Solicitation #FA671219BA003
#JLSS 17-0025R1 Construct New Security Fence, Charlie Ramp
Questions with Answers/Clarifications:
1. The drawing looks like it shows a 35’ opening slide gate. The sliding gate detail on the drawing shows a 35’ overall frame length including the counterbalance. This would make the opening to drive through only around 24’. Please verify the gate opening width.
Response: I need the opening to be 30’, I measured an existing gate on base and the overlap was only 5’ that how I came up with 35’
2. Spec 2.4-A calls out ASTM 900 which is for swing gates. The info following in the spec 2.4 refers to galvanized steel gate frames. The drawing detail for the sliding gate shows an aluminum frame gate. The correct ASTM to match the detail is ASTM 1184 class 2. (If the gate opening is 35lf the gate will need to be aluminum frame) Please advise.
Response: Yes you are correct please abide by the ASTM 1184 Class 2, and the gate needs to be aluminum. Thanks for catching that. See Amendment for Revised Specifications
3. Please provide a spec for the gate operator motor? Ex: HP, type, electrical supply voltage, etc. Are there other operators on the base that you want to match?
Response: I will not be able to provide an more specifications on the motor than what I already have. All of that information needs to be from the gate manufacturer.
4. Please confirm: 1 5/8” od rail 2.28#/ft, 2.5”od diameter line posts 3.65#/ft, 3” od diameter terminal posts 5.79#/ft
Response: Yes.
5. Is Advantor included in the electrical scope of work? If so, will Advantor have direction from the base prior to the bid? Also is any additional work required for Advantor from building 418 to the Security forces office?
Response: Yes Advantor will be included in the electrical scope. Advantor has already installed a system on base and they should be able to tell you what you need. You will have to ask Advantor for any additional work from 418 to the security forces. I believe they will need to just tap into our comm wires to communicate with them.
6. Is the card reader part of the electrical scope of work? If so please provide specifications of what is compatible with the current reader and Advantor system.
Response: I would place the card reader under electrical. Attachment #2 sheets specify what we use at building 129 but we require you make sure you get the one that doesn’t have a numerical pad on it.
7. On the drawings it shows 12" of concrete and at the site visit 18" was mentioned. Is there a definitive answer on how thick the concrete is? Also will escorts be required on site?
Response: The correct answer is the one on the drawings, it is 12”.
8. Is the electrical contractor required to provide the breaker for the new gate motor? If so, what is the manufacturer of the panel and the catalog number of an existing breaker?
Response: Yes on the breaker and as the drawings state it will be a 20Amp breaker. However the panel will already be installed in the panel room where the conduit will be run.
9. There is not much description on the operator for the gate. Is it possible to pull a spec from another gate on base that will be compatible with Advantor?
Response: Attachment #1 shows the panel operator for the building 129 gate.
10. If a spec for the operator is not available would a high security operator or a standard operator be used?
Response: I don’t know the answer to this question I would ask Advantor what the manufacturer requires.
11. Accessing the gate from the future parking lot to the apron will be done with the card reader. Is the thought process to have the loop detector on the apron side open the gate for access back in?
Response: Yes.
12. How long should we expect the temporary section of fence to be in place before removal for phase 2?
Response: Undetermined at this time.
13. Where will the new Infraguard panel be located? Will the panel be located in a nearby building or in an FDB? If to be located in an FDB, are we to provide the FDB and where will it be located?
Response: It will be located in building 418 the new panel room.
14. What is the distance from the card readers to the building or the FDB where the Infraguard panel will be located?
Response: Approximately 479 Linear Feet
15. There are to be two (2) card readers that will need to be mounted on a pedestal at two separate levels 0ne for cars and one for trucks. Is the pedestal existing or do we need to provide the pedestal?
Response: You will need to provide it.
16. The Drawing C-3 shows four (4) bollards around the card readers/pedestal. Are we to provide the bollards, and if so, are there any specifications on the bollards (i.e. circumference, height above ground level, depth of mounting, etc.)?
Response: In that same drawing on the right side of the page in detail 1 it shows the bollards to be 6’-6” in length with 3’-6” above ground with an 8” diameter concrete filled galvanized steel pipe. The contractor is to provide the bollards.
17. What is the communications medium from the Infraguard panel to the 911th Security Forces? Is it government-furnished copper or government-furnished fiber?
Response: Fiber
18. What is the brand and model number of the gate operator motor and is there a dry contact available for the card readers?
Response: I don’t know what you mean a dry contact but please see attachment #2 for the reader without numerical keypad that we already have on base. I don’t have any information for the gate operator motor I believe the Gate manufacturer will recommend what size you need in order to open the 35’ gate.
19. The Drawing C-3 shows ground loop sensors. Advantor assumes others will provide, install and integrate those sensors. Is this assumption correct?
Response: The contractor will be responsible for installing these.
20. Is the Security Forces Squadron ESS Manager, MSgt James Stamos aware of this project and has been notified that he will have a new panel/account to be integrated into his existing system?
Response: Yes he has signed off on all iterations of drawings to include the design and the issue for construction drawings.
