SECTION 01100 SUMMARY AND WORK RESTRICTIONS
PART 1 - GENERAL
1.1 SUMMARY
A. Title of Work: Project includes work at 911th Airlift Wing/LGC, Pittsburgh IAP ARS, Moon Township, PA 15108-4495 as follows:
Construct Temporary Perimeter Security Fence, Airfield Construction
B. This Section includes the following:
1. Work covered by the Contract Documents.
2. Contract method.
3. Use of premises.
4. Owner's occupancy requirements.
5. Specification formats and conventions.
1.2 WORK COVERED BY CONTRACT DOCUMENTS
A. A temporary perimeter security fence is required for airfield construction activities by DOD and TSA regulations for unescorted access. A chain link security fence is to be installed per attached drawings and specifications. Fence locations are a combination of soil and existing paved surfaces. Posts set in soil will be set in concrete. Fence posts set on existing paved surfaces shall be installed on concrete jersey barriers. Install two 16' double swing vehicle gates including center drop post with lock hasp. Locks will be provided by the government. Upon completion of construction activities fencing shall be completely demolished and removed from the site. Fence posts and footers in soil areas shall be removed and surrounding area returned to original condition.
B. CONTRACTOR ACCESS TO AIR FORCE INSTALLATION
C. Access to Air Force installations in general and access to specific secured areas are subject to Air Force Regulations and procedures and shall be adhered to at all times.
D. Personnel Identification: Provide ID badges for all Contractor and Subcontractor personnel who make frequent visits to or perform work on the base.
1. Badges shall be hard paper stock (approx. 2 x 3 inches) and shall be enclosed by a plastic laminated cover.
2. The badge shall include a photo, employee’s name, employee’s signature, and
Contractor’s company name.
3. The badge shall be worn by each employee such that it is visible at all times.
4. Visitors and delivery person(s) without ID badges must be escorted from the front gate by the Contractor.
1.3 USE OF PREMISES
A. General: Contractor shall have use of premises indicated by Contracting Officer for construction operations, including use of Project site, during construction period.

1. Work periods may be limited in duration without additional compensation to the Contractor aside from an extension to the performance period for lost time. Work schedule shall be as follows:
a. Normal work hours shall be between 7:30 and 4:00 PM with no work on federal holidays
b. Any deviation from the normal working hours must be approved three (3) working days in advance by the Contracting Officer.
2. Contractor may use restrooms within the facilities when operational, but must keep them clean.
3. Any type of advertising, including signs for advertising are not permitted on base.
4. Taking of photographs is prohibited except by the written permission coordinated through the Contracting Officer.
5. Firearms are not permitted on the base.
B. Use of Site: Limit use of premises to work in areas indicated by Contracting Officer. Do not disturb portions of Project site beyond areas in which the Work is indicated.
1. Limits: Confine constructions operations to immediate areas of construction.
2. Driveways and Entrances: Keep driveways and entrances serving premises clear and available to Government, Government employees, and emergency vehicles at all times.
Do not use these areas for parking or storage of materials.
a. Schedule deliveries to minimize use of driveways and entrances.
b. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.
C. The Contractor shall assume full responsibility for protection and safekeeping of products under this Contract.
D. The Contractor shall be responsible for protecting all remaining permanent equipment.
E. The Contractor shall obtain and pay for the use of additional storage or work areas needed for operation under this Contract.
1.4 SPECIFICATION FORMATS AND CONVENTIONS
A. Specification Format: The Specifications shall be organized into Divisions and Sections using the 16-division format and CSI/CSC's "MasterFormat" numbering system.
1. Division 1: Sections in Division 1 govern the execution of the Work of all Sections in the Specifications.
B. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations.
These conventions are as follows:
1. Abbreviated Language: Language used in the Specifications and other Contract
Documents is abbreviated. Words and meanings shall be interpreted as appropriate.
Words implied, but not stated, shall be inferred as the sense requires. Singular words shall be interpreted as plural, and plural words shall be interpreted as singular where applicable as the context of the Contract Documents indicates.
2. Imperative mood and streamlined language are generally used in the Specifications.
Requirements expressed in the imperative mood are to be performed by Contractor.

Occasionally, the indicative or subjunctive mood may be used in the Section Text for clarity to describe responsibilities that must be fulfilled indirectly by Contractor or by others when so noted.
a. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.
