PART 1 - GENERAL PROJECT DESCRIPTION

1. This project consists in:

1. Replace the sections of the base perimeter fence surrounding the airfield and parallel to the public road. The new fence sections shall include vehicle denial cable, double outriggers and reinforced foundation. The new fence shall meet the standards Unified Facilities Criteria (UFC) 4-020-01, UFC 4-022-02 and UFC 4- 022-03.

PART 2 - PROJECT OBJECTIVES

1. Provide an operational installation for the base needs in compliance with all applicable US codes: "Unified Facilities Criteria" (UFC) 4-020-01, UFC 4-022-02 and UFC 4-022-03.

2. Provide an installation that incorporate maintainability and sustainable design principles.

3. Provide a completed project with coordinated systems (structural, mechanical, civil and other applicable disciplines, if required).

4. Provide a complete project considering the ecological, physical and visual features of the site.

5. Project shall incorporate all necessary safety precautions in accordance with applicable safety standards.

6. Include proper training for the personnel of Operation and Maintenance, if required.

PART 3 - SCOPE

1. GENERAL: The work covered by this Statement of Work (SOW) consists in the design and build of the project, performing all necessary travels and furnishing all professional services, facilities, workforce, equipment, materials, plants, transportation, specifications, detailed drawings and cost estimates that enable the Contractor to construct a complete and usable facility under a firm fixed price contract. The Contractor shall investigate site conditions, perform topographic surveys (geographic information system) at each facility and utilize manufacturer’s standard installation plans, specifications and drawings to the maximum extent feasible in developing the final design documentation necessary for obtaining Government. Any design change suggested by the Contractor to the SOW requires the approval of the Contracting Officer before its acceptance is given.

The Contractor shall responsible for the temporary markings, signs, markers and lights at the area affected by the construction and, if required, shall provide the flagmen, escorts and foreign object debris (FOD) controllers during the work hours. The number of the execution phases of the project shall established during the design. The work includes, but is not limited to the following activities, which include the tests to be performed by an independent laboratory for the quality control.

2. WORK DESCRIPTION: The construction works consist of, but are not limited to, the items indicated below. All items do not limit or reduce the Contractor’s responsibility to design and build all works as required by the project in order to provide a complete, operational and low-maintenance facility.

2.1. Civil Works

1. Furnishing and installation of a temporary fence along the sections of perimeter fence to be replaced.

2. Demolition and disposal of the sections of the base perimeter fence surrounding the airfield and parallel to the public road, including the foundation.

3. Demolition and disposal of grounding system of the sections of the base perimeter fence surrounding the airfield and parallel to the public road.

4. Furnishing and installation of the sections of the base perimeter fence surrounding the airfield and parallel to the public road. The new fence sections shall include vehicle denial cable, double outriggers and reinforced foundation. The new fence shall meet the standards Unified Facilities Criteria (UFC) 4-020-01, UFC 4-022- 02 and UFC 4-022-03.

5. Furnishing and installation of the grounding system for the sections of the base perimeter fence surrounding the airfield and parallel to the public road, SOW 6 of 79 including the new bare copper wiring, grounding rods, exothermic welding, connectors and test points for maintenance personnel to individually take readings on every grounding rod.

6. Perform the necessary demolitions, excavations and fill required for the project execution.

2.2. Miscellaneous

1. Delivery of As-built drawings.

2. Delivery of Spatial Data.

3. SITE AVAILABILITY: The Contractor shall coordinate with the Contracting Officer or authorized representative for site visits with a minimum of ten (10) working days in advance. The attendance to the site visit prior to design phase commencement is mandatory.

3.1. The Contractor is responsible to investigate the site as needed to complete the project.

The Contractor shall follow all instructions to comply with the base access requirements and restrictions on the airfield area.

4. During the design phase, the Government reserves the right to provide inputs and clarifications of requirements up through the 65% design review. These inputs shall be at no additional cost to the Government. Major changes of the scope of work are not expected after the 65% review.

5. The Government review continues through the 100% design to provide direction, as pertaining, to the quality and content of the documents.

