Currently, all new arrivals at the base will be in a Restriction of movement (ROM) status .Under ROM, contractors will be able to work and fulfill the contract. | ||||

as additional add-ons. The intent is for these radios to be integrated into the eLMR system at Agadez for its secure talk group functionality and to reuse the same RF spectrum. The Vertex VX4500's, while typically used in a standalone Giant Voice system, are conventional-only (vulnerable to spoofing, jamming, and eavesdropping) radios that cannot integrate into the eLMR system at Agadez and would need their own reserved segment of the spectrum.
| D | SOO Section 1.0.6 | 1.0.6 The Contractor shall trade-in four (4) existing 16ft GV masts for new four (4) transportable 30ft GV masts. The Contractor shall also trade in forty eight (48) existing 100 watt speakers (12 per mast) for four (4) omni-directional 400watt speaker arrays, four (4) new 30ft GV masts to the four (4) existing RTUs, and existing antennas, new antenna cables, new speaker cables, and existing mounting brackets. See Table 1. | D.1) As the items being requested for "trade in" are specific OEM's product (ATI), it is unlikely that any other vendor will be able to refurbish and or to be able to reuse those products for any future projects. In addition, the government has stated that they are in degraded status and need to be replaced with new equipment. Will the government authorize a point system for the commercial offer to give non-ATI vendors an advantage for offering a "trade in" value for ATI equipment? Or is it the Government's intention that the existing equipment be replaced with new equipment from the same vendor (ATI)? As written, Section 1.0.6 appears overly restrictive and may give an advantage to one OEM over another. | As far as I'm aware, we're looking to standardize ATI as the mass notification system of choice across the AFAF locations for easier maintainability and sustainment. |
| D.2) Can the Government provide details as to the specific components of the existing transportable towers the Government is seeking to trade in, and which equipment (if any) will be disposed of by the Vendor? | The overall intent was for the Contractor to reuse what was still viable from the current setup. More sensitive components like the siren pole electronics may be degraded from exposure to the elements and need a trade-in, while other less sensitive or less exposed parts may still be perfectly acceptable. 1.0.6 and 1.0.7 detail what those are. If it is easier to just replace the whole setup wholesale, then that is worth considering as well. | |||

Our intent is to have a common central control software across the four AFAF locations for easier maintenance and sustainment. |

Please confirm that offeror’s have the latitude to change the speaker size at each node to achieve the Government’s specified coverage and are not constrained to the specific wattage. | The more important factor is that the mass notification be audible and intelligible for the entire AB201 populace - the specified wattage and speaker size should be interpreted as guidelines only. |
