Amendment 0003

Questions/Answers – FA7000-12-R-0004

1. On the original Questions for Amendment 2 of Solicitation response, “Semi-Custom Fit” was substituted for

“Made to Measure.” So the response was: “Answer: No, the requirement does not require made to measure garments. These are semi-custom fit according to the measurements taken by the Cadet Tailor Shop.” To me the terms “Semi-Custom Fit” and “Made to Measure” are interchangeable here. Explain.

Answer:

From SPEC 140-09 and 2120-03:

1.2 Classification: The jackets shall be of one type in the following classes, as specified (see 6.2), figures 3 & 4 for design view:

a. Class 1 Made to fit

b. Class 2 Made to Measure

1.3 Finished Measurements:

1.3.1 Class 1. Made to fit: The finished measurements of these jackets shall conform to dimensions established by the contractor for the sample articles. These sample articles shall be manufactured by the contractor and be used during the fitting process of the Cadets.

1.3.2 Class 2. Made to Measure: The finished measurements of these jackets shall depend upon the result of the individual's measurements as taken by the contractor. The length of the parade jacket shall be determined at the time of the measurement. These measurements taken by the contractor shall also be used as a quality control tool during the fitting process.

Class 1: “sample articles” = try-on garments

Class 2: “contractor” = Cadet Tailor Shop

2. Is the tailor shop going to assign custom sleeve, collars and waist (when necessary)?

Answer: Yes.

3. Will the Academy/Cadet Tailor Shop provide the stock size along with the pertinent measurement forms with neck, sleeve, collar, information for each Cadet?

Answer: Yes.

4. As I understand the Proposal, USAFA will provide the awardee the Parade patterns after the award. The contractor will then create their full range of sizes, 34 through 50 in all lengths. The contractor will then produce a full range of sizes which will be submittted to the Academy for approval. Is this correct?

Answer: USAFA will provide a base size pattern; the awardee is responsible for grading out the other sizes as required to fullfill the order. A full range of sizes is not required for jacket first article and try-ons. The required sizes are outlined in the explanatory notes at ADDENDUM TO FAR 52.212-4 in the Solicitation.
