SECTION 01 11 00

SCOPE OF WORK, DRAWINGS AND SPECIAL CONDITIONS

1. SCOPE OF WORK: The project consists of

1.1 Architectural Work:

1.1.1 Demolition and Disassembly Work:

a. Remove chain link fence of exterior equipment.

b. Disassembly doors, frames, bulk frames and trims for subsequent reinstallation or relocation.

c. Remove kitchenette furniture.

d. Remove cabinets, shelves and countertop from toilets.

e. Remove shower screens

f. Disassemble bath shelves and soap dispensers for subsequent reinstallation.

g. Remove wall tiles and mortar layers.

h. Remove gres floor tiles

i. Remove sanitary fixtures and bath accessories.

j. Demolish partitions and cut new door opening in walls.

k. Remove cables, boxes and any inoperative element affixed to the exterior walls as indicated.

l. Remove paint coats from exterior wall surfaces.

m. Remove mortar layer from exterior walls.

n. Remove equipment blocks and inoperative elements from the roof as indicated.

o. Disassemble metal louver panels to be readjusted.

p. Remove ficus type bushes in front of mechanical room metal screen.

q. Back fill the area affected by the demolition and restore the topsoil of the resultant areas and the gravel cover.

r. Selection, treatment, load and transportation of demolition material to authorized dump or recycling plant.

1.1.3 Masonry Works:

a. Construct new partition brick walls.

b. Close door opening with brick wall.

1.1.4 Steel Works:

a. Install metal louver paneling adapted and converted into swinging doors.

b. Provide and install metal secondary structure to support the false ceiling.

c. Provide and install chain link fence and gate.

1.1.5 Carpentry Works and phenolic paneling:

a. Provide and install wood cabinet, quarry countertop and baseboard and accessories in the food preparation areas.

b. Provide and install phenolic countertops for sinks.

c. Provide and install phenolic urinal separators.

1.1.6 Thermal and Moisture Protection:

a. Clean roof surface, tile joints and construction joints

b. Restore loose roof clay tiles from roof.

c. Provide grouting material and shape tile joints.

d. Provide material and seal the roof construction joints.

e. Provide material and apply waterproof treatment coats and mesh.

f. Clean and fix gutters, seal gutter joints and flashings from roof.

g. Clean downspout and restore anchorage and accessories.

1.1.7 Doors and Signage:

a. Clean doors repair/restore hardware, frames and trims and reinstall to its original position.

b. Clean doors, restore hardware, frames and trims and reinstall to new positions as indicated.

c. Provide and install signage on affected doors.

1.1.8 Finishes:

a. Provide material and repair wall cracks.

b. Provide material and apply repair mortar layers to exterior wall and overhung surfaces.

c. Provide material and apply cement mortar with guide lines to new interior partitions and wall tile base.

d. Provide material and install wall tiles to screeded mortar layer with exposed stainless steel protective edges.

e. Provide material and install porcelanic gres floor tiles on self-leveling mortar layer.

f. Provide terrazzo tile and baseboard equal to existing and repair the areas

01 11 00 - 3 affected by the partitions removal, new door opening performance and those tiles damaged by the works.

g. Provide material and install suspended ceiling of acoustical removable tiles.

h. Provide material and install suspended ceiling of water resistant removable tiles.

i. Provide material and apply plastic paint to interior wall.

j. Provide material and apply polyurethane enamel paint to exterior metal surfaces.

k. Provide material and apply moisture resistant paint to expose interior ceiling.

l. Provide material and mark room numbering above doors.

m. Provide material and apply epoxy mortar and paint coats to the mechanical room floor surface.

n. Provide material and apply prime, bonding interphase and paint coating to exterior wall and overhang surfaces, paint wall markings and reinstall the elements previously disassembled.

o. Provide grouting material, restore empty joints, buffing and polishing the terrazzo floor surface.

1.2 Mechanical Works:

1.2.1 Demolition Mechanical Work:

a. Demolish interior sewer installations and plumbing fixtures.

b. Demolish interior plumbing installations.

c. Demolish air conditioning system elements.

1.2.2 Construction Mechanical Work:

a. Perform modifications to the sewer and vent systems.

b. Supply and install interior plumbing system.

c. Supply and install plumbing fixtures and toilet accessories.

d. Inspection, cleaning and disinfection of HVAC air distribution system.

e. Perform modifications to the chilled/hot water production/distribution system.

f. Perform modifications to the HVAC air distribution system.

g. Perform modifications to the building exhaust system.

h. Perform modifications to the wet pipe fire extinguishing sprinkler system.

i. Start up, tests, balancing and adjustments of all the systems (existing and installed).

