SECTION AC1

SCOPE OF PROJECT AND APPLICABLE CONDITIONS

AC1-01 SCOPE OF PROJECT: The Scope of this project is “REPAIR FIRE

DEFICIENCES, CHAPEL, CDC AND YOUTH CENTER, AVIANO AIR BASE, ITALY”.

Scope of Work: is the repair of Aviano Air Base facilities #116, 170 and

172 to comply to both USA and Italian fire safety code.

This project includes the design of the required repairs to facilities to obtain the Fire Prevention Certificate and include: civil, mechanical electrical, fire protection works.

All three facilities are already provided with a Pordenone Fire Department

(PNFD) “APPROVED FIRE SAFETY DESIGN”, references as follow: facility 116, procedure #94956, pin 19669; facility 170: procedure #94955, pin 23393;

facility 172 procedure #94954, pin 5910, dated July 2008.

Based upon the Italian Fire Prevention Code, as specified by D.M. 3 Aug

2015, and in accordance to school facilities directions, as specified by

D.M. 7 Aug 2017, the “FIRE SAFETY DESIGN” for bldgs. #116 (activity 67.2.B) and #170 (activity 67.3.B), has been re-generated and submitted for approval to PNFD. The activity "Plants for the production of heat fed with solid, liquid or gaseous fuel with a potential of more than 116 kW (up to

350 kW)", which involves all three facilities, will refer again to the

Approved Fire Safety Design, dated July 2008.

Work to be performed includes but are not limited to the following items:

1. BUILDING 116 – YOUTH ACTIVITY CENTER

1a. Architectural Work

- Furnishing and installation of intumescent paint on the gymnasium steel roof to get R 60 fire resistance;

- Furnishing and installation of REI 60 and REI 90 calcium silicate boards on existing walls;

- Furnishing and installation of REI 120 casework containing boiler stacks;

- Furnishing and installation of sealing and containment and crossing pipe cuts for reinforced concrete elements to restore REI characteristic;

- Replacement of existing glass interior window with REI 60 and REI 90 new ones;

- Replacement of existing doors with REI 60 and REI 90 new ones;

- Construction of ventilation opening in the lift machinery room;

- Modification of permanent ventilation opening in stair shaft;

- Construct of ventilation openings on exterior walls;

- Widening of boiler room dimension;

- Furnishing and installation of security signage.

- CPI (Fire Prevention Certificate) renewal to Pordenone Fire

Department;

1b. Mechanical Work

- Provide new fire water pipeline for fire hydrant system.

- Adjustment of existing main water supply lines in the boiler room to

new wall layout.

- Demolition and removal of part of existing water line for manual fire hydrant system.

- Furnishing and installation of new galvanized steel for fire hydrants distribution and new UNI45 hydrants replacing existing ones.

- Furnishing and installation of new fire department motor pump UNI 70 connections with AWWA adapter.

- Replacement of existing and installation of new fire extinguishers.

- Furnishing and installation of fire dampers on existing air ducts.

- Existing air ducts adjustment for new fire damper installation.

- All other items of work as indicated on drawings and Work Items.

- All demolished items shall be removed and disposed to authorized public dump site or at other site as required by the Contracting

Officer’s Technical Representative.

Systems certifications

1c. Electrical Work

- Removal and storage of existing lighting fixtures, switches, and electrical outlets.

- Removal and storage of existing smoke detectors.

- Relocation of previously removed lighting fixtures, switches, electrical outlets and smoke detectors.

- Furnishing and installation of new fire alarm panel.

- Furnishing and installation of an additional fire alarm loop.

- Furnishing and installation of interface to close the fire dampers.

- Furnishing and installation of power supplies for fire dampers.

- Tests and verifications of existing electrical systems.

