FA557524Q002 – WATER TESTING

Questions and Answers

1. I am writing to seek clarification regarding the subject matter solicitation. We are an interested bidder and we would like to know if it’s possible to compete for the requirement with our local subcontractor, since the solicitation states that the Awardee shall be located in Spain.

ANSWER: Yes, your company can submit a quote. The most important part of the requirement, is for us to be able to get someone on base to perform tests within 24hrs and provide results within 5 days. So please highlight that this is something your company is able to fulfil in your quote.

2. Should I complete attachment number 3 with the individual prices for the testing parameters or is there something else you need me to complete?

ANSWER: Yes, please complete attachment 3 with a price for every test. We currently do not have a defined need, so this Blanket Purchase Agreement will cover randomized tests. DHA has taken over water testing for quarterly and annual requirements and then this will be a completely separate project that will cover emergencies and random samples.

3. Paragraph 1.2 states that the sampling calendar will be according to appendix A and that both the number of samples and the locations will be adjusted to the new legislation, the new legislation, the Royal Decree 3/23 is very specific in the number of samples and types of analysis to be performed depending on the installation and the annual water consumption in cubic meters. However, reading the appendix I understand that they need one analysis per year.

Would it be possible to talk about this issue to clarify it?

ANSWER: There will be no defined number of tests that need to be carried out each year. There is currently a contract that is managed by another agency that covers quarterly and annual water testing services. This requirement will be awarded as a Blanket Purchase Agreement (BPA) and will be utilized on a as needed basis. This is to cover random sampling and emergency testing requirements.

4. Attachment 3, you ask for the total of pesticides, but there is a very extensive list of pesticides:

organochlorines, organophosphates…etc. We have a list of about 200 types of pesticides. Could you specify which ones you want, or do we include all the ones we analyze in our laboratory?

ANSWER: The line for total pesticides can be ignored. The list of pesticides required are all already listed on Attachment 3.
