SECTION 01 11 00

SCOPE OF WORK, DRAWINGS AND SPECIAL CONDITIONS

1. SCOPE OF WORK: The scope of work consists of the furnishing of all the labor, materials, plants, transportations, equipment and services to accomplish all the work in strict accordance with the drawings and specifications and complete and ready for use under a firm fixed price construction contract. The Contractor shall responsible for the temporary markings, signs, markers and lights at the area affected by the construction and, if required, shall provide the flagmen, escorts and foreign object debris (FOD) controllers during the work hours. A total of four phases has been established for the project execution. The work includes, but is not limited to the following activities, which include the tests to be performed by an independent laboratory for the quality control.

1.1. Pavement perimeter sawcut (work area).

1.2. Pavement milling, thickness 13 cm approximately, including load, sweeping, removal and transport to authorized waste manager.

1.3. Stop line traffic marking removal by means of micromilling at the intersections of D Avenue and the streets, including load, sweeping, removal and transport to authorized waste manager.

1.4. Traffic sign removal.

1.5. Base course excavation, thickness 8 cm approximately, including clearing-up, load and transport to authorized waste manager.

1.6. Concrete pavement demolition, 22.86 x 3.05 m2 approximately, including clearing-up, loading and transport of demolished material to authorized dump.

1.7. Base course excavation, thickness 35 cm approximately at concrete pavement, including clearing-up, load and transport to authorized waste manager.

1.8. Grading of the surface of the aggregate base course.

1.9. Compaction of 15 cm of aggregate base course to 98% Modified Proctor.

1.10. Application of prime coat C60BF4 IMP type, including sweeping and surface preparation.

1.11. Placing and compaction of 8 cm thick hot mix asphalt AC22 BIN 35/50 S type.

1.12. Application of tack coat C60B3 ADH type.

1.13. Placing and compaction of 5 centimeters of hot mix asphalt AC16 SURF 35/50 D type.

1.14. Installation of circular traffic signs, diameter 90 cm, retrorreflective, RA3 class and galvanized and painted post.

1.15. Installation of R-2 octagonal traffic sign, apothem 45 cm, retrorreflective, RA3 class and galvanized and painted post.

1.16. Painting of road centerline marking, 10 cm white, type II (RR), reflective, acrylic, including surface preparation and premarking.

1.17. Painting of road edge marking, 15 cm white, type II (RR), reflective, acrylic, including surface preparation and premarking.

1.18. Painting of road symbol and island markings, white, type II (RR), reflective, acrylic, including surface preparation and premarking.

1.19. Final cleaning.

1.20. Delivery of As-Built drawings.

1.21. Delivery of Spatial data.

2. PERFORMANCE PERIOD: The performance period estimated by the Government for the completion of the entire work ready for use, including from the preconstruction activities through the finish works, is 240 calendar days, including an average inclement weather days.

2.1 It shall be the sole responsibility of the Contractor to ensure all required submittals are submitted to the Contracting Office for approval in a timely manner which shall not incur any delay in completion of the project. Materials or equipment requiring long lead time for procurement and delivery shall be included in the period of performance. Delay in delivery/procurement will not justify an extension of the period of performance.

2.2 Contractor shall submit a Construction Schedule:

2.2.1 The Construction Schedule shall include a Gantt chart showing each task, including its description, identification number, duration in calendar days, earliest start and finish dates and the predecessor and successor task identification numbers, the critical path and the float that a task in the project network can be delayed without causing a delay to the subsequent task/s (free float)

01 11 00 - 3 and to the project completion date (total float). The critical path shall be shown by means of a red color line and the float by means of black line after the predecessor task bar.

2.2.2 The Construction Schedule shall show the whole week, from Monday through Sunday. The labor days shall be from Monday through Friday. Saturday and Sunday shall be non-labor days. The holidays shall not be considered on the Construction Schedule and, therefore, they shall be considered labor days for Construction Schedule development purpose only.

