PART 1 - GENERAL PROJECT DESCRIPTION
1. This project is intended to provide a full restoration and modernization of Morón AB (Spain) igloos type Earth Covered Magazines (ECMs) located at Munitions Storage Area (MSA).
The repairs shall provide adequate facilities in order to properly support and maneuver the installation’s full complement of munitions for future operations.
2. The MSA is located in the North-East area of the base, close to the Guadaira river and it is enclosed by its own perimeter fence. The Earth Covered Magazines jointly with other building and supporting facilities in the MSA compound provide the requirements for the mission.
3. Morón’s MSA igloos were constructed with the original base construction in the late 1950s. Since the then, these facilities have been maintained, but rarely renovated. The last renovation for a portion of the facilities captured under this project was completed in 1999. Morón’s MSA facilities were utilized for 21st century contingency operations as interim storage and shipment of munitions downrange. The sporadic and heavy usage put severe stress on the already aging facilities causing serious degradation. All of this factor have contribute to the current degraded condition and the need to modernization these buildings to meet current mission requirements. Facilities lack functional lighting protection systems, electrical equipment is antiquated/not in code compliance, and rodents have devastated the earth cover causing water infiltration leading to minor cracking in the concrete.
4. Facilities to be repaired/modernized in this project include the ECM for Inert Storage (Bldg#1008), ECMs for Munition Storage (Bldg#1039), series of 11 units (from Bldg#1015 to Bldg #1021 and from Bldg #1025 to Bldg#1028) and ECM for Weapons and Release Systems Shop (Bldg#1012).

PART 2 - PROJECT OBJECTIVES
1. Provide a complete and fully operational facility/es for the base needs in compliance with all applicable US, Spanish and NATO codes.
2. Provide an installation that incorporate maintainability and sustainable design principles.
3. Energy efficiency shall be incorporated into the design principles.
4. Provide a completed project with coordinated systems (structural, mechanical, civil and other applicable disciplines, if required).
5. Provide a complete project considering the ecological, physical and visual features of the site.
6. Project shall incorporate all necessary safety precautions in accordance with applicable safety standards.
7. Include proper training of Government personnel in the Operation and Maintenance (O&M) of new equipment installed, and provide fully developed O&M packages.
8. Low maintenance and non-use of hazardous substances are of primary importance.

PART 3 - SCOPE
1. GENERAL: The work covered by this Statement of Work (SOW) consists in the design and build of the project, performing all necessary travels and furnishing all professional services, facilities, labor, equipment, materials, plants, transportation, specifications, detailed drawings and cost estimates that enable the Contractor to construct a complete and usable facility under a firm fixed price contract. The Contractor shall investigate site conditions, perform topographic surveys (geographic information system) at each facility and utilize manufacturer’s standard installation plans, specifications and drawings to the maximum extent feasible in developing the final design documentation necessary for obtaining Government approval. Any design change suggested by the Contractor to the SOW requires the approval of the Contracting Officer before its acceptance is given. The Contractor shall be responsible for the temporary markings, signs, markers and lights at the area affected by the construction and, if required, shall provide the flagmen, escorts and foreign object debris controllers during the work hours.
2. WORK DESCRIPTION: The construction works consist of, but are not limited to, the items indicated below, including the testing to be performed by independent laboratories for quality control. All items do not limit or reduce the Contractor’s responsibility to design and build all works as required by the project in order to provide a complete, operational and low-maintenance facility.
2.1. Facility #1008, Earth Covered Magazine (ECM)

3. SITE AVAILABILITY:
3.1. The Contractor shall coordinate with the Contracting Officer or authorized representative for site visits with a minimum of ten (10) working days in advance. The attendance to the site visit prior to the design phase commencement is mandatory.
3.2. The Contractor is responsible to investigate the site as needed to complete the project.
The Contractor shall follow all instructions to comply with the base access requirements and restrictions on the MSA area.
