SUMMARY OF CHANGES

Questions and Answers pt. 2

Supplementary Question Specific to 15, 17 and 30

Please clarify whether resumes for all personnel are required as part of the response to this RFP, or would the resumes for all personnel listed in the RFP be required after the award of the task order. In other words, is the contractor expected to present, as part of its proposal, a resume for all “27 to 33” positions identified in RFP number

FA7014-10-R-0020?

Supplementary Question Specific to 18 and 25 Above

We understand the roles and responsibilities of Joint Venture relationships, however our question was specific to a Prime/Subcontractor relationship. In other words, we are not creating a new and separate legal entity to pursue the FAP West contract. We are pursuing the FAP West contract in a Prime/Subcontractor relationship, where two separate entities have agreed to jointly pursue this contract effort. Therefore, the answer and reference to the SBA rule is not applicable to answering the questions posed above. Please clarify whether it would be deemed “Technically Acceptable” if the Prime does not possess the required two years experience with FAP services”, but yet its teaming partner does. In other words, the team brings the required 2-years of FAP specific experience.

Q. 4. Answer states: The Technical Capability response can be submitted via CD with unlimited pages. If you submit via hard copy you are limited to 10 pages.

Page 55, 3. Part III, 3. of the solicitation gives the specifications of 12 pt, on company letterhead, double spaced and shall not exceed 10 pages and 6. states 2 hard copies are required and 1 soft copy.

Is the $14,000,000 incumbent bill rate for 5 yrs?

Do we have to provide 5 or 27-33 CVs?

Is it correct that we can provide unlimited pages if the Technical is submitted on a CD?

Is the Draft Quality Control plan going to be an evaluating factor and does this count as part of the 10 pages allowed?

Answers

Clarification on the questions for FAP West

1. Page limits

The technical factor – 10 page limit Resumes- 5 page limit (one page per resume) Submission on CD is not unlimited and must follow same rules for length and format as the hard copy.

Total pages: 15

2. Resumes to provide

Five (5) resumes. One resume per position for the evaluation i.e. (FAPA, FAN, FATM, FAOM, FAIS) If contractor is awarded contract for FAP West the first task order will have 33 FTEs. We will require a resume for each FTE after award.

Total Resumes: 5

3. Joint Venture

This is a competitive 8(a) requirement. Teaming arrangements that result in a new legal entity (such as a joint venture) must be in compliance with the solicitation and approved by SBA prior to solicitation close date. In a prime/subcontractor relationship the PRIME contractor must exclusively hold two years experience in FAP services.

Example Only:

Company A (PRIME) = one year experience Company B ( SUB) = one year experience

NOT ACCEPTABLE

Company A (PRIME) = two or more years experience Company B (SUB) = one or more years

ACCEPTABLE

4. Quality Control Plan

A quality control plan must be in the proposal but is not an evaluation factor for award.

5.Incumbent contract total

$14,000,000.00 is the total value of the current contract over the past five years.

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 18-Jun-2010 12:00 PM to 23-Jun-2010 12:00 PM.

SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

INSTRUCTIONS TO OFFERORS

Section L - Instructions, Conditions and Notices to Bidders Each Offeror is required to submit their proposal as specified in RFP provision 52.212-1, Instructions to Offerors-Commercial Items, along with the following addendum. Failure to provide any required information may result in an offer being determined non-responsive.

ADDENDUM - 52.212-1, Instructions to Offerors – Commercial Items

A. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of three (3) separate parts, Part I – Technical Capability, Part II – Pricing, and Part III – Past Performance Questionnaires.

B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.

C. Specific Instructions:

1. Part I – TECHNICAL CAPABILITY - In accordance with PWS paragraphs 2.2.3 and 2.2.4, the onsite contractor shall be able to demonstrate expertise through a combination of education and experience. The offeror shall provide supporting rationale on its ability to perform the requirements in the PWS by addressing the following technical factors and subfactors:

a. Factor 1: Demonstrate experience with contractor oversight and understanding of Family Advocacy Program (FAP) service IAW the PWS paragraphs 1.2, 1.2.1, and 1.2.2.

1. Subfactor 1: List relevant contracts where FAP services were provided.

2. Subfactor 2: Must show two-years experience with FAP services or will be deemed technically unacceptable.

Note: If teaming with another company in a Prime/Sub contractor relationship, the PRIME must have two years experience.

b. Factor 2: Resumes of the five (one resume per each of these positions) AFMOA FAP West Region personnel. Resumes need to reflect the experience and qualifications consistent within the PWS. The Government will evaluate the level of the employees' experience, education, and technical qualifications IAW PWS paragraphs 2.1.1, 2.1.2, 2.1.3, 2.1.4, 2.1.5. PLEASE DO NOT INCLUDE NAMES OF

CANDIDATES ON RESUMES.

1. Subfactor 1: Describe the process for validating licensure where required IAW PWS in paragraphs 2.2, 2.2.1, 2.2.2, and 2.2.3.

2. Subfactor 2: Describe the process for ensuring the employee can be credentialed in a military treatment facility IAW paragraph 2.6 of the PWS.

c. Factor 3: Staffing Plan (all the below factors must be addressed in detail to be deemed acceptable, if addressed a company will not be deemed unacceptable).

1. Subfactor 1: Show plan for back filling vacant positions during contract performance IAW paragraph 2.5.5 of the PWS.

2. Subfactor 2: Process for contract oversight based on the MTF locations IAW paragraph 3.0 of the PWS.

3. Subfactor 3: Describe how your company intends to coordinate and communicate with

MTF locations regarding Government requirements IAW PWS paragraph 2.5.

d. Factor 4: Business operations.

1. Subfactor 1: Describe the process used to obtain travel and lodging needs for mandated training IAW PWS located in paragraph 2.4.2.

2. Subfactor 2: Identify process for reviewing invoices (local vicinity travel, training, services) to ensure they meet government guidelines and regulations before submitting for payment.

2. Part II – PRICING

a. The Government will rank all Technically Acceptable/Satisfactory Past Performance offers by price. Offerors shall submit a pricing proposal stating your full burden rates for CLINs 0001 through 0036. Do not submit an alternate proposed price/cost for CLINS 0006, 0007, 0013, 0014, 0020, 0021, 0028, 0029, 0035 and 0036, Travel Costs, as these CLINs have been determined by the Government to be the not-to-exceed amount for travel listed in the Schedule B.

No other proposed amounts will be evaluated.

b. Total price will be calculated inclusive of all CLINs 0001 through 0036. Contractor shall provide a unit price based on the estimated quantities in the schedule for each FAP position. Each FAP unit is equal to one (1) full-time employee, providing one (1) month of service.

c. Reasonableness. The Government will evaluate proposed prices to determine whether prices are realistic for the work to be performed; reflect a clear understanding of the requirements, and are consistent with the various elements of the offeror’s Technical Capability Proposal... Price analysis techniques may include a comparison of proposed prices received in response to the solicitation, comparison with other contract prices for similar services, and/or a comparison of proposed prices with the independent Government cost estimate. Color or adjectival ratings will not be assigned to the price factor.

3. Part III – PAST PERFORMANCE (NON FACTOR)

a. Performance Surveys: Past performance surveys must be sent by your firm to at least three (3) references responsible for oversight of that work. Attachment 3 to this solicitation contains an introduction letter and Past Performance Questionnaire to send to each reference of your choice. The government will evaluate the quality and extent of the offeror's performance deemed relevant to the requirements of this RFP.

The government will use information submitted by the offeror’s survey respondents and may use other sources such as other Federal Government offices and commercial sources, to assess performance. Please follow these instructions:
