SITE VISIT MINUTES

FA6633-15-B-0001

PAINT EXTERIOR MAINTENANCE HANGARS, BLDGS 821, 822 & 870

PROJECTS: QJKL 13-0013 & QJKL 13-0014

Site Visit - 17 March 2015 (1:00 PM) Bldg. 729

A site visit was conducted on 17 March 2015 in the Contracting Conference Room, Bldg 729 room 118 (see site visit attendance roster for names of the attendees) for any interested contractors and potential subcontractors.

Contracting/Cindy Murry provided an overview of the basic contract requirements and some information pertinent to this specific solicitation:

1) One contract will be awarded with two line items (CLINs), CLIN 0001 (Bid Item 1) will include pricing for bldg 821 and bldg 870 combined. CLIN 0002 (Bid Item 2) will include pricing for bldg 822.

2) Performance period is 90 days, however five “free zones” will need to be established, and work will need to be completely finished in each free zone before moving to the next (see drawing sheet G.01)

3) Project will require the submittals listed in the specifications including a Construction Waste Management Plan prior to work commencement

4) Funds are not presently available, but we are fairly sure we will obtain them with work starting soon after (May-June?)

5) Contractors should pay attention to the “Bid Instructions” in Section L of the solicitation

6) A lead based paint summary for bldgs 821/822 is located on the last page of the specifications

7) A public bid opening will be conducted on 31 March, 1:00pm in Bldg 729, Room 118. No late bids will be accepted, and we’ll need security info on anyone attending or delivering a bid

8) There will be approximately 10 other construction projects in and around these buildings which must be coordinated with this project

9) ALL QUESTIONS MUST BE RECEIVED IN WRITING TO CINDY MURRY NO

LATER THAN 20 MARCH 2015, 1:00PM. These will be consolidated and responses provided and posted on 20 March to www.fbo.gov

Civil Engineering/Corey Peterson provided a general overview of the project, and what the government’s expectations are for this project. Additionally, due to the proximity of the free zones to an active runway, there will need to be an object-free area (FOD) within the free zones to the maximum extent possible.

Documents available at the site visit as indicated below:

a. Drawing cover page #T.01 indicating where we will meet to enter the “controlled area” and drawing #G.01 indicating the “free zone” areas

b. Business cards for Cindy Murry

c. Two Procurement Fair flyers (Procurement Fair on 30 April at Earle Brown Center) http://www.fbo.gov/

Contractors were advised that no amendments have been issued to date, but if necessary, will be posted on FBO. If it’s after 20 March, the bid opening date may need to be extended.

Contractors were then taken to buildings 821, 822 and 870 for visual inspections, however were informed there would be NO PICTURE taking on the aircraft ramp. Adequate pictures are included in the drawings with enough detail to bid the project. Bidders were all instructed not to include any contingencies in their bids, and base the bid of the square footage in the specifications/drawings so everyone is bidding the same quantities. If there are variances discovered after award, we will address at that time.

General questions may be directed to myself at 612-713-1427, or technical questions are to be emailed to Cynthia.Murry@us.af.mil or faxed to 612-713-1425 Attn: Cindy Murry.