4. PROJECT PHASING: The Contractor shall plan and execute all works in strict adherence to phase completion requirements provided by the Government below. The two general phases of the project shall be the Design Phase and the Construction Phase. A notice to proceed (DNTP) for the design phase and, when the design phase is accepted as completed, a notice to proceed (CNTP) for the construction phase will be issued. The construction phase shall consider the phasing plan required to perform works with minimum interferences to Base operations and security, including a Construction Phasing Plan, if required. The estimated project phases (not to exceed days) will be as follows:

4.1. The total performance period proposed for this project, 500 calendar days, including the design, the preconstruction, construction and finish activities and average inclement weather days, is for information purposes only. Contractors should request a CNTP from the Contracting Officer when preparing to mobilize for construction, the CNTP can be requested before design has been finalized. The Contractor shall provide his proposed performance period with his response to this scope of work showing the same breakdown items shown above.
4.2. The Government design review continues through the 100% design to provide direction, as pertaining, to the quality and content of the documents.

PART 4 - DESIGN REQUIREMENTS
1. PROJECT DESIGN:
1.1. The project design shall be performed by a certified A-E firm hired for this project by the Contractor, regularly engaged in projects of similar size and type, whose design meets Spanish, US and NATO regulations. The A-E shall provide a comprehensive description of the project to be designed under this contract. The description of the project shall be prepared in sufficient detail to clearly describe all functional requirements and minimize design changes. During the progress of the work, the A-E may expect minor changes in criteria within the general scope of the project and shall make necessary adjustments accordingly. The 35% design submission is intended to clarify and establish specific requirements of project.
1.2. The project submitted by the A-E Firm shall represent the best engineering solution possible providing a complete and usable installation. All work must be in accordance with current criteria, guides and specifications established by the Spanish, US and NATO regulations.
2. ENVIRONMENTAL CRITERIA: The Integrated Natural Resources Management Plan for Morón Air Base and the Final Governing Standards (FGS) for Spain shall be followed to assure final design meets all environmental requirements.
3. SERVICES. The services to be performed and project documents to be provided to the Government shall include the following:
1. Design analysis.
2. Technical specifications.
3. Drawings.
4. Cost estimates.
5. Design conferences, site inspections and investigations (to include minutes of all meetings).
4. KICK-OFF MEETING: Before beginning the design and within 30 days of contract award, the Contractor shall review current criteria, guides and specifications, make a thorough study of conditions at the site and the requirements of the project. A kick-off meeting shall be held by the Contractor with the members of the Base and Government representatives to clarify the functional requirements to be met and the scope of the work. Any conflict shall be brought to the attention of the Contracting Officer. The expected outcomes of this meeting are:

1. Integrate the Contractor and all Base and Government representatives into the project team.
2. Achieve consensus from the project team on any issues and concerns with the Contractor's technical proposal and the User's functional requirements.
Confirm the design is within the project budget.
3. Establish and explain policies and procedures for completion of a successful project.
4. Establish clear lines of communication and points of contact for Government and Contractor team members.
5. Establish project design schedule, design submittal packaging, and preliminary construction schedule including the main activities related to the construction of this project foreseen at this stage.
6. Discuss design milestones and events.
7. Establish clear expectations and schedules for facility turnover, providing asset management records, O & M submittals, and training of Government maintenance personnel.
8. Establish procedure for design packages reviews, Contractor's resolution to comments, and Government's role in review of packages.
5. DELIVERABLES: The submission requirements at the different design review milestones shall be as indicated below.
5.1. First Submittal: This submission to the Contracting Officer or authorized representative shall be at approximately the 35 percent stage of completion (see requirements in table below). The Contracting Office or its authorized representative shall furnish the A-E with the comments and corrections from the 35% review package to be incorporated in the subsequent submission.
5.2. Second Submittal: This submission to the Contracting Officer or authorized representative shall be at approximately the 65 percent stage of completion. The documents in the table below shall be provided as deemed necessary to convey the design intention in a construction contract. Likewise, comments and corrections shall be provided, after revising the package, to be included in the third submission.

