Building 142 – BX:

1- Please confirm that we will be re-attaching the existing flashing at Building 142 where the rivet failed.

You will be re-attaching/remediating issues related to the flashing to ensure the flashing is installed correctly. That would be by either replacing with new or repairing existing.

2- Please confirm that the lightning protection re-attachment or repair, if applicable, is not part of our scope.

Lightning Protection re-attachment will be a part of the scope. All that is required per our Electrical Engineer, “Contractor will use an adhesive approved for use on Lightning Protection Systems. Contractor will need to submit the adhesive for approval. Re-certification/testing of this system is not required for this facility”.

3- It is possible that we will have to pull up and repair the existing roofing material at the flashing, so is the existing roof under warranty?

You will repair existing roofing material that the flashing affects if needed.

4- If it is under warranty, we will have to use the roofer that installed it initially, otherwise the repairs will void the warranty, so please let us know who installed it.

Roof is not under warranty.

5- Are there shop drawings available of the materials used (flashing & Roof membrane) for the area of work that we can obtain.

Per the SOW, Line 6: DRAWINGS: No drawings are included with this statement of work.

However, the Government will provide existing drawings at the contractor’s request after award to support development of appropriate repair materials and procedures.

Building 203 – LATAM:

1- Please confirm that the lightning protection re-attachment or repair, if applicable, is not part of

Lightning Protection is not applicable for this facility

2- Is the existing roof under warranty?

Roof is not under warranty

3- If it is under warranty, we will have to use the roofer that installed it initially, otherwise the repairs will void the warranty, so please let us know who installed it.

Roof is not under warranty

4- Are there shop drawings available of the materials used for the area of work that we can obtain.

Per the SOW, Line 6: DRAWINGS: No drawings are included with this statement of work.

Building 4034 – Pump House:

1- Please confirm that this is NOT a Design/Build project and the replacement roofing system does

NOT have to be designed by a Florida Professional Architect or Engineer since the work being performed is a replacement of an existing roof, and only a submittal package with specs of the products being used is required.

The government does not require design by a licensed professional engineer or architect.

Contractor shall provide manufacturer certification that he is trained or certified to install the roofing materials. All material needed for this roof will be submitted to government for review/approval (ex. Materials technical/specification data).

2- Please confirm that the lightning protection re-attachment or repair, if applicable, is not part of

Lightning Protection will need to be repaired at the penetration locations. Contractor will need to submit new Lightning Protection material for approval. Lightning Protection work for this roof will need to be completed by a licensed/certified contractor in Lightning Protection, and system will need to be re-certified/tested.

3- Please confirm that parapet wall and scupper stucco repairs are NOT part of this project.

Repairs for this facility are for the roof system. If areas of the parapet are damaged and will affect the new roof repairs (or effect the flashing, etc), than yes. This is to include scupper stucco repairs.

4- Are there drawings of the existing building that indicate the area (SF) of the roof that is being replaced.

Per the SOW, Line 6: DRAWINGS: No drawings are included with this statement of work.

5- Is a white reflective roof membrane allowed or is it required to be black?

No, this would be a black membrane (match existing).

General RFIs:

1- Please conform that we will have access to utilities, electricity, water, etc., incidental to our work at all three buildings.

Per the SOW, Line 17: UTILITIES SERVICE: The Contractor may access available utilities (electricity and water) at the construction site. [It shall be the responsibility of the Contractor to coordinate with local utility companies for the hook-up of utilities. Any utility hook-up costs shall be at the Contractor’s expense. The Contractor will be responsible for providing a gas and electrical meter to be connected to the base systems for the purpose of reimbursing the government for the quantities consumed at the office and shop buildings. No utilities will be provided by the government at any contractor open storage area. All taps from fire hydrants shall make use of approved backflow prevention devices according to risk as described in UFC 3- 230-02 Paragraph 10.4.

2- Please confirm that HARB Recycling will provide dumpster for salvageable metals, along with delivery and pickup of said dumpsters as needed for all three projects.