1d. Certifications – CPI, activities 67.2.B and 74.1.A, as per D.P.R

151/2011 (Activities 85 and 91 as per D.M. 16.02.1982)

At works completion, contractor shall require, in accordance with the law, the Fire Prevention Certificate issue, accompanied by the documentation drawn up in compliance with the D.M. 07.08.2012, as detailed in the favorable opinion to examine the project issued by the Provincial Fire Brigade Command of Pordenone.

2. BUILDING 170 – CHILD DEVELOPMENT CENTER

2a. Architectural Work

- Construct of ventilation openings on exterior walls, prior connection with REI duct located in various storage room suspended ceiling;

- Suspended ceiling tile substitution;

- Building work relevant the separation from the boiler room of the sprinkler system;

- Furnishing and installation of REI 120 new casework containing boiler stack;

- Furnishing and installation of 12/10 stainless steel cabinet containing sprinkler system control equipment;

- Widening of ventilation opening in boiler room roof slab;

- Furnishing and installation of steel bollards to protect existing fire hydrant;

- Furnishing and installation of security signage.

2b. Mechanical Work

Fire protection and plumbing:

- Removal of existing water line feeding sprinkler control valve station and domestic water system.

- Removal of existing sprinkler valve control station.

- Removal of part of existing domestic water pipeline in the boiler room.

- Furnishing and installation of new fire protection manifold supplying the new check and control station to serve the existing sprinkler system and the new deluge valve.

- Provide new water supply from existing PIV valve feeding new fire protection manifold;

- Provide new water supply from existing Base water pipework for new domestic water system;

- Furnishing and installation of new fire cabinet, new sprinkler check and control stations to serve the existing sprinkler system and a new deluge valve for the new deluge fire protection system.

- Furnishing and installation of new fire protection deluge system to protect the internal court.

- Provide reconnection to existing sprinkler system from new sprinkler check and control valve;

- Furnishing and installation of new fire department motor pump connections with AWWA adapter.

- Furnishing and installation of new electrical heating system for freeze protection of sprinkler pipeline outside the building.

- Replacement of existing and installation of new fire extinguishers.

- Furnishing and installation of fire dampers on existing air ducts.

- Provide certificate of compliance for fire protection water system.

- All other items of work as indicated on drawings and Schedule of Work

Items.

- All demolished items shall be removed and disposed to authorized public dump site or at other site as required by Contracting

- Conformity declaration in according with M.D. 37/2008

Boiler room:

- Cleaning entire hydronic system prior to upgrading works starts.

- Removal of existing equipment, pipes, devices and fittings inside the boiler room as represented in design drawings.

- Provide new condensing boilers replacing the existing ones.

- Provide new boiler stacks for new condensing boiler units.

- Provide new electronic circulators replacing the existing ones.

- Provide new pipelines inside the boiler room connected to the existing pipelines;

- Provide new water treatment system and plumbing system for make-up water and domestic water.

- Provide new methane pipeline complete of gas ramp (gas safety valve, shut-off valve, filter, pressure reducer, pressure switch, gas relief valve, automatic fail safe control valve activated by a gas detection system.

- Maintenance operations on equipment and/or parts of the mechanical systems left in place in the boiler room.

- Provide new DDC system in order to control and regulate the new heating system.

- Provide new energy meter system for hot water pipeworks.

- Furnishing and installation of 2-way control valves replacing existing 3-way control valves for AHU units and fancoils.

3d. Certifications – CPI, activity 74.1.A, as per D.P.R. 151/2011 (Activity

91 as per D.M. 16.02.1982) documentation drawn up in compliance with the D.M. 07.08.2012, as the Provincial Fire Brigade Command of Pordenone.

AC1-02 TECHNICAL SPECIFICATION: The following Sections of the Master

Specifications for construction projects of the Air Base in Aviano (PN), Italy, dated November 2005 and applicable modifications, shall be applicable to the present project, together with the List of Work Items to be performed:

See Paragraphs AC1-23 and AC1-24 for the applicable specifications.