5.3. Third Submittal (Pre-Final). This submission (95 percent) shall be essentially complete from A-E viewpoint and shall include information in sufficient detail of all phases of the work to provide a complete technical submittal. The intent of this submission is to prevent premature time-consuming reviews of incomplete drawings and specifications. All submittal data, including plans and specifications, shall be date stamped with the date of submittal. An incomplete submittal shall not be accepted. Engineering calculations shall be legible, neatly arranged, bound and indexed.
The A-E's name and the project title shall be shown, as well as Contractor’s name. Design data shall be clearly stated, and where unconventional design methods or formulas are employed, reference sources shall be cited. Specifications for the third submission (95%) shall be complete, with all elements thoroughly checked and coordinated with the drawings and with sufficient detailed information to permit accurate construction of the project. The third submission shall incorporate all comments of the previous submission. Particular emphasis shall be placed on coordination of the different disciplines where parts of the design are subcontracted. The Contracting Office or its authorized representative shall furnish the A-E with the comments and corrections to be included in the final submission following the review of the third submittal.
5.4. Final Submittal Project Design. The final submission (100%) shall incorporate the corrections and clarifications noted on the third submission or an explanation provided for not doing so.

5.6. Appropriate Signatures. Each final drawing shall be signed by the Designer of Record (DOR). The project shall be validated by the organizations of Morón Air Base involved on the project with a signature on the cover sheet. To expedite this process the A-E shall send the original drawing of the cover sheet on polyester with the third submission and it shall be returned to the A-E prior to the final submission with the required signatures.
5.7. Project Drawings Final Submission. Project drawings shall be final and complete with all elements thoroughly checked and coordinated. All elements of the work shall be properly coordinated to insure that there are no conflicts between all portions of the work. Particular emphasis shall be placed on this coordination when certain elements of the design are performed under sub-contract to the A-E contract. Drawings shall be prepared in order to avoid errors, omissions, inadequacies or conflicts with the specifications. Applicable parts of the following design data shall be shown on the drawings.
5.8. Format for Drawings:

5.8.1. AUTOCAD Requirements: All designs shall be accomplished in AUTOCAD 2015 or higher and shall be submitted on CD ROM and in one set of Mylar reproducible.
5.8.2. Size of Drawings: The A-E shall use drawing size DIN A-1 841 mm x 594 mm in all cases unless specifically directed to use another size.
5.8.3. Lettering and Shading: The minimum size lettering on all project drawings shall be
2.5 mm high. Make minimum gap between lines equal to one-half the letter height. Shading is not acceptable.
5.8.4. Scales: Locate it directly under the title of each plan, elevation, section and detail and shall be an indication of the scale of the object drawn (example: SCALE 1:100) on the metric system unless otherwise approved. In addition to the conventional scales, and directly to the left of the title block, shall be a series of graphic scales, which shall include every scale used on the sheet. Scales shall be placed in sequence according to size with the smallest uppermost. If it is not sufficient to place all scales on one sheet, each sheet must be treated independently, as the drawings used usually are reduced in size and not always at scaled. For these reasons, it is imperative that graphic scales be shown.
5.8.5. Title Blocks: Sample of title block is available at Morón Air Base, Bldg. 202, Design Section.
5.8.6. Arrangement of Drawings: Drawings shall be arranged and comply with the A/E/C CAD Standard – Release 5.0, prepared by the CAD/BIN Technology Center.
5.8.7. Register number: All drawing sheet shall incorporated in its title box the register number record provided by Morón Air Base Civil Engineering specific for each project.
5.8.8. Drawing Orientation: The orientation of drawings shall be arranged with North toward the top (or left edge, if better suited) of the plotted sheet and perpendicular to the sheet borderline. On individual sheets, if the shape of the area dictates, the North symbol can be oriented between these directions to accommodate the site. For example, on drawings having excessive longitudinal but limited lateral dimensions, such as those for roads and railroads, the North symbol can be oriented obliquely to make the best use of available space. All drawings of the same discipline shall be consistent in orientation in so far as practicable.