2.2.3 The Construction Schedule shall be developed assuming 8-working hours for each labor days.

2.2.4 The Construction Schedule must include the following tasks if required:

(a) Preconstruction tasks:

(1) Preparation and transmittal of the bond and insurance submittals.

(2) Training about the applicable traffic rules and regulations regarding driving on the aerodrome, included the request.

(3) Preparation, transmittal and approval of the submittals shown on document Schedule of Material Submittals (progress schedule, mobility plan, project sign, quality control plan, key personnel, personnel listing, health and safety plan, environmental protection plan, AF Form 103 BCE Work Clearance Request, utility connection request, utility outage requests, welding work request, transit control plan, access routes, materials and equipment).

(4) Procurement, fabrication and delivery on construction site of long lead time materials, equipment and fabricated assemblies.

(5) The installation of the portable/modular buildings (rest room, dressing room, dining room, first aid, office, laboratory).

(6) The installation of temporary connections from the portable/modular buildings to the utilities of the base.

(7) The installation of the temporary fence and fabric plastic mesh along the perimeter of the area assigned for the Contractor (equipment and material storage, personnel vehicle parking area, portable/modular buildings, off-construction site disposal and waste area).

(8) The installation of the project sign.

(9) The installation of the temporary signs, barriers, cones and flags along the transit routes.

(10) The installation of the temporary occupational safety and health signs (prohibition, mandatory, warning, help, fire prevention, danger, directional board) at the area assigned for the Contractor.

(11) The installation of the temporary occupational safety and health signs at the construction site.

(12) The painting of temporary markings.

(b) Construction tasks:

(1) The construction tasks shown on the AF Form 3052, Construction Cost Estimate Breakdown, including testing, curing time and the submission of the delivery tickets of the waste and construction debris and the approval of the field test result data.

(c) Finish tasks:

(1) Required testing.

(2) Pre-final inspection, included the request.

(3) Correction of deficiencies.

(4) Final inspection, included the request.

(5) The removal of the temporary markings.

(6) The removal of the temporary occupational safety and health signs at the construction site.

(7) Final cleaning.

(8) The removal of the temporary signs, barriers, cones and flags along the transit routes.

(9) The removal of the project sign.

(10) The removal of the temporary occupational safety and health signs at the area assigned for the Contractor.

(11) The removal of temporary connections to the utilities of the base, included the preparation and transmittal of the utility disconnection request, the utility outage request and the approval of the Government.

(12) The removal of the portable/modular buildings.

(13) The removal of the temporary fence and fabric plastic mesh along the perimeter of the area assigned for the Contractor.

(14) Restoration of the area assigned for the Contractor.

(15) Preparation and transmittal of the letter submittal about the inventory of all excess supplies, materials and equipment imported duty free for use under this contract.

(16) Preparation and transmittal of the As-Built drawing submittal.

(17) Preparation and transmittal of the spatial data submittal.

(18) Preparation and transmittal of the warranty letter submittal.

(19) Preparation and transmittal of the submittal of a certificate from the authorized dump about the estimated amounts or waste and construction debris managed during the execution of the project.

(20) Approval of the submittals.

(21) Project closeout.

2.3 Contractor shall submit a Work Plan:

2.3.1 The Work Plan shall present the sequence of preconstruction and construction activities planned to take place. The Work Plan shall be prepared in coordination with the Health and Safety Plan and the Quality Control Plan and shall contain the following:

(a) The summary of the proposed methodology for the execution of each task required for the project completion.

(b) The resources to be used for the execution of each task required for the project completion describing the equipment and personnel to be used.

(c) Daily production for each task required for the project completion.

4. GOVERNMENT-FURNISHED MATERIAL (GFM): No GFM is used.

5. EQUIPMENT, CONTROLS, AND MATERIAL OF THE UNITED STATES OF

AMERICA: Not used.

