1.0 MISSION OBJECTIVE.

The 48th Fighter Wing Integrated Programs Office, Royal Air Force (RAF) Lakenheath, United Kingdom (UK), requires Modular Facilities. These facilities will need to be fully operational with all furnishings and associated connection to utilities and installed in compliance with Construction (Design and Management) 2015 (CDM 2015) Regulations and National Fire Prevention Agency (NFPA) standards.

SCOPE.

2.0 Regulatory Compliance

2.0.1 All applicable English Law including Approved Codes of Practice (ACoP), Industry Best Practice, and Building Regulations. The contractor must provide details of internal layout and occupancy levels, details of foul and surface water drainage are also required.

2.0.3 National Fire Prevention Agency (NFPA) and United Kingdom Fire Safety Codes and Standards

2.0.4 All compliance with all applicable laws and regulations will be as of the date of award. The contractor shall include in their contract proposal all CDM 2015/Health & Safety Phase plans, JSP375 compliance building regulations compliance documents, Independent Structural Certification, Post Contract Maintenance Strategy, Pre-construction H&S Information, MoD fire Certification, Fire Mitigation Strategy that includes all drawings such as civil, electrical, mechanical, utilities, emergency lighting, detection, and sprinklers. (See “Appendix C” for example of Fire Mitigation Strategy format and content).

2.0.5 The contractor shall submit all information to the US Government for all, if any cranes are intended to be operated within RAF Lakenheath with the contract proposal and shall indicate the dates in which they are intended to be used.

3.0 REQUIREMENTS.

3.1 Description.

The following modular facilities are required:

Project 1:

Quantity one (1) Each:

· A single storey modular facility to serve a collaborative office space with approx. 30 terminal workstations and 20 workstations with a mixture of open plan office space and provision for a small number of single and dual occupancy private offices.

· Circa 4000ft2 (equivalent to 20 coupled single modular units)

· Internal doors on both ends of hallway either end of the area with offices

· Desired indicative office space as per attached layout in Attachment 8.

· Unit will have a minimum of 2nr Toilets, Kitchen/Break area and server room

· To be sited on existing block paved car park. Contractor to assess suitability/need for pad foundations on this surface and design/install accordingly.

· Services required – Power, HVAC, Comm, Fibre, Water, FW Connection (to be provided by the Government)

Project 2:

· A single storey modular facility to serve a collaborative office space. Layout to comprise of: 4 dual use offices, 1 server room, min of 2nr toilets and all other available space as open plan office space. Total requirement of minimum 30 workstations required for open space.

· Circa 2500ft2 (equivalent to 12 coupled single modular units)

· Unit will have a minimum of 2nr Toilets, Kitchen/Break area and server room

· To be sited on grass area. Contractor to design/determine exact siting/levelling/foundation requirements.

· Services required – Power, HVAC, Comm, Fibre, Water, FW Connection (to be provided by the Government)

3.2 Period of Lease/Hire.

The initial lease or hire of the modular facility is listed below. Any additional lease or hire period, known as “Options,” will be required if notice is provided to the contractor in accordance with FAR 52.217-9.

Project 1:

Mobilization, to include site preparation and facility installation, is required for this facility to be operational by 01 December 2022.

Initial lease/hire period: 01 December 2022 to 30 November 2023 Option Period 1: 01 December 2023 to 30 November 2024 Option Period 2: 01 December 2024 to 30 November 2025

Project 2:

Mobilization, to include site preparation and facility installation, is required for this facility to be operational by 01 December 2022.

Initial lease/hire period: 01 December 2022 to 30 November 2023 Option Period 1: 01 December 2023 to 30 November 2024 Option Period 2: 01 December 2024 to 30 November 2025

3.3 Escorts.

3.3.1 The contractor shall submit the names of all the personnel requesting access to the base for each day, as well as the information of all vehicles accessing the installation to the 48 FW/PIO Office (Make, Model, Color, and Registration Number) at least two weeks in advance in order for the Government to coordinate escorts.

3.3.2 Contractor is to provide and service fit for purpose site welfare facilities for construction workers and visitors in accordance with CDM 2015. Site welfare facilities shall have provisions so as to not require building service connections or any service by the US Government. The work area shall be secured with fencing for controlled access during the period of performance, the contractor shall remove the fencing from the site once construction is finished. The site boundary will be identified during the site visit.