5.8.9. GIS Master Plan: Coordinate with Geobase office for requirements on GIS drawings and obtaining initial site plans for GIS survey.
5.9. Requirements for Project Specifications:
5.9.1. Project Specifications Preparation. The project specifications form a part of the
SOW 19 of 84 contract documents. Project specifications shall be as brief as possible, definite, and free of ambiguities and omissions, which might result in controversies and subcontractors' claims for additional compensation. For construction projects, which involve interruptions of existing facilities operations or major utility usage, it is the Contractor's responsibility to discuss the required outages and interruptions with the Contracting Officer or authorized representative and operations personnel to establish a construction schedule for these interruptions in the contract specifications. In order to provide conformity in reproduction of specifications, it is requested that all sketches, which are to be bound as a page in the specifications, be drawn on a sheet of A4 page size with 1.25 mm margin on all sides.
5.9.2. Standard Specifications. The guideline for the specifications shall the Unified Facilities Guide Specifications (UFGS). Maximum use shall be made of standard specifications, materials and methods of construction available in Spain (for example, UNE, CÓDIGO TÉCNICO
DE LA EDIFICACIÓN DE LA EDIFICACION, PLIEGOS DE CONDICIONES DEL MOPT,
among others). Federal and Military Specifications and other standards such as ASTM, ASME, AASHO shall not be used if the products or the methods described are not available in Spain or are not common practice in the local construction industry, unless there is a requirement for use of such product or method (ie; U.S. standard electrical devices). In general, the materials shall meet all necessary requirements and be specified briefly in the project specifications.
5.9.3. Spanish Translation of Specifications: It is a requirement to submit a Spanish translation of project specifications. Project drawings shall contain both the English and Spanish versions.
5.10. Cost Estimate Requirements: It shall provide a detailed breakdown of all items required for the construction project based on this design. The Construction Cost Estimate Breakdown shall be developed, at least, in accordance with the divisions of the UFGS, and marked "For Official Use Only". Cost estimates shall be prepared separately for each funding source category. Summary sheets of not more than 4 pages shall be provided.
5.11. Correspondence: The Contractor shall forward all correspondence pertaining to this contract to the Morón Air Base Contracting Officer or authorized representative including submittal packages, minutes of meeting and all pertinent documents. The only exception to this requirement is the 100% submittal, which shall be delivered directly to Civil Engineering of Moron Air Base.
5.12. Minutes. The Contractor is responsible for recording, typing, and preparing the meeting minutes of all pre-design and design review conferences for their distribution.
6. COORDINATION The Contracting Officer or authorized representative, in coordination with his technical representative, shall establish liaison between the Contractor and all U.S. Government agencies for general and detailed technical information necessary to completing the terms of the contract. The Contracting Officer or authorized representative, in conjunction with the
SOW 20 of 84 technical representative, shall assist the Contractor to gain access to Base and facilities necessary to complete the terms of the contract.
7. MATERIALS TO BE MADE AVAILABLE BY THE GOVERNMENT PRIOR TO
DESIGN START: The Government shall provide access to the Contractor to the following materials prior to design start:
1. Existing record drawings.
2. Government publications and criteria shall be available for review, during normal duty hours, at the Base Civil Engineering Office, Bldg 202, of Moron Air Base, Spain.
3. One copy of the facility as-built drawings necessary for design.
4. Project, project register number, title block and drawing frame to be used for final contract drawings in AutoCAD 2015 file.
5. Key Map of Spain, Vicinity Plan, Base Map, Reference Key, logos, drawing schedule table and project coordination table for the cover sheet in AutoCAD .2015 file.
6. AutoCAD seed files, color table, font resource files used for the creation of AutoCAD design files.
7. A sample of Cover Sheet and Second Sheet. These samples are to be strictly adhered to when formatting the cover and second sheets for each project. The Contractor shall be required to edit the list of abbreviations.
8. Vicinity, Location and Base information for the project location in ESRI (Environmental Systems Research Institute) Geodatabase, as well as reference control points in UTM WGS84 coordinates system.