6. CERTIFICATES: The submitted certificates shall be original or a notarized copy.

6.1 Classification Certificate of the Contractor: Contractor must hold an updated Certificate of Classification issued by the Spanish “Registro Oficial de Licitadores y Empresas Clasificadas del Estado” of the "Ministerio de Hacienda y Administraciones Públicas" covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate.

Group Subgroup Category G 1, 4 and 6 F O 2 D

Classification Certificate G1F corresponds to work activities which annual average cost is more than 2,400,000 euros and are related to freeways and highways.

G4F corresponds to work activities which annual average cost is more than 2,400,000 euros and are related to asphalt pavements.

G6F corresponds to work activities which annual average cost is more than 2,400,000 euros and are related to road works without specific qualification.

Certificate of Classification O2D corresponds to work activities which annual average cost is more than 600.000 euros and are related to upkeep and maintenance of roads, runways, highways, freeways, streets and railroads.

6.2 Not used.

6.3 Quality Certificate of the Contractor: Contractor must hold an updated Certificate of Quality Management System UNE-EN ISO 9001 issued by an official certification body for the following activities:

1) The placing and setting up of bituminous mixes.

2) The milling and recycling of pavements.

3) The upkeep and maintenance of roads, runways, highways and freeways.

4) The construction of:

a) Roads and runways (with pavements of bituminous mixes, markings and signage of roads, works without specific qualification).

The certificate holder must execute the activities related to the certificate.

6.4 Environment Certificate of the Contractor: Contractor must hold an updated Certificate of Environment Management System UNE-EN ISO 14001 issued by an official certification body for the following activities:

1) The placing and setting up of bituminous mixes.

2) The milling and recycling of pavements.

3) The upkeep and maintenance of roads, runways, highways and freeways.

4) The construction of:

b) Roads and runways (with pavements of bituminous mixes, markings and signage of roads, works without specific qualification).

The certificate holder must execute the activities related to the certificate.

6.5 Classification Certificate of the Contractor or Subcontractor: The Contractor or Subcontractor must hold an updated Certificate of Classification issued by the Spanish “Registro Oficial de Licitadores y Empresas Clasificadas del Estado” of the "Ministerio de Hacienda y Administraciones Públicas" covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate.

Group Subgroup Category G 5 F O 2 D

Classification Certificate G5F corresponds to work activities which annual average cost is more than 2,400,000 euros and are related to markings and signs.

Certificate of Classification O2D corresponds to work activities which annual average cost is more than 600.000 euros and are related to upkeep and maintenance of roads, runways, highways, freeways, streets and railroads.

6.6 Not used.

7. SPECIAL REQUIREMENTS: The following special conditions apply:

7.1 Subcontractor: The contractor may subcontract all the works except:

a. The placing and setting up of bituminous mixes.

b. The milling of pavements.

c. The prime coat application.

d. The tack coat application.

7.2 Stockpiling area of demolished/removed material: The Contractor shall transport the material to an authorized dump. Should any of the Morón Air Base shops need all or part of any of the materials from the demolition operations (concrete, aggregate and natural ground), the Contracting Office representative shall coordinate with the Base Chief of Operations and Maintenance the exact location to stockpile said material.

7.3 Stockpiling area for Contractor material and Contractor offices: The C.O. representative shall coordinate with the base Chief of Operations and Maintenance the exact location for Contractor offices and stockpiling.

7.7 Laboratory: All sampling and testing shall be performed by an approved and independent laboratory that is accredited in accordance with a current UNE-EN 9001:2000 and registered by Junta de Andalucía for the following tests. The laboratory shall be the responsible to perform the entire quality control of the project, shall be as a consultant and shall provide the technical assistance that can be required.

a. Geotechnic tests (GT).

b. Road tests (VS).

c. Tests of Soils, Bituminous Pavements and Other Materials (OL-A).

d. Tests of Metal Products and Signage (OL-C).

e. Tests of Geotechnical Inspection (OL-D).