1.3 Electrical Works:

1.3.1 Electrical Demolition Work:

a. Partial demolition of interior electrical distribution system.

b. Demolition of complete interior lighting system.

c. Partial demolition of fire alarm system.

d. Partial demolition of communications system.

1.3.2 Construction Electrical Work:

a. Perform modifications to the interior electrical distribution system.

b. Supply and install new interior lighting and lighting control systems.

c. Perform modifications to the fire alarm system.

d. Perform modifications to the communications system.

1.4 Final cleaning.

1.5 Delivery of As-Built drawings.

1.6 Delivery of Spatial data.

2. PERFORMANCE PERIOD: The performance period proposed for the execution of this project is 550 calendar days, and includes average inclement weather days. The performance period is the sum of the three phases plus the users’ mobilization periods from the next area to be renovated to the completed area, establishing a period of 190 calendar days for the first phase, 150 calendar days for the second phase and 150 calendar days for the third phase. Each user mobilization period is estimated in 30 calendar days.

2.1 It shall be the sole responsibility of the Contractor to ensure all required submittals are submitted to the Contracting Office for approval in a timely manner which shall not incur any delay in completion of the project. Materials or equipment requiring long lead time for procurement and delivery shall be included in the period of performance. Delay in delivery/procurement will not justify an extension of the period of performance.

2.2 Contractor shall submit a Construction Schedule and Work Plan.

2.2.1 The Construction Schedule shall include a Gantt chart showing each task, including its description, identification number, duration in calendar days, earliest start and finish dates and the predecessor activity identification number, the critical path and the float that a task in the project network can be delayed without causing a delay to the subsequent task (free float) and to the project completion date (total float). The critical path shall be shown in red color and the float by means of black line after the predecessor task bar. The Construction Schedule shall show the whole week, from Monday through Sunday. The labor days shall be from Monday through Friday.

Saturday and Sunday shall be non-labor days. The holidays shall not be considered on the

Construction Schedule and, therefore, they shall be considered labor days for Construction Schedule development purpose only. The working hours for the labor days shall be 8 hours.

2.2.2 The Work Plan shall present the sequence of preconstruction and construction activities which are planned to take place. The Work Plan shall be prepared in coordination with the Safety Plan and the Quality Control Plan and shall contain the following:

a. The summary of the proposed methodology for the execution of each task required for the project completion.

b. The resources to be used for the execution of each task required for the project completion describing the equipment and personnel to be used.

c. Daily production for each task required for the project completion.

4. GOVERNMENT-FURNISHED MATERIAL (GFM): Not used.

5. EQUIPMENT, CONTROLS, AND MATERIAL OF THE UNITED STATES OF

AMERICA:

5.1 Equipment List: The following listed equipment, controls, and materials shall be manufactured in the United States of America or in another country where the supplier is under license of the United States of America manufacturer and the product meets the same applicable specifications and/or standards. No substitutions will be allowed.

a. Hose bibb and hose connection vacuum breaker.

b. Exhaust fan.

c. Electrical conduits, boxes and accessories.

c. Receptacles, plugs and switches/dimmers.

d. Emergency HVAC shutoff buttons.

e. Occupancy sensing/daylight switches.

5.2 Excess: The Contractor shall furnish to the Contracting Officer, just prior to completion of this contract, a consolidated inventory of all excess supplies, materials, and equipment imported duty free for use under this contract. The Contractor shall either pay required duties on the excesses or re-export the excesses.

6. CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the “Registro Oficial de Licitadores y Empresas Clasificadas del Estado”, covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate.

7. SPECIAL REQUIREMENTS: The following special conditions apply:

7.1 Contract shall be executed in three phases, as described below for reference purpose only, in the following order: North area/Mechanical room, Central area and South area. The performance period is the sum of the three phases plus the users’ mobilization periods from the next area to be renovated to the completed area, establishing a period of 190 calendar days for the first phase, 150 calendar days for the second phase and 150 calendar days for the third phase. Each user mobilization period is estimated in 30 calendar days, therefore the entire performance period is 550 calendar days. The second phase shall not be started until the first phase is completely finished and inspected and accepted by the Contracting Officer; the third phase shall not be started until the second phase is terminated, inspected and accepted by the Contracting Officer, unless otherwise indicated by the Contracting Officer. The contractor shall submit a proposed detailed construction phasing plan for this building, taking into consideration what is mentioned below, 15 calendar days after the notice to proceed (NTP). Said plan shall be coordinated with the user and

01 11 00 - 8 involved agencies, through the contracting officer. This phasing plan shall be subject to changes depending on airfield operations by the time of execution.