9. Submittal Sheet for project design packages.
10. Standard specification cover sheet.
11. Files of the existing plans of site and facilities, details and utility plan files shall be made available to the Contractor. The Contractor shall research the files of all applicable drawings and generate a list of any document that is deemed necessary. The Government shall provide copies of the drawings within 72 working hours of the Contractor's request. All provided drawings in either hard copy or digital
SOW 21 of 84 drawing file formats are record drawings and not as-built drawings. Air Force record drawings are from past construction projects that may not reflect the true as-built condition. The Air Force shall provide one full size copy of each drawing required.
Any additional copies of any one particular drawing shall be at a reduced scale, normally half size.

PART 5 - PERFORMANCE TECHNICAL SPECIFICATIONS
1. CIVIL WORK
1.1. Construct a new earth berm to be located at the north side of bldg. no. 1012 for protection of the people and equipment in case of an explosive mishap in the MSA. The surface of the earth berm shall be protected against the rodents. The berm shall comply with AFMAN 91-201, Explosives Safety Standards, and the Allied Ammunition Storage and Transport Publication (AASTP) 1, North Atlantic Treaty Organization (NATO) Guidelines for the Storage of Military Ammunition and Explosives.
1.2. The surfaces of the earth berm and earth covering of the Earth Covered Magazines shall be landscaped. The landscaping shall consist in the sowing of grass (40 g/m2 of Lolium Multiflorum Lam., Westerwold type, Quickston variety and 10 g/m2 of Pennisetum Clandestinum, Whittet variety) and the application of fertilizer (4 g/m2 of granular fertilizer 11-48-0, nitrogen, phosphorus and potassium respectively), including the watering and the grass cut for three months.
The height of the grass shall be kept between 26 and 35 cm. The landscaping shall be maintained during three months.
2. ARCHITECTURAL WORKS
2.1. The vaults concrete cracks shall be repaired by structural repair mortar (cement based, synthetic resins, silica fume reinforced with polyamide fibers) covering and sealing the entire crack on both sides of the vault to guarantee the full penetration and filling of the injection product (low viscosity, mix of two components based on high strength epoxy resin of solvent free).
2.2. Exposed concrete surface shall be patching with the abovementioned repair mortar with three different grain sizes. Spalling, honeycombs and any other defect shall be cleaned, primed and covered with repair mortar. When the steel bars are exposed, a rust inhibitor and passivation shall be applied prior to cover. Steel delamination shall be analyzed and treated also.
2.3. New waterproof membrane shall be installed above the concrete vaults of the type water suspension of petroleum derived hydrocarbons (polymer modified emulsified asphalt) and inert filters.
3. MECHANICAL WORKS
3.1. Ducted split HVAC units shall be 208-230Volts/3 phase/60 Hz imported from the USA. Air to air heat pump type with head pressure control kit. R-410A refrigerant. The refrigerant pipes shall be insulated and protected with aluminum jacket. Ductwork shall be galvanized steel sheets UNE 37552. Supply diffusers shall be replaced with rotational ones.

3.2. Toilet plumbing fixtures and accessories in bad condition shall be replaced with similar models from the same manufacturer. All flexible water pipes, flush valves and water mixers shall be replaced with similar one models from the same manufacturer.
3.3. Exhaust fans shall de 208 V/60 Hz. Hoods shall be stainless steel.
3.4. Air compressor shall be 208 V/III/60 Hz.
4. ELECTRICAL WORKS
4.1. General system description:
4.1.1. This project requires a complete renovation of electrical systems in fourteen earth covered magazines (ECMs) in the MSA compound, The new systems shall be complete and operational.
4.1.2. Electrical distribution system in Morón Air Base is 12,47 kV primary, three phase, four wire, 60 Hz, and 208/120 volts secondary, three phase, four wire, unless otherwise indicated.