SECTION 01 11 01

GENERAL CONDITIONS

1. GENERAL: The work consists of furnishing all labor, materials, plant, transportation, equipment, and services to complete the project described in Section 01 11 00, Scope of Work, Drawings and Special Conditions, in accordance with the drawings and specifications, complete and ready for use by means of a firm fixed price construction contract.

Measurements given in the drawings and specifications are given for reference use only. It is the Contractor’s responsibility to verify any and all of said measurements.

2. GENERAL DESCRIPTION: The work consists in, but is not limited to, executing the line items indicated in the scope of work. All line items indicated in the scope of work do not limit or reduce the Contractor’s responsibility to perform all work as required by the project in order to provide a complete and operable facility.

3. LOCATION: The work is located in Morón Air Base, Spain, as shown on the contract drawings.

4. DRAWINGS ACCOMPANYING SPECIFICATION: The drawings accompanying this specification are a part thereof. Drawings are the property of the Government, and shall not be used for any purpose other than that contemplated by the specification. The drawings included in this specification are similar to A1.

5. WARRANTY: For this contract, the Contractor shall provide a one-year standard commercial warranty associated with all scope of work items including materials and workmanship. The warranty should cover all defects noticed and reported to the Contractor within one year after acceptance of the project. The Contractor shall repair or replace defective materials at the Contractor's expense within a reasonable time, and as approved by the Contracting Officer.

The Contractor must comply with any additional warranty periods covered under Spanish codes and regulations. The contractor shall submit the warranty prior to the final inspection.

6. BASE ACCESS:

6.1. Permits or Authorizations: The Contractor shall obtain all permits or authorizations to access Morón Air Base. Once the works have finalized, the Contractor will return the permits or authorizations. Contractor is responsible to provide escorts as required to complete the project.

6.2. Delays and Interruptions: Contractors are advised that due to security reasons, during the access/egress process of personnel and materials from the Morón Air Base delays are

01 11 01 - 2 liable to occur. Additionally, the Contractor shall immediately interrupt work when required to do so if security warning/alarm situations occur.

7. WORK CLEARANCE REQUEST: 5 calendar days after the notice to proceed (NTP) the Contractor shall request, prepare and coordinate all signatures on AF Form 103 “BCE Work Clearance Request” in order to obtain all the information pertaining to the current status of general utilities. Additional requests shall be processed through the Contracting Officer or authorized representative, minimum of 15 duty days beforehand. The Contractor shall not perform any excavation works under any circumstances without an approved Work Clearance Request at the work site (hard copy). Work Clearance Request will only be processed once all materials and documentation necessary to commence work have been submitted and approved. The Contractor shall be held responsible for any damage caused to general utilities indicated on the AF Form 103 and related drawings and shall be repaired at no additional cost to the Government of the United States.

8. BASE UTILITIES:

8.1. Use of Base Utilities: Water, Sewage and electric Base utilities will be available, when feasible, to the Contactor for connections to the following facilities: Offices, latrines, break rooms, and laboratories. All labor and material cost associated with the connection and disconnection of utilities will be the responsibility of the contractor.

The following Utilities will be available from the existing Base utility systems. The contractor, at no cost to the Government, shall supply any additional utilities requirement besides what is listed below.

1. Electricity 120/208 volts, 60 Hz.

2. Non-potable water.

15 calendar days after the notice to proceed (NTP) the Contractor shall request the connection and shall indicate the type of utility service required, type of connection and disconnection, utility service use and maximum duration. All connection and disconnection works for Base utilities shall be programmed between 08:30 and 16:00 hours (08:30 to 15:00 during the period of 15 June thru 15 September), Monday through Friday, holidays excepted. It shall be the Contractor’s responsibility to effect the connections and disconnections and shall reimburse costs incurred in the connection, disconnection, conversion, transportation of Base utility services to the work site, including providing the mechanisms that avoid water from flowing back into the system (backflow preventers) and furnishing and installing the necessary transformers. The Contractor shall not activate or alter any control device of the system of the utility services, including water, sewage and electricity. Control devices will be Government operated. Additional requests shall be processed through the Contracting Officer or authorized representative with a minimum of 10 duty

01 11 01 - 3 days prior to any connection, disconnection or manipulation of the required control system of the utility. Temporary overhead connections to utility services are prohibited. All systems shall be restored to their original condition prior to satisfying final contractual payments.

