“Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the
Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”
1. SUMMARY OF CHANGES:
a. The Federal Acquisition Circular has been updated from 2019-05 to 2019-06 Item I
(See paragraph 4).
b. Extended solicitation date from 17 September 2019 to 20 September 2019 (See paragraph 16).
2. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
3. FA524019Q0061 for IDS and CCTV is hereby issued as a request for quotes.
4. The following solicitation document, incorporated provisions, and clauses are in effect through
Federal Acquisition Circular 2019-06 Item I.
5. This solicitation has been set aside for 100% Small Business under the 334290 NAICS Code, with a small business size standard of 750 EMP.

7. The government requests that all items be ordered within 30 Calendar Days after receipt of
Contract Award 36 Wing/CP Bldg 23028 APO, AP 96543. If this delivery schedule cannot be met, the contractor must specify the proposed delivery schedule in the quote.
8. FAR 52.212-1 Instructions to Offerors -- Commercial Items (Oct 2018) applies to this acquisition.
9. FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) applies to this acquisition. The evaluation factors are as follows;
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1) Price
2) Technical Acceptability
Rating Description
Acceptable Proposal clearly meets the minimum requirements of the solicitation &
Specifications provided.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
Technical Acceptability is equal to price.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
10. FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items (Oct
2018) applies to this acquisition. This means that the contractor must have a valid
Representations and Certifications filed in the System for Award Management (SAM) or provide the government a completed copy of the record.
11. FAR 52.212-4 Contract Terms and Conditions -- Commercial Items (Oct 2018) applies to this acquisition.
12. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive
Orders -- Commercial Items (May 2019) applies to this acquisition.
13. 52.232-18 -- Availability of Funds.
Availability of Funds (Apr 1984)
Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer
