Performance Work Statement
4.7. OVERSEAS REQUIREMENTS (if applicable). The
Contractor is responsible for ensuring all country clearances, passports, visas, and accreditations required by the Host Nation are obtained prior to employment of individuals under this contract. The Contractor shall be responsible for obtaining the appropriate country specific requirements, and shall coordinate this with the CO and/or SCM. All Contractor personnel shall have been, cleared, granted visas, work permits etc."
Overseas Requirement Will the Government sponsor DOCPER status for this position?
No the government will not be assisting with DOCPER status. Therefore the Contractor must ensure all applicable United Kingdom taxes are paid and the Contractor abides by all applicable United Kingdom laws
While logistical support may be provided, contractor employees are not considered “civilian components” under the Status of Forces Agreement (SOFA) between the United States and United Kingdom, the Visiting Forces Act of 1952, and the Memorandum of Understanding between the United States and United Kingdom of 1987. As such, the Contractor must ensure all applicable United Kingdom taxes are paid and the Contractor abides by all applicable United Kingdom laws
Solicitation Instructions, Conditions, & Notices to offerors
In the Instructions to Offerors, Paragraph E, under the description for Attachment I - Technical Capabilities, the Government requires Offerors to "provide responses to the Technical Capabilities for evaluation as listed in Attachment 3". That I can find, there is no Attachment 3 (Technical Capabilities) included in the solicitation package. Can you please clarify?
For Attachment I - Technical Capability, the attachment shall provide documentation that can demonstrate how an Offeror plans to fulfill the Government's two (2) technical capabilities that are identified in paragraph 1.3.7.1: Education and Training in the Performance Work Statement (PWS).
Please refer to paragraph 1.3.7.1: Education and Training in the revised PWS and solicitation.
Performance Work Statement 4.8
The employee does not require a Secret or higher clearance according to the PWS.
Please confirm that the FCL requirement does not apply to this solicitation. Verified with AFMERA; facility security clearance requirement language removed