8.2. Base Utility Outages: 15 calendar days after the notice to proceed (NTP) the Contractor shall request the utility outage and shall indicate the type of outage to be performed, the scope of work and the maximum duration. All utility outages shall be scheduled between 08:30 and 16:00 hours (08:30 to 15:00 during the period of 15 June thru 15 September), Monday through Friday, holidays excepted. The Contractor shall not activate or alter any control device of the system of the utility services, including water, sewage and electricity. Control devices will be Government operated. The Contractor shall notify the Contracting Officer or authorized representative 15 duty days prior to any connection, disconnection or manipulation of the control system of the utility services required. Temporary overhead connections to utility services are prohibited. All systems shall be restored to their original condition prior to satisfying final contractual payments.

9. HOT WORK: The Contractor shall submit for approval a written request to the Contracting Officer or authorized representative 10 calendar days prior to any welding, oxyacetylene or plasma cutting work. Said request shall indicate welding procedures and fire prevention measures. All welding work performed during the project shall be carried out by qualified welders only. The copies of the welding certificates, issued by an approved agency, shall be kept in the construction inspector’s files.

10. VEHICULAR TRAFFIC, MACHINERY AND EQUIPMENT:

10.1. Traffic Control: All works that require vehicular or pedestrian traffic disruptions on the Base shall require an approved transit control plan. Said plan shall be approved at least 15 calendar days prior to carrying out said disruption. Said plan shall include the date, duration, proposed alternative routes, signs, barriers, cones and/or flagmen. The Contractor shall establish alternate procedures should unforeseen circumstances take place. The responsibility of furnishing, erecting, maintaining and removing all signs, barriers, cones and flags shall be solely the Contractor’s. Once the work is completed, the Contractor shall remove the signaling elements such as barriers, cones and/or flags.

10.2. Access Routes: 15 calendar days after the notice to proceed (NTP) the Contractor shall submit a plan for the access routes, which shall be approved by the Contracting Officer or authorized representative.

10.3. Trucks: Trucks loaded with loose material (air borne dust, construction debris or other objects that could fall from them), shall be duly covered. Said covers, such as tarps, shall be fastened over the load prior to accessing the adjacent roads.

11. PROGRESS SCHEDULE (AF Form 3064): (See solicitation/Contract FAR clause 52.236-15, Schedules for Construction Contracts, Apr 1984). The Contractor shall, 10 calendar days after the notice to proceed (NTP) or another period of time determined by the Contracting Officer, prepare and submit to the Contracting Officer for approval a practicable schedule showing the order in which the Contractor proposes to perform the work, and the dates on which the Contractor contemplates starting and completing the several salient features of the work (including acquiring materials, plant, and equipment). The schedule shall be in the form of a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given date during the period and reflect or closely the line items in the Construction Cost Estimate Breakdown. If the Contractor fails to submit a schedule within the time prescribed, the Contracting Officer may withhold approval of progress payments until the Contractor submits the required schedule.

12. MOBILITY PLAN: The Contractor shall submit a mobility plan to the Contracting Officer or authorized representative for approval. Said plan shall propose the location and surface of the work site, offices and material staging and storage areas. The Contractor shall submit the plan 15 calendar days after the notice to proceed (NTP). The Contractor shall include in the mobility plan the proposed system to supply the required utility services required at each site.