4.0 EQUIPMENT.

4.1 Infrastructure: The Contractor shall provide a new or refurbished single storey temporary facilities. This modular facility shall be made of a steel structure with composite walls and a neutral light color. The contractor shall be responsible for site preparation, foundations, building assembly, and connection of all underground utilities.

4.1.2 For each modular facility, exterior windows shall be shatterproof with window coverings, and at least 2 exterior doors.

4.1.3 Any stairs shall have a high slip resistant coating.

4.1.4 Furniture shall be provided as part of the lease, see appendix D.

4.1.5 Floorplan: All space planning is to be done in accordance to Workplace (Health, Safety and Welfare) Regulations 1992 and AFI32-1084 Regulations. (Please see conceptual Drawing for conceptual floor plans).

4.2 Utilities: All of the internal utilities will be included and provided by the contractor for the modular facility. The contractor will be responsible for providing the respective connections and connecting the services from the modular facility to the underground services. The US Government shall indicate the contractor the location of the identified connection points for electrical, water, and sewer utilities.

4.2.1 Electrical

4.2.1.1 There shall be at least three 220v electrical sockets available per workstation within a reasonable distance to each desk. If power outlets are mounted on the floor ports in open work areas, they shall be flush in order to prevent tripping hazards and include covers to protect against accidental spills.

4.2.1.2 Internal and exterior lighting shall be included to provide suitable lighting levels to Chartered Institution of Building Services Engineers (CIBSE) Code to Lighting. Internal LED lighting preferred.

4.2.2 Communications

4.2.2.1 There will be two Cat-6 ports available at each workstation (Please see conceptual Drawing for conceptual floor plans). Network ports should be mounted on walls, or if they are mounted on floor ports in open work areas, they shall be flush in order to prevent tripping hazards and include protection covering to protect against spills. The contractor is responsible for all wiring leading to the communications hookup. Ports to be annotated on Floor plan submission

4.2.2.2 The contractor shall also provide accommodations for the Government to be able to install Wi-Fi and associated access points that will cover the entire occupied building.

4.2.3 Mechanical: The facility shall include electrical environmental controls.

4.2.4 Plumbing: All plumbing, equipment such as water boilers, and fixtures shall be included.

4.2.5 Fire Alarms, Fire extinguishers, associated signage, and fire mitigation strategy shall be included in the facility. All fire protection shall be in compliance with Building Regulations Part B, Fire Regulatory Reform Act and British Standards, as well as with the National Fire Protection Agency standards. Each facility shall have a wireless Monaco base fire alarm system.

4.3 Finishes

4.3.1 Ceilings: The office facilities shall have sound-attenuating ceiling tiles.

4.3.2 Floors: The office modular facilities shall include heavy-duty carpet tiles of a dark, aesthetic color for all floors with the exception of wet areas. Wet areas shall have heavy duty vinyl flooring. The industrial modular facilities shall be robust and capable of withstanding industrial use.

4.3 Warranty & Service: The contractor shall be responsible for manufacturer’s recommended preventative maintenance and a quarterly inspection and for all maintenance of the facility; additionally, the contractor shall provide the US Government a Post Contract Maintenance Strategy. Emergency responses shall be conducted within the first 4 hours and regular maintenance calls within 1 business day (U.S. and U.K. Holidays). Custodial services shall be provided by the US Government.

4.4 Demolition/Removal: At the termination of the lease, or when informed by the US. Government, the contractor shall be responsible for all disassembly, removal of the facility and all components from site, the contractor shall be responsible for disconnecting all utilities and for returning the site to original conditions. All activities shall be accomplished within 120 days after being notified by the US Government.

4.5 Submittals

4.6.1 Submittals should include floor plan with Comprehensive Intensive Design, internal equipment, fire egress and design, & utility connection specifications and demand.

4.6.2 The contractor shall provide submittals for seating arrangement in compliance with UK Standards.

4.6 Equipment: Any equipment required in addition to/or in place of, shall be submitted to the 48 CONS Contracting Officer for approval.

5.0 Miscellaneous

5.1 Contractor shall not penalize the facility users for hanging items on walls (i.e. projectors, whiteboards, picture frames, etc.) or normal wear and tear of the facility, equipment, and furnishings.

5.2 The contractor shall submit to the Contracting Officer details of procedures and pricing to address damages to the facility, equipment, and furnishings caused by the Government, which are deemed beyond normal wear and tear.