6. PROJECT PHASING: The Contractor shall plan and execute all works in strict adherence to phase completion requirements provided by the Government below. The two general phases of the project shall be the Design Phase and the Construction Phase. A notice to proceed (DNTP) for the design phase and, when the design phase is accepted as completed, a notice to proceed (CNTP) for the construction phase will be issued. The construction phase shall consider the phasing plan required to perform works with minimum interferences to airfield operations and security, including a Construction Phasing Plan in according with UFC 3-260-01, if required. The estimated project phases (not to exceed days) will be as follows:

6.1. The total performance period proposed for this project, 645 calendar days, including the design, the preconstruction, construction and finish activities and average inclement weather days, is for information purposes only. The Contractor shall provide his proposed performance period with his response to this scope of work showing the same breakdown items shown above.

PART 4 - DESIGN REQUIREMENTS

1. The project design shall be performed by a certified A-E firm hired for this project by the Contractor, regularly engaged in projects of similar size and type, which design meets Spanish and US regulations. The A-E shall provide a comprehensive description of the project to be designed under this contract. The description of the project shall be prepared in sufficient detail to clearly describe all functional requirements and minimize design changes. During the progress of the work, the A-E may expect minor changes in criteria within the general scope of the project and shall make necessary adjustments accordingly. 35% design submission is intended to clarify and establish specific requirements of project.

2. The project submitted by the A-E Firm shall represent the best engineering solution possible providing a usable installation. All work must be in accordance with current criteria, guides and specifications established by the Air Force, US and Spanish regulations. Design manuals and other related Air Force design criteria are available for review by the A-E Firm in Civil Engineering, building 202 of Moron Air Base.

3. ENVIRONMENTAL CRITERIA: The Integrated Natural Resources Management Plan for Morón Air Base and the Final Governing Standards (FGS) for Spain shall be followed to assure final design meets all environmental requirements.

4. SERVICES. The services to be performed and project documents to be provided to the Government shall include the following:

1. Design analysis.

2. Technical specifications.

3. Drawings.

4. Cost estimates.

5. Design conferences, site inspections and investigations (to include minutes of all meetings).

5. KICK-OFF MEETING: Before beginning the design and within 30 days of contract award, the Contractor shall review current criteria, guides and specifications, make a thorough study of conditions at the site and the requirements of the project. A kick-off meeting shall be held by the Contractor with the members of 496 ABS to clarify the functional requirements to be met and the scope of the SOW. Any conflict shall be brought to the attention of the Contracting Officer. The expected outcomes of this meeting are:

1. Integrate the Contractor and all client representatives into the project team.

2. Achieve consensus from the project team on any issues and concerns with the Contractor's technical proposal and the User's functional requirements.

Confirm the design is within the project budget.

3. Establish and explain policies and procedures for completion of a successful project.

4. Establish clear lines of communication and points of contact for Government and Contractor team members.

5. Establish project design schedule, design submittal packaging, and preliminary construction schedule including the main activities related to the construction of this project foreseen at this stage.

6. Discuss design milestones and events.

7. Establish clear expectations and schedules for facility turnover, providing asset management records, O & M submittals, and training of Government maintenance personnel.

8. Establish procedure for design packages reviews, Contractor's resolution to comments, and Government's role in review of packages.

6. DELIVERABLES: The submission requirements at the different design review milestones shall be as indicated below.

6.1. First Submittal: This submission to the Contracting Officer or authorized representative shall be at approximately the 35 percent stage of completion (see requirements in table below). The Contracting Office or its authorized representative shall furnish the A-E with the comments and corrections to be included in the following submission following the review of the first submittal.

6.2. Second Submittal: This submission to the Contracting Officer or authorized representative shall be at approximately the 65 percent stage of completion. The documents in the table below shall be provided as deemed necessary to convey the design intention in a construction contract. The Contracting Office or its authorized representative shall furnish the A-E with the comments and corrections to be included in the following submission following the review of the second submittal.

6.3. Third Submittal (Pre-Final). This submission (95 percent) shall be essentially complete from A-E viewpoint and shall include information in sufficient detail of all phases of the work to provide a complete technical submittal. The intent of this submission is to prevent premature time-consuming reviews of incomplete drawings and specifications. All submittal data, including plans and specifications, shall be date stamped with the date of submittal. An incomplete submittal shall not be accepted. Engineering calculations shall be legible, neatly arranged, bound and indexed.

