Performance Work Statement Geospatial Survey of Communications Infrastructure and

Updating Data in the Cyberspace Infrastructure Planning System Visualization Component RAF Molesworth, UK

22 January 2020

1.0 Description of Services.

1.1 Scope of Work: The contractor shall provide professional services necessary to update the Cyberspace Infrastructure Planning System (CIPS) Visualization Component (CVC) with Outside Plant telecommunications infrastructure information for RAF Molesworth, UK. The contractor shall collect and record the location of outside plant features using Global Positioning System (GPS) surveys; by entering and inspecting manholes (MH), handholes (HH), pedestals, and building entry terminals and Fiber Distribution Panels; and by tagging cable at these enclosures and entering enclosure attributes and cable data into the CVC. For reference the Government will provide existing base outside plant records (see para 5.1 of this PWS). The Contractor shall demonstrate that updated information entered into the CVC is accurate and complete by conducting progress demonstrations that include producing CVC-generated reports and drawings.

1.2 Requirements

1.2.1 Conversion of Outside Plant Records and Collected Data to CVC

1.2.1.1 Outside Plant Records Inventory: The contractor shall inventory and organize existing outside plant records and drawings. The contractor shall review and resolve drawing issues and notify the Government of apparent missing drawings or missing cable records within five (5) working days of the commencement of the work.

1.2.1.2 Access to CVC: The contractor shall use CVC which is available through the Air Force Portal on the CIPS website, to enter outside plant infrastructure information gathered from Government-provided records and the contractor’s GPS surveys and field inspections. The Contractor must create a CIPS account, submit a DD2875 with blocks 11, 18 and 31 digitally signed and request permissions from the owning organization of the installation the CVC work is to be performed. As noted above, the CVC Editor permission is needed to perform CVC work. The URL for the CIPS website is https:cipsaf.tinker.af.mil/CIPS5/.

1.2.1.2.1 CVC Training: If the Contractor requires CVC training from the CIPS Program Management Office (PMO) to perform the CVC work, the local Comm Squadron shall submit a training request using the Training Request procedures located here https://cipsaf.tinker.af.mil/User/Main/CreateRequest.

NOTE: The CIPS PMO conducts numerous training classes each year and scheduling a training class for a certain time frame cannot be guaranteed. The contractor will be responsible for cost incurred to receive the training.

1.2.1.3 List of Discrepancies/Missing Data Issues: If the contractor encounters discrepancies or missing data, this information shall submitted to the government using A001. The government has 10 days from date of receipt to respond on all discrepancies or missing data issues. If government-provided data and contractor-collected data disagree and the QAP verifies the contractor’s data is within the specified accuracy, the QAP will determine which data the contractor is to use in populating CVC. The contractor shall be responsible for finding missing data through field inspections.

1.2.1.4 Preliminary Processing of Data: The contractor is allowed to use any intermediate methods to gather and to preliminarily edit, process, and record information prior to transferring the data to the CVC Viewer/Editor web-browser application, accessible at https://cipsaf.tinker.af.mil/CIPS5/.

1.2.2 GPS Survey: The contractor shall use GPS technology to locate and collect data on outside plant infrastructure features and communications pathways. Outside plant features include manholes, vaults, handholes, pedestals, underground cables, marked direct buried splices, Electronic Marker System marked direct buried splices, terminals. The communications pathways include duct routes, aerial and direct-buried cable, trench routes, communication pathway entry points on building exterior walls that lead to interior building entry terminals. The contractor shall augment the GPS survey by using conventional land surveying equipment and electronic cable locating (underground utility toning) equipment to meet requirements.

1.2.2.1 The contractor shall convert GPS data to ESRI Shape files, and transcribe the Shape file information into the CVC database. The government will provide an annotated base map that identifies features requiring survey (if available). The contractor is not required to GPS Survey commercial communication manholes and commercial comm paths or to collect and record data for the commercial manholes and commercial communication pathways. However, the contractor is required to locate and record information for any cables residing in commercial communications outside plant or any shared commercial infrastructure. The contractor is also resposible for identifying and recording cable managed by other than 423 CS, e.g. base civil engineer on communications container filed drawings and CVC.

