STATEMENT OF OBJECTIVES
For

DESCRIPTION OF SERVICES.
This Statement of Objectives (SOO) defines the requirement for the Contractor to engineer, furnish, install, and test (EFI&T) two single mode (SM) fiber optic cable (FOC) runs connecting Building 212 (B212) to Building 455 (B455) and Building 774 (B774) to Building 211 (B211) via the recommended existing maintenance hole duct system (MHDS) paths as described in this SOO.
The Contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this SOO. All equipment, supplies, or materials provided shall be new and not refurbished. No equipment, supplies, and material will be provided by the government.
1.1. Engineering. The Contractor shall gather data to EFI&T the installation of outside plant underground optical fiber cable and termination of the cable. The Contractor shall gather all information required to propose a complete response to the task order; inspect proposed installation locations, manholes and handholes, ensure the adequacy of, or lack of, physical access, size, and installation parameters pertinent to support the installation;
determine what construction support is required to implement the proposed installation;
and determine any manhole or handhole modifications necessary to support project installation. The engineering design shall be in accordance with accepted industry standard telecommunications engineering practices for the installation of underground communications conduit and cable. All work is to be accomplished in accordance with the Spangdahlem AB contract, this SOO and its attachments.
1.1.1. Cable Records for Engineering. The Contractor shall survey the MHDS route(s) proposed by the government, and review information relevant to this project by using the appropriate Spangdahlem AB plant-in-place cable records.
The 52 CS/SCXP Project Manager (PM) shall provide to the Contractor any Spangdahlem AB plant-in-place records (cable drawings, manhole racking diagrams, etc.), in both electronic and hard copy, that may be relative to the implementation of this task order. Any deficiencies or inaccuracies in the records, or conflicts (manhole or handhole locations, existing conduit entry configuration into manholes or handholes, etc.) between the records (or this SOO) and actual conditions, will be documented by the Contractor and identified to the 52 CS PM for resolution.
1.2. Contractor Proposal. The Contractor shall submit a proposal for a project to implement this task order. The proposal shall demonstrate that all aspects of the SOO are clearly understood and include documentation that similar projects have been accomplished successfully by the Contractor. The proposal format (with a courtesy copy in *.pdf format) is at the discretion of the Contractor; however, the proposal shall provide all instructions (text, power point/Visio sketches, drawings) and identify all tasks to be accomplished relevant to meeting the task order objectives.
1.3. Weekly Progress Meeting. The Contractor shall chair a weekly project progress meeting that includes 52 CS/SCXP PM, and other Spangdahlem personnel as determined by the 52 CS/SCXP PM. The meeting provides a forum for the Government and Contractor to exchange information about the current project status, installation schedules, and known or expected problems and other information necessary/beneficial to ensure success and timely completion of contract requirements. The Contractor shall record meeting minutes and distribute IAW CDRL A004.
1.4. Contractor Furnished (CF) Materials. The Contractor shall furnish materials for this communications task order. The Contractor shall supply Commercial-Off-the-Shelf (COTS) components required for contract performance wherever possible. All material shall be new and not refurbished. The Contractor shall identify all materials or equipment required for this task order in the Contractor proposal. The Contractor shall list the manufacturer and part number of the proposed material in the proposal. Any distances, lengths, etc. provided in this document are for informational purposes only, not for installation or for ordering material. The Contractor shall determine quantities, measure all distances for duct before ordering material.
2.0 OUTSIDE PLANT DISTRIBUTION CABLE.
2.1 Fiber Optic Cable (All-Dielectric). Outside plant optical fiber cable shall meet OS2 standards and be all-dielectric, loose buffer tube, single mode, water blocked, suitable for underground applications and shall be standards compliant with RDUP PE-90 Designation MLT. The Contractor shall provide optical fiber cables suitable for specific environments and applications. All optical fiber cable used indoors shall be nonconductive and listed for the environment in which it is placed. All optical fiber cables shall comply with industry standards with regard to manufacturers’ cable markings, jacket, rip cords, filling compound/water blocking, fiber color coding, jacketing materials, etc. In addition, the fibers shall comply with industry standards with regard to mode field diameter, core-cladding concentricity, attenuation, and dispersion characteristics at 1310 nm and 1550 nm. All optical fiber cable shall be listed for the environment in which it is installed and shall be in compliance with the current issue of the National Electrical Code (NEC). All fiber cable shall be Low Smoke Zero Halogen (LSZH) to meet European standards. All FO cable should be black sheath and US color coded. The intent is to install the cable in one continuous length, to the extent that it is practical. The Contractor shall determine whether or not there is some practical reason for an intermediate splice in the cable at some maintenance hole/handhole between the cable end points. If an underground splice is necessary, it shall be accomplished IAW commonly accepted telecommunications industry practices for fusion splicing optical fiber cable and sealed with a splice case suitable for the application. If a splice case is installed in a maintenance hole/handhole it shall be pressure tested IAW the manufacturer’s instructions. If a splice case leaks, it shall be reinstalled and retested. A coil of 50 feet of cable (if possible) shall be provided on each cable entering or leaving a splice case in a maintenance hole or handhole. The Contractor and the 52 CS/QAE shall inspect all splices prior to sealing the closure. If, for any reason, moisture contaminates a splice, all affected fiber connections shall be respliced and the entire splice retested.