The A-E's name and the project title shall be shown, as well as Contractor’s name. Design data shall be clearly stated, and where unconventional design methods or formulas are employed, reference sources shall be cited. Specifications for the third submission (95%) shall be complete, with all elements thoroughly checked and coordinated with the drawings and with sufficient detailed information to permit accurate construction of the project. The third submission shall incorporate all comments of the previous submission. Particular emphasis shall be placed on coordination of the various elements of the specifications where portions are prepared under subcontract to the Contractor contract. The Contracting Office or its authorized representative shall furnish the A-E with the comments and corrections to be included in the final submission following the review of the third submittal.

6.4. Final Submittal Project Design. The final submission (100%) shall incorporate the corrections and clarifications noted on the third submission or an explanation provided for not doing so.

6.6. Appropriate Signatures. Each final drawing shall be signed by the Designer of Record (DOR). The project shall be validated by the organizations of Morón Air Base involved on the project with a signature on the cover sheet. To expedite this process the A-E shall send the original drawing of the cover sheet on polyester with the third submission and it shall be returned to the A-E prior to the final submission with the required signatures.

6.7. Project Drawings Final Submission. Project drawings shall be final and complete with all elements thoroughly checked and coordinated. All elements of the work shall be properly coordinated to insure that there are no conflicts between all portions of the work. Particular emphasis shall be placed on this coordination when certain elements of the design are performed under sub-contract to the A-E contract. Drawings shall be prepared in order to avoid errors, omissions, inadequacies or conflicts with the specifications. Applicable parts of the following design data shall be shown on the drawings.

6.8. Format for Drawings:

6.8.1. AUTOCAD Requirements: All designs shall be accomplished in AUTOCAD 2015 or higher and shall be submitted on CD ROM and in one set of Mylar reproducible.

6.8.2. Size of Drawings: The A-E shall use drawing size DIN A-1 841 mm x 594 mm in all cases unless specifically directed to use another size.

6.8.3. Lettering and Shading: The minimum size lettering on all project drawings shall be

2.5 mm high. Make minimum gap between lines equal to one-half the letter height. Shading is not acceptable.

6.8.4. Scales: Locate it directly under the title of each plan, elevation, section and detail and shall be an indication of the scale of the object drawn (example: SCALE 1:100) on the metric system unless otherwise approved. In addition to the conventional scales, and directly to the left of the title block, shall be a series of graphic scales, which shall include every scale used on the sheet. Scales shall be placed in sequence according to size with the smallest uppermost. If it is not sufficient to place all scales on one sheet, each sheet must be treated independently, as the drawings used usually are reduced in size and not always at scaled. For these reasons, it is imperative that graphic scales be shown.

6.8.5. Title Blocks: Sample of title block is available at Morón Air Base, Bldg. 202, Design Section.

6.8.6. Arrangement of Drawings: Drawings shall be arranged and comply with the A/E/C CAD Standard – Release 5.0, prepared by the CAD/BIN Technology Center.

6.8.7. Drawing Orientation: The orientation of drawings shall be arranged with North toward the top (or left edge, if better suited) of the plotted sheet and perpendicular to the sheet borderline. On individual sheets, if the shape of the area dictates, the North symbol can be oriented between these directions to accommodate the site. For example, on drawings having excessive longitudinal but limited lateral dimensions, such as those for roads and railroads, the North symbol can be oriented obliquely to make the best use of available space. All drawings of the same discipline shall be consistent in orientation in so far as practicable.

6.8.8. GIS Master Plan: Coordinate with Geobase office for requirements on GIS drawings and obtaining initial site plans for GIS survey.

6.9. Requirements for Project Specifications:

6.9.1. Project Specifications Preparation. The project specifications form a part of the contract documents. Project specifications shall be as brief as possible, definite, and free of ambiguities and omissions, which might result in controversies and subcontractors' claims for

SOW 15 of 79 additional compensation. For construction projects, which involve interruptions of existing facilities operations or major utility usage, it is the Contractor's responsibility to discuss the required outages and interruptions with the Contracting Officer or authorized representative and operations personnel to establish a construction schedule for these interruptions in the contract specifications. In order to provide conformity in reproduction of specifications, it is requested that all sketches, which are to be bound as a page in the specifications, be drawn on a sheet of A4 page size with 1.25 mm margin on all sides.

