STATEMENT OF OBJECTIVES

FOR

INSTALLATION OF THE UPGRADE

GIANT VOICE (GV) SYSTEM

AT

Agadez Niger

1.0 SCOPE.

The statement of objective (SOO) defines the requirements for the Contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) a Giant Voice (GV) System upgrade required at Air Base 201, Agadez, Niger. AB 201 currently has two (2) Acoustic Technology Incorporation (ATI) central control activation equipment, four (4) existing ATI Remote Terminal Units (RTUs), and four (4) Omni-directional speaker arrays (twelve 100watt speakers each). The current GV system components are intermittent, ineffective and provided a degraded service at their location. The current GV system will be required to upgrade the existing GV components and expand the audible sound coverage to provide sufficient intelligible voice coverage for the entire AB 201 populace. The upgraded GV system communicates via two-way VHF radio frequency communications infrastructure. This project covers the following technical objectives:

1.0.1 The Contractor shall provide three (3) new transportable high power speaker stations with 30ft mast for mounting three (3) new omni-directional speaker arrays (GVM4, GVM6 and GVM7) for providing the sufficient intelligible voice coverage at the Air Traffic Control, K9 Training areas and new hangar area. The mast height is adjustable/raised from 20ft minimum to 30ft maximum by a middle mast hand winch crank to meet the local airfield and safety requirements. Attach guide wires to the respective winch and rotate the handle on each winch enough to remove the slack from each cable to secure and stabilize the mast and speakers. There are 4 guide wires winch handles. See Table 1 and Figure 1.

1.0.2 The Contractor shall install three (3) new NEMA-4 rated weatherproof RTU enclosures with an attached ventilated battery compartment, mounting bracket and hardware for mast mount systems on the transportable 30ft masts (GVM4, GVM6, and GVM7). The RTU enclosures shall contain a Class D amplifier integrated with a controller board, two-way RF link communications and provide real-time feedback status to the central control station, digital message board, power supply, 120VAC, an intrusion switch, a temperature compensated battery charger and power ON/OFF circuit breaker. See Table 1.

1.0.3 The Contractor shall install three (3) new Motorola APX4500 VHF radios (or equivalent) and power supplies in the three (3) new RTUs.

1.0.4 The Contractor shall install the 3dB VHF omni-directional antennas, antenna cables, and mounting bracket on three (3) new 30ft transportable mast (GVM4, GVM 6, and GVM7). See Table 1.

1.0.5 The Contractor shall install three (3) new solar power panels, voltage regulator, mounting bracket, and cables for providing the power requirements for three new siren speakers (GVM4, GVM6 and GVM7). See Table 1.

1.0.6 The Contractor shall trade-in four (4) existing 16ft GV masts for new four (4) transportable 30ft GV masts. The Contractor shall also trade in forty eight (48) existing 100 watt speakers (12 per mast) for four (4) omni-directional 400watt speaker arrays, four (4) new 30ft GV masts to the four (4) existing RTUs, and existing antennas, new antenna cables, new speaker cables, and existing mounting brackets. See Table 1.

1.0.7 The Contractor shall reuse the existing equipment: four (4) RTUs, 120VAC, battery cabinets, four (4) Motorola APX4500 VHF radios, four (4) 3dB VHF omni-directional antennas, and four (4) antenna lightning arrestors. The Contractor shall provide four (4) new antenna cables. See Table 1.

1.0.8 The two (2) new and four (4) trade-in transportable 30ft mast shall have the 50ft interconnecting speaker cables for the total of six (6) transportable masts. See Table 1.

1.0.9 The Contractor shall install the obstruction beacon LED light on top of the GVM4.

1.0.10 The Contractor shall provide the latest MasterAlert central control software for the upgraded GV system and is capable of integrating and interoperable with the Government provided AtHoc IP Integration Module (IIM64) in the future.

1.0.11 The upgraded GV system shall provide the capability to disseminate rapidly and effectively the emergency information to warn all personnel immediately, but no longer than 10 minutes, before, during and after incident notification and verification.

1.0.12 The upgraded GV system shall provide real time terrorist attack announcements, weather warnings, Force Protection, chemical spill warnings, active shooter, exercises and local accident information affecting base operations and/or general announcements.