3.0 OUTSIDE PLANT DISTRIBUTION CABLE TERMINATION.
3.1. Cable Assemblies. Cable terminations shall be by single mode industry standard compliant LC splice cassettes / modules with integrated splice tray’s, either single-fiber or multiple fiber put-ups, fusion spliced to individual fibers in the incoming OSP cable at the FODP. The Fiber Optic Distribution Panels shall be a single panel not to exceed 4 RU’s per location and shall include Quadplex bulk heads.
3.2. Fiber Optic Connectors. Connectors shall be industry standard LC compatible.
3.3. Fusion Splicing. All consumables for fusion splicing optical fibers shall be industry standard of the kind typically used for fusion splicing optical fiber cable and suitable for the application.
3.4. Grounding/Bonding. All armored cable that is installed shall be grounded and bonded in compliance with current National Electrical Code (NEC) standards.
4.0 OUTSIDE PLANT DISTRIBUTION CABLE MARKING.
4.1. Cable Tags. All tags shall be permanently labeled and corrosion resistant, not susceptible to erasure or fading. There is a specific color for FOC at Spangdahlem AB, coordinate with 52 CS PM for additional information.
4.2. Cable Warning Tape. Cable warning tape shall be a minimum of three inches wide, orange in color, with the appropriate communications warning message, and used for underground applications to mark conduit paths.
5.0. DISTRIBUTION SYSTEM INSTALLATION REQUIREMENT.
5.1. Sequence of Operations. The Contractor, with concurrence of 52 CS/SCXP PM, shall determine the sequence in which support the FOC installation for this project.
5.2. Utilities Staking. The Contractor shall not commence trenching and digging in an area until the staking of proposed duct routes is accomplished; the Government and commercial agencies have staked existing utilities; and proper authorizations have been obtained. Should a Contractor-induced delay prohibit excavation from beginning within 48 hours after the Government and commercial agencies have completed utility marking, the Contractor shall be responsible for maintaining the marking. For locations where the Contractor is crossing a utility path, the contractor shall expose the utility by hand digging, a minimum of 3 feet on either side of the marked utility at a depth equal to or greater than the depth required to place the duct. If the proposed route is paralleling (alongside) a marked utility, the contractor shall ensure a minimum 3 feet separation is maintained from the utility, if practical.
5.3. Pumping Manholes. The Contractor shall be responsible for pumping out manholes.
The Contractor shall coordinate with the BCE for specific practices relative to where the water to be pumped may be drained (storm drain, surrounding ground, in the street, etc.).
If it is suspected that the water is contaminated, the Contractor shall notify the 52 CS/SCXP
PM for resolution. The contractor shall prep the Manhole (MH)/Handhole (HH) before entering, such as use ladder/gas detector etc.
5.4. Innerducts Installation.
5.4.1. The contractor shall install approximately 30,500 feet of four (4) 1-inch HDPE corrugated innerduct with pull string as required to support the new fiber runs.
5.4.2. The Contractor shall install telecommunications industry standard cable racks, cable rack extensions, and cable hooks in existing manholes as required. Cable hooks of the appropriate length shall be provided to support cables and splice cases. The cable hooks shall be secured using cable rack locking clips. Splices shall not be supported by the cables that enter each end of the splice case. The splices shall be supported by cable hooks under the splice case. All cables shall be supported using racking clips, cable racks, and cable hooks and be secured using ¾ inch metal wrap lock. All hardware (bolts, nuts, expansions anchors, etc.) shall be suitable for the application.