6.9.2. Standard Specifications. The guideline for the specifications shall the Unified Facilities Guide Specifications (UFGS). Maximum use shall be made of standard specifications, materials and methods of construction available in Spain (for example, UNE, NORMAS TECNOLÓGICAS DE LA EDIFICACION, PLIEGOS DE CONDICIONES DEL MOPU, among others). Federal and Military Specifications and other standards such as ASTM, ASME, AASHO shall not be used if the products or the methods described are not available in Spain or are not common practice in the local construction industry, unless there is a requirement for use of such product or method (ie; U.S. standard electrical devices). In general, the materials shall meet all necessary requirements and be specified briefly in the project specifications.

6.9.3. Spanish Translation of Specifications: It is a requirement to submit a Spanish translation of project specifications. Project drawings shall contain both the English and Spanish versions.

6.10. Cost Estimate Requirements: It shall provide a detailed breakdown of all items required for the construction project based on this design. The Construction Cost Estimate Breakdown shall be developed in accordance with the divisions of UFGS, and marked "For Official Use Only".

Cost estimates shall be prepared separately for each funding type. Summary sheets of not more than 4 pages shall be provided. The A-E shall estimate prices for the period of design and give a recommended monthly escalation percentage to allow the Government to change costs based upon projected construction period.

6.10.1. Project Cost Breakdown: If so required, the Cost Estimate shall be prepared separating repair work from new construction work.

6.11. Correspondence: The Contractor shall forward all correspondence pertaining to this contract to the Morón Air Base Contracting Officer or authorized representative including submittal packages, minutes of meeting and all pertinent documents. The only exception to this requirement is the 100% submittal, which shall be delivered directly to Civil Engineering of Moron Air Base.

6.12. Minutes. The Contractor is responsible for recording, typing, and preparing the meeting minutes of all pre-design and design review conferences for their distribution.

7. COORDINATION The Contracting Officer or authorized representative, in

SOW 16 of 79 coordination with his technical representative, shall establish liaison between the Contractor and all U.S. Government agencies for general and detailed technical information necessary to completing the terms of the contract. The Contracting Officer or authorized representative, in conjunction with the technical representative, shall assist the Contractor to gain access to Base and facilities necessary to complete the terms of the contract.

8. MATERIALS TO BE MADE AVAILABLE BY THE GOVERNMENT PRIOR TO

DESIGN START: The Government shall provide access to the Contractor to the following materials prior to design start:

1. Existing record drawings.

2. Government publications and criteria shall be available for review, during normal duty hours, at the Base Civil Engineering Office, Bldg 202, of Moron Air Base, Spain.

3. One copy of the facility as-built drawings necessary for design.

4. Project title block and drawing frame to be used for final contract drawings in AutoCAD 2015 file.

5. Key Map of Spain, Vicinity Plan, Base Map, Reference Key, logos, drawing schedule table and project coordination table for the cover sheet in AutoCAD .2015 file.

6. AutoCAD seed files, color table, font resource files used for the creation of AutoCAD design files.

7. A sample of Cover Sheet and Second Sheet. These samples are to be strictly adhered to when formatting the cover and second sheets for each project. The Contractor shall be required to edit the list of abbreviations.

8. Vicinity, Location and Base information for the project location in ESRI (Environmental Systems Research Institute) Geodatabase, as well as reference control points in UTM WGS84 coordinates system.

9. Submittal Sheet for project design packages.

10. Standard specification cover sheet.

9. Files of the existing plans of site and facilities, details and utility plan files shall be made available to the Contractor. The Contractor shall research the files of all applicable drawings

SOW 17 of 79 and generate a list of any document that is deemed necessary. The Government shall provide copies of the drawings within 72 working hours of the Contractor's request. All provided drawings in either hard copy or digital drawing file formats are record drawings and not as-built drawings. Air Force record drawings are from past construction projects that may not reflect the true as-built condition.

The Air Force shall provide one full size copy of each drawing required. Any additional copies of any one particular drawing shall be at a reduced scale, normally half size.