7.2 During demolition/construction phases, the rest of the occupants of the building shall remain in operation continuing their normal activities, so the Contractor shall proceed in such a manner so as to interfere as least as possible with normal operations.

7.3 The demolition/construction of utility service lines, electric, water and sanitation common to the rest of the building shall be accomplished so as not to affect the other areas in operation or reduce to a minimum any interruption. In the case that any of the utility lines must be interrupted, this shall be authorized by the Contracting Officer.

7.4 Domestic cold/hot water, cooling/heating and electricity shut off schedule: The Contractor shall submit a detailed plan of the domestic cold/hot water and cooling/heating, electricity shut off schedule required for the execution of this project. Said schedule shall be submitted for approval 15 calendar days prior to the commencement of work in each phase.

Schedule shall include the number and duration of suspension of service/building use events taking into account that these shall be kept to a minimum.

7.5 Air conditioning ducts cleaning: the air conditioning ducts inspection, cleaning and disinfection shall be performed in phases, depending on the area affected for each phase.

7.6 Air conditioning/heating: The two heat pump chillers, chiller pumps, North area pumps, CL-3 air handling unit, valves and related accessories shall be installed during the first phase. The two heat pump chillers shall not be replaced at the same time, so that there is always one chiller operative. As every pump has an associated back-up pump, one pump of both shall always be operative. The replacement of a second chiller or pump shall not be allowed until the previous one has been installed, accepted and it is in operation. The central area pumps shall be installed during the second phase. South area pumps and CL-5 air handling unit shall be installed during the third phase. The work shall be programmed so that the replacement of air conditioning system elements is performed during the no heat/no cool season.

7.7 No heat/no cool season: The "no heat/no cool season" mentioned in section 01 11 00, paragraph 7.6 is defined as follows in accordance with USAFEI32-7040: No heat/no cool season:

“Comfort cooling systems should not be in operation until the outside air temperatures exceed 75 degrees Fahrenheit (24 degrees Celsius) dry bulb or 68 degrees Fahrenheit (20 degrees Celsius) wet bulb for five consecutive days. In addition the heating season should not begin until the outside temp drops below 55 degrees Fahrenheit (13 degrees Celsius) for five consecutive days”. This period may vary but is usually established from 1 October to 15 November and from 1 Mar to 15 April. These dates are given as general guidance only.

7.8 Electrical power outages: There are several works under this contract that will require performing partial power outages in the facility, that shall be co-ordinated through Contracting Office as indicated in the General Conditions section of the specifications and herein. Same shall apply to the antennas transmission when roof repair works are carried out.

SECTION 01 11 01

GENERAL CONDITIONS

1. GENERAL: The work consists of furnishing all labor, materials, plant, transportation, equipment, and services to complete the project described in Section 01 11 00, Scope of Work, Drawings and Special Conditions, in accordance with the drawings and specifications, complete and ready for use by means of a firm fixed price construction contract. Measurements given in the drawings and specifications are given for reference use only. It is the Contractor’s responsibility to verify any and all of said measurements.

2. GENERAL DESCRIPTION: The work consists in, but is not limited to, executing the line items indicated in the scope of work. All line items indicated in the scope of work do not limit or reduce the Contractor’s responsibility to perform all work as required by the project in order to provide a complete and operable facility.

3. LOCATION: The work is located at Bldg #1411 Operations Bulging, in Morón Air Base, Spain, as shown on the contract drawings.

4. DRAWINGS ACCOMPANYING SPECIFICATION: The drawings accompanying this specification are a part thereof. Drawings are the property of the Government, and shall not be used for any purpose other than that contemplated by the specification. The drawings included in this specification are similar to A1.

5. WARRANTY: For this contract the Contractor shall provide a two year standard commercial warranty associated with all scope of work items including materials and workmanship.

