STATEMENT OF OBJECTIVES
For
FIRE EMERGENCY SERVICE REMOTE FACILITY SAFETY, SECURITY MONITORING AND
SCOPE:
This Statement of Objectives (SOO) define Aviano Fire Emergency Services (FES) needed capabilities, required functions and industrial reliability to become compliant for providing an emergency response service and Emergency Communication Center (ECC) operations performing as a Public Safety Answering Point (PSAP) IAW DoDI 6055.06 (2006), AFI 32-2001 (2014), NFPA 1221 (2013) and UFC 4-73-10 (2006). Specifically, the objective is to acquire a comprehensive solution that includes needed security remote monitoring and control, emergency annunciation (tone and lighting generation), emergency public address (manual and automatic) and multi-channel audio recording capacities. Further, the required solution needs to consolidate these new functions into a standalone system for an ECC Dispatcher to monitor, control and activate as designed to facilitate emergency response functions IAW with the same standards.
INTENT:
Aviano Fire Department intends this project to provide workstations manned by a single operator with the capabilities listed below in the general information section. The operator will be able to operate each existing system from his/her own work area and have the stated capabilities.
GENERAL INFORMATION
1. Installation Site Location:

Capabilities Requirements:
Each dispatch location shall be capable of monitoring, controlling and activating the following functions from an operator position
- Monitor and Activate Security Closed Circuit Cameras
- Activate pre-emergency annunciation lights (Red, White, Blue)
- Emergency Public Address to all FES locations to include building 110, building 113, building
1434, and building 1437
- Remotely open and close stall door to all FES locations to include building 113, building 1434, and building 1437
- Monitor fire alarm system
- Access on-site recorded audio E-LMR radio records
- Control and record Admin/E911(Vesta System) telephone system
- Local computer access
The following should be part of the standalone system. (Standalone system meaning a workstation capable of doing all jobs listed without the operator having to move around)
a. Fire Alarm Monitor
b. Emergency Public Address (Replacement)
c. Digital & Analog Audio Recording (Replacement)
d. Enhanced / Analog 9-1-1 (ANI/ALI Capable)
e. Direct Primary & Secondary Crash
f. Administrative Telephone Systems

g. Remote Stall Door Open & Close (With speaker functionality to ECC)
h. Remote Electric Door Strike Activation (Allows Entry)(Strike Door Area 1 ECC)
i. Motorola Land Mobile Radio systems
Required Devices and Supplies for Security Monitoring, Activation, Emergency Annunciation and Emergency Public Address:
j. Wireless modules able to receive a signal to perform specific actions such as open and shut of vehicle stall doors, camera control, door strike release with the ability to report successful action confirmation when complete.
k. No less than 9 all-weather pan, tilt, and zoom video cameras with a video quality no less than 1080p designed for interior and exterior industrial use with day and night capabilities.
(Drawings showing areas of desired surveillance will be provided).
l. No less than 57 speakers to enable Emergency public address and Tone Generation.
Individual PA speaker volume control must be provided for outer rooms. Will not be installed in sleeping areas, restrooms, gym, or kitchen. All wiring will be housed and conspicuous as compared to existing wiring.
m. No less than 57 Emergency Lighting must be no less than a 3 (3 lights in one fixture) colored (Red, White & Blue) – capable of independent activation (only red, only white, only blue or all three simultaneously) Must also go from dim to bright. One light and one speaker installed in each room.
n. 3 standalone work stations with identical capabilities to control all functions of the alerting system.
o. Controllers necessary to control surveillance cameras via remote
p. Controllers necessary to perform open & shut operations on 14 roll-up doors
q. Controllers necessary to trigger a timed unlock for 4 personnel doors
r. Connectivity wires sufficient to connect the electrical requirements
Connectivity Requirements:
s. Direct Primary and Secondary Crash phone activation must automatically trigger the Emergency Public Address System, the “Red” Emergency Annunciation, the programmed Crash Emergency Annunciation Tone and Audio Recording System using a VOX like system (When the system detects a line connection, these systems are programmed to automatically activate their specified functions) The Crash phones also need to be recorded.
t. The Tri-Colored Lights shall be individually activated by the (ECC Dispatcher) other than the Crash phone connection identified above associated unique programmed tones as required in NFPA 1221 (2013) Red for Crash, White for Structural and Blue for Medical and all for 9-1-1 activations.
u. Stall Door Opener, Security Electronic Door Strikes must be connected to the work station and programmable by the user to create group activation settings.
v. All Security Surveillance Cameras must be connected to the work station natively
w. Voice Recording must be connected to specified emergency and administrative telephone, radio and public address systems with the ability to perform parameter specific replay at two installed work station positions (ECC Dispatcher and Alternate ECC Dispatcher Positions).
Contractors Responsibilities:
1. The contractor shall design and engineer a comprehensive solution that supplements current FES systems ability with the required equipment, devices and functions specified below into a standalone work station monitored, controlled, and activated by a single person IAW DoDI