4.1.3. Demolition works shall be carried out in accordance with Real Decreto 105/2008 Producción y Gestión de los Residuos de Construcción y Demolición, Ley 22/2011, de 28 de Julio, de Residuos y Suelos Contaminados and Orden MAM/304/2002 Operaciones de Valorización y Eliminación de Residuos. Demolitions required under this project shall include all the required demolitions to renovate the electrical installations indicated, and shall incorporate specific requirements for lighting devices under category 5 of the R.D. 208/2005.
4.1.4. Provide an electrical system complete in place, tested and approved, as specified throughout this SOW, as needed for a complete, usable and proper installation. All equipment shall be installed per the criteria of PTS, applicable codes and manufacturer’s recommendations. Where the word “should” is used in the manufacturer’s recommendations, substitute with the word “shall”.
4.2. Interior distribution system
4.2.1. Raceways. The number of conductors permitted in conduit, shall conform to the applicable provisions of the National Electrical Code for the conduit of the equivalent internal diameter. In no case conductors area shall exceed 40 percent of conduit cross sectional area. Conduit sizes in drawings refer to interior free diameters. Conduits and fittings shall conform to the following:
4.2.1.1. Galvanized Rigid Steel Conduit (GRC, RMC): ANSI C80.1. Galvanized steel.
Provides shielding from Electromagnetic Interference (EMI) when combined with Elbows, Couplings and Nipples (ECN). Use only metal fitting, no insulated bushings shall be accepted.

4.2.2. Outlet boxes, junction boxes, pull boxes and conduit outlet bodies: UL 514A, zinc-coated ferrous metal. Boxes for shall be of the cast metal hub type when located in normally wet locations and when surface or flush mounted outside of exterior surfaces. Junction, pull and connection boxes of surface mounted devices or lighting fixtures shall be sheet steel. Each box shall have the volume required for the number of conductors enclosed in the box, with 1,640 ml (100 cubic inches) minimum. Boxes installed for concealed wiring shall be provided with suitable extension rings or plastic covers, as required. Boxes to be used in masonry-block or tile walls shall be square-cornered tile-type. Cast metal boxes installed in wet locations and boxes installed flush with the outside of exterior surface shall be gasketed.
4.2.3. The wiring system shall consist of insulated, single-conductor cable installed in conduits, raceways or cable trays. All conductors shall be copper and no smaller than 2.5 mm².
AENOR certified. Conductor color coding shall be as per UNE 21089.
4.2.3.1. Main Distribution Panel to Secondary Panels: Connecting conductors for main distribution panel to secondary panels shall be flexible class 5 copper and shall be rated 1000 volts nominal capacity with cross-linked polyethylene (XLPE) insulation in accordance with UNE 21123-
4. Insulation shall be moisture and heat resistant and be suitable for maximum operating temperature rise of 90ºC. Technical designation RZ1-K (AS), flame retardant (AS), halogen-free with thermoplastic polyolefin (Z1) jacket.
4.2.3.2. Wiring for Lighting, Receptacles and Other Loads Circuits: Connecting conductors for lighting and power circuits from secondary panels shall be flexible class 5 copper and shall be rated 450/750 volts nominal capacity with halogen-free thermoplastic polyolefin insulation.
Insulation shall be moisture and heat resistant and be suitable for maximum operating temperature of 70ºC. Technical designation H07Z1-K(AS), flame retardant (AS), halogen-free with thermoplastic polyolefin (Z1) jacket. In accordance with UNE 211002.
4.2.3.3. Connecting Conductors to Motors: Cables feeding motors (i.e.: air conditioning units, etc.), shall be flexible class 5 copper and shall be rated 1000 volts nominal capacity with cross-linked polyethylene (XLPE) insulation in accordance with UNE 21123-4, unless otherwise indicated in project drawings. Insulation shall be moisture and heat resistant and be suitable for maximum operating temperature rise of 90ºC. Technical designation RZ1-K (AS), flame retardant (AS), halogen-free with thermoplastic polyolefin (Z1) jacket.
4.2.3.4. Grounding Conductors: Shall be insulated copper, unless otherwise indicated due to size. In that case, the conductors shall be unshielded twisted copper. Grounding conductors shall be same technical designation as the conductors which they run along with.
