About this file

This document contains questions and answers regarding a Statement of Objectives (SOO) for a fiber optic cable backbone upgrade project for the Department of the Air Force United States Air Forces in Europe - Air Forces Africa. The SOO requires the contractor to engineer, furnish, install, and test two single mode fiber optic cable runs connecting several buildings via existing maintenance hole duct system paths. Key clarifications provided in the questions and answers include specifying the total footage of microduct and innerduct required, clarifying whether all or sample fibers must be tested prior to installation using OTDR, and emphasizing the advantage of pre-installation fiber testing to identify any defects before installation.

1. SOO para 5.8.3. Tracer Wire Marking Tags. Innerducts tracer wires shall be tagged with a label indicating it as a “Duct Tracer Wire to xxx”-Do Not Remove” (where xxx is the other end of the wire). Normally the corrugated innerduct does not have a tracer wire, it comes with a pull string. Does this imply a tracer wire has to be installed with the innerducts? If this is existing duct system, is there other ducts with copper cable in them. If so, there would be no need for the tracer wire.

a. The SOO has been updated to read, “If installed, innerduct tracer wires shall be tagged with a label indicating it as a “Duct Tracer Wire to xxx”-Do Not Remove”

(where xxx is the other end of the wire).”

2. SOO para 5.4.1. The contractor shall install approximately 30,500 feet of four (4) 1-inch

HDPE corrugated innerduct with pull string as required to support the new fiber runs.

Does this mean 4 runs of 30,500 feet equaling 122,000 feet of 1” innerduct, or the total of the 4 1” innerduct is 30,500 feet?

a. The SOO has been updated to reflect the changes, total footage required, to this question.

SOO states, “5.4.1. The contractor shall install approximately 4,000 feet of microduct with pull string as required to support the new fiber runs.

5.4.1.1 Multiple allocation system made of PE for pulling into pipes, 5-subject, Size in mm ', 1 x DN 40 pipe, 2 x DN 32 pipe, 2 x DN 25 pipe, made of PE-HD according to DIN 8075, in partial lengths of approx. 30-200 m, to be delivered and in existing pipes with an outside diameter of 110 mm with a suitable pulling device move in, including lubricant and necessary accessories.

5.4.1.2 Bldg 212 – 455 = Bldg 212 to MH 21 (140’), MH 25 to MFH HH7 (1,720’), MFH HH2 to MFH1 (44’)

5.4.1.3 Bldg 774 – Bldg 211 = MH 1H to MH1E (1,111’)

3. SOO para 6.1.1. Pre-Installation Tests. The Contractor shall do a one-directional test, with an OTDR, of all fibers of new optical fiber optic for discontinuities, attenuation and length of cable on the reel. It is expected that the cable(s) will be delivered defect-free from the manufacturer. 52 CS shall be allowed to review the test reports prior to the installation of any new optical fiber cable. Do all strands have to be tested with OTDR or only a couple from each buffer tube?

a. Since fiber optic cables are sometimes manufactured with defects. It would be advantageous for the contractor(s) to test the fiber prior to being installed. If not tested prior to installation and the cable contains defects, then the replacement would fall to the Contractor. It is a common practice amongst fiber installers to test the fiber prior to installation. The SOO has been updated to reflect the following:

6.1.1. Pre-Installation Tests states, “The Contractor shall do a one-directional test, with an OTDR, of all fibers of new optical fiber optic for discontinuities, attenuation and length of cable on the reel. It is expected that the cable(s) will be delivered defect-free from the manufacturer. 52 CS shall be allowed to review the test reports prior to the installation of any new optical fiber cable.”
