proposal for each of the 5 candidates submitted or is this Appendix simply an example of what must be completed upon award for all contract employees?

ANS: Appendix G is strictly for award purposes.

7. Are there any Government or Contract incumbents? Please provide the billable rates. How many FTEs are currently being filled by the incumbent? Is the current contract SCA covered?

ANS: Yes there are incumbents. Incumbents‟ rates will not be provided. You may submit a Freedom of Information Act (FOIA) request. The incumbent is currently employing 28 FTEs. This requirement is not covered under the Service Contract Act (SCA).

8. In the solicitation it stated that travel (hotel, flights, etc) with be reimbursable. Does mileage for the home visits fall into that category as well or will the contractor not be reimbursed for mileage?

ANS: Each action will be determined at the task order level. Home visits will be reimbursed under the travel IF authorized IAW PWS.

9. Appendix A shows the number of FTEs and locations that are required. However the CLINs that are to be priced are maximum CLINs with more FTEs. Is it the government‟s intent to add FTEs as the contract goes on? Some locations in Appendix A don‟t have any requirements. Will FTEs be added later to these locations?

ANS: 2005 BRAC Joint Basing will impact future task orders. The first task order will call for 33 FTEs; as joint basing combines Navy/AF/Army Family Advocacy Programs the number of FTEs will increase. Appendix A has been updated. The updated Appendix shows the number of FTEs possible on this contract over the next five years. The number of FTEs on the CLINs of the schedule B lists the monthly cost of each FTE type. Please read the CLIN description for each FTE.

10. Is this a personal services contract?

ANS: Yes, per Para 1.2.

11. Is this contract covered under the Service Contract Act? If so, please supply the SCA wage determination number, revision, date, and occupation code to be used for this solicitation.

ANS: This contract action is not covered under the Service Contract Act (SCA).

12. Page 53, Factor 3: Staffing Plan, Subfactor 1: The Government is asking the contractor to show their plan for back filling vacant positions during contract performance IAW paragraph 2.5.5 of the PWS. However, Section 2.5.4 of the PWS states that contractor‟s “shall not use temporary, short-term contract employees in the performance of this contract.” Is this evaluation factor referring to the contractor‟s plan to provide a replacement within 14 calendar days of official notice that a position is vacant per paragraph 2.5.5 of the PWS?

ANS: Yes. You must show you plan for backfilling vacancies.

13. Can the Government please clarify their expectation of how the Contractor is to provide back fill coverage in the event of a vacancy if the Contractor is discouraged from using temporary or short-term employees?

ANS: Temporaries are not allowed. Usually the contractor knows well in advance of this office of pending vacancies and should prepare to fill accordingly.

14. Is there an incumbent currently performing the Family Advocacy Program (FAP) West effort, and if so, what company is the incumbent?

ANS: Rehab Plus, DBA Align Staffing

15. RFP Section H.6.a requests Offerors to submit resumes for its Key Personnel, however RFP Section H.6.e states that the Key Personnel will be identified “on each individual Task Order award”. Further, Section L.C.1.b(Factor 2) suggests that Offerors are to provide resumes for the five personnel located in the Performance Work Statement (PWS) and states “Resumes of the five (one resume per each of these positions) AFMOA FAP West Region personnel. …Government will evaluate the level of the employees‟ experience, education, and technical qualifications…” Please provide the specific location where these personnel will be located, since the PWS does not provide a specific location….Please also confirm that the RFP requests only 5 resumes, the RFP does not request a resume for all 27 positions.

ANS: The Government will require resumes for all 27 to 33 personnel expected in the first task order awarded.

16. PWS Section 4, Appendix A provides a staffing requirements chart specifying the FAP West staffing requirements and locations, however the chart indicates that there are no staffing requirements for the Family Advocacy Intervention Specialist (FAIS) or Family Advocacy Outreach Manager (FAOM). The chart identifies skills required only for Family Advocacy Program Assistants (FAPAs), Family Advocacy Nurses (FANs) and Family Advocacy Treatment Managers (FATMs). Is it the government‟s intent to limit the skills required to support FAP West to these skill sets, or does it anticipate additional requirements for adding the FAIS and FAOM?

ANS: 2005 BRAC Joint Basing will impact future task orders. The first task order will call for up to 33 FTEs; as joint basing combines Navy/AF/Army Family Advocacy Programs the number of FTEs will increase. This is an IDIQ contract and we plan to order new positions as required by the customer.