1.0.13 The Contractor shall comply with the project requirements, perform engineering design tasks, sound propagation analysis, and provide the data deliverables. The sound propagation mapping software shall be used to determine the sound travel, environment attribute of the land, buildings, terrain and the effect on sound travel. See Table 1 and Figure 1.

1.0.14 The Contractor shall provide all personnel, equipment, installation, configuration management, testing, labor, lift, material, software, wiring, documentation, and services in support of the program. Services include: project management and systems engineering services in support of the design, system staging, site preparation/development, equipment installation and optimization, acceptance testing, one (1) year warranty on all upgrade GV equipment, software and labor.

2.0 REQUIREMENTS.

2.1 GENERAL REQUIREMENTS. The Contractor shall provide all equipment, tools, wiring, software, materials, supplies, transportation, lift, labor, supervision, management, and other incidentals necessary to EDFI&T the requirements as stated in this SOO. The Contractor shall upgrade the current GV System, plus all required support infrastructure to include such items as, laptop consoles, Radio Frequency (RF) Motorola APX4500 radios or equivalent, mother boards, siren controller boards, siren amplifier boards, solar panels, and batteries. All materials shall be new and not refurbished.

2.1.1 Safety Requirements.

2.1.1.1 Site Coordination. The Contractor shall coordinate with base safety officer before arrival. Upon arrival, the Contractor shall meet with the base safety officer immediately for review of the specific safety requirements prior to installation.

2.1.1.2 Confined Space. Not Applicable.

2.1.1.3 Accident/Incident Reporting and Investigation. The Contractor shall record and report all available facts relating to each instance of injury to either Contractor or Government personnel to the Site Safety Office unless otherwise stated in the SOO. The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Site Safety Office. If the Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.

2.1.2 Security Requirements.

2.1.2.1 Security Clearances. There are security requirements for performance of this work.

Some of this work will take place in secure areas where Contractor employees must be escorted at all times. The Contractor must coordinate access to secure areas at least seven (7) calendar days ahead of time. It is the Government's responsibility to provide escorts. The primary Contractor shall adequately provide cleared personnel for the performance of this task order.

Contract personnel required to perform work within the BDOC don’t require a Secret security clearance but must obtain a base pass from the Visitor Control Center.

2.1.3 Environmental Management. The Contractor shall comply with the most stringent environmental Agadez, local laws and regulations; Air Force policies and plans. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies and animal species protection for activities on Agadez. The Prime Contractor shall ensure their sub-Contractors comply with these specifications. The 724th EABS/COMM will check with the base environment office to confirm environmental approval of the two new concrete pole installations.

2.1.4 Permits. Not Applicable.

2.1.5 Integrated Product Team (IPT). The Contractor shall chair a weekly IPT meeting that includes Contractor representatives, the Contracting Officer (CO), representatives of 724th EABS/COMM, AFAFRICA A6/CP, and all required base personnel from Agadez. The Contractor shall provide a worldwide “Meet Me” Telecon capability (or adequate equivalent) for the duration of the project. The purpose of this meeting is to discuss project progress, problems being encountered, corrective actions taken, and other discussions necessary/beneficial to ensure success and timely completion of the work. The Contractor shall be responsible for the meeting minutes. A copy of the minutes shall be provided to each attendee and disseminated via e-mail addresses IAW CDRL A004.

2.1.6 Quality Assurance. The Contractor shall provide a Quality Control Program for the entire life of the project. The Contractor’s quality assurance evaluator shall assist the Government representative in performing random spot checks and system acceptance tests. The Contractor shall be responsible for identifying system and outside plant deficiencies and/or discrepancies throughout the life of the project. A weekly report (soft copy) shall be submitted indicating progress/status and listing any deficiencies/discrepancies found and actions to correct them IAW CDRL A003.

2.1.7 Contractor Personnel.

2.1.7.1 Project Management. The Contractor shall provide a Project Manager (PM) and alternate(s) responsible for contract performance and continuity. The Contractor shall identify the Project Manager’s or alternate's range of authority to act for the Contractor relating to daily contract operation.

2.1.7.2 Site Point of Contact (POC). The Contractor shall designate the Contractor's on-site team leader and alternate(s) as the Site POC for individual projects in their Site Visit Request Letter. The Site POC or alternate(s) shall be on site during duty hours until project completion.

The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.