5.5. Underground Optical Fiber Cable installation.
5.5.1. Between B212 and B455.
At Building 212, terminate a new 96 SM FOC in new FODP on existing Equipment Rack in the main communications room. Install approximately 5,500’ of 96 strands SM FOC from Bldg 212, MH 21, MH 22, MH 23, MH 23A, MH 25, HH 25A, HH
25B, MFH-HH14, MFH-HH7, MFH-HH6, MFH-HH5, MFH-HH4, MFH-HH3,
MFH-HH2, MFH-HH1, MFH2, MFH1, VT-455, and B455. Terminate the new 96 SM FOC in the new Contractor provided FODP in Building 455 communications room. See Figures 1-2 for route/location.
5.5.2. Between B774 and B211.
At Building 774, terminate a new 96 SM FOC in new FODP on existing Equipment Rack in the main communications room. Install approximately 15,000’ of 96 strands SM FOC from B774, VT-774, MH X14, MH X13, MH X12, MH X15, HH
X16, MH X17, MH X19, MH X20, MHF 6, MHF5, MHF 4 , MH 2NA, MH 2N,
HH2M, MH2L, MH2K, MH2H, MH 2F-1, MH2F-2, MH2F-3, MH 7, MH 7A,
MH 7B, VT-211, and B211. Terminate the new 96 SM FOC in the new Contractor provided FODP in Building 211 communications room. See Figures 3-8 for route/location.
Installation Notes:
Bending Radius. The minimum bend radius for OSP fiber optic cable shall be not be less than 20 times the cable diameter during installation and after installation shall not be less than 15 times the cable diameter, without kinks.
Duct/Innerducts Assignment. At locations where multiple vacant ducts, or innerducts, are available, actual duct, or innerducts, to be used is at the discretion of the Contractor, with concurrence of 52 CS/SCXP PM. The intent is to choose ducts for use that will not block another duct or interfere with future cable installations.
Maintenance Loops. The Contractor shall provide 50 feet of cable in the maintenance loop in a coil in the in the first manhole/handhole, out/in and from/to a building, if practical (manhole/handhole congestion may be a consideration for placing the loop somewhere else). At a splice, either in a manhole/handhole or a building provide 25 feet of cable in a maintenance loop for each cable entering/exiting a splice closure (or splice housing inside/outside a building). Maintenance loops in MH/HH shall be stored in a vertical position and shall be supported by two cable hooks. Cable hooks are to be positioned so the highest one supports the underside of the top of the coil and the bottom hook supports the underside of the bottom of the coil.
5.6. Marking Tags.
5.6.1. Cable Marking Tags. All tags shall be permanently labeled (not susceptible to erasure or fading) and corrosion resistant. Install cable tags on new cable in all manholes/handholes entrance/leaving, each side of a splice and on new cable at FODPs. Maintenance loops in manholes/handholes shall be tagged. The same information shall appear on the Contractor’s completed as-built-drawings.

5.6.2. Fiber Optic Distribution Panel Marking Tags. FODPs shall be stenciled/marked with black ink or paint or adhesive backed decals in letters and numbers. If the manufacturer has not identified the sequence in which the ports on FODPs (pigtail modules) are counted, the Contractor shall provide designation labels/strips to identify the sequence in which they are counted. Each splice tray shall be marked to identify the fiber count contained in the splice tray. The marking shall identify the FODP by number (building number), cable number, and terminal (or panel) count.

5.8.3. Tracer Wire Marking Tags. Innerducts tracer wires shall be tagged with a label indicating it as a “Duct Tracer Wire to xxx”-Do Not Remove” (where xxx is the other end of the wire).
5.8.4. Warning Tape. All trenches for outside plant cable installations involving underground cable duct installation shall be marked with cable warning tape. Cable warning tape shall be buried one foot below the surface and shall follow the cable route.
6.0. Testing.
The Contractor shall furnish all test equipment and personnel required to conduct testing. During any testing phase, the Government reserves the right to perform any of the Contractor performed inspections and tests to assure results conform to prescribed requirements. The Contractor shall record all inspections and tests as they are accomplished and make all test sheets/results available for 52 CS PM Review as tests are completed. The Contractor shall notify the 52 CS at least one working day prior to any testing and shall make available all testing standards and criteria used to accomplish testing. All testing will be IAW accepted telecommunications industry standards for the type of cable being tested and the type of test being conducted. The Contractor shall provide test reports to the government within 10 days of completing the testing. The contractor may be required to complete government witnessed testing during the QA and acceptance process. Electronic copies of the OTDR traces shall be included in the test report for optical fiber cable. The Contractor is required to locate/repair any testing irregularities if caused by the installation.