4.2.4. Device plates: UL compliant, one-piece device plates for outlets to suit the devices installed (one-, two-, three-gang or more as required). Standard size. Plates shall be stainless steel
SOW 25 of 84 with brushed finish having round or beveled edges. Plates shall be same color as receptacle or toggle switch with which they are mounted. Plates for emergency receptacles shall be 302 stainless steel with brushed stainless steel finish and shall have the word ‘EMERGENCY” engraved. Screws shall be machine-type with countersunk heads in color to match finish of plate. Sectional type device plates will not be permitted. Plates installed in wet locations shall be gasketed and UL listed for “wet locations”.
4.2.5. Toggle switches: Standard size. Shall meet Federal Spec W-S-896. Wall switches shall be of the totally enclosed type with bodies of thermoplastic or thermoset plastic and mounting strap with grounding screw. Handles shall be gray thermoplastic for exterior/interior areas. Wiring terminals shall be side wired screw type. Not more than one switch shall be installed in a single gang position. Switches shall be rated 20 amperes, 120/277 volts for use on an alternating current only, shall be suitable for the control of lamp loads up to their full rated capacity and be single-pole, two-pole or three-ways as indicated. Toggle switches shall industrial heavy duty grade.
4.2.6. Receptacles: Standard size. UL 498, heavy-duty, self-grounding type and NEMA WD 1, heavy-duty grade, 120 Volt, 20 Amp, 3 wires NEMA 5-20R, 240 Volt, 20 Amp, 3 wires NEMA 6-20R, or as needed for special applications, wiring terminals shall be screw type, side wired.
Dimensional requirements shall be per NEMA WD 6. Connect grounding pole to mounting strap.
Bases will be duplex or four-plex as indicated in drawings. Gray color in interior/exterior areas, and red color for emergency receptacles connected to emergency panelboards with backup generators.
4.2.7. Ground-Fault Circuit Interrupter (GFCI) Receptacles: Conform to UL standard 943, Class A, GFCI and 498 (receptacles), UL Listed, duplex type for mounting in standard outlet box.
Device shall be capable of detecting current leak of 6 milliamperes or greater and tripping per requirements of UL 943 for Class A GFCI devices. It will be NEMA 5-20 R for 20 Amps and 125 V AC at receptacles and feed-through, and tamper-resistant.
4.2.7.1. Panelboards: The panelboards and their components shall be designed and wired in compliance with the following norms and recommendations UNE-EN 60439-1, or UL 67 and UL 50.
All components made of plastic shall comply with self-extinguishing requirements of 960° C and in conformance to norm CEI 695.2.1. Cabling to be installed on the panelboards shall be 750 V in accordance with UNE 21027-9, designation HO7Z-K, halogen free and low emission of opaque fumes. Short circuit nominal current for panelboard shall be as calculated on pertinent diagram duration being 1 second. Nominal frequency shall be 60 Hz. Directories shall indicate load served by each circuit of panelboard. Type directories and mount in holder behind transparent protective covering.
4.2.7.1.1. Control and Protection Devices: Plug connection shall be independent and shall be located on the front part of compartment. The distance between the devices and the metal separators shall prevent that power breaks of elevated short circuit currents or notable faults affect the electric equipment installed in adjacent compartments. All components shall be clearly and permanently
SOW 26 of 84 labeled to correspond with branch indicated on the diagram. Directories shall indicate load served by each circuit in panelboard. Directories shall also indicate source of service to panelboard (e.g., Panel LDP served from Panel MDP). Provide new directories for existing panels modified by this project as indicated. Type directories and mount in holder behind transparent protective covering. Panelboard shall have nameplates .
4.2.7.1.2. Construction: The structure of the panelboard shall be constructed with steel sections and locking panels of sheet metal with a minimum thickness of 1.5 mm. Panelboards shall be expandable and frame panels shall be removable by means of screws. Screws shall be class 8/8 with a zinc based anti-corrosive treatment. Back panel shall be fixed or pivoting with hinges. Front panel shall be provided with safety glass and key lock. All electrical components shall be readily available from front panel by means of covers which are screwed on or have hinges. All switchgear shall be fixed on guides or fixed panels on cross members for fastening. Protection grade adaptable on same framework structure shall be IP20 to IP55, or IP65, as indicated in drawings.