2.1.8 Warranty. The Contractor shall warranty the products of its manufacturer to be free from defective material and workmanship. Break-fix support for hardware and software related to the upgraded GV system shall be provided for no less than one year after the upgraded GV system acceptance date, to include all field trips, telephone support, and shipping costs.

2.1.9 Manuals and Practices. The Contractor shall provide the latest version of operation, installation, maintenance manuals, troubleshooting instructions, and practices/users guides for each system installed as provided by the original manufacturer with all new equipment.

2.1.10 Out-brief. The Contractor shall conduct an out-brief with the site 724th EABS/COMM POC or designated representative at the conclusion of the implementation. The implementation out-brief shall inform the customer of implementation results and necessary maintenance issues (including warranties).

2.1.11 Enterprise-Wide Contractor Manpower Reporting Application (ECMRA).

The Contractor shall report ALL Contractor labor hours (including Sub-Contractor labor hours) required for performance of services provided under this contract for upgrading the AB 201 GV system via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address:

http://www.ecmra.mil.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the ECMRA help desk.

2.2 SPECIFIC REQUIREMENTS.

2.2.1 Outside Plant Requirements. The Contractor shall EDFI&T the approved J/F-12 two-way digital VHF RF communications infrastructure for the upgraded AB 201 GV system. The Contractor should reuse the one existing wooden pole and provide as-built drawings, including current RF system communications infrastructure connectivity schematics, upon project completion in Visio and PDF format along with paper copy of as-built IAW CDRL A001.

2.2.1.2 Distances provided by the government are approximations and should NOT be used for ordering materials.

2.2.1.3 The new and existing RTUs shall be properly installed with weatherproof sealants, heads, proper connectors, tubes, and liquid tight devices, and cabinet plugs to prevent water, moisture, and insects from entering the RTU cabinet enclosures that will damage the dedicated electrical and communication mother boards, siren controller boards, amplifiers boards, and batteries components.

2.2.1.4 The Contractor shall ensure the appropriate voltage and current are provided to the mast location electrical load. The Contractor shall verify the voltage, current, wire size, distance, transformer size, fuses, breakers, voltage & current limiting devices and other variables are correctly utilized to drive the new load.

2.2.1.5 The Contractor shall coordinate with 724th EABS/COMM and local CE before energizing all new power loads.

2.2.1.6 The Contractor shall comply with all applicable documents including standards in paragraph 4.2

2.2.1.7 Upon project completion, the Contractor shall provide configuration management, as-built drawing documentation of the installed system, operating manual and detail troubleshooting instructions of the upgraded GV system, including the predicted and tested audible coverage areas IAW CDRL A001.

2.2.2 Installation Requirements.

2.2.2.1 Restoration. Any wall penetrations shall be restored to meet NFPA 1, NFPA 70 and NFPA 72 standards.

2.2.2.2 Grounding. The Contractor shall install and ensure the proper grounding the upgraded equipment to the Telecommunication Main Ground Bus-Bar (TMGB), near the terminal in all communication rooms. Contractor shall install and properly ground the outdoor equipment and electrical power in accordance with base, local, state and federal codes, laws and National Electric Code’s most recent edition and in paragraph 4.2.

2.2.2.3 Bonding. Shield bonding connectors, bond bars, braids, ribbons, clamps, etc., shall be provided to maintain cable shield continuity at splices and at ground connections. Bonding

Agadez, Niger FOUO 7 connectors shall be provided IAW RUS Bulletin 1753F-803 (PE-33). Shields shall be grounded and continuous throughout the cable distribution system.

2.3 Giant Voice (GV) System Installation. The Contractor shall upgrade the existing GV system to provide prerecorded and intelligible voice alert messages, informational messages, action to be taken, playing of taps, retreat, reveille, and active shooter announcement messages to all personnel in the event of an emergency, terrorist threats, Force Protection contingencies, and exercises. The system shall comply with the following: UFC 4-021-01, AFI 10-2501, DoDI 6055.17, and Secretary of Defense Memorandum: Final recommendations of the Fort Hood Follow-On Review, Aug 18, 2010 and Secretary of Defense Memorandum: Force Protection Recommendations Following the Chattanooga Shooting, 29 Jul 2015. The Contractor shall use the most stringent of the directives and standards in Para 4.2.

