Question And Answers for Construct New GC Clubhouse -- FA7000-15-R-0009

1. The Div 11-400 drawings show Government furnished Contractor installed kitchen equipment. Will that equipment be coming from the existing club or will there be a separate solicitation for the GF items?

Response: Both. There is relatively new equipment in the existing clubhouse that the Manager wanted to use in the new clubhouse. The Contractor is required to coordinate all Gov’t Furnished equipment with the Golf Course Clubhouse manager.

2. Where are the condensing units for the walk-in units going to be located? On the ground on the roof? How far will they be located from the Walk-ins?

Response: Condensing units for the walk-ins are shown on Shts. A-104 (key note 23.5) and M-103.

3. Will the walk-ins have an insulated slab by the GC or will it require a factory floor with ramp?

Response: Per spec section 11 40 00 starting on page 37 Item 63 Walk-in Cooler & Freezer & Item 74 Walk-in Cooler: Coolers / Freezers are prefabricated (ceilings walls & floors) and are recessed into the floor.

4. One of our prospective subs says the River Moss, F1-9058 counter top has been discontinued. Please clarify.

Response: The local Avonite dealer stated River Moss F1-9058 is not a standard anymore;

however there is still a large inventory available. Also, see Specification 01 25 00, Substitution Procedures.

5. CLIN 0001 states **This CLIN price includes all cost savings realized through complying with all instructions to perform the seven “Deduct Alternates” listed on sheet G-001.** The CLIN schedule then goes and asks for the seven deduct alternates. Are you then asking for deducts twice in the CLINS?

Response: No, deducts should not be taken twice. The price of CLIN 0001 shall include the savings from incorporating the seven Deduct Alternates. The Option CLINs (0003-0009) are positive dollar values and reflect the price to cancel a respective Deduct Alternate and provide/perform, the respective work as originally shown.

6. Proposal Preparation Section L (b) PART II Past Performance Information. If past performance questionnaires were recently completed for other projects (eg. Cadet Gym Phase 7), will it be required to have these references submit again on this project?

Response: Past Performance Questionnaires are specific to each solicitation. Offerors are responsible for submitting past performance information IAW Sections L&M of this solicitation?

7. Spec Section 01 10 00-2, Paragraph 1.4, Special requirements, Separate Contracts. Under

Utilities, it states all Utilities will be brought to within 5’ of the building. Plan Sheet C104 indicates work outside of the 5’ line of the building. Is this work part of this project?

Response: Bring the existing site utilities (storm water, sanitary sewer, potable water, electrical and gas) to with 5’ of the building POCs. This is within the scope of the ‘Utility Project.’ Bringing the building utilities out 5’ is part of the main building scope.

C-104 for the scope of work associated with this project.

8. Spec Section 01 10 00-2, Paragraph 1.4, Special requirements, Separate Contracts. Under

Utilities, it states all Utilities will be brought to within 5’ of the building. CLIN 0002 covers Utility Work to the Clubhouse. If utilities are being brought to the 5’ line of the building under Separate Contract, what then is the scope covered under CLIN 0002?

Response: The “Separate Contract” referenced refers to the separate project number for the APF utilities work. CLIN 0002 is the cost of bringing all of the existing site utilities to within 5’ of the new clubhouse POCs. Contractor shall ensure proper coordination.

9. Specification Section 01 22 00-1, Unit Prices. There are no provisions in the CLIN Schedule for unit prices. Is this Spec section relevant? and if yes, what unit prices are you looking for?

Response: Unit prices are not required. Provide pricing per the Schedule, Solicitation Section B.

10. Specification Section 01 33 00. Paragraph 1.1. References a Submittal Schedule in Section

01 32 00. This section has not been included in the bid documents, please provide.

Response: There is no such reference in the building package documents. Section 01 32 00 was included in those documents. Do not understand question.

11. Specification Section 01 33 29-1 Sustainable Design Reporting. Has the LEED application and fees been filed?

Response: The project has been registered and the LEED registration fee has been paid. The LEED Design Submittal has been submitted and the certification fee for the Design Submission has been paid. The LEED Construction Submittal must be submitted at the end of construction by the Contractor and the Construction Submission certification fee must be paid at that time. CxA Commissioning will not be done by the Contractor.

12. Specification Section 01 33 29-1 Sustainable Design Reporting. Will there be a requirement for the Contractor to carry the LEED Administrator? Or will LEED reporting be provided to USAFA Contracting for them to review and file?

Response: Assume Contractor must have a LEED Administrator but to be verified with Contracting Officer and coordinated with independent Title II representative.

13. Specification Section 01 11 00, Paragraph 1.7.1.1 Indicated LEED v2.2 for the project. Is this the LEED edition we are to follow on this project?