PART 5 - PERFORMANCE TECHNICAL SPECIFICATIONS

1. See UFGS specifications. These specifications shall be used as a general guideline to obtain the required performance of the complete system/s. They shall be edited to the project specific requirements, including addition of requirements or new specification sections if necessary to get a final complete construction package to obtain Government approval. For guidance purpose only, some of the sections of the specifications could be as follows:

PART 10 - SCOPE OF WORK, DRAWINGS AND SPECIAL CONDITIONS (SECTION 01

11 00)

1. SCOPE OF WORK: As defined in Part 3.

2. SCOPE OF WORK As defined in Part 3.

2.1. It shall be the sole responsibility of the Contractor to ensure all required submittals are submitted to Construction Management for approval in a timely manner, which shall not incur any delay in completion of the project. For materials or equipment requiring a long term of procurement and delivery, said term shall be included in the period of performance. Delay in delivery/procurement will not justify an extension of the period of performance.

3. CONSTRUCTION SCHEDULE

3.1. The Contractor shall submit an updated Construction Schedule within 7 calendar days after the Notice to Proceed (NTP) date and when requested by the Contracting Officer or his authorized representative. In no case is the Contractor required to submit an updated more frequently than 20 working days.

3.2. The Construction Schedule shall include a Gantt chart showing each task, including task description, identification number, duration in calendar days, earliest start and finish dates, predecessor and successor task identification numbers, critical path and float that a task in the project network can be delayed without causing a delay to the subsequent task/s (free float) and to the project completion date (total float). The critical path shall be shown by means of a red color line and the float by means of black line after the predecessor task bar.

3.3. The Construction Schedule shall show the whole week, from Monday through Sunday. The labor days shall be from Monday through Friday. Saturday and Sunday shall be non-labor days. The holidays shall not be considered on the Construction Schedule and, therefore, they shall be considered labor days for Construction Schedule development purpose only.

3.4. The Construction Schedule shall be developed assuming 8-working hours for each labor days.

3.5. The Construction Schedule must include the following tasks if required:

3.5.1. Preconstruction tasks:

1. Preparation and transmittal of the bond and insurance submittals.

2. Preparation, transmittal and approval of the submittals shown on document Schedule of Material Submittals (progress schedule, mobility plan, project sign, quality control plan, key personnel, personnel listing, health and safety plan, environmental protection plan, AF Form 103 BCE Work Clearance Request, utility connection request, utility outage requests, welding work request, transit control plan, access routes, materials and equipment).

3. Procurement, fabrication and delivery on construction site of long lead time materials, equipment and fabricated assemblies.

4. The installation of the portable/modular buildings (rest room, dressing room, dining room, first aid, office, if required).

5. The installation of temporary connections from the portable/modular buildings to the utilities of the base.

6. The installation of the temporary fence and fabric plastic mesh along the perimeter of the area assigned for the Contractor (equipment and material storage, personnel vehicle parking area, portable/modular buildings, off-construction site disposal and waste area, if required).

7. The installation of the project sign.

8. The installation of the temporary plastic Jersey barriers filled with water, fence, fabric plastic mesh, cones and lights along the perimeter of the construction site.

9. The installation of the temporary signs, barriers, cones and flags along the transit routes.

10. The installation of the temporary occupational safety and health signs (prohibition, mandatory, warning, help, fire prevention, danger, directional board) at the area assigned for the Contractor.

11. The installation of the temporary occupational safety and health signs at the construction site.

3.5.2. Construction tasks:

1. The construction tasks shown on the AF Form 3052, Construction Cost Estimate Breakdown, including testing, curing time and the submission of the

3.5.3. Finish tasks:

1. Required testing.

2. Commissioning.

3. Pre-final inspection, including the request.

4. Correction of deficiencies.

5. Final inspection, including the request.

6. The removal of the temporary occupational safety and health signs at the construction site.

7. The removal of the temporary plastic Jersey barriers filled with water, fence, fabric plastic mesh, cones and lights along the perimeter of the construction site.

8. Final cleaning.

9. The removal of the temporary signs, barriers, cones and flags along the transit routes.

10. The removal of the project sign.

11. The removal of the temporary occupational safety and health signs at the area assigned for the Contractor.

12. The removal of temporary connections to the utilities of the base, including the preparation and transmittal of the utility disconnection request, the utility outage request and the approval of the Government.