AC1-03 SUBMITTAL OF MATERIALS: In accordance with Paragraph 2.5 of the technical specification No. 01100/R, entitled “GENERAL CONDITIONS” of the

Master Specifications, the materials listed in AF Form 66 shall be submitted as required by the time schedule indicated, for the approval by the Contracting Officer’s Technical Representative.

The Contractor shall provide, for all the materials that will be furnished and installed, a written certification, completed with catalog data from which shall be clear the total absence of toxic-noxious materials.

The number of copies will be as required on AF Form 66.

AC1-04 CONSTRUCTION AREA SCREENING: All construction sites and material storage areas shall be securely fenced around the entire perimeter within an area defined by the Contracting Officer’s Technical Representative.

Bilingual signs, "VIETATO L'INGRESSO - LAVORI IN CORSO / WORK AREA - NO

ENTRY" shall be placed at the work area entry and along each side of the fencing. Fence type, height, and screening color should also be specified by the Base Civil Engineering (BCE). Fencing shall be completely secured at top and bottom to prevent access. Fences shall be screened with opaque screening material to prevent visibility inside the fenced area. Fences and screens shall be adequately staked and/or anchored to prevent blowing over during high wind conditions. Contractor shall not start installation of area screening until approved, in writing, by BCE. Contractor shall submit photos or samples of the screening material for approval by BCE.

The Contractor shall replace or repair in a timely manner, as determined by

BCE, all fences and screening sections that have damage or develop unsightly rips or holes. At the end of the work or when exterior work requires it, temporary fencing shall be removed.

Night warning lights shall be installed to illuminate the work area, from sunset to dawn.

AC1-05 PROJECT SIGN: The Contractor shall furnish a project sign on site in accordance with Section 01101/R. The sign shall be made of a durable material and maintained in good condition. Lettering is to be white gloss, exterior-type enamel. The sign and posts shall be given one

prime coat and two finish coats of dark brown gloss exterior enamel paint.

The sign shall be erected at the designated location and shall be maintained in good condition by the Contractor until completion of the contract. The sign shall remain the property of the Contractor and shall be removed from the site upon final inspection and acceptance of the facility. Contractor identification and logo shall be allowed only on this sign and nowhere else on the exterior of the job site, with the exception of company vehicles. There should be no signs for the purpose of advertising anywhere on the site. Contractors shall submit sign proposal to CE for approval.

AC1-06 JOB SITE MOBILIZATION: The Contractor shall submit a proposal to

BCE diagramming their construction site and all material storage areas in locations separate from a construction site. The Contractor shall submit this plan 14 calendar days prior to the start of construction. Material mobilization and construction execution can not begin until the plan has been approved by the base. Jobsite utility connections are the responsibility of the Contractor and shall be coordinated through BCE.

Temporary overhead utility runs are prohibited. Contractor shall include a plan for supplying required utilities to their site in their proposal.

AC1-07 SAFETY: Contractor shall provide barricades, traffic control signs and construction safety signs that meet installation standards and comply with all applicable laws. Actual location, size and final arrangement of these items shall be discussed and approved by the BCE prior to installation. Such approved items shall be of uniform size, design and color. All cones, barricades, warning lights, temporary signs and protective devices shall conform to the current host nation requirements and the U.S. Army Corps of Engineers Safety and Health Requirements Manual

EM 385-1-1.

AC1-08 HAZMAT/HAZWASTE HOUSEKEEPING: Prior to bringing any hazardous material into the base, the Contractor must contact BCE to coordinate the storage and handling of all hazardous materials. Contractor is responsible for complying with all applicable environmental regulations and laws pertaining to the storage, handling, and transportation of hazardous materials and hazardous waste.

a. Hazardous materials: The Contractor shall identify all hazardous materials required for completion of the project.

