Amendment 0004
11 Sept 12
Questions/Answers – FA7000-12-R-0004
1. It is apparent that GFM is available for most items in the bid in the first year, is it safe to assume that GFM will be made available for first article and try-on garments that GFM is typically provided for?
Answer: Yes, the Government will provide the GFM for first articles and try-on garments if it is an item that typically gets GFM in accordance with the bid schedule.
2. Have provisions been made to have trim available for the first article and the try-on samples? The turnaround time for components can be upward of 8 weeks.
Answer: You are still required to provide a first article within 30 days in accordance with the clause at FAR 52.209-
4, Alt I and provide the try-on samples within 60 days.
3. Defense Logistic Agency (DLA) is a major customer. I do not think the Contracting Officer of these contracts will respond to the Past Performance Survey. Do you have access to CPARS where you can review performance information on the offerors?
Answer:
Yes, we have access to CPARS. Please read 52.212-1 Proposal Preparation Instructions of the Solicitation. It is the sole responsibility of the offerors to ensure questionnaires are submitted by the RFP closing date. The Government will evaluate the quality and extent of offeror's performance deemed relevant to the requirements of this RFP. The
Government will use information submitted by the offeror and any other sources of information available to the
Government to assess past performance. It is the offeror's responsibility to provide a list of the most relevant contracts performed for Federal Agencies and commercial customers within the last three (3) years from the issue date of the solicitation. However, we will be checking CPARS, PPIRS, and Government sources for information, but it is the offerors responsibility to meet our requirements listed in the solicitation.
4. The solicitation does not specify the weight of the Poly/Cotton you require in the Parade Hi-Rise trousers or the color shade. There are many shades of white. We really need to know the weight and shade before we buy it.
Paragraph of the solicitation tells us to go to Galey 7 Lord and provides what we now know is an outdated number.
Attachment #1 of the solicitation gives us the specification number A-A-52106 which is a CID for a poly/cotton, but is for waistbands, only 4.5 ounces per square yard in weight, too light for trousers.
Frank Bakirdan is the Director of New Technologies at Galey & Lord and if you talk to him, the style number he stated he did have available may meet the specifications you are looking for.
The solicitation does provide the spec requirements, color weight, etc.. However, the number it calls for no longer exists. Frank may come back and tell us the specifications on their number 1185 matches what you are calling for.
Attachment, A-A-52106 is in fact a CID for poly/cotton, but of the three classes under this CID, Class one is only
4.3 ounces and is for a wasitband, not trousers. I cannot imagine you would ever want trousers out of something this light. Advise?
Answer: Please find information in the specifications of the solicitation. The specifications for the material are outlined in our specs regardless of the part number used (our spec calls for "or equal" in para 3.3.3.1).