1.2.2.2 The contractor is not required to GPS or electronically trace the path of cable or ducts not managed or shared by the 423 CS. The contractor is required to locate every communication path formed by a single duct, or by a bank of ducts, including communication paths that run parallel to one another provided there is a tracer wire or metallic conductor in the path. The contractor is not required to locate direct buried cable that cannot be traced by electronic toning. The contractor is not required to GPS survey the path of abandoned-in-place (AIP) cable. The path of AIP cable inside of manholes, vaults, handholes, and pedestals will be recorded in CVC.

1.2.2.3 GPS Accuracy Standards: The contractor shall use GPS to determine the horizontal position of communications outside plant infrastructure and communications pathways features in accordance with the Federal Geographic Data Committee (FGDC)- STD-007.4-2002. FGDC publications are downloadable from the website:

http://www.fgdc.gov/.

1.2.2.4 GPS Accuracy of Feature Locations: Each outside plant infrastructure feature and communications pathway requiring geospatial coordinates shall be located within one meter of its true ground position in the horizontal plane. Spatial accuracy confidence level as defined in FGDC-STD-007.3-1998. Geospatial coordinates for the location of manholes and cable vaults shall be recorded at the center of the manhole lid.

Geospatial coordinates for the location of handholes, pullboxes, pedestals, marked direct buried splices and Electronic Marker System marked direct buried splices shall be recorded for the top center of the feature or marker. Geospatial coordinate data for the location of communication pathway lines shall be recorded at a minimum every 25 feet and each turn or bend in a cable installation pathway must also be recorded so that the coordinates for any point along the turn pathway will fall within the allowable accuracy.

1.2.2.5 Shape Files: The GPS-collected outside plant infrastructure features and communications pathways attribute, metadata, and location information shall be converted to, stored, and submitted in an Environmental Systems Research Institute (ESRI) Shape File format. The shape files must be compatible with the current CVC web-based application. The shape files shall have a geospatial reference (.prj) file included that specifies the parameters of the coordinate system. Shape files will be provided as part of Survey Data Report within 10 working days of completing GPS Survey (A002).

1.2.2.6 GPS Data Format: The contractor shall use GPS to determine horizontal position of communication features and will format outside plant infrastructure features and communications pathways data for entry into CVC using the entity naming convention attribute fields and domain values as specified by Table A.

1.2.2.7 Data Dictionary: The contractor shall collect geospatial coordinates and attribute information on the outside plant infrastructure features and communications pathways with GPS data loggers and will use Table A to create the data dictionary for use in the data collector.

1.2.2.8 Metadata: For each set of outside plant infrastructure features and communications pathways data using GPS, the Contractor shall complete all metadata elements marked mandatory or mandatory if applicable as defined by the FGDC–STD- 001-1998. Metadata shall be formatted and stored as an XML document that is compatible with the submitted shape files Metadata will be provided as part of Survey Data Report within 10 working days of completing GPS Survey (A002).

1.2.2.9 Accuracy Worksheets: Calculation worksheets showing compliance with the National Standard for Spatial Data Accuracy (NSSDA) statement at the 95% confidence level, as required by paragraph 3.4, shall be submitted as an Excel (.xls) file (A003). Examples of the Horizontal Accuracy Statistical Worksheet are given in FGDC- STD-007.3-1998, Appendix 3-B (informative) Horizontal Accuracy Computations, Tables 1 and 2. The standard can be downloaded from the FGDC website:

1.2.2.10 Geospatial data: Geospatial data shall overlay on the installation’s most current GeoBase Common Installation Picture (CIP) provided in the Air Force Portal accessible CVC. The collected data will incorporate the datum and the coordinate and projection system of RAF Molesworth, UK CIP which is: World Geodetic System 1984 (WGS1984) Datum, Universal Transverse Mercator (UTM) Projection Zone 11 approximately (0.4168 degrees West), Latitude Band T (52.3818 degrees North), and unit of measure meters.

1.2.2.11 Quality Control: The contractor shall use a topology build and clean routine and shall use professional standards to ensure the outside plant infrastructure features and communications pathways data are identified and correctly documented in

CVC.

1.2.2.11.1 Submitted Shape files shall have:

a. No erroneous overshoots, undershoots, dangles or intersections in the line work;

b. features snapped where applicable (for example, GPS_Path_Segment snapped to GPS_Manhole);

c. continuous lines, with no pseudo-nodes (Nodes should only exist where the attributes of a line change);

d. no sliver polygons;

e. all polygons completely closed and have a single unique centroid; or

f. digital representation of the common boundaries for all graphic features that is coincident, regardless of feature layer.