Contractor shall provide Sampling of rock-wool batt installed over existing suspended ceiling panels of Building 170 (CHAPEL)l in order to ascertain its dangerousness level and coordinate its removal and disposal in the appropriate manner in compliance with all applicable Italian norms.

b. Material Safety Data Sheets: The Contractor shall furnish English language versions of the Material Safety Data Sheets (MSDS) of hazardous materials, chemical, toxic, and noxious, that will be used in the construction work, to 31st CES/CEV for approval and coordination through SEG and SGPB. The Contracting Officer will provide sample of the MSDS form to the Contractor.

c. Hazardous Waste Management Plan: The Contractor shall provide an hazardous waste management plan.

d. Chemicals Materials: The Contractor shall ensure that hazardous materials utilized during construction do not contain any chemicals listed as EPA 17 toxins. A list of the EPA 17 toxins con

be obtained from the 31st CES/CEV office.

e. Liquid, flammable or toxic substances: Any liquid, flammable, or any other toxic substances that are required for the execution of the works, shall be kept in properly labeled, special containers.

Relative data (quantity, characteristics and location) shall be transmitted to 31st CES/CEF or 31st CES/CEV through the Director of

Works.

f. Asbestos Containing Materials: There is no evidence of Asbestos containing materials.

Contractor shall notify immediately to the Contracting Officer if during demolition works asbestos containing materials will be encountered to coordinate its removal and disposal in the appropriate manner in compliance with all applicable Italian norms.

AC1-09 PRESERVATION OF EXISTING CONDITIONS: The Contractor shall preserve and protect all structures, equipment, and, where applicable, vegetation (such as trees, shrubs, grass) on or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contract. The Contractor shall only remove trees when specifically authorized by BCE to do so, and shall avoid damaging vegetation that will remain in place. If any limbs or branches of trees are broken during contract performance, or by the careless operation of equipment, or by workmen, the Contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound.

The Contractor shall return all areas disturbed during construction to their original condition before final acceptance by the base.

AC1-10 WORK SITE CONDITIONS: The work areas shall be made available to the Contractor as follows:

a. Building interior area: Government personnel will remove furniture items prior commencement of the work.

b. Building Location: buildings 114, 170 and 172 are located in area

A and doesn’t require special access procedures, anyway Contractor shall strictly comply with the Contracting Officer’s instructions.

The government will not be held liable for unproductive time and other related costs due to delays for unannounced suspension of work due to military operations and/or exercises or safety reasons. The government will only negotiate an equitable extension of the performance period based on documented delays and unannounced suspensions of work.

c. Administrative Containers: Containers required on site for administrative reasons (office space, conference space, break room) must be in like new condition and painted a color which coordinates with the base architectural plan and is approved by

BCE, unless it is hidden by the opaque fencing material.

Administrative containers in need of painting and / or repairs or that are in an unsightly condition will not be allowed at the project site. A nameplate, no greater than 0.5 meters X 0.5 meters in size, shall be displayed on the exterior of all trailers which lists the name of the Contractor’s company, 24-hour

Contractor’s point(s) of contact (POC) and telephone number where they can be reached.

d. Material Storage: Storage containers will be in like new condition, and painted a color which coordinates with the base architectural plan and is approved by BCE, if it is not hidden by the opaque fencing material. Contractor shall display a nameplate on the exterior of all storage units with the name of the

Contractor’s company, the Contractor’s point(s) of contact (POC) and telephone number where they can be reached. Storage of materials at the work site is at the Contractor’s risk. The use of private security guards on a job site shall be coordinated with base Security Forces and approved by the installation commander.

The Contractor shall not use any area(s) for material or equipment storage that has not been approved by BCE.

e. Loading and Unloading of Construction Materials and Equipment:

Unloading of materials will be allowed within the fenced work area.

Contractor's personnel, vehicles and equipment must not obstruct access roads to other buildings.