The warranty should cover all defects noticed and reported to the Contractor within two years after acceptance of the project. The Contractor shall repair or replace defective materials at the Contractor's expense within a reasonable time, and as approved by the Contracting Officer. The Contractor must comply with any additional warranty periods covered under Spanish codes and regulations. The contractor shall submit the warranty prior to the Final inspection and acceptance of the work by the Contracting Officer.

6. BASE ACCESS:

6.1 Permits or Authorizations: The Contractor shall obtain all permits or authorizations to access Morón Air Base. Once the works have finalized, the Contractor will return the permits or authorizations. Contractor is responsible to provide escorts as required to complete the project.

6.2 Delays and Interruptions: Contractors are advised that due to security reasons, during the access/egress process of personnel and materials from the Morón Air Base delays are liable to occur. Additionally, the Contractor shall immediately interrupt work when required to do so if security warning/alarm situations occur.

7. WORK CLEARANCE REQUEST: 5 calendar days after the notice to proceed (NTP) the Contractor shall request, prepare and coordinate all signatures on AF Form 103 “BCE Work Clearance Request” in order to obtain all the information pertaining to the current status of general utilities. Additional requests shall be processed through the Contracting Officer or authorized representative, minimum of 15 duty days beforehand. The Contractor shall not perform any excavation works under any circumstances without an approved Work Clearance Request at the work site (hard copy). Work Clearance Request will only be processed once all materials and documentation necessary to commence work have been submitted and approved. The Contractor shall be held responsible for any damage caused to general utilities indicated on the AF Form 103 and related drawings and shall be repaired at no additional cost to the Government of the United States.

8. BASE UTILITIES:

8.1 Use of Base Utilities: Water, Sewage and electric Base utilities will be available, when feasible, to the Contactor for connections to the following facilities: Offices, latrines, break rooms, and laboratories. All labor and material cost associated with the connection and disconnection of utilities will be the responsibility of the contractor.

The following Utilities will be available from the existing Base utility systems. Any additional utilities requirement besides what is listed below shall be supplied by the contractor at no cost to the Government.

a. Electricity 120/208 volts, 60 Hz.

b. Non-potable water.

15 calendar days after the notice to proceed (NTP) the Contractor shall request the connection and shall indicate the type of utility service required, type of connection and disconnection, utility service use and maximum duration. All connection and disconnection works for Base utilities shall be programmed between 08:30 and 16:00 hours (08:30 to 15:00 during the period of 15 June thru 15 September), Monday through Friday, holidays excepted. It shall be the Contractor’s responsibility to effect the connections and disconnections and shall reimburse costs incurred in the connection, disconnection, conversion, transportation of Base utility services to the work site, including providing the mechanisms that avoid water from flowing back into the system (backflow preventers) and furnishing and installing the necessary transformers. The Contractor shall not activate or alter any control device of the system of the utility services, including water, sewage and electricity. Control devices will be Government operated. The Contractor shall notify the

Contracting Officer or authorized representative 5 duty days prior to any connection, disconnection or manipulation of the control system of the utility services required. Temporary overhead connections to utility services are prohibited. All systems shall be restored to their original condition prior to satisfying final contractual payments.

8.2 Base Utility Outages: Whenever a utility outage is required, the Contractor shall request the utility outage and shall indicate the type of outage to be performed, the scope of work and the maximum duration. All utility outages shall be scheduled between 08:30 and 16:00 hours (08:30 to 15:00 during the period of 15 June thru 15 September), Monday through Friday, holidays excepted. The Contractor shall not activate or alter any control device of the system of the utility services, including water, sewage and electricity. Control devices will be Government operated.

The Contractor shall notify the Contracting Officer or authorized representative 15 duty days prior to any connection, disconnection or manipulation of the control system of the utility services required. Temporary overhead connections to utility services are prohibited. All systems shall be restored to their original condition prior to satisfying final contractual payments

9. HOT WORK: The Contractor shall submit for approval a written request to the Contracting Officer or authorized representative 10 calendar days prior to any welding, oxyacetylene or plasma cutting work. Said request shall indicate welding procedures and fire prevention measures. All welding work performed during the project shall be carried out by qualified welders only. The copies of the welding certificates, issued by an approved agency, shall be kept in the construction inspector’s files.

