Fire Strategy Assessment
Section “B” Fire Strategy based on the CISBE Guide E
a) Introduction.
The facility operates as a fast food outlet with a combination of eating in, take away and drive thru options.
50% of the building is dedicated to customers with various seating areas and washroom facilities. The remaining 50% is dedicated to the Kitchen, Food Storage, Office and staff faculties.
There are two main forms of cooking involved. There are two deep fat fryers (one is redundant and will be removed as part of this project) and broiler in existence, both are provided with Ansul Protection.
There is two means of escape from the restaurant which lead directly outside, and there are two means of escape from the kitchen and back of house facilities. One leads directly outside and the other escape is through the restaurant area. As part of this project it is proposed an additional fire escape is added to improve fire safety measures from the staff rest room.
b) Project
The project includes for the interior and exterior renovation of the facility. The only spaces that are not included within the refurbishment are the staff and storage areas.
A majority of the works include the replacement of finishes. Existing fixtures and furniture are being replaced within the restaurant and customer washrooms only.
The project includes for the replacement of general and emergency lighting throughout the work areas. This also includes the replacement and addition of illuminated exit signage and external emergency lighting.
The project includes for the addition of a fire escape from the staff rest room reducing the risk of entrapment and escape through a high risk area.
(Kitchen).
The works include the removal of one existing fryer hood which includes the removal of a Suppression System supply. The works also include for the replacement of the broiler hood to improve cleanliness. This will include for the installation of new suppression system within the hood which will be connected to the existing Ansul Suppression System.
Existing doors within the work areas will also be replaced improving the aesthetics as well as improving fire compartments and vision.

d) Means of Escape
An existing fire strategy and risk assessment has been requested; however it has not been provided or does not exist. The fire strategy drawing FS001 and FS002 has been produced and is based upon assumed fire escape routes and construction of walls, doors, window, opening protection in order to assess compartments.
We are improving travel distances to exits by provide an additional external fire escape from the staff rest room. This removes inner room scenarios and prevents staff escaping through high risk areas (kitchen).
e) Fire Spread Control
An existing fire strategy and risk assessment has been requested; however it has not been provided or does not exist. The fire strategy drawing FS001 and FS002 has been produced based upon assumed compartments and the rating of those compartments has been based upon the examination of existing components. For example if an internal wall is masonry and it is full height we can assume a fire rating of at least 1 hour.
f) Design Fires
As the fire strategy relies on compliance with prescriptive standards and not a fire engineered solution, design fires are not relevant.
g) Facilities for the Fire Brigade
The existing building is well served by a network of roads and wide footpaths whereby a fire tender can gain access to within 10m of the building. There are also fire hydrants within 100 meters of the existing building. Fire tender and hydrant locations can be seen on drawing FS003.
h) Fire Systems
i. Smoke Control
An existing smoke control strategy has not been provided but it is assumed that the existing strategy for the building is for the fire service to clear rooms and voids of smoke manually with portable fan equipment. After the fire is extinguished smoke can be vented via the external doors & windows with the assistance of the supply air ventilation system which can be operated independently via the fireman’s control panel from the mechanical control panel.
ii. Sprinkler Systems
The building is not protected by a sprinkler system. However, it is protected by fire detection measures, and the cooking equipment is protected with a Ansul R-102 suppression system linked through to the fire alarm upon activation.
Telephone: (01553) 776148 - Fax: (01553) 778320 - Email: enquiries@templemandesign.com - Web: www.templemandesign.com
Fire Strategy Assessment Renovation of Burger King
iii. Alarm System
The Existing Fire Alarm system has been retained and information provided to give the contractor guidance regarding the setting of the multi-functional detectors, minor amendments have been indicated to suite the operational needs of the facility. Full detection under US regulations is required. Sound levels of 75db required to all areas
iv. First-aid fire fighting
An existing fire plan has not been provided. Some areas have fire extinguishers provided for small fire fighting and positions are located on drawing FS001.
v. Emergency Lighting
Compliance with US standards of average of 10.8 lux in all escape routes with a minimum requirement of 1 lux. Within the Kitchen B.S 5266_1:2011 is more onerous and a minimum illumination level of 15 Lux is required. LED maintained signs have been indicated over exits.
i) Role of Management
The building management shall incorporate/consider building layout changes and revise their management system/fire strategy as necessary. It should be noted that no fire risk assessment for the building has been made available for this project.
j) Cooking Equipment
This project does not include the supply of cooking equipment however is does include the replacement of the extract canopy/hood over the Broiler.
The hood is constructed to NFPA 96 standards and includes integral Ansul R- 102 Fire suppression pipework and nozzles linked to the existing Ansul R-102 systems. In the event of a fire at the broiler, the thermal link will activate the Ansul system suppressing the fire locally. The Ansul system also interfaces with the fire alarm panel and will activate the alarm. This in turn will interface with the BMS/ Mechanical Control panel ( to be replaced under separate project DIO Project number MSET L6098) which will interface with the new gas safety panel which will activate the gas solenoid valve which will close and shut-off the supply of gas to the cooking equipment.
k) Fire Hydrants
Fire hydrant are not included within this projects scope of works.
RAF Lakenheath
l) Ventilation System
Telephone: (01553) 776148 - Fax: (01553) 778320 - Email: enquiries@templemandesign.com - Web: www.templemandesign.com
The ventilation system shall be interlocked with the gas supply to the gas fired catering appliances via current monitoring devices on the supply and extract fans and via a gas safety control system. If the ventilation is not running then the gas solenoid valve is shut preventing the supply of gas to the appliances.
The fire alarm panel is interfaced with the gas safety panel via the BMS (to be replaces under separate project DIO Project number MSET L6098).
m) Fire Dampers
This project does not include works relating to fire dampers.
n) Roof Void
There are no roof voids within the building only ceiling voids. The detection system was replaced in July 2011 by Global Fire and our brief is to exclude replacement of the alarm system.
o) Other Issues
As the client has not provided a fire risk assessment for the existing building which is required in accordance with the Regulatory Reform (Fire Safety) Order 2005, this strategy has been produced to the best of our knowledge & by virtue of this strategy being formally submitted, the client is deemed to have accepted any assumptions & design decisions that have been made.