12.1. Construction Site Fencing: Construction sites, offices, latrines, material staging and storage areas shall be fenced in by means of a two-meter high fence to include gates and locks, unless otherwise approved the Government of the United States. The type of fencing, height and color shall be specified in accordance with the Contracting Officer or authorized representative’s criteria. Fences shall be screened with green opaque screening material to prevent visibility inside the fenced area. Fencing shall be completely secured at top and bottom to prevent access. Fences and screens shall be adequately staked and/or anchored to prevent blowing over during high wind conditions. The Contractor shall include in the Mobilization Plan photos, catalogs or samples of the screening material. The Contractor shall not install the fencing or screening materials until approval, in writing, has been granted from the Contracting Officer or authorized representative.

The responsibility of providing, erecting, maintaining and removing the fencing shall be solely the Contractor’s. The Contractor shall replace or repair, within the following 24 hours or as determined by the Contracting Officer or authorized representative, all fence or screening sections that have been damaged or deteriorated. Once the works have been finalized, the Contractor shall remove the fencing.

12.2. Offices: Temporary prefabricated buildings required for administrative reasons (office space, conference room and break room) shall be in good conditions. Temporary prefabricated buildings requiring paint, repairs or are in bad conditions shall not be allowed at the site. Said temporary prefabricated buildings shall include on the outside a plaque, 0.5 x 0.5 meters maximum dimensions, indicating the name of the company and telephone number (s) of the person

(s) designated as POC for the Contractor 24 hours a day. Once the works are finalized, the Contractor shall remove the temporary prefabricated buildings.

12.3. Latrines: Prefabricated temporary buildings required as latrines for personnel shall be in good conditions. The prefabricated temporary buildings requiring paint, repairs or are in bad conditions shall not be allowed on the work site. These facilities shall be kept in perfect using conditions and sanitized, shall be treated for insects and shall be emptied once a week and cleaned with a detergent suitable for sanitary use. The frequency of emptying and cleaning shall be adjusted according to needs. The facilities shall be located no less than 50 meters from the existing buildings on Base if they cannot be located near a sewage manhole. Once the works have been completed, the Contractor shall remove the temporary facilities and shall leave the area clean and sanitized.

12.4. Parking: The Contractor, their employees and subcontractors shall park all vehicles, including heavy machinery, equipment or vehicles, in areas where they do not pose an obstruction in the corresponding work site. All possible efforts must be made so that the vehicles are not parked in an area where they will be clearly visible from the outside.

12.5. Material Storage: Storage containers will be in good conditions. The storage of materials at the work site shall be at the Contractor’s own risk. The use of private security guards at the work site shall require Spanish Air Force Security Forces approval. The Contractor shall not use the work site to store material previously approved by the Contracting Officer or authorized representative. Once the works have finished, the Contractor shall remove the excess stored material.

13. PROJECT SIGN: 15 calendar days after the notice to proceed (NTP) the Contractor shall install an identifying project sign in accordance with Figure 1 no later than one day after the work site fencing has been installed. The sign shall be mounted on two wooden posts 10 cm x 10 cm, fastened to the ground and adequately anchored. The Contracting Officer or his representative shall determine the location of said sign. During final cleanup of the work site, the sign, posts and anchoring elements shall be removed. Unless otherwise specified, the sign shall have a white background and the lettering shall be dark blue.

14. Quality Control Plan: 15 calendar days after the notice to proceed (NTP) the Contractor shall submit a comprehensive Quality Control Plan. The plan shall contain at minimum the following:

1. Names and Qualifications for the proposed Quality Control Manager and Inspectors.

2. Organization Chart.

3. Responsibility of the Quality Control Inspectors, Quality Control Manager and the

Project Manager.

4. Inspection types to be performed.

5. Inspection Procedures and actions to be taken for failed or unsatisfactory inspections.

6. Inspection Reporting forms. Submit all reporting forms for any type of inspection to be performed under this project.

7. List of planned ‘Hold Inspection Points’ with the estimated dates from the construction schedule.

8. Request for Information (RFI): submit the Request for Information Form (RFI) and

RFI Log Form. This will be used to submit and track any RFI’s during construction.