6055.06 (2006), AFI 32-2001 (2014), NFPA 1221 (2013) and UFC 4-73-10 (2006).
2. The contractor shall deliver all equipment, personnel and necessary work-products to the installation site listed above.
3. The contractor shall remove all unused or old systems with wiring.
4. The contractor shall install required speakers, lighting and devices necessary to provide the required functions identified below to provide security remote monitoring and control, emergency annunciation (tone and lighting generation), emergency public address (manual and automatic) and multi-channel audio. All installed equipment and devices must comply with NFPA 70 (National Electric Code) and UFC 3-520-01 low voltage requirements and be compatible with the Italian power supply of 220V.
5. The contractor shall limit and coordinate necessary system outages.
6. The contractor shall perform a function validation/functional test to ensure that all systems are controlled as designed and as desired from the computerized standalone work station.
7. The contractor shall provide training to no less than 5 Aviano FD identified personnel.
8. The contractor shall remove all contracted work-produced debris created throughout the life of the contract.
General Contractor Requirements:
1. Required Safety: The contractor shall meet with the Base Safety officer immediately upon arrival on site for review of the specific safety requirements prior to installation.
a. The contractor shall comply with all installation and operation safety guides and direction as identified in the Base Safety briefing and as directed by base Contracting Officer representative.
2. Installation Organization: Equipment and materials required to complete the work effort may remain on site during the project and be organized/stored in a manner as to not to create a safety or security hazard. The contractor shall organize all debris and surplus materials from the work place in a manner that does not hinder Firefighting operations (in front of response vehicles, etc.) and in a manner that maintains a clean professional environment.
3. Required Security: All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the government installation, shall abide by the security regulations of the installation as directed by the assigned escort.
a. The contractor must provide the government POC with the names, passport, and legal
(national) identification numbers and any other necessary Gate Pass information of technicians required to fulfill this statement of work to coordinate base access and authorization no less than 15 days prior to contractor fulfillment.
4. Accident/Incident Reporting and Investigation: The Contractor shall record and report all

available facts relating to each instance of injury to the Government. Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.
5. Environmental Management: The Contractor shall comply with the most stringent environmental Aviano AB, Italy, local laws and regulations; and Air Force policies, instructions, and plans. The Contractor shall maintain awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on Aviano AB, Italy. The Prime Contractor shall ensure their sub-contractors comply with these specifications.
6. Contractor Provided Equipment: Except for those items or services specifically stated in this section as government furnished, the contractor shall furnish everything needed to perform this contract according to all its terms and conditions.
7. Hours of Operation: The Contractor shall perform the work required under this contract during normal duty hours of the facility where work is being performed. At Aviano AB, Italy, normal duty hours are: 0730 – 1630 CET. Any other work schedule outside of normal duty hours requires Contracting Officer (CO) approval and coordination with Aviano Fire Dept. The Contractor shall not perform work under this contract on US Federal holidays or site-unique down-days unless expressly authorized by the CO and coordinated with Aviano FD.
8. Workplace Disruption: FD Stations are occupied 24/7/365 during any service or installation.
The contractor shall limit FD operation disruption.
9. Installation Site Restoration: Any wall penetrations shall comply with NFPA 1, NFPA 70 and
NFPA 72 standards and reflect acceptable industry standards for sealing, repainting and finishing. The contractor shall inform Aviano FD during the site survey of any possible wall penetrations, to allow FD to obtain proper approval for the installation.
10. Service Interruptions: The contractor shall prevent any unscheduled (i.e. cutting or disabling any in-service cables or equipment) interruptions of communications capabilities. The Contractor shall coordinate planned outages with Aviano FD in advance of the outage if the implementation necessitates disruption of service (i.e. alarm, telephone, communications, electrical, or utilities outages). The contractor shall work with Aviano FD to restore unexpected outages prior to further installation work.
11. Warranty: The Contractor shall warranty the products of its manufacturer to be free from defective material and workmanship. All new equipment provided by the Contractor must include at least the industry standard warranty. Break-fix support for hardware, software, speakers, wiring, and any and all other unspecified components of this system related to the new system shall be provided for a minimum of one year after the FES Remote Facility Safety, Security Monitoring and Emergency Alerting system acceptance date, to include all field trips, telephone support, and shipping costs.
12. Manuals and Practices: The Contractor shall provide the latest version of operation, installation, and maintenance manuals and practices/users guide for each system installed as provided by the original manufacturer with all new or upgrade equipment in English and Italian.