13. The removal of the portable/modular buildings.

14. The removal of the temporary fence and fabric plastic mesh along the perimeter of the area assigned for the Contractor.

15. Restoration of the area assigned for the Contractor.

16. Preparation and transmittal of the letter submittal about the inventory of all excess supplies, materials and equipment imported duty free for use under this contract.

17. Preparation and transmittal of the As-Built drawing submittal.

18. Preparation and transmittal of the spatial data submittal.

19. Preparation and transmittal of the warranty letter submittal.

20. Preparation and transmittal of the submittal of a certificate from the authorized dump about the estimated amounts or waste and construction debris managed during the execution of the project.

21. Approval of the submittals.

22. Project closeout.

4. WORK PLAN

4.1. The Contractor shall submit a Work Plan within 7 calendar days after the Notice to Proceed (NTP) date. The Work Plan shall present the construction activities planned to take place.

The Work Plan shall be prepared in coordination with the Health and Safety Plan and the Quality Control Plan and shall contain the following:

1. The summary of the proposed methodology for the execution of each task required for the project completion.

2. The resources to be used for the execution of each task required for the project completion describing the equipment and personnel to be used.

3. Daily production for each task required for the project completion.

5. DRAWINGS: See Part 6.

6. GOVERNMENT FURNISHED MATERIAL (GFM): No GFM is used.

7. EQUIPMENT, CONTROLS, AND MATERIAL OF THE UNITED STATES OF

AMERICA Not used.

8. CERTIFICATES: The submitted certificates shall be original or a notarized copy.

The Contractor shall submit the certificates within 30 calendar days after the Notice to Proceed (NTP) date.

8.1. Classification Certificate of the Contractor: Contractor must hold an updated Certificate of Classification issued by the Spanish “Registro Oficial de Licitadores y Empresas Clasificadas del Estado” of the "Ministerio de Hacienda y Administraciones Públicas" covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate.

Group Subgroup Category C 9 5

Certificate of Classification C95 corresponds to work activities related to metal works and which annual average cost is greater than 2,400,000 euros and no greater than 5,000,000 euros.

8.2. Quality Certificate of the Contractor: Contractor must hold an updated Certificate of Quality Management System UNE-EN ISO 9001 issued by an official certification body for the following activities:

8.3. Environment Certificate of the Contractor: Contractor must hold an updated Certificate of Environment Management System UNE-EN ISO 14001 issued by an official certification body for the following activities:

9. SPECIAL GENERAL REQUIREMENTS: The following special conditions apply:

9.1. Subcontractor: The contractor could subcontract all the works.

9.2. Stockpiling area of demolished/removed material: The Contractor shall transport the demolished or excavated materials to an authorized dump. Should any of the Morón Air Base shops need all or part of any of the materials from the demolition operations (concrete, aggregate and natural ground), the Contracting Office representative shall coordinate with the Base Chief of Operations and Maintenance the exact location to stockpile said material.

9.3. Stockpiling area for Contractor material and Contractor offices: The C.O.

representative shall coordinate with the base Chief of Operations and Maintenance the exact location for Contractor offices and stockpiling.

9.4. Laboratory: The Contractor shall submit the laboratory certificate within 30 calendar days after the Notice to Proceed (NTP) date. All sampling and testing shall be performed by an approved laboratory, independent from the Contractor, that is accredited in accordance with a current UNE-EN 9001:2000 and registered by Junta de Andalucía for the following tests. The laboratory shall be the responsible to perform the entire quality control of the project, shall be as a consultant and shall provide the technical assistance that can be required.

9.5. Cones: Cones shall be made of PVC with a neoprene base, at least 0.5 m high, minimum and a weight of 2.6 kg. They shall be red, orange, yellow or any one of these colors combined with white. The cones shall have a tensile strain of 100 kg/cm². The cones will recover their stability without deformation or overturning when they are separated from their vertical axle 30°. It shall keep its balance without being displaced when subjected to winds of over 70 km/h. The strain at failure shall be of 400 %, minimum.

The Contractor shall remove the cones when the repair has been finished, accepted by Contracting Office and air traffic can taxiing.

