OJM 21A Vehicle Lease ‐ Q&A
Q1. The statement of work stipulates that cars must be no older than 1 year old. Our current fleet contains vehicles that are older. Would you be willing to accept cars that are not less than 4 years old?
A1. We will modify the SOW to allow vehicles no older than 3 models years old.
Q2. The SOW notes that all vehicles must be fully insured at the expense of the contractor. Is there a deductible intended for the full coverage insurance? If yes, in what amount?
A2. All vehicles should be insured with a $0 or 0 Euro deductible.
Q3. Can the registration of the vehicles can be done in Germany, or do they need to be registered in
Spain?
A3. The vehicles need to be able to legally drive throughout Spain.
Q4. Are the vehicles called “Trucks” pickup trucks or cargo vans?
A4. The vehicles called “Trucks” need to be pickup trucks similar to a Toyota Hilux.
Q5. Do any of the vehicles need to be automatic or is manual ok?
A5. At least 5 vehicles within the midsized and/or economy category need to be automatic. All other vehicles can be either automatic or manual transmission.
Q6. How will speeding tickets be handled?
A6. See section 15 of the updated SOW
Q7. For the inspection will you provide inspection template or shall we?
A7. At the moment there is no standard form the will be used for initial inspection. The VNCO and the contractor or a representative of the contractor will perform a joint inspection. The VNCO will comply with filling out any inspection form the contractor request so long as a copy is provided to the
Government. The VNCO may also fill out an internal form such as an AF1800. A copy of this inspection will be provided to the contractor upon request. Also an AF Form 1800 will be filled out by drivers each day a vehicles is used.
Q8. What are the abbreviations NCO and VNCO.
A8. NCO stands for Non Commissioned Officer. VNCO stands for Vehicle NCO. The VNCO will the
Government point of contact for the day‐to‐day oversight of this contract. He or she will be responsible for keeping track of drivers, performing inspections, reporting damage to the contractor, and coordinating deliveries and exchanges. The VNCO cannot however alter the terms of the contract.
