SUMMARY OF CHANGES
SECTION I - CONTRACT CLAUSES
The following have been modified:
5352.242-9000 CONTRACTOR ACCESS TO AIR FORCE INSTALLATIONS (NOV 2012)
(a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.
(b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration, and valid vehicle insurance certificate to obtain a vehicle pass.
(c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.
(d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Integrated Defense, and AFI 31-501, Personnel Security Program Management.
(e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.
(f) Failure to comply with these requirements may result in withholding of final payment.

L-01. PROPOSAL PREPARATION INSTRUCTIONS
A. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein.
Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors.
Failure to meet a requirement may result in an offer being ineligible for award.
In order to be determined responsive, an offeror must submit all documentation to demonstrate the following:
1. Acknowledgement of compliance with all solicitation terms and conditions.
2. Acknowledgement of all solicitation amendments
3. Current Societa’ Organismi di Attestazione (SOA) certification for category OG11 or OS30.
as well as classification adequate to cover offeror’s proposed amount for project performance.
4. Current Documento Unico di Regolarita’ Contributiva (DURC) certifying the payment of host social security benefits. This document must not be older than 120 days from date of proposal.
B. In addition to the requirements outlined above required to determine responsiveness of prospective offerors, the proposal shall consist of two additional separate parts;
Part I - Price Part II - Technical
C. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional data will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists, offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness of the price.
D. Specific Instructions:
1. PART I – PRICE PROPOSAL
The offeror shall provide a price breakdown for the project in accordance with the Construction Cost Estimate Breakdown provided. Proposed amounts shall be limited to 2 digits after the decimal. All prices shall be submitted in EURO currency. Offers not submitted in EURO currency will not be considered for award. Offers shall be complete, accurate, and sufficiently detailed to demonstrate a clear understanding of the requirement, and be consistent with the offeror’s technical proposal. The burden of proof for credibility of proposed pricing rests with the offeror.
(a) Complete blocks 14, 15, 16, 19 (only if amendments are issued) and 20A through 20C of the RFP Section A, SF1442. In doing so, the offeror accedes to the contract terms and conditions as written in the RFP Sections A through K. These sections constitute the model contract.
(b) Insert proposed unit and extended prices in Section B for each Contract Line Item Number (CLIN) using the amount resulting from the completion of the Construction Cost Estimate breakdown form(s). The extended amount must equal the whole Euro unit price multiplied by the number of units.
(c) Complete the necessary fill-ins and certifications in Sections I through K, including Section J Attachment 4 “Additional Requirements”.
(d) The entire solicitation Sections A through M as well as the Construction Cost Estimate Breakdown shall be returned in their entirety.
2. PART II – TECHNICAL PROPOSAL - Limited to no more than 12 pages (excluding Government released documents which are not subject to any page limitation restriction). Submit original only.
(a) Subfactor 1 - Qualification Certification: Submit current Societa’ Organismi di Attestazione (SOA) certification for category OG11 or OS30 and classification adequate to cover offeror’s proposed amount for project performance.
(b) Subfactor 2 – Legal Standing: Submit documentation that satisfies offeror capacity to comply with law requirements concerning payments and social insurance requirements: the acceptable documentation is represented by a copy of the “Documento Unico di Regolarita’ Contributiva (DURC)” for personnel (direct hire and/or self-employed/subcontractors). The document’s issuance date must not be older than 120 calendar days from the date of the offer.
(c) Subfactor 3 – Experience: Submit offeror’s experience with the same work/trades, magnitude and complexity of this requirement. The offeror must submit evidence of at least two (2) similar projects successfully performed within the last five (5) years from the date of proposal where the offeror was solely responsible for the entire project performance that involved substantially the same work and principal trades, magnitude and complexity of this requirement.
E. Documents submitted in response to this RFP must be fully responsive to and consistent with the following:
1. Requirements of the RFP (CLINs & Technical Specifications) and government standards and regulations pertaining to the Technical Specifications.
2. Evaluation Factors for Award in Section M of this RFP.
3. Any limitation on the number of proposal pages. Pages exceeding the page limitations set forth in this Section L will not be read or evaluated, and will be removed from the proposal.
4. Format for proposal Parts I and II shall be as follows:
(a) The proposals will be no bigger than A4 size paper except for fold-outs used for charts, tables, or diagrams, which may not exceed A3 size paper.
(b) A page is defined as one face of a sheet of paper containing information.
(c) Typing shall not be less than 12 pitch.
(d) Elaborate formats, bindings or color presentations are not desired or required.
SECTION M - EVALUATION FACTORS FOR AWARD
M-02. EVALUATION FACTORS
a. Evaluation Factors and Subfactors The following evaluation factors and subfactors will be used to evaluate proposals. The Government will evaluate the first two lowest priced proposals for technical acceptability, but will not rank the proposals by the non-price factors or subfactors.

b. Factor 1: Price For the purpose of conducting evaluations, the Government will first rank all proposals by Total Price (TP).
Technical evaluation will then be conducted on the two lowest priced proposals. If the lowest priced proposal of the two is evaluated as technically acceptable, that proposal represents the best value for the Government and the evaluation process stops at this point. This proposal will then be evaluated for price reasonableness and balanced pricing in accordance with FAR 15.404-1.
If the lowest priced offer is rated unacceptable, unreasonable or unbalanced the Government will then evaluate the proposals of the next two lowest proposals using the same process as outlined in the paragraph above. This process will repeat until a proposal is evaluated as technically acceptable and has both reasonable and balanced pricing.
Offerors whose price is determined to be unreasonable or unbalanced may not be considered for award.
(1) The offeror’s price proposal will be evaluated for award purposes, based upon reasonableness of the total price proposed for performance of the requirement.
(2) Unbalanced Pricing: The Government will analyze proposals to determine whether they are unbalanced with respect to prices, and separately priced line items, in accordance with FAR 15.404-1. An offer may be rejected if the contracting officer determines that the lack of balance poses an unacceptable risk to the Government.
c. Factor 2: Technical The Government’s technical evaluation team shall evaluate the technical proposals on an acceptable or unacceptable basis, assigning one of the ratings described below for each subfactor. Any subfactor evaluated as “Unacceptable” will render the entire proposal unacceptable and, therefore, unawardable. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. However, the offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.
