BSOO GeneralLocation of work: Air Base 201, Agadez, Niger-AfricaB.1) Will the government provide vendor personnel with authorization to access to emergency medical services/facilities while on site?Yes, there is a medical clinic availible for US Citizens on the installation.
B.2) Will the government provide secure storage area for the materials being shipped into the work site?Yes, materials that arrive through the consolidation point (see B.4) will be staged in the Logistic Readiness Compound of the base.
B.3) Will the government provide vendor personnel with authorization to access to on-base lodging and other facilities (DFAC, Commissary, etc)?Yes, there will be lodging and a DFAC available for US Citizens. However, at the time of contract execution, we are unable to know what the protocols will be in the current COVID-19 pandemic. Currently, all new arrivals at the base will be in a Restriction of movement (ROM) status .Under ROM, contractors will be able to work and fulfill the contract.
B.4) To reduce the overall cost and save Government resources on shipping and handling, would the government consider accepting shipping/delivery of equipment to a state-side facility and utilize military cargo transport to the final destination?Yes, consolidation point at McGuire AFB will be used. Please see updated RFQ on beta.SAM
CSOO Section 1.0.31.0.3 The Contractor shall install three (3) new Motorola APX4500 VHF radios (or equivalent)
and power supplies in the three (3) new RTUs.C.1) Will the Government accept a Motorola VX-4500 instead of the APX-4500? The VX-4500 is J/F 12 approved and meets all the necessary requirements for encryption and coneventional UHF/VHF tranmissions.The VX-4500 is not equivalent, but due to more recent developments, we may want to change the radio requirements regardless. e.g. The SOO may be amended to read APX 6500, and have the following: ADD: ASTRO DIGITAL CAI OPERATION

as additional add-ons. The intent is for these radios to be integrated into the eLMR system at Agadez for its secure talk group functionality and to reuse the same RF spectrum. The Vertex VX4500's, while typically used in a standalone Giant Voice system, are conventional-only (vulnerable to spoofing, jamming, and eavesdropping) radios that cannot integrate into the eLMR system at Agadez and would need their own reserved segment of the spectrum.

DSOO Section 1.0.61.0.6 The Contractor shall trade-in four (4) existing 16ft GV masts for new four (4) transportable 30ft GV masts. The Contractor shall also trade in forty eight (48) existing 100 watt speakers (12 per mast) for four (4) omni-directional 400watt speaker arrays, four (4) new 30ft GV masts to the four (4) existing RTUs, and existing antennas, new antenna cables, new speaker cables, and existing mounting brackets. See Table 1.D.1) As the items being requested for "trade in" are specific OEM's product (ATI), it is unlikely that any other vendor will be able to refurbish and or to be able to reuse those products for any future projects. In addition, the government has stated that they are in degraded status and need to be replaced with new equipment. Will the government authorize a point system for the commercial offer to give non-ATI vendors an advantage for offering a "trade in" value for ATI equipment? Or is it the Government's intention that the existing equipment be replaced with new equipment from the same vendor (ATI)? As written, Section 1.0.6 appears overly restrictive and may give an advantage to one OEM over another.As far as I'm aware, we're looking to standardize ATI as the mass notification system of choice across the AFAF locations for easier maintainability and sustainment.
D.2) Can the Government provide details as to the specific components of the existing transportable towers the Government is seeking to trade in, and which equipment (if any) will be disposed of by the Vendor?The overall intent was for the Contractor to reuse what was still viable from the current setup. More sensitive components like the siren pole electronics may be degraded from exposure to the elements and need a trade-in, while other less sensitive or less exposed parts may still be perfectly acceptable. 1.0.6 and 1.0.7 detail what those are. If it is easier to just replace the whole setup wholesale, then that is worth considering as well.
ESOO Section 1.0.71.0.7 states that "Contractor shall reuse the existing equipment: four (4) RTUs, 120VAC, battery cabinets, four (4) Motorola APX4500 VHF radios, four (4) 3dB VHF omni-directional antennas, and four (4) antenna lightning arrestors. The Contractor shall provide four (4) new antenna cables. See Table 1."E.1) Will the goverment guarantee the items itendified for "reuse" are in good working condition and can be demonstrated in an operational inspection test as such upon arrival in the initial inspection of the items?We cannot determine exactly what equipment provided by a vendor can integrate with from our current setup. With parts of the system being proprietary we believe some may integrate and some may not but have no 100% way to know for sure as any vendor providing technology may or may not be able to integrate with proprietary products.
E.2) Should vendors provide an attachment/appendix to the submission outlining individual costs of each item the Government intends to reuse, in case these items are found to be degraded prior to project kickoff? Or will the should these items be treated as GFE and replaced by the Government if they are defective?If equipment intended for reuse is found to be defective, it would be quicker and easier (and likely cheaper) to have the Contractor outline the costs and replace it than for the government to furnish them at a later date.
FSOO Section 1.0.91.0.9 The Contractor shall install the obstruction beacon LED light on top of the GVM4.F.1) Is there a specific color desired by the government for the beacon LED light?Should be red, in accordance with FAA AC 70/7460-1L https://www.faa.gov/regulations_policies/advisory_circulars/index.cfm/go/document.current/documentNumber/70_7460-1
F.2) Should the beacon be steady burning or flashing?steady burning - as above; other sites have requested the ability to toggle these lights on or off as desired

GSOO Section 1.0.101.0.10 The Contractor shall provide the latest MasterAlert central control software for the upgraded GV system and is capable of integrating and interoperable with the Government provided AtHoc IP Integration Module (IIM64) in the future.G.1) The Government is identifying a specific software provided by a specific vendor. Will the Government accept alternative central control software that has been installed across many military installations, including USAF installations worldwide? As written, Section 1.0.10 appears overly restrictive and provides a clear advantage to one OEM over another.This should probably read MassAlert as that is the name of the ATI control software. Our intent is to have a common central control software across the four AFAF locations for easier maintenance and sustainment.
HSOO Section 2.3.1.72.3.1.7 The Government will trade in current four (4) existing 12 speaker array (rated 1200watts, 100watt each speaker) for four (4) new omni-directional speaker horns (rated 1600watts, 400watt each speaker). See Table 1. The new and existing Omni-directional speaker arrays (1600watts) shall be equipped with an RTU...H.1) In section 2.3.17 the Government specifies the speaker wattage required at each speaker node and Sections 1.0 and 2.3.18 tells the Contractor the coverage area the speakers must satisfy, specifically "the audible sound coverage to provide sufficient intelligible voice coverage for the entire AB 201 populace." As written, Section 2.3.1.7 appears overly restrictive and may give an advantage to one OEM over another. Please confirm that offeror’s have the latitude to change the speaker size at each node to achieve the Government’s specified coverage and are not constrained to the specific wattage.The more important factor is that the mass notification be audible and intelligible for the entire AB201 populace - the specified wattage and speaker size should be interpreted as guidelines only.
ISOO Table 1Power Requirements: Provide New Batteries (for a total of: 20)I.1) If the offeror proposes a 12v or 24v system, providing the proposed system meets and exceeds battery backup requirements, would the Government find this acceptable?That would be acceptable.
Other:Is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If there is an incumbent, could you please provide the contract or task order number?There is no contract or task order that contracting is able to get. When the base was first setup, a contractor supplied or current equipment. The supplier was ATI Systems, Acoustic Technology INC. The items were installed and maintained by our troops on the ground, so there is no contractor performing services to our existing equipment.

I am unaware if the current system came through the Air Force's supply chain, or through DLA. I'm sorry.