Response: Remove this specification section. LEED requirements are found in 100% Final Submittal Specifications – Volume 1 date April 17, 2015

14. Specification Section 01 30 00 Paragraph 1.5.1. As this project is new construction is there a need for Sections on Asbestos Containing Materials. Can this paragraph and the referenced Specification sections on asbestos be removed for proposal clarity?

Response: Remove this specification section.

15. Specification Section 01 30 00, Paragraph 1.6 and 1.7 Supervision. States there a requirement for one Project Manager, One Quality Control rep, and One Superintendent, with specific experience and duties. This verbiage is consistent with US Army Corps of Engineers. As this is advertised as a USAF Academy project, will the US Army Corps of Engineers be involved in this project?

16. Specification Section 01 30 00. Paragraph 1.7 Supervision. There a requirement for the

Project Manager and Superintendent to complete the course entitled “Construction Quality Management”. This is not consistent with the balance of the building requirements. Can this be removed?

17. Specification Section 01 30 00 Paragraph 1.9 Red Zone Meeting. As this is in the Civil specs only, will this be a requirement for the entire project?

18. Specification Section 01 30 00 Paragraph 1.10 and 1.10.1 States the requirement for a formal partnering meeting, including a Facilitator with all costs to be paid by the Contractor. As this section is not consistent with the building specifications, can this section be removed for bidder clarity?

19. Specification Section 01 32 01.00 01 Project Schedule. There are references to the US Army

Corp of Engineers as well as QCS. Within the building specifications there is no reference to the US Army Corps of Engineers and the QCS system. Will the only the Civil portion of this project be covered under this specification section?

20. Specification Section 01 32 16.00 20 Paragraph 1.3.1 What is the current mandated scheduling program in use by the Air Force?

21. Specification Section 01 33 00 Submittal Procedures. There is the same Specification Section in the Building Specifications. Can Section 01 33 00 in the Civil Specifications be removed in order to provide consistency between the building and Civil scopes of the project?

Response: Yes, Remove this specification section.

22. Specification Section 02 42 51 Carpet Removal and Reclamation. As this project is all new construction, can this section be removed?

23. Specification Section 02 82 14.00 10 Asbestos Hazard Control Activities. As this is new construction, can this specification section be removed?

24. Specification Section 02 82 14.00 10 Asbestos Hazard Control Activities If there is asbestos on the site, please provide an environmental report of asbestos materials expected to be encountered so we can include the cost of removal in our proposal.

Response: No asbestos has been reported on the site of the new clubhouse. Remove this specification section.

25. After Specification Section 33 44 00 there appears to be a partial submittal schedule. Can this be clarified or removed?

Response: There is no such section or schedule in the building package. Do not understand comment.

26. In order to ensure that all offerors are in fact what they claim to be can the following be added to the SDVOSB requirements contained within Section L-1(3)(vii) of the RFP?: At the time that a service-disabled veteran-owned small business (“SDVOSB”) concern submits its offer, it must be verified as an SDVOSB by the Department of Veterans Affairs, Center for Veterans Enterprise (“CVE”), and visible on the Vendor Information pages on VetBiz.gov at the time of proposal submission. The contracting officer will verify the appropriateness of all documentation submitted, to include documentation of veteran status (DD214 required), as well as ownership and control of the offeror by the disabled veteran.

Failure to be both verified by CVE and visible in VetBiz at the time of proposal submission will result in the offeror’s proposal being deemed non-compliant.

Response: SDVOSB status will be determined pursuant to FAR 19.1403.

27. Sheet TS101 shows the telecomm routed North of the site. Per Keynote 1 “see civil drawings for routing/ location and additional information”. Can you please help me locate how far away we are to go to the point of connection? This could be a significant cost, depending upon how far across the pavement we are to go.

Response: An approximate location is shown on Civil Sheet C-103 in the parking island north of the building (circle labeled Local). Refer to Attachment 01.

28. Can you please look into cad file or a plan that shows existing contours for the earthwork takeoff? If you look at C 105 grade plan, the existing contours stop where the proposed picks

up. We won’t be able to perform a takeoff without the existing contour lines.

Response: CAD files will be provided to the successful offeror. Refer to Attachment 02 for additional information.

29. Can the Cad files for grading be released in order to accurately estimate the earthwork on the project?

Response: CAD files will be provided to the successful offeror.

30. The notes on the C104 utility plan calls 6” SS line to be C900, but doesn’t specify what the

4” grease lateral will be…I’m assuming SDR35.

Response: The 4-inch grease line between the building and the interceptor is required to be cast iron. Between the interceptor and the tie in, the line is specified to be PVC C900 per Specification 33 3000.

31. Note #6 calls out an 8”x8” tee for the hydrant lateral coming off the 6” fire line (Note #5 callout). I’m assuming this will actually be a 6”x6” tee???