1.2.2.11.2 CVC Editor, Workspaces and Drawings shall have annotation, line editing and graphic representation and layout comparable to any existing manhole and cable record drawings maintained by the local Comm Squadron, and shall comply with Geographic Information System and Cartographic industries professional standards.

1.2.2.11.3 Quality Control Plan: The contractor shall develop and maintain a Quality Control Plan (QCP) for all services provided under this PWS (A004).

The QCP shall remain in effect during the term of the contract. The contractor shall retain the QCP on site and make it available for Government review upon request. The contractor shall provide the QCP within 10 working days after contract award. The contractor shall provide any changes to the QCP to the Contracting Officer at least ten

(10) days prior to implementation for review and approval.

1.2.2.12 Updating GPS Data in CVC: The contractor shall enter into CVC all data collected, and communication pathway and structure GPS data provided by the 423 CS. The contractor shall precisely and accurately transfer into CVC the government-provided geospatial coordinates of GPS shape files for the communications infrastructure. Every spatial coordinate for point, line, or polygon transferred to CVC must accurately correspond to the government-provided shape file coordinates used to create the point, line, or polygon. The contractor shall store the collected and government-provided outside plant infrastructure features and communications pathways shape files in the local government-provided computer workstation, and shall use the editing “snapping” features to transcribe information from the local workstation shape file into the CVC database using the CVC Viewer/Editor web-browser application.

1.2.3 Field Inspection and Documentation of Outside Plant Facilities: The contractor shall conduct a field inspection of communication infrastructure features in the outside plant, along the communication pathways, to and from the cable demarcation terminal in each facility for the purpose of updating CVC with current, complete, and accurate information. Features to be physically inspected and documented include outside plant communication cable and the interior of manholes, handholes, vaults, pedestals, pullboxes, building entry terminals, and building entry patch panels. The paths of AIP cables inside containers will be recorded; however the contractor is not required to tone, trace, or record in CVC the path of underground or direct buried AIP cable. The contractor shall inspect and document the attributes of communications pathways and cable including the size of manholes and handholes, orientation of manholes, handholes, vaults and pedestals and including cables, splices, terminal blocks, fiber distribution panels, duct banks, ducts, and innerduct that are accessible by removing covers or by opening lids or doors in buildings or in communication enclosures. Some manhole/handhole lids may require special equipment for removal. The contractor shall pump out water and clear manholes/handholes of mud and debris as required to perform field inspection. The contractor shall document and list existing conditions and note any discrepancies or omissions between information in the government provided records and the observable properties of the communications features, cables, and appurtenances (A001). The contractor shall note cable tags and record cable attributes including size, number, count, and type. The contractor shall retag cable when tags are missing, inaccurate, or unreadable. The contractor shall replace and dispose of lead tags according to AF regulations.

1.2.3.1 Documentation of Field Inspections: The 423 CS will provide the contractor with any available electronic copies of cable and manhole drawings. For communications containers without existing drawings, the contractor shall prepare legible field drawings to record the features for each communications container including manholes, vaults, handholes, pedestals, and building entry terminals (See Example A - Communications Container Field Drawing). The Contractor shall use colored pencil to edit the field drawing. Use red pencil for additions, yellow pencil for deletions, blue pencil for remarks and notes to the CVC editor, and green pencil for inspector reminder notes. The contractor shall submit legible, colored paper, and colored electronic copies of each edited field drawing as part of the Communication Container Field Drawings (A005).