5.3 The contractor shall accept and undertake the role of Principal Designer and Principal Constructor in accordance with the CDM Regulations 2015 from the point of Contract Award. The contractor shall include with their contract proposal all Risk Assessments and Methods Statements (RAMS) and all pertinent Pre-construction Health & Safety (H&S) Information as determined by law.

5.3.1 Upon appointment, the Principal Designer shall undertake a comprehensive review of the design to identify, assess and mitigate health and safety hazards throughout the design of the facility.

5.3.2 Upon appointment the Principal Designer shall submit the Health and Safety Executive (HSE) Form 10 - Notification of Construction Project to the HSE as applicable, in accordance to Schedule 1 of the CDM 2015 Regulations. Additionally, the contractor shall ensure all H&S compliance is in line with JSP 375 in all areas of work.

6.0 MoD/DIO Regulatory Compliance Deliverables

The contractor shall deliver a fit for purpose facility and shall be responsible for ensuring of signed building certifications and regulations are completed. In accordance with all applicable Ministry of Defence, Defence Infrastructure Organisation, Defence Safety Agency, Defence Fire Safety Regulator (DFSR) and Duty to Consult processes and regulations, and as established in question 24 of Site Visit Questions from April 18, 2019. In order to obtain building certifications, the contractor shall be responsible for obtaining a Certificate A, Developing a Design Fire Strategy, to follow the Tech 12 Handover Process and submit the Tech 12 package, the Construction Fire Strategy, and the Health and Safety File.

6.1 Certificate A

The contractor shall appoint a Building Control Adviser and shall submit the details to DIO Building Standards Team along with a fully signed MOD Building Regulations Compliance System design compliance certificate C1 as required by MOD Policy Instruction PI 02/10 (Attachment 1). A fully signed C3 Building Regulations Completion Certificate shall also be provided to DIO Building Standards Team at completion. The contractor shall refer to the MOD Building Regulations Compliance System or the Defence Safety Authority/Defence Fire Safety Regulator (DFSR) Duty to Consult processes. The contractor is also responsible for obtaining a Full Building Regulations and DFSR certification prior to handover.

All relevant completed documentation (inclusive of BS5839 design certificate, electrical conformity certificate, C1 etc.) In accordance with MOD Building Regulations Policy Instruction 02-10 (Attachment 1).

The following are typical details produced by the Project Manager/Contractors subject matter experts, to be provided to DSA Defence Fire Safety Regulator and DIO Building Standards to demonstrate compliance with the relevant regulations/standards:

· Details of the proposed building layout with dimensions.

· Details of construction materials.

· Identification of means of escape routes with travel distances indicated, including details of accessible means of egress and escape.

· Occupancy levels.

· Location of special hazards and/or places of higher fire risk.

· Location and details of stairs and lifts (if applicable)

· Details of plant room access and associated escape routes.

· Space separation and surface spread of flame standards.

· Signage, furniture and other equipment/machinery layout to be shown (where known).

· Fire-fighting equipment and suppression systems (if applicable).

· Details and location of fire detection and fire alarm, and associated control equipment.

· Emergency escape lighting.

· Access and facilities for the Fire & Rescue Service.

· Details of water supply for fire-fighting.

· Details of potable water supply, drainage and electrical services.

In accordance with the MOD Building Regulations Compliance System Section 5, where compliance with the Building Regulations Approved Document cannot be achieved or where it may be unreasonable due to operational requirements, the Compliance Certifier (Project Manager/Contractor) must submit a request for a Determination of Building Regulations to the DIO Senior Building Surveyor. All applications for Determination must be submitted on the BRCS D1 Form.

6.2 Design Fire Strategy

In accordance with fire safety legislation, the Regulatory Reform (Fire Safety) Order 2005, and MOD policy, the contractor is requested to design a Fire Strategy. Although this is a guide, it may not contain everything that is required for your specific work. The typical information on a Fire Strategy will include:

Drawings Architectural General Arrangement Drawings Demolition drawings (if applicable) Fire strategy drawings including compartmentation, means of escape, Fire hydrant locations and Fire Brigade Access Fire door schedule Fire window schedule

Fire system drawings Fire detection and alarm layout drawings and zone drawings Emergency lighting drawings Emergency lighting calculations Emergency Communication (EVC) drawings Fire suppression design drawings Fire suppression design calculations Fire hydrant drawings and hydraulic calculations Smoke Control layouts and calculations Mechanical drawings including damper locations

Cause and Effect (for all systems)

Design Certification Fire alarm detection and alarm Emergency lighting Fire suppression Lighting protection C1, C3 certificates Fire Door Certificates Relevant test certificates such as fire door, fire glass, intumescent paint, fire partitions, fire shutters.

