Questions regarding solicitation FA557020Q0010, Fiber Cable Duct Survey

Q&A Round 1

1. Question: Are there page limits to either Technical or Price? There are no page limits to either volume.

2. Question: Are Technical and Price to be submitted as separate files? The files may be combined as long as pricing is not intermingled with technical information.

3. Question: Will relevant past performance be considered in any way? Past performance is not an evaluation factor.

4. Question: Will the government be providing the cable tags or will the contractor be responsible for providing those? (I believe the answer is they will not be providing this equipment per 3.1

Government‐Furnished Property (GFP) The Government will not be providing cable tags.

5. Question: Will the government be providing the required equipment such as(Trucks, pumps, safety equipment, underground locators, etc.) or will be contractor be responsible for providing this equipment? (I believe the answer is they will not be providing this equipment per 3.1

Government‐Furnished Property (GFP) The Government will not be providing equipment.

6. Question: Will contractor DBA Insurance be funded as an ODC? The Government does not believe the Defense Base Act (DBA) is applicable to this requirement because it does not meet the definition of a public‐work contract, as defined in FAR 28.305 (a). No construction, alteration, removal, or repair is incidental to this requirement, nor is this requirement in connection with national defense, or war activities.

7. Question: Would the Government consider extending the due date since answers to these questions will determine how accurate our quote will be? Yes, the response deadline has been extended to 28 March 2020 at 1400 GMT