10. VEHICULAR TRAFFIC, MACHINERY AND EQUIPMENT:

10.1 Traffic Control: All works which require vehicular or pedestrian traffic disruptions on the Base shall require an approved transit control plan. Said plan shall be approved at least 15 days prior to carrying out said disruption. Said plan shall include the date, duration, proposed alternative routes, signs, barriers, cones and/or flagmen. The Contractor shall establish alternate procedures should unforeseen circumstances take place. The responsibility of furnishing, erecting, maintaining and removing all signs, barriers, cones and flags shall be solely the Contractor’s. Once the work is completed, the Contractor shall remove the signaling elements such as barriers, cones and/or flags.

10.2 Access Routes: The Contractor shall submit a plan for the access routes which shall be approved by the Contracting Officer or authorized representative.

10.3 Trucks: Trucks loaded with loose material (air borne dust, construction debris or other objects that could fall from them), shall be duly covered. Said covers, such as tarps, shall be fastened over the load prior to accessing the adjacent roads.

11. PROGRESS SCHEDULE (AF Form 3064): (See solicitation/Contract FAR clause 52.236-15, Schedules for Construction Contracts, Apr 1984). The Contractor shall, 10 calendar days after the notice to proceed (NTP) or another period of time determined by the Contracting Officer, prepare and submit to the Contracting Officer for approval a practicable schedule showing the order in which the Contractor proposes to perform the work, and the dates on which the Contractor contemplates starting and completing the several salient features of the work (including acquiring materials, plant, and equipment). The schedule shall be in the form of a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given date during the period and reflect or closely the line items in the Construction Cost Estimate Breakdown. If the Contractor fails to submit a schedule within the time prescribed, the Contracting Officer may withhold approval of progress payments until the Contractor submits the required schedule.

12. MOBILITY PLAN: The Contractor shall submit a mobility plan to the Contracting Officer or authorized representative for approval. Said plan shall propose the location and surface of the work site, offices and material staging and storage areas. The Contractor shall submit the plan 15 calendar days after the notice to proceed (NTP). The Contractor shall include in the mobility plan the proposed system to supply the required utility services required at each site.

12.1 Construction Site Fencing: Construction sites, offices, latrines, material staging and storage areas shall be fenced in by means of a two meter high fence to include gates and locks, unless otherwise approved the Government of the United States. The type of fencing, height and color shall be specified in accordance with the Contracting Officer or authorized representative’s criteria. Fences shall be screened with green opaque screening material to prevent visibility inside the fenced area. Fencing shall be completely secured at top and bottom to prevent access. Fences and screens shall be adequately staked and/or anchored to prevent blowing over during high wind conditions. The Contractor shall include in the Mobilization Plan photos, catalogs or samples of the screening material. The Contractor shall not install the fencing or screening materials until approval, in writing, has been granted from the Contracting Officer or authorized representative.

The responsibility of providing, erecting, maintaining and removing the fencing shall be solely the Contractor’s. The Contractor shall replace or repair, within the following 24 hours or as determined by the Contracting Officer or authorized representative, all fence or screening sections which have been damaged or deteriorated. Once the works have been finalized, the Contractor shall remove the fencing.

12.2 Offices: Temporary prefabricated buildings required for administrative reasons (office space, conference room and break room) shall be in good conditions. Temporary prefabricated buildings requiring paint, repairs or are in bad conditions shall not be allowed at the site. Said temporary prefabricated buildings shall include on the outside a plaque, 0.5 x 0.5 meters maximum dimensions, indicating the name of the company and telephone number (s) of the person

(s) designated as POC for the Contractor 24 hours a day. Once the works are finalized, the Contractor shall remove the temporary prefabricated buildings.

12.3 Latrines: Prefabricated temporary buildings required as latrines for personnel shall be in good conditions. The prefabricated temporary buildings requiring paint, repairs or are in bad conditions shall not be allowed on the work site. These facilities shall be kept in perfect using conditions and sanitized, shall be treated for insects and shall be emptied once a week and cleaned with a detergent suitable for sanitary use. The frequency of emptying and cleaning shall be adjusted according to needs. The facilities shall be located no less than 50 meters from the existing buildings on Base if they cannot be located near a sewage manhole. Once the works have been completed, the Contractor shall remove the temporary facilities and shall leave the area clean and sanitized.

12.4 Parking: The Contractor, their employees and subcontractors shall park all vehicles, including heavy machinery, equipment or vehicles, in areas where they do not pose an obstruction in the corresponding work site. All possible efforts must be made so that the vehicles are not parked in an area where they will be clearly visible from the outside.