The Contractor shall provide a test plan as to how the system shall be pre-tested, in-progress-tested and post-tested to demonstrate to the Government that the system is fully operational ready to be placed into service (CDRL A005).
The Contractor shall provide an installation test report of the results of the testing accomplished under the installation test plan (CDRL A006).
6.1. New Optical Fiber Cable.
6.1.1. Pre-Installation Tests. The Contractor shall do a one-directional test, with an OTDR, of all fibers of new optical fiber optic for discontinuities, attenuation and length of cable on the reel. It is expected that the cable(s) will be delivered defect-free from the manufacturer. 52 CS shall be allowed to review the test reports prior to the installation of any new optical fiber cable.
6.1.2. Post Installation. Tests shall be accomplished to ensure the installed cable is within industry standard and accepted by 52 CS. The Contractor shall test all fibers of all new optical fiber cables for discontinuities, attenuation and length of cable after termination. All fibers shall be defect free. Optical attenuation tests shall be accomplished at both 1310nm and 1550nm to ensure the installed cable is within industry accepted parameters for the cable type and length being tested. The bi-directional optical power meter and light source method or equivalent test shall be used to perform this test. The Contractor shall calculate the estimated power budget using industry-accepted parameters for the cable type, length and components (connectors, etc.) being tested. The fiber shall be tested, using an optical time domain reflectometer (OTDR), to determine the installed cable length between FODP’s. The pass/fail criterion is met when the OTDR results show no anomalies, unexpected reflections or losses and the fiber attenuation is less than the maximum allowable attenuation value as calculated. Contractor is required to locate and clear anomalies or defects if caused by the installation.
6.1.3. Pressure Testing. Splice cases that have been installed by the Contractor in all manhole/handhole applications shall be pressure tested in accordance with manufacturer’s instructions. If a splice case leaks, it shall be reinstalled and retested.
6.1.4. Duct Sealing. After installing cable in a conventional innerducts entering a manhole, cable vault, or building, seal the duct, and around cable in the innerducts, with a duct plug, removable putty sealant (duxseal).
7.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES (GFP/GFE/GFS).
7.1. Damaged GFP. The Contractor shall determine the condition of manholes or handholes into which the Contractor shall install new fiber and report to the 52 CS/SCXP PM any manholes or handholes found damaged, or unusable. The Contractor shall, in the event of damage to GFP during installation, determine and report to the 52 CS/SCXP PM the extent and probable cause.
8.0. GENERAL INFORMATION.
8.1. Applicable Documents. The Contractor shall comply with all federal laws, codes, regulations, and statutes applicable to performance of this contract. Some documents (not an all-inclusive list) that may be applicable are included in the following tables. It is the Contractor's responsibility to obtain and adhere to all applicable federal standards.
Note. If there is a conflict between the requirements of this SOO and any applicable document identified in this paragraph, or between documents, the most stringent requirement shall prevail.

8.2. State, Local and Site-Specific Regulations. The Contractor shall comply with all applicable state, local, and site-specific codes, regulations, and statutes related to the requirement.
8.4. Environmental Management. The Contractor shall comply with the most stringent environmental federal, state, and local laws and regulations; and Air Force policies, instructions, and plans. The federal Government is not exempt from compliance with environmental regulations. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies on Spangdahlem AB, Germany during the performance of work associated with this task order.
8.5. Commercial Standards and Manuals. The Contractor shall comply with the following commercial standards (not an all-inclusive list) where applicable. It is the Contractor's responsibility to identify and obtain other standards/manuals not listed that may be relevant to task order implementation.

9.0. CONTRACTOR PERSONNEL.
9.1. Site Visit Request Letter. The Contractor shall process a Site Visit Request Letter.
This letter shall identify the names, social security numbers (or other unique identifier depending on the person’s country of citizenship), driver’s license numbers and state of issue, and date of birth of the personnel who will be performing on this task order.
9.2. Staffing Plan. The Contractor’s proposal shall include a description of labor categories, number of personnel in each category, and a short position title indicating a sufficient number of on-site/off-site personnel in each category required to meet all contractual obligations.
9.3. Key Personnel Listing. The Contractor shall provide a key personnel listing, to include the Contractor’s POC, and contact information to the Contracting Officer prior to commencing work and update information on a continual basis as changes occur to ensure it is always current and correct throughout the life of the contract.