9. Material Testing: Submit the name and qualifications for any Testing Agency or Laboratory planned for testing. All testing reports shall be submitted in a timely manner for review and approval. Related work may continue only after testing report has been approved. Should any test report fail, follow-on work is not to proceed until after the failure has been corrected. It is the responsibility of the QC Manager to ensure that all reports have been reviewed and the necessary action taken to resolve any failed testing.

10. A daily report of all actions performed during the contract period is required to be documented on a daily basis. The daily reports are to be kept on the job-site and available for review at all times. A copy of the daily reports shall be submitted weekly to the Contracting Officer. The following shall be included in the report, but is not all-inclusive.

1. The date of the inspection.

2. Comment on the weather conditions.

3. Inspection of equipment and materials and their delivery date at the job-site.

4. Name of the visitors at the work site and visit date.

5. Inspection of any deficiencies discovered during the day and corrective action taken.

6. Inspection and acceptance of subcontractor materials and workmanship.

7. Work performed during the day, including the used labor personnel and equipment.

8. Any field change or modifications approved by the Contracting Officer.

14.1. Acceptance of the Construction Quality Control (QC) Plan: Acceptance of the QC Plan is required prior to the start of construction. The Contracting Officer reserves the right to require changes in the QC Plan and operations as necessary, including removal of personnel, to ensure the specified quality of work.

14.2. Maintenance of records is the responsibility of the contractor.

15. PRE-FINAL AND FINAL INSPECTIONS: Final inspection and acceptance will be conducted jointly with the inspector and a representative from the contracting office. The contractor shall request a pre-final inspection once the works are completed in accordance with the inspector's judgement. After the solving of all the discrepancies found during the pre-final inspection, if any, the contractor shall request a final inspection. All punch list items must be completed before final acceptance of the project.

16. WORK DAY:

16.1. Normal Work Hours: The Contractor shall perform all work during normal working hours unless the Contracting Office representative to deviate from said work schedule issues a special authorization. Normal working hours shall be from 0800 to 1700, from Monday to Friday, with the exception of holidays.

16.2. Work Outside Normal Hours: If the Contractor wishes to work outside the normal hours of operation, Saturdays, Sundays, or holidays, he shall submit an application to the Contracting Officer. The Contractor shall submit the request five (5) workdays ahead of time as minimum.

17. CONSERVATION AND MAINTENANCE OF THE EXISTING FACILITIES:

The contractor shall conserve and protect all existing facilities at the work site or adjacent to it that shall not to be removed or affected by the work required under this contract. The Contractor shall restore, at no additional cost to the Government of the United States of America, the facility affected during the execution of works to its original condition, before final acceptance of the project.

18. ENVIRONMENTAL PROTECTION PLAN: 15 calendar days after the notice to proceed (NTP) the Contractor shall submit the Environmental Protection Plan. The program shall include, but not be limited to, the following:

18.1. Conservation and Maintenance of the Existing Vegetation: The Contractor shall conserve and protect the existing vegetation (trees, shrubs, grass) on or adjacent to the work site, which shall not to be removed and which do not interfere with the work required under this contract. The contractor shall only remove trees or shrubs when specifically indicated in the drawings and specifications and shall avoid damaging the rest of vegetation. If any limbs or branches of trees are broken during contract performance due to the careless operation of equipment or the carelessness of the workers, the contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound. The contractor shall cut the grass or vegetation in the work site so that it does not exceed 10 cm in height. The Contractor shall restore, at no additional cost to the Government of the United States of America to their original state all areas disturbed during construction to their original condition before final acceptance of works under this project.