1.2.3.2 Identification and Tagging of Cables during Field Inspection: The contractor shall replace missing, inaccurate, and unreadable cable identification tags and tracer wire tags in all manholes/handholes, splices, cable vaults, pull boxes, and at building entry terminal locations. The contractor shall replace lead tags. The contractor is resposible for disposing lead tags off base. Cable known to be AIP will be tagged “AIP” with the cable size and type if tags are missing and will be noted as AIP in CVC. At manholes/handholes, place tags on the cable, approximately 2 feet from each duct entrance. Replace missing unreadable tags on duct tracer wire tagged with a label indicating it as a “Duct Tracer Wire to xxx – Do Not Remove (where xxx is the other end of the wire). Cable known to be AIP shall be tagged “AIP” if tags are missing and shall be noted as AIP in CVC. At Dial Central Office Vaults, the contractor is required to tag cables on both sides of the TIP splice (one cable runs between the TIP splice and the vertical side of the main frame. The cable on the other side of the TIP splice is the feeder cable). No tagging or data collecting is required for cable at the Main Frame. The contractor shall prepare and attach cable tags in accordance with Example B. Tags shall be printed on Avery L4775 White Heavy Duty Labels (or equivalent) using a color laser printer. Tag background shall be printed orange for copper cable and yellow for fiber cable. Tag dimensions, fastening requirements, and performance criteria are listed in Example B. Exception: For single count cable tags, the contractor shall use ACP International stock numbers VCT-200 (yellow color for fiber optic cable) and VCT-201 (orange color for copper cable) or equivalent as the backing for Avery L4775 laser printed tag labels. The single count cable labels will be attached to the backing tag material and covered with the tag’s integral self-laminating flap. The contractor shall obtain written concurrence from 423 CS/SCXP before making any modifications to cable tagging requirements.

1.2.3.3 Updating CVC with Field Inspection Information: The contractor shall use field inspection information to update the CVC database using the CVC Editor web-browser application. The contractor shall not assume any existing communication infrastructure information within CVC is either accurate or complete. The contractor may delete or edit existing communication infrastructure data contained within CVC in order to accomplish the work. All communications infrastructure features placed and modified within CVC by the contractor shall be properly and accurately attributed, positioned, sized, shaped, orientated, and labeled.

1.2.4 Demonstration of CVC Update

1.2.4.1 Demonstration Plan. The contractor shall prepare and furnish a plan for demonstrating that information recorded in Field Container Drawings and in CVC is accurate and complete for all Contractor-surveyed outside plant features and for all Government data the Contractor transfers into CVC. The purpose of each demonstration is to use CVC to validate the quality and amount of work completed, not to show Government personnel how to use CVC. Demonstrations shall be performed when the work is approximately 35 percent, 65 percent and 100 percent complete. The Contractor shall furnish all equipment and personnel required to conduct demonstrations, except equipment identified in Paragraph 3 of this PWS as Government-Furnished Property. The demonstration plan shall describe the work the Contractor plans to have completed by each demonstration step and how the Contactor is going to show the work has been completed.

1.2.4.2 Progress Demonstrations During the progress demonstration at 35 percent, 65 percent and 100 percent project completion, the Government reserves the right to perform any duplication of the Contractor performed demonstrations or to perform any CVC editing report generating, or printing actions to assure results conform to prescribed requirements for completeness, workmanship, and accuracy. The contractor shall notify the Quality Assurance Personnel (QAP) at least five working days prior to any demonstrations and shall make available all standards and criteria used to accomplish demonstrations

1.2.4.2.1 Demonstration at 35% Completion. At the 35 percent

completion the Contractor should consider having completed work to show:

a. Collected, sorted, arranged and analyzed Government provided drawings and information.

b. The Government has been notified of discrepancies and missing information in their government provided records and drawings requiring Government response.

c. The Contractor has GPS located the majority, if not all, of the

Communications Outside Plant infrastructure

d. The Contractor has started overlaying the CVC editing screen with point and line Shape file features on the government provided computer workstation

e. The Contractor has submitted GPS Accuracy Calculation worksheets (A003)

f. Shape file points and lines for (comm. path segments, manholes, pedestals, etc) in CVC are placed in the correct location.

1.2.4.2.2 Demonstration at 65% Completion. At the 65 percent

completion the Contractor should consider having completed work to show:

a. Most, if not all, of the OSP Communications infrastructure including communication containers, communication pathways and building entry terminals have been field inspected and documented with Shape files and Field Container Drawings.

b. The Government has been notified of discrepancies and missing information detected during the field inspection phase of the Contractors work requiring Government response.

c. The communication containers are properly placed, sized, shaped, and oriented in CVC.

d. The communications path segments are properly place, attributed with ducts and innerducts, and connected to containers including buildings.

e. Opening and preparing five (5) manholes randomly selected by the QAP for entry by the QAP to field check actual conditions in the manholes against information in the field container drawings (A005).

