SECTION 01595 - SAFETY REQUIREMENTS

PART 1 - GENERAL

1.1 SUMMARY

A. The following limited list of specific Air Force requirements must be complied with.

General requirements can be found in the appropriate OSHA or Air Force Standards.

1. All base traffic rules and regulations will be observed.

a. All personnel driving or riding in vehicles are required to wear seat belts while on base, no matter how short the distance.

b. Personnel will NOT ride on tailgates of pickups or dump trucks.

c. Personnel will NOT ride as a passenger on Forklifts.

d. Personnel will NOT ride in buckets of front loaders or any other type of digging equipment.

e. The speed limit on base is 25 MPH, unless otherwise posted.

f. Vehicle operators and operators of Government owned vehicles will not use cell phones unless the vehicle is safely parked or unless they are using a hands-free device. Texting will only be accomplished when vehicle is parked. The wearing of any other portable headphones, earphones, or other listening device (except for hands-free cellular phones) while operating a motor vehicle is prohibited. The use of one ear bud for hands free cell phone use is authorized.

g. Company and privately owned vehicles will be parked in authorized areas only.

h. No vehicles or equipment will be parked or stored within 15 feet of a fire hydrant or sprinkler system connection.

i. Designated fire lanes will not be blocked.

2. Observe all smoking regulations.

a. No smoking in buildings.

b. The Contractor shall designate smoking areas that are approved by the Base Fire Marshall.

c. No smoking within 50 feet of petroleum storage or dispensing areas.

d. No smoking on the flight line or ramp area.

3. Flammable liquids.

a. Flammable liquids will be stored in a properly identified area approved by the Base Fire Marshall.

b. Flammable liquids will be stored in their original container or in safety cans that specify the content.

c. All flammable and combustible liquids will be stored in the approved location at the end of the workday.

d. Gasoline or other low flash point liquids will not be used for cleaning purposes or to start fires.

e. Smoking or the use of spark or flame producing equipment in areas where flammable liquids are being used or stored is strictly prohibited.

f. The contractor will provide a material safety data sheet (MSDS) Safety Data Sheet (SDS) for all chemicals the contractor brings on the installation.

4. Housekeeping in and around construction areas.

a. Exits, aisles, fire lanes, etc., will not be obstructed by construction material or debris. The accumulation of all debris inside a building will be kept to a minimum during construction.

b. The burning of trash or other waste materials on base is strictly prohibited.

c. When working on or near the flight line the contractor will have a plan in place to control Foreign Object Damage (FOD) to aircraft. Tools and equipment will be 100% accounted for after each shift.

d. If rebar is used all rebar post ends will be protected by using a mushroom cap.

5. Protect all construction areas, openings in floors, walkways and roadways with a physical barrier.

a. Roads will not be closed without the prior approval of the Contracting Officer.

b. Construction areas will be properly identified and posted.

c. When barriers and caution tape are used they will be place in such a manner as to prevent falling in high winds. Any other equipment or construction material must also be secured to prevent it from being moved by high winds.

6. Welding, cutting, brazing or “hot work”.

a. Before any “hot work” is performed on a job, an Air Force Form 592, USAF Welding, Cutting or Brazing Permit must be obtained and displayed at the work site for the duration of the permit.

b. Permits can be obtained by contacting the Contracting Officer. Prior inspection is available when the permit is needed. There is no cost for the permit. This contact is to be made at least five working days prior to when the on-site work is to begin. Permits are typically issued for no more than 30 days, and could be issued less than 30 days based on the “hot work” requirements.

c. As part of this notification process in paragraph b. above, the Contractor must provide MSDSs for all products used in the “hot work” process (including, but not limited to rod product data used for welding, brazing, soldering, and flux). The Contractor must also provide written plans to mitigate the impact of fumes from all occupants around the work site, including government personnel who may be near the work site. The Contractor may be asked to resubmit or reaccomplish information in this paragraph if fire, health and safety concerns are not adequately addressed.

d. Permits will be returned to the issuer when they expire.

e. Adequate numbers and types of portable fire extinguishers will be furnished by the Contractor and located as close to the work as possible.

f. Tar pots or kettles will be inspected and approved by the safety staff prior to their use and when operated will be under constant supervision by a qualified operator. These units will be placed a minimum of 25 feet from any combustible structure.

7. Fire Suppression/Detection Systems.

a. Fire suppression/detection systems will not be turned off without the prior approval of the Contracting Officer.

b. Anytime a fire system needs to be turned on/off, coordinate system change with Contracting Officer. Contractor cannot call and sign SBAR work orders.

c. Any utility shutdown that might affect an installed fire protection/detection system or the safety of Air Force employees shall be coordinated through Contracting Officer. Contractor cannot call and sign SBAR work orders.

8. Reporting of Fires.

a. The prime Contractor will brief all workers as to the location of telephones and fire alarm pull stations.

b. Fire protection is contracted from airport. To report a fire, dial extension 9-1-1 from on base telephones. Dial 474-8250 from pay phones or off-

SAFETY REQUIREMENTS Revised April 2014 Section 01595-4 base telephones. After fire has been reported, from a safe location also report all fires to Civil Engineering Work Control Section, 474-8581.

9. Personal Protective Equipment.

a. All items of personal protective equipment (PPE) will be utilized when and where needed and/or required by OSHA. These items are inclusive of:

safety glasses, safety shoes, fall protection, hearing protection, respirators, and gloves. All equipment will be within the guidance of OSHA.

10. Confined Space Entry- Contractors must:

a. Have a trained confined space entry team per OSHA guidance.

b. Have a rescue plan and team per OSHA guidance.

c. Inform Allegheny Airport Authority Fire Department and the Base Safety staff (via the Contracting Officer) of any planned Confined Space Entry at least two working days prior to planned entry.

d. Turn a copy of the Entry Permit over to Base Contracting Officer at the end of the day. Additionally, all Lock out / Tag-out procedures apply.

11. Excavating and Trenching.

a. Contractor will use proper shoring techniques when required by OSHA directives. Shoring may be a physical barrier or by sloping.

b. All trenches and or holes in the ground will be protected by a physical barrier.

B. Any questions concerning safety and fire prevention requirements may be directed to the safety staff through the Contracting Officer.

1.2 EXISTING ELECTRO/MECHANICAL SERVICES

A. CAUTION: There exists a series of gas, water and electrical service lines (underground and overhead) that are adjacent to or services the buildings and other facilities on base. The Contractor shall exert every precaution and safety measure to assure that no person or equipment comes into unscheduled contact with any service or utility.

B. The Contractor shall notify the Contracting Officer before starting any work that effects electro/mechanical services. The Contractor shall coordinate the safety precautions with the Base Safety Officer.

1. The Contractor shall notify the Contracting Officer at least three (3) working days in advance of any proposed utility interruptions. The Contractor shall not proceed with any utility interruptions without the Contracting Officer’s written permission.
