Questions & Responses #002, April 5, 2017 QJKL 15-0034 Repair Mechanical & Electrical, Lodging (B707)
1. QUESTION: If the project is not awarded until Late summer to early fall some of the installation will not be able to be completed within the project duration due to the need to operate the equipment at that time or the weather prohibits the proper startup and testing of the equipment. Please advise how this is to be handled or accounted for.
RESPONSE: The expectation is that the project will be awarded before June and that all work will be complete before winter.
CLARIFICATION: If awarded later than June than winter conditions or weather exclusions will be handled as a modification. Please do not include these costs at this time.
2. QUESTION: Verify that functional commissioning testing is to be included by the contractor and not by the Government engineering contract.
RESPONSE: Yes, provided by contractor.
3. QUESTION: Please provide the names of the approved controls contractors to perform the work on the base.
RESPONSE: We do not have an approved list, we have provided very detailed information on the system the base uses so that you are able to find a controls contractor qualified to work on this system.
4. QUESTION: Please confirm that the new PTAC unit’s physical sizes have been verified with the current units and that the new units will fit using the existing unit’s sleeves and exterior grilles.
RESPONSE: New equipment model numbers specified are selected to be exact replacements of existing units. New grilles and walls sleeve should not be required unless existing are damaged.
5. QUESTION: Please provide onsite storage allotments or requirements on the job for the equipment and material to be used.
RESPONSE: An onsite laydown area will be provided in the parking lot to the North of the facility. No additional storage will be provided within the facility other than the area being worked on during each phase.
6. QUESTION: Confirm that there are to be no spare PTAC units ordered with the project order.
RESPONSE: That is correct, no spare PTACs are required.
7. QUESTION: Please confirm if the generator will contain fuel and if the contractor is responsible for the removal of such fuel. Is the government going to take the fuel back for their use? How is the generator to be stored/crated once it is removed for return to the government?
RESPONSE: See Key Note 2 on detail 1/E3.1. After removal the generator can be moved to the CE storage yard less than 1 mile away from the site, no crate is needed, just seal any openings for storage.
8. QUESTION: Where there is new fresh air ducts being installed into the hotel rooms there are no fire dampers shown. Please confirm that this is correct.
RESPONSE: New combination fire smoke dampers are added where supply ducts communicate directly with the corridor. This is indicated on the drawings with a FS, we apologize for it not being called out on the legend.
9. QUESTION: Who is the current fire alarm contractor for the base?
RESPONSE: The current base fire alarm system is Monaco.
10. QUESTION: On sheets M2.12, M2.13, M2.22, & M2.23 show new OA ductwork going into existing rooms. The plans do not show fire dampers. Will this new duct require fire dampers when it penetrates corridor wall?
RESPONSE: No, only where duct supplies air to the corridor. This is indicated on the drawings with a FS, we apologize for it not being called out on the legend.
11. QUESTION: On sheet D1.0 note 7 it states existing wall sleeve and exterior louver are to remain.
However in spec section 23 81 00 2.3 it states to furnish new Wall Sleeve and Outdoor Grille. Please clarify.
RESPONSE: New equipment model numbers specified are selected to be exact replacements of existing units. New grilles and walls sleeve should not be required unless existing are damaged.
12. QUESTION: Plans call for us to only replace the condensing units and piping with 410a. Are the DX coils in the AHU’s also R410a?
RESPONSE: All DX coils to be replaced when replacing condensing units.
13. QUESTION: Plan Sheet M4.11 Note 2 under PTAC Schedule calls out that each unit should be connected to the BAS. The control sheets M3.11-3.19 do not represent control diagrams for PTAC units.
Please verify if the PTAC units are to be wired direct to the BAS.
RESPONSE: Yes, all PTACs will be connected to the BAS interface with the Emergency Building Shutdown per M3.18. Below is a schematic for the PTAC units, this along with the PTAC sequence included on M3.18 should provide adequate detail.
14. QUESTION: Please provide details if the current PTAC unit thermostat control wires are run in conduit.
RESPONSE: The existing conditions will need to be field-verified. To the best of our knowledge, all current PTAC thermostat control wiring is in conduit but there may be differing conditions between the original construction phases.
15. QUESTION: Will the government allow access panels into the ceilings of the Rooms bathroom ceilings if CAT 6 cabling is required to be run from the thermostat to the BAS?
RESPONSE: Yes.
16. QUESTION: Will CAT 6 cabling above the ceilings in the bathrooms require EMT conduit?
RESPONSE: If the ceiling is a hard ceiling (inaccessible) then CAT 6 (or any other low voltage cabling above such ceiling) must be in conduit and the conduit should be at least as long as necessary such that both ends of the conduit end above accessible ceilings.
If the ceiling is accessible (ACT - acoustical tile) then CAT 6 (or any other low voltage cabling above accessible ceiling) does not require conduit.
17. Clarification: On sheet M4.11 Air Cooled Condensing Unit Schedule.
ACCU 3.2 should serve UV 3.1 ACCU 3.3 should serve UV 3.2 ACCU 3.3 should serve UV 3.3
18. QUESTION: When replacing Boilers HWB-1.1 and HWB-1.2, do the venting, piping and valves need to be replaced?
RESPONSE: The scope includes all modifications to fuel piping, supply and return piping, combustion air and venting required for a complete and operational system to meet the control requirements on M3.1 and specifications in Section 23 52 46.00 20 Low Pressure Water Heating Boilers.
19. QUESTION: Will the government accept a wireless control system from the thermostat back to the master controller?
RESPONSE: No.