2.3.1 Features and Capabilities. The Contractor shall upgrade the current GV System which will provide the following features and capabilities:

2.3.1.1 The Contractor shall provide a solution to install one new RTU and one new weatherproof Omni-directional siren speaker at the siren location indicated in Table 1 and Fig 1.

The Contractor shall test, adjust, and ensure the new siren speaker arrays provide adequate and intelligible live voice and pre-recorded messages for the entire site populace without bleed-over to nearby community. See Table 1 Attachment Figure 1.

2.3.1.2 The siren speakers shall deliver alert, warning and informational messages of what to do before, during and after an emergency, exercises or disaster by the operators at the Central Control Stations (Combined Defense Operations Center and Command Post).

2.3.1.3 The Central Control Stations shall transmit emergency announcements as live voice messages to alert and warn base personnel through remote siren speakers via microphone to any individual or all speakers.

2.3.1.4 Activation and Central Control subsystems: The new and existing radios for all system communications shall be spectrum certified by US Military Communications Electronics Board with an approved J/F-12 number assigned, capable of utilizing a Frequency Shift Keying (FSK) modulation scheme, and meet narrow band and 256 bit AES encryption requirements. The Contractor shall provide communication, activation and control with the FSK format.

2.3.1.5 The system shall allow operators to activate RTUs independently or as an entire system. The system shall be equipped with a silent test diagnostic that allows it to test all major system components without producing an audible signal. The RTUs shall allow for multiple activation sequences to be programmed from central control stations or locally at the site.

2.3.1.6 The RTU shall allow for multiple activation sequences to be programmed from the central control stations or locally at the site.

2.3.1.7 The Government will trade in current four (4) existing 12 speaker array (rated 1200watts, 100watt each speaker) for four (4) new omni-directional speaker horns (rated 1600watts, 400watt each speaker). See Table 1. The new and existing Omni-directional speaker arrays (1600watts) shall be equipped with an RTU, 120VAC, mast speaker mounting brackets, interconnecting speaker cables, two-way Motorola APX4500 VHF radios, 256 bit encrypted communicate, control and status monitoring. The RTU utilizes a separate battery cabinet that isolates the new batteries from the electronic circuitry. The system shall be equipped with silent test diagnostics that allows it to test all major system components without producing an audible signal.

2.3.1.8 The RTU uses an extremely efficient hot swappable pulse width modulated amplifier or single board amplifier to provide the highest reliability and efficiency in a small modular weatherproof RTU enclosure. Powered from standard 12VDC batteries, the sirens can operate continuously for over 30 minutes in tone and voice IAW 04-021-1, para 3-6.11.

2.3.1.9 The three (3) new 30ft GV transportable high powered speaker station masts shall be installed with new 12VDC battery systems that are charged by the solar power panels, 200watt, 120VAC, and 60Hz. The batteries shall provide the electrical power for new siren speakers. The backup power mobile JF8 Generator can be used as an option. It can run on FJ8 fuel or conventional gasoline.

2.3.1.10 The four (4) existing 16ft GV masts which will be traded in for four (4) 30ft GV transportable high powered speaker station GV masts shall be installed with new 12VDC battery systems that are charged by the nearby primary AC building power, 120VAC, 60Hz. The batteries shall provide the electrical power for new siren speakers.

2.3.1.11 The central control communications system shall be programmed to perform automatic testing of all speakers in the system, routine weekly and/or monthly reports, quiet testing, growl test or a full system test.

2.3.1.12 The current Agadez GV system uses the Motorola APX4500 radio VHF for the GV RF system communications architecture. The upgraded GV system shall use the Motorola APX4500 3dB VHF, 50watt radios (or equivalent) in the new RTU cabinets.

2.3.1.13 The upgraded GV RF system communications shall operate on the current operating VHF frequency. The upgraded GV system shall provide secure digital communications method via 256 bit encryption to prevent malicious, unauthorized access or accidental operation of the system.

2.3.1.14 The Contractor shall install two (2) new obstruction lights on top of the new transportable GVM4 and GVM7 masts that prevents the plane penetration requirements.

Obstruction light must be RED incandescent and comply with Engineering Technical Letter (ETL) 11-29, UFC 3-535-01 (Visual Air Navigation Facilities), Air Force Instruction (AFI) 32-

1044 (Visual Air Navigation Systems) UFC 3-260-01 (Airfield and Heliport Planning and Design). The strobe light shall be automated and to be manually switched ON and OFF from the Central Control System. The height of the transportable mast, siren speakers, and obstruction light shall not be exceeded the maximum allowable height of 30ft.

