STATEMENT OF WORK

Construct Temporary Perimeter Security Fence, Airfield Construction Project Number JLSS 16-0011

Pittsburgh IAP ARS, PA

14 March 2017

1.1 BACKGROUND

A temporary perimeter security fence is required for airfield construction activities by DOD and TSA regulations for unescorted access. A chain link security fence is to be installed per the attached drawings and specifications. Fence locations are a combination of soil and existing paved surfaces. Posts set in soil will be set in concrete. Fence posts set on existing paved surfaces shall be installed on concrete jersey barriers. Two 16' double swing vehicle gates including center drop post with lock hasp are required for emergency access. Locks will be provided by the government. Upon completion of construction activities all fencing installed under this contract shall be completely dismantled and removed from the site. Fence posts and footers installed in soil areas shall be completely removed and the surrounding area returned to its original condition.

1.2 SCOPE OF WORK

A. The contractor shall install all fencing in accordance with the attached drawings and specifications. It is anticipated this project will be completed in 4 phases, IA, IB, II, and III. The initial phase (IA, IB) will construct all fencing required for the project, with minor relocations in phase IB. Each additional phase (II, III) will require sections of fencing to be disassembled and either removed from the site or relocated to another location on site. Only barrier mounted fencing is to be relocated under this contract. Once phase III construction is complete all remaining temporary fencing shall be removed from the site. Upon removal of ground-post mounted fencing all holes are to be repaired to original conditions.

(a1) As a permissible variation to the attached drawings contractors may provide and install barriers with fencing sections pre-attached. Barriers shall be interlocked and gaps between fence sections shall not exceed 4”. Barbed wire(s) shall be installed once sections are assembled in a continuous run.

(a2) The approximate phasing schedule is:

Phase I (A,B) - 1 Oct 2017 - 30 Sept 2018

*Phase IA fencing installation shall be complete NLT 1 Oct 2017*

Phase II - 1 Oct 2018 - 30 Sept 2019 Phase III - 1 Oct 2019 - 31 Dec 2019

B. During phase transitions the fencing contractor is responsible to maintain a continuous secure perimeter. This may involve additional temporary materials to construct a new section of fencing before an existing section may be dismantled.

C. The Contractor shall be responsible to locate all underground utilities for the approximately 2,177 linear feet of proposed ground-post fencing. Utilities shall be located using ground penetrating radar (350-400 MHz antenna), electromagnetic, and/or sonde locating equipment. Contractor shall be able to locate existing sewers identified on base utility maps using either tape mounted transmitters or manholes and invert depths at areas where known lines transect proposed trench paths. If utilities are non-metallic and tracer wires/tape are not installed, all efforts will be made to locate these items with ground penetrating radar and/or locating sondes. All utilities located will be marked onto the ground with marking flags and paint as per Common Ground Alliance Best Practices for Temporary Marking (ANSI standard Z535). Ground penetrating radar or radioactive materials require a 30 day advance notice to the base Bioenvironmental and Safety offices along with a description and qualifications of operations to use the device.

(c1) Base utility drawings will be provided to the contractor by the government.

Drawings are provided as a courtesy and in no way should they be used as more than a general guide to locate the vicinity of KNOWN utilities. The government provided drawings do not absolve the contractor of failure to locate utilities not on the drawings within the work area.

D. Contractor shall assume all work on the airfield shall require government escort.

1.3 REFERENCES

A. All references to and citing of government and industry standards and codes must show the date of the reference used. It is not acceptable to state “use of latest or current issue” or state “install per code” in lieu of delineating portions of the code in application to installations, assemblies, and materials. All work shall be in accordance with the latest versions of the following; however, final determinations of code compliance shall be made by the Base Civil Engineer.

1.4 CONSTRUCT IMPROVEMENT

A. Construction activities will take place in the area shown on attached drawings. The contractor shall coordinate construction activities with the Contracting Officer to ensure that the primary mission of Pittsburgh ARS is not compromised at any time during construction.

B. All installation of materials shall be per manufacturers’ recommendations; UFC guidance; federal, state, and local building and electrical code requirements.