1.2.4.2.3 Demonstration at 100 percent completion. At the 100 percent completion the Contractor shall:

a. Allow two work days to conduct the demonstration.

b. Demonstrate end to end cable connectivity. For twenty (20) cables, selected by the QAP at the time of the demonstration, the Contractor shall show that, for the selected cables, the number, type, and pair or strand count, the cable run continuously (without gaps) between the point of origin and the point of final termination.

c. Complete CVC generated CSIR drawings for twenty (20) manholes selected by the QAP, at the time of the demonstration. In order for a drawing to be complete, the manhole must be properly sized and shaped, geospatially oriented and placed. In addition, the manhole must be fully populated with appropriate cables, splices, duct bank placement and layout, and equipment and junction device information. Without editing, at the time of demonstration, of the cable or strand attributes, the twenty (20) Manhole CSIR drawings must show properly aligned and spaced cables. Tagging and annotated of cable will be done during the demonstration.

d. Have properly accounted for and attributed all dead pairs or strands on cables within CVC and in shown demonstration the field container drawings.

e. Have color copies of all communication container field drawings available at the 100 percent demonstration for the QAP to cross check any field drawing against information contained within CVC (A005) and for the QAP to field check actual conditions in the manholes against information in the field container drawings

f. Have paper copies of current CVC reports for No connection on Splice, Sheath Disconnect, and Sheath Overload at the demonstration for the QA to review.

g. Have corrected all errors show in the most current of any of the CVC reports.

h. Open and prepare five (5) manholes randomly selected by the QAP for entry by the QAP to field check actual conditions in the manholes against information in the field container drawings (A005).

1.2.4.3 Demonstration Reports: The contractor shall record all demonstrations as they are accomplished and make all CVC produced manhole and cable diagram drawings, cable reports and results available to the 423 CS QAP for review as demonstrations are completed (A006). The contractor is not required to make cable diagrams and manhole racking diagrams for the entirety of RAF Molesworth, only to demonstrate that data in CVC is accurate and complete enough to create these records at any location on the base. The contractor is required to perform drawing to CVC conversion, GPS Services, Feature Inspections, and data entries to demonstrate that the requirements have been met.

1.2.5 Deliverables

1.2.5.1 Site Acceptance and Approval Criteria: All deliverables are subject to

Government acceptance and approval. They shall meet professional standards and the requirements set forth in the basic contract and this PWS. Documentation will be in accordance with the CDRL declaration. Contractor format is acceptable (except where noted). All deliverables shall be produced using recommended software tools/versions as accepted by the Government.

1.2.6 Warranty Criteria: The contractor shall provide warranty for workmanship deficiencies in surveying, tagging and CVC data input. Warranty period shall begin upon site acceptance (reference paragraph 1.2.5.1 of this PWS). The contractor shall provide warranty for workmanship deficiencies for a period of one (1) calendar year. The contractor shall provide written procedures and required information (24/7 contact number) for sustainment and warranty services prior to cutover in the site acceptance form or as an attachment to the site acceptance form. This information shall include, but is not limited to, written confirmation of the warranty period and phone numbers and contact information/procedures for technical support, troubleshooting assistance, and replacement of faulty cards/equipment. The contractor shall notify the 423 CS QAP ninety (90) days prior to warranty expiration.

1.2.7 Hours of Work: The contractor shall work during normal operating hours of 8:00

AM – 4:30 PM, Monday through Friday, excluding federal holidays. The Contractor will be allowed to work after hours and weekends if the work being performed does not require an escort.

2. Services Summary (SS): The SS lists the PWS performance objectives that the Government will monitor. The absence of any PWS requirements from the SS will not detract from its enforceability nor limit the rights or remedies of the government. The SS sets forth the maximum allowable deviation from the standard of performance for that service.

3. Government Furnished Property and Equipment

3.1 Government-Furnished Property (GFP)

3.1.1 Office Workspace and Computer Workstation: The government will provide office workspace and a government-configured computer, with a CAC reader, and access to CVC over the NIPRNet for the duration of the contract period.

3.1.2 Color Printer: The government will provide access to a color printer, but the contractor must supply the paper and toner/ink.

3.2 Government Provided Escorts: The contractor will require government escorts in specified areas and buildings. At least six (6) weeks before access to these areas is required, the contractor shall provide a work schedule that identifies approximate dates they will need to work in these areas. The contractor shall coordinate with the local Comm Squadron for final escort arrangements at least 72 hours before access is required.