Temporary parking of vehicles, for loading or unloading materials and equipment is permitted in the proximity of the work area;

unless such operations will obstruct traffic flow.

f. Housekeeping and Site Cleanup: At the end of each working day, the Contractor shall be responsible for cleaning the area inside and surrounding the building involved in the work.

Since the adjacent buildings are used every day, the Contractor shall provide that the surrounding areas are kept constantly clean and accessible, completely safe, and that the facilities are not in any way aesthetically damaged, even temporarily.

Such functions include disposal of accumulated waste materials and rubbish and other operations necessary to present a neat appearance at all times. Grass within the construction sites and material storage areas shall never exceed 10 cm in height. All rubbish and waste materials shall be placed in Contractor furnished containers. Contractors shall ensure all light weight debris at the construction site is properly secured in waste receptacles so that it does not blow to another area or onto the airfield. During the laying of asphalt roads, streets and/or parking surfaces, areas soiled by residual asphalt shall be cleaned the same day.

AC1-11 AIRFIELD SAFETY TRAINING: Not Applicable

AC1-12 PARKING: Contractor or Contractor’s employees, including subcontractors, shall obey all traffic laws on installation.

The Contractor shall park all vehicles, including heavy equipment vehicles, only in unobtrusive locations within the fence line of the construction site or laydown areas. Every effort must be made to avoid parking vehicles or heavy equipment where it can be easily observed by the public.

The Contractor shall not park outside the construction zone unless approved through BCE.

The Contractor shall clearly identify their vehicles through the use of company logos or signs on their vehicles.

AC1-13 ACCESS ROUTES: The Contractor shall provide a haul route plan for approval by BCE.

For road detour/closures, if applicable, Contractor shall submit a written request to the Contracting Officer or his authorized representative for approval four weeks prior to his scheduled starting of work.

AC1-14 TRUCKING AND ROADS: Trucks loaded with loose material that can create a dust, debris or falling hazard shall be secured and covered.

Fasten suitable cover, such as tarpaulin, over the load before entering surrounding streets. The Contractor is solely responsible for spillage from their vehicles and such spillage shall be cleaned up immediately. All roads shall be maintained free of debris at all times. The Contractor is responsible for ensuring all haul routes and site access areas are maintained in a clean and orderly fashion, free from mud, debris and clutter at all times.

AC1-15 NOISE CONTROL: The Contractor shall comply with all applicable country, local, and installation laws, ordinances, and regulations relative to noise control, to include applicable base quiet hours.

AC1-16 EXCAVATIONS: If applicable, every trench/excavation shall be returned to its original condition within ten days of the original excavation; this may be extended to 30 days if approved by the BCE.

Contractor shall phase trenching and excavation operations in order to comply. At minimum, Contractor shall restore the site to pre-excavation conditions. All soil stockpiles shall be hidden from view to the maximum extent possible. Prior approval by BCE is required if soil stockpiles are to remain exposed for long periods of time. Dust control measures are the responsibility of the Contractor and shall be implemented as directed by

BCE. All road cuts must be approved by BCE prior to execution.

AC1-17 LAWN MAINTENANCE: If applicable, grassy areas disturbed by any type of construction work including storage, equipment staging, and material delivery areas shall be sodded, or hydro-seeded, where required by

BCE. Sodding, or seeding, damaged areas should be accomplished at the earliest planting season possible. Contractor shall be responsible for the successful growth and maintenance of all sodded, or seeded, areas under this contract for a period of thirty (30) days or three mowing after final acceptance of the work. All grass, shrubbery, and ornamental plants fenced by the construction site shall be maintained to base standards by the

Contractor.

AC1-18 LAWN ESTABLISHMENT:If applicable, within seven (7) workdays of actual completion of work at contract site, the Contractor shall prepare all disturbed areas inside and outside of the fenced site for sodding, or hydro-seeding, as provided in contract specifications. Contractor shall restore the site to a condition and appearance equal to or better than existing before the work occurred. Such restoration work will not be considered complete, and the facility not accepted, until approved by BCE.