2.3.1.15 The Contractor shall install the proper lightning strike protection on the siren speakers, RTU, and the involved poles. The Contractor shall install waterproof sealants on the connectors, cables, wiring, and cabinet RTU enclosures.

2.3.1.16 The Contractor shall install the new appropriate battery cables. There was a stop use on the battery Amphenol cable.

2.3.2 System Interface. The upgraded GV System shall provide the following features:

a) Application Programming Interface (API) or a way to remotely activate audible alerts.

b) Standard TCP/IP network protocols, RS 232, RS-485 and audio-in input.

c) The API should conduct all interactions using XML messages conforming to the OASIS

Common Alerting Protocols (CAP) Standard

d) The API shall allow an external system to initiate specified pre-recorded audio alerts in the Giant Voice / PA system.

e) Target activation of specific sirens or speakers.

f) Request reports on the status of delivery and activation of an alert already in progress;

specifically, if the alert was delivered to all targeted speakers and these speakers are sounding the alert.

g) Terminate an alert already in progress.

h) Request reports on system health status, replying with a detailed response.

i) Allow the activation of target siren or speaker via dry-contacts and audio-in input.

2.3.3 Pre-programming. The upgraded GV system shall be configured and pre-programmed with the following messages:

2.3.4 Zone Selectable. The AB 201 GV system shall provide a speaker zone selective configuration capability. The upgraded GV system shall be configured to activate all zones or individual zone. The GV system shall allow for the pre-configuration of three (4) zones, which can be selected by the operator to promptly issue an announcement to the selected area.

2.3.5 Override Capability. N/A.

2.3.6 Central Control Stations. The upgraded GV system shall have two way RF 3 dB VHF 50watt communications alert software with graphics screen for control and status monitoring.

The system is capable of being activated, monitored, controlled and receive real-time remote status monitoring of all system activities from the Combined Defense Operations Center (CDOC) and Command Post (CP). The upgrade GV system shall have the speaker volume control capability. The Contractor shall ensure the antennas and RF coaxial feeds/cables with the proper grounding and lighting protection systems for central control station. The Contractor shall

Agadez, Niger FOUO 14 provide the GPS time servers, GPS antennas, cables and mounting brackets for maintaining the accurate timing and synchronization of the central control laptop consoles.

2.3.7 Combined Defense Operations Center (CDOC). The Contractor shall provide a new military/industrial grade laptop console with Window 10 OS, USB/serial port and RS232 cable, new desktop noise canceling microphones, reuse existing digital two-way central communications units, existing software package, existing Smart UPS (120VAC, 600Watt), Motorola APX4500 (3 dB VHF, 50watt) base station radio (or equivalent), existing Omni directional antenna (VHF), antenna cable, and antenna mounting bracket.

2.3.8 Command Post (CP). The Contractor shall provide a new military/industrial grade laptop console with Window 10 OS, USB/serial port and RS232 cable, new desktop noise canceling microphone, reuse existing digital two-way central communications unit, existing software package, existing Smart UPS (120VAC, 600Watt), Motorola APX4500 (3 dB VHF, 50watt) base station radio (or equivalent), existing Omni directional antenna (VHF), antenna cable, and antenna mounting bracket.

2.3.9 Backup Power for Control Stations. The Contractor shall provide each central control station with its own backup power (UPS) to maintain operations during emergencies that could result in temporary loss of normal base utilities. Backup Power Capacity for fire alarm systems is defined in the National Fire Alarm Code, NFPA 72, and section 4.2. As stated in Annex E of NFPA 72, mass notification systems should have the same backup power capacity as fire alarms.

NFPA 72 states that the secondary supply for the control station shall be capable of supporting alarm operation for a minimum of 4 hours.

2.3.10 Backup Power for Siren Speaker Locations. Each speaker location shall have the battery backup power to maintain operations during emergencies that could result in temporary loss of the generator IAW NFPA 72. The solar power panel shall be capable of operating the system under quiescent (non-alarm) load for a period of 72 hours and then shall be capable of operating the system under an emergency condition for 60 minutes at maximum connected load.

2.3.11 Wiring and Infrastructure. The Contractor shall furnish and install all signaling wiring to include RF to provide control of the GV system.