4.2.7.1.3. Varnish: In order to guaranty effective resistance to corrosion, the structure and the panels shall be adequately treated and varnished. Base treatment shall consist of washing, phosphatization and passivation by chrome or electro zinc-plating of panels. The panels shall be varnished with thermoset paint with a resin-epoxy base mixed with polyester resin, final color white for distribution panels and red for emergency panels and matte with a minimum thickness of 40 microns.
4.2.7.1.4. Auxiliary Connections: Each conductor shall be completed by a numbered ring corresponding with the number on the strip and the operating diagram.
4.2.7.1.5. Power Supply Wiring: The busbars and conductors shall be sized to support the thermal and dynamic requirements corresponding to the nominal current values and the short circuit current. The busbars shall be completely perforated with holes of 10 mm diameter, copper section with sliding screws frontal access, connections with access from the front of panelboard, supports shall be sized and calculated so that electrodynamic stresses due to short circuit currents are withstood.
The busbars shall be identified with self-adhering marks in accordance with phase, as cables which will be equipped with terminal color rings.
4.2.7.1.6. Certificate of Compliance: Prior to the installation of any of the panelboards in their final location, Contractor shall submit a Certificate of Compliance for each panelboard verifying that each has passed the tests and verifications established in norm UNE-EN 60.439.1 detailed as follows:
a. Verification of heat limitations.
b. Verification of dielectric properties.
c. Verification of short circuit resistance.
d. Verification of circuit protection (resistance to short circuit and continuity of circuit protection.)

e. Verification of mechanical operation.
f. Verification of protection grade IP, IK.
g. Verification of wiring and electrical operation.
h. Verification of insulation.
i. Verification of safety measures.
j. Verification of insulation resistance.
4.2.8. Circuit Breakers: In accordance with IEC 947-2, VDE 0660 or UL 489, thermal magnetic-type having a minimum short-circuit current rating equal to the short circuit current rating of the panelboard in which the circuit breaker shall be mounted. Breaker terminals shall be UL listed as suitable for type of conductor provided. Plug-in circuit breakers and series rated circuit breakers are unacceptable. Circuit breakers shall be in accordance with REBT 2002. Single circuits shall be provided with two pole circuit breakers.
4.2.8.1. Multipole Breakers: Provide common trip-type with single operating handle. Breaker design shall be such that overload in one pole automatically causes all poles to open. Maintain phase sequence throughout each panel so that any three adjacent breaker poles are connected to phases A, B, and C, respectively.
4.2.9. Surge Protective Devices (SPDs): Permanently installed, hard-wired surge protective device, in accordance with type 1/class I/B for 3-phase power supply networks with combined PE and N (L1, L2, L3, PEN) installed in one cable. Provide type 1 for Main Distribution Panels in transformer vaults and type 2 for panels connected to it downwards, with fuses and specific model for network voltage 208/120 V and specific location. Provide one at the main building panelboard and one for every other panel.
4.2.10. Emergency HVAC shut-off push buttons: Provide double action (two different motions required for activation) emergency HVAC shut-off push buttons, in metal housing, with at least one normally closed contact. NEMA 1 or higher rated. Red push button with the following text “EMERGENCY HVAC SHUT OFF’ or similar approved. The reset shall be mechanical type. The push button shall immediately shut down the air distribution system throughout the building.
Conspicuously label and place this pushbutton to avoid false alarms.
4.2.11. Intersystem Bonding Termination: In compliance with NEC 250.94. Provide an intersystem bonding termination for connecting intersystem bonding conductors required for other systems, external to enclosures.
4.3. 400 Hz distribution system: Provide a 400 Hz/3-ph system in building #1012 for equipment testing in accordance with UFC…