Additionally, no seeding shall be authorized for lawn establishment, whether new, or for restoration purposes unless specifically authorized by

BCE.

AC1-19 CONSTRUCTION SITE RESTORATION: All Contractor owned items such as, but not limited to, stakes, traffic/safety cones, barriers, warning tape, erosion control fences, that are erected during construction, shall be removed entirely after completion of project and within five (5) days of

Government acceptance of the project site. The Contractor, at his own expense, shall return to the site to remove any items left at or near the project site after this time period. All trailers, equipment/storage units, residual construction materials shall be removed also within five

(5) days of Government acceptance of the project site.

AC1-20 PROCEDURES AND WORK PHASES: Prior to starting any work the contractor shall submit a Work Plan for approval by the Contracting Officer and user, in order to avoid interferences with user activities.

Renovation works shall start from room 102 in order to have tools storage/management availability as soon as possible.

AC1-21 SALVAGEABLE MATERIALS: In this contract are indicated materials and equipment to be removed, stored and subsequently reinstalled. It shall be the responsibility of the Contractor to remove salvageable items with maximum care to avoid any damages; and to transport them to the storage areas as indicated by the Contracting Officer’s Technical Representative.

It shall be the responsibility of the Contractor to provide containers for material disposal and/or transportation of the salvageable items. All discarded materials shall be transported to an authorized public dump site by the Regional and National Regulation according to the typology of the related material. Transportation of discarded materials shall be extended, to an authorized dump site, even if the dump site is located outside the authority limits of the Aviano City Council Territory.

AC1-25 ADDITIONAL NORMS AND STANDARDS: Furthermore the works included in this project shall be in accordance, when applicable, with the NFPA, ASTM, UL, HANDBOOKS, Norms and Standards, whose manuals and regulations are available for review at the Contracting Officer.

AC1-26 FINAL ACCEPTANCE TEST & CERTIFICATIONS AND OTHER REQUIREMENTS:

a. Once issued NTP, Contractor is required to contact CEAOR (phone

0434-305691) and schedule a meeting to fill Form DD1354 with appropriate project data for real property capitalization (DD1354 and category codes list CATCODE_LIST_2010 are available in engineering office during normal hour of operations). Contractor is required to provide final Form DD1354 for 31CES/CD signature before contract close out;

b. All installed new mechanical and electrical equipment, components and machines shall have the required Italian Mark of Quality and shall conform to Machines Directive no. 2006/42 CE dated 17 May

2006 and provided with "C.E." mark; and three copies of relevant certificates shall be furnished to the Contracting Officer for each item of equipment installed. Furthermore the electric equipment shall be in compliance with the Legislative Decree No.

81/08 and subsequent modifications which apply the Directive

93/68/CEE. Electrical tests shall comply with Low 37/08 and CEI

64/8 Norm.

c. At the end of the work, the Contractor shall provide the

Government with three paper and digital copies of the following documents:

1. Certificate of Compliance with Law No. 37/08, for the installation of the electrical and mechanical systems in a workmanlike manner, signed by the Contractor.

2. Final Acceptance Test Certifications for electrical and mechanical systems signed by a Registered Engineer to be selected from three candidates proposed by the Contractor to the Contracting Officer.

3. Operation and Maintenance Manuals according to UFGS 01 78 00, “Closeout Submittals”, para. 3.7.

4. Warranty: a detailed list of all parts installed shall be provided. As minimum the following information shall be included:

− Brief description of the part/piece of equipment;

− Manufacturer and model;

− Serial number or ID;

− Building-Floor-Room where the item is installed;

− Point of Contact for Warranty call (Name, phone, mail);

Alternatively, the Warranty Management Plan as per UFGS 01 78

00 “Closeout Submittals”, para. 1.7.1 shall be provided

5. System Booklet as per DPR 74/2013 to be provided after system installation/modification.