9.4. Program Manager. The Contractor shall provide a program manager and an alternate responsible for contract performance and continuity. The Contractor shall identify the program manager or alternate's range of authority to act for the Contractor relating to daily contract operation.
9.5. Site Point of Contact (POC). The Contractor shall provide a Site POC and an alternate responsible for on-site interface for all work site communications with the Government. The Site POC shall be on site during duty hours until task order completion.
9.6. Quality (Control) Assurance. The Contractor shall provide a quality control plan that includes the quality control definition, approach to quality control, how the plan will be applied, and methods for handling deficiencies. The Contractor shall provide quality assurance support for the life of the task order. This support shall include assisting the
Government representative in performing random spot checks. The Contractor Quality Assurance representative shall be responsible for identifying and correcting deficiencies, if related to implementation of the task order. A weekly report (soft copy) shall be submitted indicating progress/status and listing any deficiencies/discrepancies found and actions to correct them. (CDRL A003)
9.7. Personnel Qualifications. The Contractor is solely responsible for ensuring that sufficient personnel are assigned to this contract and that all personnel are experienced and qualified to perform the tasks associated with this task order. Evidence of training, experience, qualifications, and certifications, and security clearances of on-site/off-site personnel shall be provided.
9.8. Enterprise-Wide Contractor Manpower Reporting Application (ECMRA) The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the site survey, and follow-on project, to Remove Deactivated Multi-pair Cables from the Manhole and Duct System via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address http://www.ecmra.mil.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the ECMRA help desk.
9.9. Security. The Contractor may be required to work in secure/controlled areas. The Contractor shall identify and coordinate access and escort needs, 72 hours in advance, with the 52 CS/SCXP during performance of the task order. A security clearance is not required for the implementation of this task order but a security background check will be required.
9.10. Base, Restricted and Controlled Area Access, Contractor ID Badges. All Contractor personnel shall comply with Spangdahlem AB security policies for access to the installation. The Contractor shall coordinate with the 52 CS/SCXP to obtain and return temporary badges and vehicle registrations. When applicable, the Contractor shall coordinate with the 52 CS/SCXP PM for access and security badges for access to restricted and/or controlled areas. Contractor personnel shall wear these badges at all times while in the secure areas. The Contractor shall provide identification badges for employees which are to be worn at all times that identify the individual, company name, and clearly indicate the wearer is a contractor. All Contractor personnel shall wear these badges while on duty at the Site on which work is being performed.
9.11. Key Control/Combinations. The Contractor shall establish and implement methods of assuring control and safeguard of all Government keys or lock combinations issued to the Contractor. GOVERNMENT KEYS SHALL NOT BE DUPLICATED. See FAR 52.245-2(e) (2).

9.12. Notification. The Contractor shall immediately notify the 52 CS/SCXP PM and the Contracting Officer of any occurrences of lost or duplicated keys or compromise of combinations. In the event of a compromise, the Contractor may be required to provide appropriate consideration.
10.0. HOURS OF OPERATION.
10.1. Normal Hours of Operation. The Contractor shall perform the services required under this contract during normal duty hours of the site which are 7:00 a.m. to 4:00 p.m.
Monday thru Friday. However, mission requirements may necessitate work outside normal hours. Any site work requested by the Contractor to be performed outside of normal duty hours shall be coordinated with the Contracting Officer at least ten (10) calendar days in advance. Delays associated with working on an active military installation are at the Contractor’s risk. Delays may be military family days, scheduled military exercises, physical training, etc.
10.2. Holidays. The Contractor shall not perform under this contract on federal holidays or site-unique down-days unless expressly authorized by the Contracting Officer.
10.3. On Call/Emergency Services. The Contractor shall be required to provide support and/or assistance in the resolution of Contractor-caused system problems during non-duty hours for emergencies or mission need basis at no cost to the Government.
11.0. SAFETY.
The Contractor shall meet with Base Ground Safety, Environmental Management Office, and health officials prior to commencement of work.
11.1. Confined Spaces. The Contractor shall be responsible for the safety of Contractor personnel entering confined spaces on the sites on which work will be performed and for meeting the requirements of Air Force Instruction (AFI) 91-203, Chapter 23, Air Force Consolidated Occupational Safety Instruction and applicable OSHA Standards. The Contractor shall enter confined spaces, and perform confined space atmospheric testing/forced air ventilation and shall conduct exposure monitoring during confined space entries. The Contractor shall mark and barricade open manholes and trenches IAW applicable OSHA Standards, and any local procedures. The Contractor shall coordinate all confined space operations with the Base Ground Safety Office, including the processing of confined space entry permit, AF Form 1024, prior to start of work. There is the possibility that the Contractor may have to enter manholes or handholes that are classified by the Base Confined Space Program as permit-required and may be joint use (contain both comm and power).
