About this file
This is a Questions and Answers document for RFQ FA568226QA049 concerning the procurement of 31 MUNS ISO Containers. The document addresses vendor inquiries regarding the geographic scope and eligibility requirements for this solicitation.
The procurement is established as a local area set-aside restricted to all of Europe, with the Government explicitly declining to consider quotes from stateside (CONUS) vendors. The Government determined that local European sourcing is in its best interest due to the high volume of ISO Containers requested, as stateside logistics would introduce prohibitive transportation costs and significant delivery risks. Vendors are advised that while they may submit quotes regardless of location, award to non-local sources is not guaranteed, and quotes from stateside vendors will not be evaluated. Additionally, the document notes that a restricted attachment (Attachment 3) will be reposted on SAM to ensure all vendors can access the required documentation.

RFQ: FA568226QA049 31 MUNS ISO Containers Questions and Answers 1 July 2026
Question 1: I'm having difficulty opening attachment 3 as it appears to be restricted. Can you kindly send me the attachment?
Answer 1: Yes, I will attach another version on SAM along with this Q&A for everyone to access in case other vendors are having issues.
Question 2: What is the geographic region to which the procurement is set aside?
Answer 2: All of Europe is the local area.
Question 3: Will the government consider offers outside of the geographic region?
Answer 3: The Government is restricting this solicitation to sources capable of performance within the local European theater. Due to the high volume of ISO Containers requested, stateside logistics introduce prohibitive transportation costs and significant delivery risks. It has been determined that local sourcing is in the best interest of the Government to mitigate shipping costs and streamline logistical execution. Quotes from stateside vendors will not be considered for evaluation at this time.
Question 4: If a CONUS business can deliver from a local vendor or faster than a company in the local region, will it be considered for award?
Answer 4: Thank you for interest in the solicitation! You are welcome to submit a quote.
However, we explicitly stated in the Combo RFQ - 31 MUNS ISO Containers - that this will be a local area set aside due to the reasons listed in Answer 3 and it is not guaranteed we will award to your company. It is your choice if you would like to continue to participate in the solicitation.