17. Since there are no current staffing requirements identified in PWS Section 4, Appendix A for the Family Advocacy Intervention Specialist (FAIS) or Family Advocacy Outreach Manager (FAOM), would the Government consider limiting resumes to only the positions required (i.e., the FAPAs, FANs and FATMs)?

ANS: We will require resumes for all personnel listed on the first task order.

18. RFP Section L. C. 1 a. Subfactor 2 states: “Must show two-years experience with FAP services or will be deemed technically unacceptable:” Is it mandatory that a Prime, with health services contract experience, have two years experience providing FAP services, or is it technically acceptable if the Prime and its Teaming Partner possess 2 Years of experience?

ANS: All Teaming arrangement must be approved by SBA prior to proposal submission. See SBA rule below:

Joint Venture Agreements – Joint Ventures are allowable on competitive 8(a) set-asides; however, the joint venture agreement must be received by SBA prior to proposal due date and approved before award of any resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned SBA Business Development Specialist (BDS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when our BDS has adequate time for a thorough review before the proposal due date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF PROPOSAL OR BIDS

19. Will the Government be adding a CLIN for Program Manager support?

ANS: A program manager is not required for this effort.

20. Is this a Personal Services contract?

ANS: Yes, per Para 1.2.

21. Would the Government consider allowing 10 point font in tables and graphics?

ANS: Font sizes will remain the same as listed in the solicitation.

22. Would the Government consider allowing single line spacing for the Technical Capability proposal, as opposed to double-spaced?

ANS: Double space proposals as required in the solicitation.

23. Regarding Staffing Chart on page 30, Appendix A. Please confirm that vendor is bidding on these positions and site locations.

ANS: The staffing chart on page 30 has been updated. Please bid on the schedule B for each FTE at a monthly rate IAW the CLIN description. Staffing will be set by the first task order which will be 27 to 33 FTEs.

24. Regarding “Key Personnel” page 29, H.6. Please clarify positions that are considered “Key Personnel”

ANS: Prior to the award of a new task order key personnel will be the positions ordered under that specific task order i.e., FATM, FAIS, FAN, FAPA and FAOM. Section H is special instructions for task orders after award.

25. If a large company teamed with an 8A company, does the 8A have to be the primary source for the 2 yr FAP requirement or could the large company have the qualifications with FAP?

ANS: See answer 18.

26. Is there „on-call‟ requirements for any of the positions?

ANS: Not at this time; in the future may have to modify for specific locations due to BRAC 2005 Joint Basing

27. PWS- Page 23, 2.8 Deliverables and 3.0 Quality Assurance requires the Draft Quality Control Plan to be submitted with the proposal. In the instructions to Offerors, It does not address the submission of a Draft QC Plan. Should a Draft QC Plan be submitted?

ANS: A quality control plan must be submitted with the proposal. This plan is not an evaluation factor but must be submitted.

28. Which positions and locations are currently vacant?

ANS: The current vacancies are not considered in this award. Contractor must submit pricing for all positions listed in Schedule B.

29. PWS Appendix A lists 11 positions under Joint Basing Needs but did not specify which bases. Please specify which bases would be included in these positions.

ANS: All installations required for joint basing are listed in the appendix. Absolute requirements could not be determined at this time. As definitive statistics are known and evaluated final adjustments will be provided. Contractors are to submit full burden rates for each position.

30. H.6 Key Personnel states resumes submitted are Key Personnel and will not be replaced for 90 days but it does not specify which positions are key personnel.

ANS: Section H of the solicitation is instructions for awarded task orders. Key personnel are the all positions listed on this solicitation.

31. Factor 2 in the Instructions to Offerors requires 5 resumes, one for each position but it does not specify locations.

a. Are these resumes to be considered Key Personnel?

b. If so, can a specific location or locations be provided for each position?

ANS: Key personnel are all positions listed on this solicitation i.e., FAPA, FATM, FAN, FAOM, and FAIS.

32. H.9. PROCEDURES FOR TASK ORDER PROPOSAL REQUESTS.- addresses procedures for bidding on task orders and awarding task orders to the lowest acceptable bidder. Is this going to be a multiple award contract?

ANS: This is not going to be a multiple award contract but the government will issue RFP with each task order to ensure best pricing.

33. 252.219-7010 ALTERNATE A (JUN 1998), d., 2. addresses Eagle Applied Science notification. How does this fit within the solicitation?

ANS: This is a typo and will be amended.