12.5 Material Storage: Storage containers will be in good conditions. The storage of materials at the work site shall be at the Contractor’s own risk. The use of private security guards at the work site shall require Spanish Air Force Security Forces approval. The Contractor shall not use the work site to store material previously approved by the Contracting Officer or authorized representative. Once the works have finished, the Contractor shall remove the excess stored material.

12.6 Project Sign: 15 calendar days after the notice to proceed (NTP) the Contractor shall install an identifying project sign in accordance with Figure 1 no later than one day after the mobilization has been installed. The sign shall be mounted on two wooden posts 10 cm x 10 cm, fastened to the ground and adequately anchored. The location of said sign shall be determined by the Contracting Officer or his representative. During final cleanup of the work site, the sign, posts and anchoring elements shall be removed. Unless otherwise specified, the sign shall have a white background and the lettering shall be dark blue.

13. QUALITY CONTROL PLAN: 15 calendar days after the notice to proceed (NTP) the Contractor shall submit a comprehensive Quality Control Plan. The plan shall contain at minimum the following:

1. Names and Qualifications for the proposed Quality Control Manager and

Inspectors.

2. Organization Chart. Include teaming partners/key subcontractors for pertinent trades required for specific project. The subcontractors/partners indicated shall be those that will be effectively participating in the project and shall be the same than those submitted in the contract bid, if they were required. Lack of this information, or variation with previously submitted organizations shall be cause

01 11 01 - 7 for disapproval of the QC Plan, and the request to submit a new one before works can start/proceed.

3. Responsibility of the Quality Control Inspectors, Quality Control Manager and the Project Manager.

4. Inspection types to be performed. The Contractor shall fully develop a Inspection

Points Program (IPP) System covering all types of works involved in the project.

Development of the IPP System shall be based in any and all of the following documentation:

a. Project drawings and specifications.

b. Applicable regulations, standards and industry codes.

c. Specific regulations to certain products, installations or facilities.

d. Manufacturer’s recommendations.

Number and type of Inspection Points (IP) shall be determined as many as required to provide an acceptable level of inspection for achieving the best quality results. Evaluation of whether or not the number and type of IPs are enough to achieve the expected level of quality shall be determined by the Contracting Officer.

5. Inspection Procedures and actions to be taken for failed or unsatisfactory inspections.

6. Inspection Reporting forms. Submit all reporting forms for any type of inspection to be performed under this project. As a minimum , a specific form shall be developed for each technical section of the specifications, covering all necessary inspection points for such work. Minimum information required for each IP shall be: description of the IP, applicablae documents, frequency/type of inspection, responsible of the inspection performed and result, date of inspection, reference to non-compliance document/register if not in compliance, information about pass/rejection criteria for the IP, etc.

7. List of planned ‘Hold Inspection Points’ with the estimated dates from the construction schedule.

8. Form “Schedule of Material Submittals” provided with this project with column titled “Required Submission Date” filled in by the Contractor with the dates provided by his Construction Schedule, in order to avoid delays in project completion because of pending non-approved submittals.

9. Request for Information (RFI): submit the Request for Information Form (RFI) and RFI Log Form. This will be used to submit and track any RFI’s during construction.

10. Material Testing: Submit the name and qualifications for any Testing Agency or

Laboratory planned for testing. All testing reports shall be submitted in a timely manner for review and approval. Related work may continue only after testing report has been approved. Should any test report fail, follow-on work is not to proceed until after the failure has been corrected. It is the responsibility of the QC Manager to ensure that all reports have been reviewed and the necessary action taken to resolve any failed testing.

11. A daily report of all actions performed during the contract period is required to be documented on a daily basis. The daily reports are to be kept on the job-site and available for review at all times. A copy of the daily reports shall be submitted weekly to the Contracting Officer. The following shall be included in the report, but is not all-inclusive.

a. The date of the inspection.

b. Comment on the weather conditions.

c. Inspection of equipment and materials and their delivery date at the job-site.

d. Names of visitors to the site during the day.

e. Inspection of any deficiencies discovered during the day and corrective action taken.

f. Inspection and acceptance of subcontractor materials and workmanship.

g. Work being performed during the day, including the used labor personnel and equipment.

h. Any field change or modifications approved by the Contracting Officer.

13.1 Acceptance of the Construction Quality Control (QC) Plan: Acceptance of the QC Plan is required prior to the start of construction. The Contracting Officer reserves the right to require changes in the QC Plan and operations as necessary, including removal of personnel, to ensure the specified quality of work.