18.2. Housekeeping and Site Cleanup: The Contractor shall dispose of accumulated debris, waste materials and rubbish and shall keep the site in order. All rubbish and waste materials shall be removed daily, shall be placed in contractor furnished containers and shall be removed on a daily basis to an authorized dump off Base as the project progresses. Contractors shall ensure all

01 11 01 - 15 lightweight debris at the construction site is properly secured in waste receptacles so that it does not blow to another area or onto the airfield. Once the works are finished, the Contractor shall remove the containers.

18.3. Cleaning and Maintenance of Access Routes: The Contractor shall be solely responsible for any material dumped/spilled by trucks, vehicles and machinery or equipment on the access routes. The Contractor shall immediately remove said material. The Contractor shall be responsible for assuring that all access routes shall be kept clean and clear at all times. No amount of debris whatsoever will be tolerated on the access routes

18.4. Waste and Construction Debris: The Contractor, prior to the final inspection, shall submit a certificate from the authorized dumpsite to the Contracting Officer with the estimated amounts or waste and construction debris managed during the execution of the project. The delivery tickets must be previously submitted for verification to Construction Management during execution of the work.

18.5. Hazardous Material: Before transporting any type of hazardous material, the Contractor shall contact the Chief of Construction Management to coordinate handling and storage. The Contractor shall be responsible for complying with all applicable environmental rules and regulations concerning handling, transportation and storage of materials and/or dangerous waste.

18.6. Noise Control and Prevention: The Contractor shall comply with all applicable municipal and state regulations and all by laws and norms pertaining to noise control and prevention, applicable on or off Base. The Contractor shall take the required measures to prevent and control the noise near the construction area.

18.7. Dust Control and Prevention: The Contractor shall comply with all applicable municipal and state regulations and all by laws and norms pertaining to dust control and prevention, applicable on or off Base. The Contractor shall take the required measures to prevent and control the dust near the construction area.

18.8. Storm Water Pollution Prevention and Control: The Contractor shall comply with all applicable municipal and state regulations and all by laws and norms pertaining to prevention and control of the pollution of the storm water, applicable on or off Base. The Contractor shall take the required measures to prevent and control the pollution of the surface storm waters and ground waters of the base.

19. SPECIFICATIONS AND DRAWINGS FOR CONSTRUCTION: (See Solicitation/Contract FAR clause 52.236-21, Specifications and Drawings for Construction, Feb 1997).

19.1. Maintenance and Updating of As-Built Drawings and Specifications: The Contractor shall keep two sets of specifications and drawings, regular size, which shall show neatly and clearly marked in red all variations between the actual construction and the contract documents. The As-Built drawings shall be kept up-to-date at the work site at all times during the contract. All the revisions must be numbered and must be marked in red accompanied with the revision number. Moreover, the revision number must be indicated on the "Mark" column, the revision description on the "Description" column and the approval date on the "Date" column and must be signed by the representative of Construction Management on "Appr" column on the corresponding As-Built drawing block.

19.2. Availability and Review of As-Built Drawings: As Built shall be available for inspection by the Contracting Officer or his authorized representative during the execution of the works.

19.3. Submittal of As-Built drawings: Prior to the final inspection, a complete set of As- Built drawings stamped with "AS-Built" near the title box, with the numbered revisions, marked in red, described, dated and signed by project inspector and a CD with said “As-Built” drawings in AutoCAD format shall be submitted to the Contracting Officer. The AutoCAD version shall be the same version used in the Base Design Section. Hard copies shall be A1 size. The name of the drawing files on the CD shall correspond to the drawing numbers of the hard copies. The CD, as well as the drawing block shall include the following information:

1. Project Name and Number.

2. Date.

3. Contract Number.

4. Contractor Name.

20. GUIDELINES FOR AS-BUILT SPATIAL DATA COLLECTION &

SUBMITTAL: The contractor shall submit the spatial data prior to the final inspection.

20.1. The contractor is responsible for accurately collecting all spatial data features as built, as constructed and as installed. The required positional accuracy is +/- 2 cm.

20.2. The contractor is responsible for delivering the spatial data in ESRI shapefile or ESRI Geodatabase.