11.2. Accident/Incident Reporting and Investigation. The Contractor shall record and report all available facts relating to each instance of accidental damage to Government property or injury to Contractor personnel to the Base Ground
Safety Office. The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Contracting Officer. If the Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.
11.3. Hazardous Material Identification. The Contractor shall submit Material Safety Data Sheets (MSDS) IAW FAR Clause 52.223-3 for any hazardous materials (paints, solvents, cleaners, encapsulating compound, etc.) to be used in performance of the contract. The Contractor shall file the MSDS(s) with the Base Environmental Management Office prior to using hazardous material. The Contractor shall comply with local environmental procedures concerning the use, disposal, or reporting of hazardous materials.
11.4. Base Civil Engineering Work Clearance Requests. The Contractor shall obtain a Base Civil Engineering Work Clearance Request, AF IMT 103, for any work that may disrupt vehicular traffic flow, base utility services, protection provided by fire, security police, digging or excavations, or routine activities of the base. The Contractor shall obtain an approved Base Civil Engineering Work Request, AF Form 332, prior to any manhole or handhole modification. The Contractor shall trench, excavate, enter confined spaces, perform confined space atmospheric testing/forced air ventilation, and mark and barricade open trenches IAW OSHA Standards, and any local procedures.
11.5. Contractor-Furnished Property and Equipment (CFP/CFE). The 52 CS/SCXP PM will not accept receipt of Contractor provided material to be delivered to the USAFE work site. The Contractor shall be responsible for the receipt, staging and deployment of Contractor provided equipment and material.
11.6. Identification/Marking. The Contractor shall clearly mark all CFP with the company name, contract, and task order number. The Contractor shall place an easily read, visible, sign (minimum 8.5" x 11") on large containers, construction equipment, or un-manned vehicles while on the Government installation indicating the company name; contract, task order number; project title; and both the Contractor and Site POC's names and local telephone numbers.
11.7. Transportation and Storage of Material/Equipment. The Contractor shall transport and store all CFM and CFE required implementing contract requirements.
The Contractor shall identify in the proposal any base support requirements (for example, laydown and storage areas) necessary to complete this task order.
11.8. Construction Equipment. The Contractor shall provide construction equipment (e.g., backhoes, trenchers, loaders, etc) required to support implementation. The Contractor shall be responsible for transportation of construction equipment to/from the work site, as well as their security.
11.9. Service Outages. The Contractor shall be responsible for preventing any unscheduled Contractor caused interruptions of service.
12.0 PERFORMANCE.
12.1. Place of Performance. The place of performance is Spangdahlem AB, Germany.
12.2. Period of Performance. The period of performance for this Task Order shall be determined based on the proposed schedule and actual contract award date.
13.0. DELIVERABLES.
13.1. Required Deliverables. All deliverables are subject to Government acceptance and approval. They shall meet professional standards and the requirements set forth in the Spangdahlem AB contracting office and this SOO. All deliverables shall be produced using recommended software tools/versions as accepted by the Government.
13.1.1. Digital Photographs. The Contractor shall document and provide the following by digital photographs upon task order.
a. Conduit entry into the manhole or handhole.
b. MH/HH wall(s) through which Contractor installed conduit enter.
13.2. As-Built Drawings. The Contractor shall provide color red-line drawings, no later than 30 days after project completion, depicting the as-built configuration of all Contractor installed conduits, OSP cable, innerduct, building cable, etc. As-built drawings shall include manhole racking diagrams which depict conduit usage, if Contractor installed innerduct and/or cable is in the duct. The symbols and text used to depict and record the as-built configuration shall be like those now used on Spangdahlem AB plant-in-place cable drawings. The electronic red-line drawings shall be in a format that is compatible with the Spangdahlem AB communications mapping program. The Contractor shall provide As-Built Rack Elevation, Inside Cable Plant and Outside Cable Plant drawings and distribute in accordance with CDRL A001.
14.0 SCHEDULE.
The Contractor shall provide a complete milestone schedule that denotes major activities to include time-phased start and completion dates for this task order within 10 days of contract award. A weekly report shall be submitted indicating project progress/status and listing any deficiencies detected and corrective action taken. (CDRL A002).