Specification Damper specification Fire door specification Fire stopping specification (and method statement) Any specification relating to fire safety such treatment of steel work e.g. intumescent paint, fire rated windows, fire shutters

Additional information may be requested in works that require fire engineered solutions or where alternative compliance design solutions are proposed (Please see Attachment 4 for an example of a Fire Strategy).

2. The Building Control Adviser (BCA) appointed to the works will liaise with the undersigned Fire Safety Inspector (FSI) to agree the design requirements to enable the FSI to issue the mandatory Certificate A for the works. Requests for design determination against Building Regulations or Defence Fire Standards are to be submitted on the appropriate forms and to include consultation with the FSI. Site inspections during the build will be undertaken to verify compliance with the agreed design3. Where the works are found to be outside the agreed design they will be highlighted in a report to inform relevant parties and be retained on file for record purposes. The comments will cover the following:

a. Fire Safety Order compliance (Statutory).

b. Building Regulations Approved Document B1 or Scotland and Northern Ireland equivalents (Goodwill Advice4).

c. Defence Fire Standards compliance (Mandatory).

3. A Fire Safety Completion Certificate will be issued to confirm that the FSI is satisfied that the works have been completed to the satisfaction of the fire safety regulator after a successful pre- handover inspection by the FSI has been undertaken and receipt of the following information (where appropriate):

a. Copies of relevant design, installation and acceptance certificates for passive and active fire safety measures incorporated in the works.

b. Copies of such fire safety information (e.g. fire strategy; fire alarm layout and alarm panel(s); fire protection systems; fire engineering solution measures, etc.) required under Regulation 38 of the Building Regulations 2010 (or Scotland and Northern Ireland equivalents) to assist the Duty Holder to operate and maintain the building with reasonable safety.

4. Please refer to the Defence Fire Safety New Works Requirements document for compliance purposes (Attachment 2).

6.3 Tech 12 - The Handover Process

A Tech 12 will be accomplished in Accordance to DIO SD TFM-USF TECH 012, V0.1 dated Aug 14 (See Attachment 6). The handover process is applicable to all DIO SD TFM-USF (DIO-USF) works and involves the process by which projects move from construction through handover to Base maintenance and operation responsibility, (Civil Engineering or equivalent). The inclusion of the entire handover process in one Supporting Document will enable ease of implementation.

TECH 12 – The Handover Process will include a package of information. The following list will be listed in DE USF Form 141 – Schedule of Documents at Project Handover (This should be the agreed (between CES & the Contractor) basis for required documents at Handover, see Attachment 6 for an example).

The following list is a sample of those documents and do not necessarily include all documents that will be requested by MoD Building Standards Team and the Defence Safety Agency:

Forms C1 & C3 C1 – Compliance with Building Regulations at Design Stage C3 – Compliance with Building Regulations at Construction Stage Fire Strategy Assessment FS001 – Fire Compartment and Escape Route Plan FS002 – General Escape Route and Emergency Lighting Fire Alarm G1 – Fire Alarm Design Certificate Handover Two-part Meeting Sample – Repair A & B Bubbles: Form 130 – Certificate of Completion of Works Form 131 – Certificate to be completed at the end of the Maintenance Period (1 yr?) Form 139 – Certificate of Facility Acceptance Form 140 – Schedule of Maintainable Assets (Note that these need to be maintained as required)

As discussed at the meeting, nothing should be from the design, all should be As-Built and final testing/certification. The electric shop should have an example of a completed Electrical Test Certificate, if needed, I did attach the 2018 version, but the Contractor should certainly know what to provide. All forms need to be signed by competent persons in their field. All of this is typically provided in binders and on CD or DVD, with the Tabs aligned with the Sections and Numbers of the Form 141. The Fire Officer and Building Control will need e-copies.

6.4 Construction Fire Strategy

A construction Fire Strategy is accomplished after the completion of the construction efforts and is based on the “Design fire Strategy” submitted in the (now approved) Cert A package, updated with as fitted drawings and manufacturers information. A typical construction fire strategy includes Non-Compliance issues. Please refer to attachment 6 for an example of a Construction Fire Strategy.

6.5 Health & Safety File

A Health & Safety File consists of all statutory requirements as detailed by the Health and safety Executive in the CDM2015 regulations and the Tech 12 guidance (content and format) to include all maintenance strategies and O&M Manuals.