Response: The water line feeding the hydrant is 8-inch and the water line extending to the building is 6-inch. The size of the pipe transitions at the hydrant location. Provide an 8”x6” tee.

32. Note #17 references raising the 8” water main as required by CSU, but without a profile showing vertical bends, this cannot be priced and I don’t want to leave any bends out as they are very expensive for C900.

Response: The 8-inch water main is installed as part of a separate project, reference the APF drawings for exact location and invert of 8-inch water main. It is anticipated that the 8-inch C900 pipe extending to the clubhouse will be brought straight off of the water line to pass under the sanitary sewer. After the water line has passed through the encasement the pipe will bend up to the elevation noted on plan. It is not anticipated that the water line will need to bend below the sanitary sewer line, verification of the invert on the 8-inch water line is required to validate this.

33. Sheet T-001: The symbol used for a ‘speaker’ contains a notation that the speaker is

“furnished by contractor”; we need a specification.

Response: Provide product data for appropriate speaker for review during construction.

34. Sheet T-001: For the speakers noted in Item # 1 above, we will have to install and terminate the speaker cable, so we need a specification for such cable.

Response: See specification section 27 10 00 2.8.H for speaker cable specification.

35. Sheets T-001, T-102 & T-103: With reference to the Public Address System, there are multiple wall boxes, floor boxes and ceiling boxes shown with various conduit pathways (stub ups, sleeves, etc.). We will have these boxes and pathways covered in our proposal. It seems that the system cabling, devices and equipment are being furnished by others and will not be a part of this proposal. Please confirm.

Response: Pathways and boxes along with cable is provided by project. See Specification section 27 10 00 for cable specification. P.A. System equipment is provided by others.

36. Sheet T-001, General Note A states that a continuous 1” conduit from wall box to Room 020 is required for all communication outlets. Then, Sheet T-401, General Note A states that only 1” conduit stub ups to accessible ceiling spaces are required for all communication outlets. Can we assume that we will only be installing conduit stub ups and that the Tele/Com system will utilize plenum rated, free air low volt cable?

Response: Assume conduits stub up to ceiling space where accessible and utilize plenum-rated cable. If space above ceiling directly above data outlet is not accessible, route conduit to nearest accessible ceiling space and may include continuous routing to communications room 020 if ceiling space is not accessible.

37. Sheet E-401, Key note # 3 notes that a ¾” conduit is required for syrup tubing. How many conduits are required? From where to where is this conduit(s) to be installed?

Response: Sheet E-401, Key note # 3 is incorrect. Refer to drawing QF-102 notes 8 and 9 for routing and size of conduit for syrup tubing from Beverage Storage to the beverage dispenser location. Conduit path to be coordinated with work above ceiling in field.

38. Sheet E-401 - The key note # 4 that is shown on the left of the Equipment Schedule is, we believe, supposed to be Key note # 5. Please confirm.

Response: Yes key note #4 adjacent to the equipment schedule on sheet E-401 should be key note #5.

39. Since we will not know our actual bid amount until just before the bid is submitted, would it be permissible to simply provide a bid bond?

Response: A bid bond neither required nor desired. As stated in Section L, please provide, “A letter from the offeror’s bonding company, stating the offeror’s bonding ability to meet the bonding requirements of the contract listed in Section F and the requirements of FAR clause 52.228-15. The letter will include the contractor’s ability to obtain bonding for the amount proposed in the offer.” The exact offer amount does not need to be cited in the letter from the bonding company. The letter needs to confirm that the offeror is able to obtain performance and payment bonds for 100% of the contract amount as required by FAR 52.228-15.

40. Specification section 230548 please see following questions:

a. Please note per structural steel plan S-100 the building (Seismic design category is”B”)which seismic would not be required for HVAC ductwork and equipment.

Response: There is no Sheet S-100. Sheet S-001 shows the Seismic Design Category as ‘B’ under General Structural Notes 2.E. This is a statement, not a question. Follow any restraint requirements based on Seismic Design Category B.

b. Section 1.2-B-1 calls for design calculations, details, analysis data, to be signed and sealed by a qualified professional engineer responsible for the preparation, in regards to seismic and vibration isolation. (This project is exempt from seismic due to being a design category “B”

i. Is this required for the vibration isolation? Response: No. Not required for Seismic Design Category B.

ii. And if so should it be an alternate due to large cost? Response: No.

c. Section 2.1-A Wind restraint loading.

i. Will wind restraints be required since equipment will have screen walls around them? Response: No. Not required by code.

ii. If needed please note Mechanical schedules make no mention of equipment needing wind restraints. Response: No, wind restraints not needed.

iii. If needed please note Structural drawings make no note of curbs being welded to structure. Response: Wind restraints not needed.

d. Section 3.2-D Equipment restraints states to install seismic snubbers on HVAC

i. equipment that is mounted on vibration isolators. Response: No seismic snubbers are required on HVAC equipment for Seismic Design Category B.

ii. Is this required since this project is a design category “B”? Response: No.

e. Section 3.3-C Test and Inspections i.Are these tests required since this project is a category “B”? Response: No additional requirements for Seismic Design Category B.

ii.And if so should it be an alternate due to large cost? Response: No.