Per the SOW, Lines 20-21: SALVAGEABLE MATERIALS: All materials not reused in the project according to the applicable drawings or as specified herein, will be designated as either salvageable or unsalvageable by the Contracting Officer.

Salvageable materials shall remain the property of the government and shall be disposed of by the Contractor as directed by the Contracting Officer. Materials to be removed shall be removed without damage to adjacent areas. All damage resulting from removal shall be repaired by the Contractor at no cost to the government with materials of like nature, type, and construction as were damaged or with materials to match existing adjacent areas.

Unsalvageable materials will be considered Construction and Demolition wastes.

RECYCLING, CONSTRUCTION & DEMOLITION WASTES: The Contractor shall separate and handle all hazardous wastes according to the Environmental Protection Statement. All remaining non-hazardous and non-water soluble waste shall be considered construction and demolition (C&D) waste. The Contractor shall contact the base Civil Engineering Environmental Flight recycling program manager for disposition of potentially recyclable materials. The Contractor will then be responsible for providing recycling containers and contacting the recommended agencies for pickup or delivery. The Contractor will provide the Environmental Flight with receipts showing the disposition of recyclables to include weights, cost, dates received and signatures of the accepting organization.

Recyclables: Recyclables include all materials classified as "construction and demolition debris" by Florida Administrative Code 62-701.200 (27): “Construction and Demolition Debris” means discarded materials generally considered to be not water soluble and non-hazardous in nature, including but not limited to steel, glass, brick, concrete, asphalt material, pipe, gypsum wallboard, and lumber, from the construction or destruction of a structure as part of a construction or demolition project or from the renovation of a structure, including such debris from construction of structures at a site remote from the construction or demolition project site. The term includes rocks, soils, tree remains, trees, and other vegetative matter which normally results from land clearing or land development operations for a construction project;

clean cardboard, paper, plastic, wood, and metal scraps from a construction project; effective January 1, 1997, except as provided in Section 403.707(13)(j), F.S., unpainted, non-treated wood scraps from facilities manufacturing materials used for construction of structures or their components and unpainted, non-treated wood pallets provided the wood scraps and pallets are separated from other solid waste where generated and the generator of such wood scraps or pallets implements reasonable practices of the generating industry to minimize the commingling of wood scraps or pallets with other solid waste; and de minimis amounts of other nonhazardous wastes that are generated at construction or demolition projects, provided such amounts are consistent with best management practices of the construction and demolition industries. Mixing of construction and demolition debris with other types of solid waste will cause it to be classified as other than construction and demolition debris.

Non-recyclables: In the event that the waste cannot be recycled, the waste becomes the property of the Contractor and may be disposed in accordance with all applicable state, federal and local statutes, regulations, and executive orders in effect at the time of disposal

3- Will HARB CE Flight be providing copies of Asbestos Surveys for each roof?

HARB does not have an “Asbestos Survey” for the facilities within the SOW.

4- If not, who is responsible for said survey and abatement if necessary?

If contractor would run into any questionable material, than the contractor would conduct an asbestos survey as required.

Facility 142 was recently constructed and does not contain asbestos roofing materials.

Facility 203 was recently constructed and should not contain any asbestos roofing material (SSMR is currently installed).

Facility 4034 was constructed in 1997 and should not contain any asbestos roofing materials.

5- Is it possible to schedule another site visit to bring subcontractors to the site to examine the work?

This would have to be coordinated through the contracting office.

6- Will HARB CE Flight provide existing As-Builts and Approved Product Submittals so we can work off of them and prepare our own as requested on Item 5 of SOW?

Per the SOW, Line 6: DRAWINGS: No drawings are included with this statement of work.

However, the Government will provide existing drawings at the contractor’s request after award

Submittals are provided by the contractor for government review and approval.

I think Item 5 of SOW, As-Builts Drawings is self-explanatory, but I added the last one above because it makes it easier for us to know what materials were used previously and to prepare our as-builts.