13. Onsite Training: Upon completion of the installation process, the contractor shall provide
Administrator/User Training to no less than 5 personnel designated by Aviano FD. Training shall include no less than the following subjects:
- System Administration
- System Configuration
- User Account Generation
- User System Maintenance
- System Monitoring
- System Programming
- All Features, Uses, and Services
- Security Surveillance Operations
- Security Activation Operations
- Designed User Trouble Shooting
- Methods for Contractor Warrantee Activation
- Annunciation Activation Manipulation
14. Government Applicable Documents and Standards: The contractor shall comply with these documents during the performance of this contract. The contractor shall obtain and comply with any other applicable manuals not identified in this SOO that would be required to meet industry standards.
15. List of Deliverables: All deliverables are subject to Government acceptance and approval. They shall meet professional industry standards and the requirements set forth in this SOO. All deliverables shall be produced using recommended software tools/versions as accepted by the Government.
16. Testing Requirements: The contractor shall furnish all test equipment and personnel required to conduct all required testing. The contractor shall document all test results in a “Test Report(s)” and submit to Aviano FD within 5 calendar days of completion of each test. During any testing phase, the Government reserves the right to perform any of the contractor performed inspections and tests to assure solutions conform to prescribed requirements. The contractor shall provide on-site support during the inspection and acceptance testing.
17. Final Acceptance: The contractor shall schedule a final project walk-through and complete system test of all work completed with the Aviano FD representative prior to government acceptance. This should be scheduled at least 5 calendar days prior to the acceptance. The contractor shall perform testing and inspections of all the newly installed systems. If any system, subsystem, component or requirement test fails to meet the requirements, acceptance will be withheld until such time as the cause of the failure is corrected. After appropriate corrective action has been taken, all tests, including those previously completed, shall be repeated and successfully completed prior to Government acceptance.
Governments Provided Property, Services and Responsibilities:
1. Facilities: The government shall make available facilities intended for the installation and service defined above (Site 1, Site 2, Site 3 and Site 4).
2. Hours of Operation: The Contractor shall perform the services required under this contract during normal duty hours of the facility where work is being performed. unless expressly authorized by the CO and coordinated with Aviano FES.
3. Permits: The government is responsible for all necessary permits and documentation and coordinate with 31 Civil Engineer squadron for any facility alteration.
4. Floor Plans: The government can make floorplans available upon request.
5. Escorts: Access to base is restricted and the contractor shall be provided a military escorts from Aviano FD organization. The contractor shall notify the Aviano FES, no later than 15 work days prior to delivery and installation to allow for coordination of base access
6. Power: Electrical power will be available at the installation sites in the configuration specified by the contractor prior to installation. There is no special power requirements anticipated.
7. Fiber Cabling and Communication: Currently there is no connectivity between Bldgs 1434 and
1437 (Area F Station 1) or Bldgs 110 and 113 (Area 1, Station 2). Fiber cabling is needed for the operator to remotely raise stall doors located at building 1437 from building 1434 (Area F ECC).
Building 1437 is not connected with communication infrastructure to building 1434. Any wireless solutions proposed will require approval prior to installation. No pedestrian doors are required to be opened from the ECC. All communication equipment will be located near the ECC room.