2.3.12 Electrical Power. The Contractor shall reuse the existing electrical power for the existing siren speaker. The upgraded Agadez GV system at the ATC, K9, and Hangar area shall use the solar panel powers. The Contractor shall coordinate with 724th EABS/COMM and site Civil Engineering Electrical Shop on power removal, modification, and/or installation existing dedicated 120VAC power, 16 amp, one phase at each site. Installations must comply with NFPA 70 (National Electric Code) and UFC 3-520-01 Interior Electrical System requirements.

2.3.13 Coordination. All support infrastructures shall be coordinated with 724th EABS/COMM and Site Civil Engineering.

2.3.14 Audible Signal. When broadcasting tone alerts for different warnings and when used as a vocal GV system for command and control instructions, the speaker system shall produce an audible signal and intelligible voice messages to any personnel located in the populated areas.

2.3.15 Music and Voice. The upgraded GV system shall be capable of broadcasting standard military music selections, pre-recorded voice and live PA voice (ref para 2.3.3.)

2.3.16 Onsite Training. Upon completion of the installation process, the Contractor shall provide “one-time” User Training to the designated Site Staff in accordance with the customer requirements. User training shall include step-by-step instructions on the utilization of all features of the upgraded GV system as well as basic system troubleshooting. The Contractor shall provide operational training to the users and system training to the Operators/Maintainers as needed. Instructional sessions including training slides/guidance/documentation shall be permitted to be videotaped for future training purposes. The Government shall retain the right to duplicate and distribute the training material for future training purposes. This training shall include setup, configuration, operations, and user diagnostic, repair and replacement. The Contractor shall conduct a classroom instruction on the system to include the operational and maintenance requirements of the system for up to ten (10) students utilizing a Government approved training plan IAW CDRL A007.

2.3.17 Legacy System Removal/Site Restoration/Debris Removal. All equipment and residuals from this project including speakers, amplifiers, boards, conduits and cabling shall be disposed of off base by the Contractor IAW Agadez environmental laws and regulations. Prior to project completion, the Contractor shall remove all debris and surplus materials from the work place. Equipment and materials required to complete the work effort may remain on site as long as they are organized/stored in a manner that does not cause a safety hazard.

2.3.18 GV Audible Coverage Testing. The contractor shall conduct coverage testing of the implemented GV solution and provide the 724 EABS/COMM and 38CEIG with test results to ensure that pre-recorded messages and live PA voice messages are sufficiently intelligible across all covered areas of the base IAW CDRL A005 and A006.

2.3.19 Final Acceptance. The Contractor shall schedule a final project walk-through and complete system test of all work completed prior to close out with the government representative from 724th EABS/COMM. This should be scheduled at least 5 business days prior to the acceptance. The Contractor shall perform testing and inspections of the upgraded GV systems IAW the approved test plan. When any system, subsystem, component or requirement test fails to meet the requirements of the test, Government acceptance will be withheld until such time as the cause of the failure is corrected to the Government’s satisfaction. After appropriate corrective action has been taken, all tests including those previously completed related to the failed test and the corrective action shall be repeated and successfully completed prior to Government acceptance IAW CDRL A005 and CDRL A006.

2.4 Service Outages. The Contractor shall be responsible for preventing any unscheduled service interruptions (i.e. cutting or disabling any in-service cables or equipment), Contractor-

Agadez, Niger FOUO 16 caused interruptions of communications capabilities shall be coordinated and properly identified.

The Contractor shall coordinate planned outages with 724th EABS/COMM in advance of the outage if the implementation necessitates disruption of service, (e.g., communications, electrical, or other utilities).

2.5 Identification/Marking. The Contractor shall clearly mark all Contractor-Furnished Property and Equipment (CFP/CFE) with their company's name. The Contractor shall place an easily read, very visible, sign (minimum 8.5" x 11") on large containers, construction equipment, or un-manned rental vehicles while on the Government installation indicating the company name and both the Contractor and Site POC's names and local telephone numbers. The Contractor shall label all equipment, GVM # on the involved cabinet enclosures, and cables they install on in accordance with ANSI/TIA/EIA-606-B-2012.

2.6 Installation Schedules. The Contractor shall provide a complete milestone schedule that denotes project activities to include time-phased start and completion dates for the project and sub-projects associated with the installation of the components and system IAW CDRL A002.