PART 11 - GENERAL CONDITIONS (SECTION 01 11 01)

1. GENERAL: The work consists of furnishing all labor, materials, utilities, transportation, equipment, and services to execute the project described in Section 01 11 00, Scope of Work, Drawings and Special Conditions, in accordance with the drawings and specifications, complete and ready for use by means of a firm fixed price construction contract. Measurements shown on the drawings and specifications are given for reference use only. It is the Contractor’s responsibility to verify any and all of measurements.

2. GENERAL DESCRIPTION: The work consists in, but is not limited to, executing the line items indicated in the scope of work. All line items indicated in the scope of work do not limit nor reduce the Contractor’s responsibility to perform all work as required by the project in order to provide a complete and operable facility.

3. LOCATION: The work is located in Morón Air Base, Spain, as shown on the contract drawings.

4. DRAWINGS ACCOMPANYING SPECIFICATIONS: The drawings accompanying this specification are a part thereof. Drawings are the property of the Government and shall not be used for any purpose other than that contemplated by the specifications. The drawings indicated in the specifications are in A1 size.

5. WARRANTY: For this contract the Contractor shall provide a two year standard commercial warranty for with all line items of the scope of work, including materials and workmanship. The warranty shall cover all defects noticed and reported to the Contractor within two years after acceptance of the work. The Contractor shall repair or replace defective materials at his expense within a reasonable time and as approved by the Contracting Officer. The Contractor must comply with any additional warranty periods stablished by the Spanish codes and regulations.

The Contractor shall submit the warranty letter within 15 calendar days after to the acceptance of the work by the Contracting Officer.

6. BASE ACCESS:

6.1. Permits or Authorizations: The Contractor shall obtain all permits or authorizations required to access Morón Air Base. Once the works have finalized, the Contractor will return the permits or authorizations. Contractor is responsible to provide the required escorts as required to execute the works.

6.2. Delays and Interruptions: The Contractor is advised that delays are liable to occur, due to security reasons, during the access/egress process of personnel and materials from the

Morón Air Base. Additionally, the Contractor shall immediately interrupt the work when it is required if security warning/risk situations occur.

7. WORK CLEARANCE REQUEST: Within 5 calendar days after the notice to proceed (NTP) date, the Contractor shall request AF Form 103 “BCE Work Clearance Request” to Construction Management in order to obtain all the information pertaining to the current status of Base utilities. Additional requests shall be submitted to Construction Management 15 calendar days in advance, as minimum. The Contractor shall not perform any work under any circumstances without having the approved Work Clearance at the construction site (hard copy) and not before having marked at the site with stakes and/or pins the location of the utilities. Work Clearance Request shall only be processed once all materials and documentation necessary to commence work have been submitted and approved. The Contractor shall be responsible for any damage caused to Base utilities shown on the AF Form 103 and project drawings and shall be responsible for the repairs without additional cost to the Government.

8. BASE UTILITIES:

8.1. The Government shall do what is reasonable so that the consumptions of the Base utilities required by the Contractor are available to him from the existing outlets and supplies, as specified in the contract, without charge. The Contractor shall carefully keep all utilities available to him without wasting their consumptions.

8.2. The Contractor, at its expense and in a professional manner satisfactory to the Contracting Officer, shall install and maintain all necessary temporary connections and distribution lines. Before final acceptance of the work by the Government, the Contractor shall remove all the temporary connections, distribution lines and associated accessories.

8.3. Use of Base Utilities: Water, sewage and electrical utilities of the Base shall be available to the Contactor, when it is feasible and their consumptions are reasonable, for the supply to the following buildings: Offices, latrines, break rooms and laboratories.

Other utilities, apart from the listed below, shall be supplied by the Contractor at no cost to the Government.

The following utilities shall be available from the existing Base utilities:

1. Electricity: 120/208 volts, 60 Hz.

2. Non-potable water.

8.4. Base utility connection and/or disconnection: Within 15 calendar days after the notice to proceed (NTP) date, the Contractor shall request the connection and/or disconnection and shall indicate:

1. Type of affected utility

2. Type of connection and/or disconnection to be performed

3. Utility use

4. Required consumption

5. Maximum duration

All connection and/or disconnection works of Base utilities shall be programmed between 08:30 and 16:00 hours (between 08:30 to 15:00 during the period from 15 June to 15 September) from Monday to Friday, except holidays.