3.3 Applicable Documents and Standards. The following documents are hereby incorporated by reference. The contractor shall comply with these standards during the performance of the contract requirements.

The Contractor shall obtain and comply with any other applicable manuals not identified above that would be required to meet industry standards.

4.0 General Information

4.1 Administrative

4.1.1 Integrated Product Team (IPT): The contractor shall chair weekly IPT meetings as required. The contractor shall provide a worldwide “Meet Me” telecon capability for the duration of the project. The purpose of this meeting is to discuss project progress, problems being encountered, and other discussions necessary/beneficial to ensure success and timely completion of the contract requirements. The contractor shall record meeting minutes and distribute them within two workdays via e-mail to each attendee (A007).

4.1.2 Weekly Status Reports: The contractor shall prepare a Weekly Status Report during the course of performing the work (A008). The purpose of the report is to inform IPT members of project progress, problems being encountered, and other topics necessary/beneficial to ensure success and timely completion of the contract requirements. The Status Report and meeting minutes may be combined as long as the resulting report contains all the required elements and contains sufficient detail to serve as a project record.

4.1.3 Return of Government Property and Outbrief

4.1.3.1 Return of Government property: Prior to the outbrief, the contractor shall return all government equipment and government ID cards issued to contractor personnel for the performance of this contract.

4.1.3.2 Outbrief: The contractor shall conduct an outbrief with the QAP or designated representative and other site personnel at the conclusion of the CVC update.

The site survey outbrief shall inform the QAP of CVC update results and maintenance issues. At the conclusion of the outbrief, the contractor shall provide the QAP a written synopsis of the CVC Update which includes major issues or action items and a list of attendees (A009). A copy of this synopsis shall be forwarded to the Contracting Officer within two workdays of the outbrief.

4.2 Contractor Personnel

4.2.1 Project Manager: The contractor shall provide a Project Manager (PM) and alternate(s) responsible for contract performance and continuity. The contractor shall identify the Project Manager’s or his/her alternate's range of authority to act for the Contractor relating to daily contract operation.

4.2.2 Site Point of Contact (POC): The Contractor shall designate an on-site team leader and alternate(s) as the Site POC for this project in their proposal. The Site POC or alternate(s) shall be on site during duty hours until project completion. The Site POC shall be the interface for all work site communications with the government, including quality, safety, and discrepancy matters.

4.3 Security: All contractor personnel shall comply with established security procedures for entering an installation and its facilities, including special security procedures for entry to restricted or controlled areas. The contractor shall obtain necessary badges or documents required for entry to restricted or controlled areas, if applicable, to meet the requirements of this document. The contractor shall coordinate with the 423 CS/SCXP to obtain and return temporary badges and vehicle registrations.

Contractors working under this PWS, as a minimum, shall have a favorable National Agency Check.

However, if the proposed solution requires a need for access to Government system(s) requiring a higher security level, the Contractor shall ensure personnel have the proper security requirements at no additional cost to the Government. See paragraph 3.2 of this document for escort information.

4.3.2 Base Passes/Contractor Badges/CACs: The contractor shall acquire all necessary base passes for its personnel. The contractor is required to provide identification badges to their employees. All contractor personnel must wear these badges while performing work. Badges are required to identify the individual, company name, and be clearly and distinctly marked as Contractor. Size, color, style, etc, are to be mutually agreed upon by the contractor and government. The government will provide a Common Access Card (CAC) to contractor personnel who require access to a government computer.

4.3.3 Signs on Contractor’s Vehicles: The contractor shall have signs displaying the contractor’s company name on all company and employee vehicles operated on the Base.

4.4 Safety

4.4.1 General Safety: The contractor shall comply with all local, state and federal safety guidelines, including OSHA practices and procedures to protect employees from the hazards of entry into permit-required confined spaces.

4.4.2 Manhole Conditions and Safety: Permits are required for access to manholes. The

423 CS will obtain permits within 3 working days of the Contractor’s request to access a manhole (if required). Water from manholes shall be pumped into the base sewer system unless it is not available. Then it may be pumped out onto the surrounding ground surface as long there is no impact to roads, driveways or vehicle traffic. There are no known contaminates within any manholes.
