Question and Answer Document FA5613-22-Q-0018 Pairing Health Nutrition & Exercise (PHNX) Program Services
1. Is this is a follow-on requirement or a new contract? If it is a follow on contract, could you please provide the incumbent contract number and the awarded price?
This is not a follow on contract.
2. PWS paragraph 1.3. PERSONNEL REQUIREMENTS states, “...The Government reserves the right to request proof/demonstration of ability to meet the qualifications described herein.” What are some of the methods/ways the government will accept as “proof” of ability?
“Proof” consists of the applicable certifications and licensure required for Certified Strength and Conditioning Coach and Licensed Clinical Social Worker.
3. PWS paragraph 1.3. PERSONNEL REQUIREMENTS states, “...The Government reserves the right to request proof/demonstration of ability to meet the qualifications described herein.” Will this be a requirement pre- or post- award?
The requirement will be post award, prior to applicants beginning work in the position(s).
4. PWS paragraph 1.3. PERSONNEL REQUIREMENTS states, “...The Government reserves the right to request proof/demonstration of ability to meet the qualifications described herein.” If pre-award, will the government reimburse the contractor for this requirement if it demands a significant effort?
Applicants should already possess required certifications and licensure. No reimbursement will be provided.
5. PWS paragraph 4.6. AUTHORIZATION OF CONTRACT PERSONNEL states, “...(3) is employed in a Host
Nation country (4) is a national (citizen) of or an ordinary resident of the United States provided that the contract employee is not also a Host Nation country (local) resident (i.e., a dual citizen), or (5) a U.S. citizen or a citizen of a North Atlantic Treaty Organization (NATO) country other than the Host Nation and provided that the contract employee is not an ordinary resident of the Host Nation. Please confirm that the candidate cannot be a citizen or ordinary resident of the host nation country (Germany).
Candidates can be a citizen/ ordinary resident if they possess required certifications and licensure.
6. PWS paragraph 4.7. LOGISTICAL SUPPORT states that Dependent Schools are available on a space-available, tuition paying basis. Current DoDDS tuition for personnel assigned in Germany averages $25,000 per authorized child. Will the government consider changing the verbiage and authorizing a Not-To Exceed (NTE) CLIN for Dependent tuition? If not, this will seriously limit the number of eligible individuals who will be willing to consider this position.
Dependent tuition will not be covered under this contract.
7. PWS paragraph 4.14.1 Tier 1 (T1) Background Investigation states, “...A Tier 1 (T1) back- ground investigation is required for all personnel under this contract...T1 investigation requests for employee will be submitted through the Suitability/Fitness Security Office, Ramstein AB, Germany. Member will be fingerprinted and required to complete the appropriate forms (Standard Form 85, Questionnaire for Non-sensitive Positions, any state release forms, and OF 306 Declaration for Federal Employment. Question and Answer Document FA5613-22-Q-0018 Pairing Health Nutrition & Exercise (PHNX) Program Services the candidate is in the U.S., will the Ramstein AB Security Office require hard copy versions of the fingerprints and documents or may the individual submit them digitally?
Strong preference is for locally hired applicants. If the applicant is in the United States at the time of application for T1 clearance, specific documentation will occur with the Ramstein AB Security office at that time.
8. PWS paragraph 4.14.3 PENDING COMPLETION OF T1 states, “The Contractor personnel may provide contract services prior to completion of background investigation. The Contractor understands that the MTF Commander may allow the Contractor personnel to temporarily occupy non-sensitive positions pending T1.”
If the candidate is in the U.S., at what point will they be allowed to relocate and begin work after submission of the T1 packet? Upon submission? After receipt of a ‘T1 Open’ status?
Strong preference is for locally hired applicants. If relocation is required, relocation upon submission will be accepted.
9. PWS paragraph 4.16 HOURS OF OPERATION states, “...Except for USAFE-AFAFRICA Family Days (see paragraph 4.17.2 below) the contract employee shall work no more than 80 hours within a two-week time period, not to exceed 10 hours a day, with one uncompensated hour off for lunch. Who is responsible for monitoring the contract employee’s schedule to ensure they do not exceed 80-hours in a two-week period?
The contractor company or the section chief/COR?
While hours will be reported to the COR, ultimately the Contractor needs to monitor the schedule.
10. Personal Services vs. Non-Personal Services contract. The solicitation does not specify if this is a personal or a non-personal services contract. Please clarify.
This is a Personal Services Contract. The PWS for each position will be updated prior to award to clarify this.
11. PWS paragraph 4.16.4 ABSENCES states, “...The number of consecutive days for scheduled or unscheduled absences will be at the discretion of either the MTF commander, section chief, or COR based on workload with coordination through the COR. It is the section chief and/or COR’s responsibility to approve any absences. If the answer to #8 above is that this is a non-personal services contract, will the government adjust the verbiage to show that it is the contractor company’s responsibility to approve absences with notification to the section chief and/or COR?
This is a Personal Services Contract.