13.2 Maintenance of records is the responsibility of the contractor.

13.3 Final inspection and acceptance will be conducted jointly with the inspector and a representative from the contracting office. All punch list items must be completed before final acceptance of the project.

14. WORK DAY:

14.1 Normal Work Hours: The Contractor shall perform all work during normal working hours unless a special authorization is issued by the Contracting Office representative to deviate from said work schedule. Normal working hours shall be from 0800 to 1700, from Monday to Friday, with the exception of holidays.

14.2 Work Outside Normal Hours: If the Contractor wishes to work outside the normal hours of operation, Saturdays, Sundays, or holidays, he shall submit an application to the Contracting Officer. The Contractor shall submit the request five (5) work days ahead of time as minimum.

15. CONSERVATION AND MAINTENANCE:

15.1 Conservation and Maintenance of the Existing Facilities: The contractor shall conserve and protect all existing facilities at the work site or adjacent to it which shall not to be removed or affected by the work required under this contract. The Contractor shall restore, at no additional cost to the Government of the United States of America, the facility affected during the execution of works to its original condition, before final acceptance of the project.

15.2 Conservation and Maintenance of the Existing Vegetation: The Contractor shall conserve and protect the existing vegetation (trees, shrubs, grass) on or adjacent to the work site, which shall not to be removed and which do not interfere with the work required under this contract. The contractor shall only remove trees or shrubs when specifically indicated in the drawings and specifications and shall avoid damaging the rest of vegetation. If any limbs or branches of trees are broken during contract performance due to the careless operation of equipment or the carelessness of the workmen, the contractor shall trim those limbs or branches with a clean cut and paint the cut with a tree-pruning compound. The contractor shall cut the grass or vegetation in the work site so that it does not exceed 10 cm in height. The Contractor shall restore, at no additional cost to the Government of the United States of America to their original state all areas disturbed during construction to their original condition before final acceptance of works under this project.

16. CLEANING AND MAINTENANCE:

16.1 Housekeeping and Site Cleanup: The Contractor shall dispose of accumulated debris, waste materials and rubbish and shall keep the site in order. All rubbish and waste materials shall be removed daily and shall be placed in contractor furnished containers and shall be removed on a daily basis to an authorized dump off-Base as the project progresses. Contractors shall ensure all light weight debris at the construction site is properly secured in waste receptacles so that it does not blow to another area or onto the airfield. Once the works are finished, the Contractor shall remove the containers.

16.2 Cleaning and Maintenance of Access Routes: The Contractor shall be solely responsible for any material dumped/spilled by trucks, vehicles and machinery or equipment on the access routes. Said material shall be immediately removed by the Contractor. The Contractor shall be responsible for assuring that all access routes shall be kept clean and clear at all times. No amount of debris whatsoever will be tolerated on the access routes

16.3 Waste and Construction Debris: The Contractor, once the project work has been completed and prior to the Final inspection, shall submit a certificate from the authorized dump site to the Contracting Officer with the estimated amounts or waste and construction debris managed during the execution of the project. The delivery tickets must be previously submitted for verification to Construction Management during execution of the work.

17. HAZARDOUS MATERIAL: Before transporting any type of hazardous material, the Contractor shall contact the Chief of Construction Management to coordinate handling and storage. The Contractor shall be responsible for complying with all applicable environmental rules and regulations concerning handling, transportation and storage of materials and/or dangerous waste.

18. NOISE CONTROL: The Contractor shall comply with all applicable municipal and state regulations and all bylaws and norms pertaining to noise control, applicable on or off Base.

19. SPECIFICATIONS AND DRAWINGS FOR CONSTRUCTION: (See Solicitation/Contract FAR clause 52.236-21, Specifications and Drawings for Construction, Feb 1997).

19.1 Maintenance and Updating of As-Built Drawings and Specifications: The Contractor shall keep two sets of specifications and drawings, regular size, which shall show neatly and clearly marked in red all variations between the actual construction and the contract documents. The As- Built drawings shall be kept up-to-date at the work site at all times during the contract. Any revision must be marked and signed on the corresponding As-Built drawing block by the Contractor and Construction Management.

19.2 Availability and Review of As-Built Drawings: As-Builts shall be available for inspection by the Contracting Officer or his authorized representative. Upon completion of work, and prior to the Final Inspection, a complete set of As-Built drawings shall be submitted to the Contracting Officer for final review. A hard copy of the As-Built drawings will be submitted marked in red and signed by project inspection. The Contracting Officer shall provide comments and/or approval within the following two weeks from the submittal.

