Section Question Response SOW g Please clarify the remote stall door speaker functionality to ECC requirement. Speaker functionality requirement has been removed from SOO

The SOW states that no less than 9 all weather PTZ video cameras, however the drawings provided appear to indicate a request for specific fields of view. Are PTZ cameras really what is desired or are fixed cameras with field of view matching the drawings what is requested?
All cameras are being switched from PTZ to fixed cameras/An updated drawing will be provided.
SOW, k The total camera account indicated includes 9 cameras, does this count include the 4 door entry cameras.
Note door entry cameras are typically also a fixed wide angle lens camera. Correct/4 entryway cameras will be wide angle
SOW, O Please clarify what is "via remote" for control of surveillance cameras.
See SOO for clarification/verbiage removed because of change from PTZ to fixed
SOW n.
This line states that the workstations shall be "standalone." Does this prevent the solution being proposed from integrating the control within another system such as fire alarm monitoring and dispatching? No, but evaluations will be based on price and technical.

Please clarify, in the requirements it states that "fiber cabling is need" followed by a statement regarding wireless solutions. Please clarify that wireless solutions may be acceptable and fiber cabling is not a mandatory requirement.
Fiber cabling is optional, not mandatory. Wireless solutions may be acceptable. See SOO for acceptable band/frequencies.
Contract RFP
Contract RFP provides for one CLIN, is this one CLIN anticipated to be a single lump sum? Or can alternatives be negotiated post award? If additional CLINs are not allowed, will multiple billings against the one CLIN be allowed?
This CLIN is intended to be a lump-sum. Alternatives cannot be negotiated post-award.
Site visit question
If the system being provided includes a new computer system is it required to meet the DoD CIO directive for migrating to Windows 10? Is it also required to meet the Information Assurance requirements of Risk Management Framework (Formally DIACAP)? We do not require a new computer system.
Site visit question To clarify, there is no requirement for automatic dispatching of resources or text to speech of resource assignments. Is this correct? Correct, that capability is not required.

It states that the doors are to be provided with "open & shut." In past experience, shutting doors remotely usually requires additional camera monitoring for safety purposes. Is camera monitoring of the doors going to be required? If it is required, how many cameras are required, and do they need to be recorded or just monitored?
Camera monitoring/positioning will be updated to account for open/shut capes. See updated SOO/drawings.

Here it states that one light and one speaker must be installed in each room. However, it was pointed out that this may not meet the needs during the site visit such as in work out rooms, vehicle bays, etc. Is this the minimum requirement? In addition, are speakers and strobes required in closets, storage, cleaning, or mechanical rooms?
Lights are only to be installed in responder sleeping quarters. Speakers are not needed in closets, mech room, and cleaning closets.

SOO j. page 4 This states "wireless" modules are to be used for open and shut of vehicle stall doors, camera, etc. Please clarify or remove this requirement. Line item removed.
door control requirement Shall operation of the doors be programmed such that structure response opens certain doors vs. a crash response?
Individual doors will be opened by dispatcher according to stall number.
No need for additional programming.

Please clarify that this requirement is for the user to be able to program and change the doors into groups as needed, such as: "crash response, structural, all doors, etc."
Correct, it gives the user the ability to open one entire side of the stalls if needed, or open all stalls together for multiple responses.

This states "all security surveillance cameras must be connected to the workstation natively." Please clarify this statement.
Wording could change but this means the user has the capability to control and watch cameras from location.
Site visit question
During the site visit, UPS or battery backup requirements were discussed. Is it the understanding that no UPS will be provided as part of the SOO, and that existing UPS and generators are to be provided by the site to meet any site or code requirements? No UPS requirement/UPS will be provided at the site
SOO training page 7, #13. Is any training anticipated to be required to be performed in Italian language? No training necessary in Italian.

SOO page 6, #12 Please clarify the requirement for Italian language manuals for the new systems being installed. During the site visit, it sounded like this might be more of a future requirement as opposed to a current requirement. No Italian manuals are needed.
SOO general Please clarify in the SOO exactly what systems are being "added" and what systems the existing capability shall not be impacted by.
SOO has been updated for what capabilities being added. Systems that are irrelevent will be removed from SOO.
Site visit question Please clarify the intent of the existing speaker system. Is any part of it to be re-utilized or is the intent to provide all new products and warranties? Please provide new products/warranties

Please clarify the speaker volume control requirement for "outer rooms," specifically, which rooms are considered "outer rooms" and areas and what type of volume control is required.

Other than monitoring for activation on primary and secondary crash and creating automatic activations, is there any other component of the crash phone system that is to be included in the new system?
When the crash phone is activated and messages are being relayed, the station should be able to hear whats being said over the PA system in real-time.
SOO page 3, f. Please clarify the requirement for the Administrative Telephone being part of the new system.
That item has been removed. We already have the capability to answer different admin lines and transfer outside calls to admin lines within the department.

This section states that voice recording playback is only required at the ECC and Alt ECC dispatch positions.
During the walkthrough, it was discussed that this requirement may already be met or may be met by other means (i.e., existing proprietary Motorola monitoring system at Ramstein). Please clarify requirements on which, if any, recording systems are required. Our recording capes are being met.

It was discussed during the site visit that FS2 was being renovated. To assist in determining the impact it may have on this project, please provide additional details, i.e. if it is awarded, when it is anticipated to be completed.
The renovation is a process that could take at a minimum of two years to gt off the gorund. Will have no impact on the lerting system installs.

Please clarify the requirement discussed during the site visit of external notification around the building for emergencies, i.e. what specific areas outside the facilities is it desired that be covered by speaker notifications.
Current speakers should be replaced, and that would suffice. No outside speakers.