41. There have not been any new golf clubhouse projects that we are aware of that have been constructed in Colorado in the past three years. Would USAFA agree to extend the completion dates of projects to the past seven years?

Response: The definition of recency will not be revised. Note that relevancy, as defined in Section M is not limited to only golf clubhouse projects or projects completed in Colorado.

42. Several subcontractors have requested an extension in the bid date. Would USAFA be able to extend the bid date for this solicitation to increase the number of subcontractor bids?

Response: Solicitation Amendment 0001, posted to FBO, extended the proposal due date and time to 7 July 2015, 2:00 PM local.

43. It does not appear that existing grading contours have been included in the plan set. Can you please provide these for us to figure earthwork quantiti Response: There are no other topo files available beyond what was uploaded to FBO. Refer to Attachment 02 for additional information.

44. The geotechnical report references an 8 ft over-ex below the lower level (9. Conclusions section) but also reference a 6 ft over-ex in section 10.2.3 Site Grading. The structural plans make reference to the 6 ft over-ex. Please confirm which requirement applies to this project.

Response: Follow Table 3, for Site Grading in Section 10.2.3.

45. The geotechnical report makes reference to extending the engineered fill to the firm Dawson Formation bedrock. Will the earthwork contractor be required to remove the bedrock to continue the over-ex? Or will the contractor be allowed to leave bedrock in place as a solid subgrade portion of the over-ex?

Response: Remove bedrock to achieve proper depth.

46. Please clarify if the cost for CSU to tie in service line or install new gas stub from main shall be included in the contractors cost of construction.

Response: Refer to Attachment 03.

47. Can the government please provide a drawing that shows the existing topography.

Response: Yes. Refer to Attachment 02.

48. Please clarify the management requirements for this project:

1. Is a full time Project Manager required on-site, and can this person be the same person as the QC Manager, Site Superintendent, safety manager.

2. Is a full time Superintendent required on-site, and can this person be the same person as the Project Manager, QC Manager, or Safety Manager

3. Is a full time QC Manager required on-site, and can this person be the same person as the Project Manager, Superintendent, or Safety Manager

4. Is a full time Safety Manager required on-site, and can this person be the same person as the Project Manager, Superintendent, or QC Manager.

Response: A full time Superintendent is required on-site and dedicated to the Superintendent role (FAR 52.236-6). The Project Manager can be the same person as the QC Manager, Safety Manager, Office Engineer, Scheduler, LEED Administrator, Cx Team Lead, Project Engineer, and so on, if qualified for all of these duties, and is not required fulltime on-site – although if this person will fulfill all listed roles, a significant portion of this person’s time is expected on-site and may likely require fulltime effort in order to fulfill all required duties. All contractor management is expected to provide quality/safety leadership.

49. Is a water hookup available for a construction trailer, and would this water be at the expense of the government.

Response: Water hookup is available for the construction trailer at the Contractor’s expense.

50. Is a waste hookup available for a construction trailer?

Response: No. Porta-potties only.

51. Is a chain link fence required to be temporarily installed around the construction trailer, and lay down area?

Response: Yes.

52. Is there an anticipated date of award? If we were performing certain items of work (ie:

concrete foundation, etc.) in the winter, the cost is most definitely higher than if we are able to perform this work in warmer months. Winter protection plays an important factor in our pricing, and knowing the timing is very important.

Response: Award is anticipated prior to 30 September 2015; however proposal pricing must remain valid for the period stated in SF1442 Block 13D.

53. In the event that a non-SDVOSB Contractor is Teaming with an SDVOSB does the Mentor Protégé agreement need to be in place prior to the date and time of the bid?

Response: The agreement must be in place at the time the offer is submitted.

54. Is the self-performance percentage required under the SDVOSB guidelines for this project required to be completed by the SDOVSB concerns if there is a mentor protégé agreement in place or can the large business concern satisfy this requirement?

Response: No, the large business (mentor) cannot perform the work required to be performed by the SDVOSB small business concern.

55. In order to achieve the self-performance requirements of the SDVOSB can this requirement be met through Site Management, Site Supervision, Quality Control Personnel, Site Safety Personnel, Leed oversight, and other general condition requirements?

Response: No, self-performance percentages cannot be achieved soley through administrative/oversight functions.

56. As this project is new construction, is it correct that it is sales tax exempt?

Response: See FAR 52.229-3.