19.3 Submittal of As-Built drawings: After final review and once the As-Built drawings have been approved, the Contractor shall have two weeks to submit a complete set of As-Builts and a CD with said “As-Built” drawings in AutoCAD format. The AutoCAD version shall be the

01 11 01 - 11 same version used in the Base Design Section. Hard copies shall be A1 size. The name of the drawing files on the CD shall correspond to the drawing numbers of the hard copies. The CD, as well as the drawing block shall include the following information:

- Project Name and Number.

- Date.

- Contract Number.

- Contractor Name.

20. GUIDELINES FOR AS-BUILT SPATIAL DATA COLLECTION & SUBMITTAL:

20.1 The contractor is responsible for accurately collecting all spatial data features as-built, as-constructed and as-installed. The required positional accuracy is +/- 2 cm.

20.2 The contractor is responsible for delivering the spatial data in ESRI shapefile or ESRI Geodatabase.

20.3 The contractor shall identify the classification, type, size, location, ID number, and any other necessary attributes, as specified by the Government, for all features.

20.4 The contractor is responsible for delivering the spatial data in a logical layering system according to the current version of Spatial Data Standard for Facilities Infrastructure and Environment (SDSFIE).

20.5 The contractor is responsible for delivering the spatial data in the Universal Transverse Mercator (UTM) coordinate system, World Geodetic System 1984 (WGS84) datum. Morón AB is situated within UTM Zone 30 North.

20.6 The contractor will coordinate with the installation GeoBase Office to determine the current version being used for all software, data and data standards. The Government will provide the contractor with data and information concerning all necessary and pertinent functions and principal features of the identified project including the installation's latest digital planimetric data.

20.7 All data deliverables shall be in a digital (electronic information) format and shall be delivered on CD-ROM or DVD-ROM. The media must have an external label listing the contractor's contact information, a short description of the contents, and a sequence number if there are multiple volumes.

20.7.1 A transmittal sheet in both hardcopy and digital format (*.dbf, *.xls, or ASCII comma-delimited format) must accompany the media containing the information included on the external labels, total number of volumes being delivered, and a list of file names and file descriptions on each volume. The transmittal sheet must also include instructions for reading, 01 11 01 - 12 restoring, or transferring the files from the media, and certification that all delivery media is free of known computer viruses - including the name(s) of the virus scanning software and the date the virus scan was performed.

20.7.2 The following procedures must be performed before GIS data is placed on the delivery media:

1. Shapefile data shall include, as a minimum, the following files: the *.shp, the

*.shx, the *.dbf, the *.prj and the *.xml or other metadata file.

2. Geodatabase data shall be returned in a Personal Geodatabase format compatible with the version of ArcGIS presently used by the GeoBase Office.

All concomitant tables, domains, metadata, etc. shall be included in the Geodatabase.

3. Any ArcGIS Map Documents (i.e. *.mxd files) delivered shall be accompanied by all referenced data files, both spatial and tabular; and any associated images or other objects in the layout.

21 SITE INVESTIGATION AND CONDITIONS AFFECTING WORK: The Contractor acknowledges that it has taken steps reasonably necessary to ascertain the nature and location of the work, and that it has investigated and satisfied itself as to the general and local conditions which can affect the work or its cost, including but not limited to (See Solicitation/Contract FAR clause 52.236- 3, Site Investigation and Conditions Affecting the Work, Apr 1984).

22. PERMITS AND RESPONSIBILITIES: The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any National, regional, local and municipal laws, codes, and regulations applicable to the performance of the work. The Contractor shall also be responsible for all damages to persons or property that occur as a result of the Contractor’s fault or negligence. The Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract.

23. CONTRACTOR AND SUBCONTRACTOR PERSONNEL: The key personnel organizational chart identifying roles and responsibilities for each project shall be posted in the Contractor’s office at all times. Any key personnel proposed change during the execution of the project shall be submitted to the Contracting Officer for approval.

23.1 Key Personnel: 15 calendar days after the notice to proceed (NTP) the Contractor shall submit the organizational chart with the Curriculum Vitae for their proposed key personnel to include the Superintendent, the Quality Control personnel, Safety Manager and English Speaking

Representative, for Contracting Officer approval. These positions are mandatory and shall not be interchangeable. The same individual cannot occupy more than one these positions, except for the Safety Manager.