2.7 Weekly Status Reports. The Contractor shall prepare a Weekly Status Report and distribute IAW CDRL A003. The purpose of the report is to inform IPT members of project progress, problems being encountered, and other topics necessary/beneficial to ensure success and timely completion of the contract requirements.

2.8 Red-Line and As-Built Drawings. The Contractor shall submit drawing showing the “as-built” configuration in Visio format. The As-Built Drawings shall include the locations of all existing tower locations; the Global Positioning Satellite (GPS) coordinates of each tower location, the logical diagram of the GV system, the facility location of the GV equipment, a floor plan of the room location, power source facilities and connections, a rack elevation plan of the GV equipment, and tested coverage areas for Agadez. The coverage area drawings shall be shown on a satellite image of the coverage areas with the street names, facility locations and other geo-references shown IAW CDRL A001.

2.9 Restricted Access Areas. Agadez has some restricted areas where access is limited and requires Government escorts. The Contractor must coordinate access to secure areas no later than seven (7) calendar days ahead of time.

2.10 Test Plan. The Contractor shall submit written test plans and schedules that detail how they will test the upgraded GV system, all Desktop Central Communication Units (DCCUs), all siren speaker arrays, in compliance with Unified Facilities Criteria (UFC) 4-021-01. In addition, the Contractor shall submit written instructions to system operator(s) for conducting periodic system tests. The test plan shall consist of the Cutover Plan, paragraph 2.12. The upgraded GV system shall be tested and demonstrate to the Government that the system is fully operational and meets or exceeds the specified requirements and that the system is fully ready to be placed into service. The Contractor shall also test the system to demonstrate to the Government quality assurance evaluator of the system. These tests shall be accomplished prior to the system being placed into service IAW CDRL A005.

2.11 Acceptance/Installation Test Report. The Contractor shall provide an installation test report of the results of the testing accomplished under the installation test plan IAW CDRL A006.

2.12 Cutover Plan. The Contractor shall provide a detailed cutover plan and schedule to delineate how the transition shall be implemented to minimize or avoid GV system down time.

This plan outlines how the system shall be placed into service and clearly specify how the newly upgraded system shall connect to the existing base system IAW CDRL A005. The Contractor shall bring the Mobile Central Control Unit to support completion of the cutover plan.

2.13 Testing Requirements. The Contractor shall furnish all test equipment and personnel required to conduct all required testing. The Contractor shall document all test results in a “Test Report(s)” and submit to 724th EABS/COMM, 38 ES/ENII, and 38 ES/ENIW within 5 calendar days of completion of each test. During any testing phase, the Government reserves the right to perform any of the Contractor performed inspections and tests to assure solutions conform to prescribed requirements. The Contractor shall provide on-site support during the acceptance testing IAW CDRL A006.

2.14 Line of Sight Test. The Contractor shall test two-way RF transmit and receive communications signals from the Central Control Stations and Antennas to the Remote Terminal Units and Antennas. Test shall be accomplished to ensure the upgrade GV system will meet the required end-to-end RF communications signals strength.

3.0 GENERAL INFORMATION.

3.1 Period of Performance. The period of performance shall be determined by the proposed project duration including installation, training, and testing & acceptance.

3.2 Place of Performance. The place of performance is Agadez, Niger.

3.3 Hours of Operation. The Contractor shall perform the services required under this contract during normal duty hours of the facility where work is being performed. At Agadez, normal duty hours are: 0700 – 1600 EAT. Any other work schedule outside of normal duty hours requires Contracting Officer (CO) approval. The Contractor shall not perform work under this contract on US Federal holidays or site-unique down-days unless expressly authorized by the CO. Part or all of the facility may be occupied during this effort. Contractor shall accomplish the installation with minimum disruption of daily office activities. Performance on federal holidays or down-days is at the discretion of the Contractor. If performance of work outside normal duty hours will be required to meet the scheduled dates stated above, include desired working hours in the Proposal.

3.4 Base Support. The laydown and dry storage areas will be provided upon request. The Contractor shall secure this area if needed.

4.0 EXISTING GOVERNMENT FURNISHED EQUIPMENT (GFE) / INFORMATION /

4.1 Existing GV System. The existing GV system at Agadez consists of the following (all legacy equipment and infrastructure is to be kept as part of this contract):
